Doesn't mean I'm ready. I'm just done. Let me tell you when you are ready. K. Oops. I am ready when it's 05:30. Okay. Alright. Good afternoon. It is 05:30, so we will call the August City of Manitowoc personnel committee to order.

0:55 – 1:24Speaker 1

All members are present with the exception of Alder Sikowitz, who is excused this evening. So we will start with, public comment. If there's anybody from the public who would like to comment on business germane to the personnel committee? You can step up. Second call for public comment. Third call for public comment. Anybody online for public comment? Any previously received public comment? No. Alright.

1:24 – 1:41Speaker 1

So we will close public comment. Alright. Next item on the agenda is, the consent items. Are there any items that members of the council would like to remove? If not, I'll take a motion to approve.

1:41Speaker 2

So moved. Second.

1:43 – 2:05Speaker 1

Okay. Motion by Alder Cummings, seconded by Alder Beeman to accept the consent agenda. All those in favor, please say aye. Aye. Any opposed? Alright. Motion carries. Next on the agenda are the action items. First item is item 25 dash zero four eight seven, approval of revised job description for the police chief.

2:10 – 2:54Speaker 3

This item is on the agenda. Some of you may have been on personnel in the last couple of months, and we have been slowly changing the qualifications for some of our police department job descriptions due to some trouble that we've been having staffing those positions. This is the last position that we are looking to make a change to the educational requirement. And, we are looking to, a preferred bachelor's degree, but if not, an associate degree with additional experience in law enforcement that would provide the necessary knowledge, skills, and training. So I don't know if you got anything to add.

2:54 – 3:35Speaker 4

And we kept in there a graduate FBI National Academy or similar law enforcement or at the university level staff command, are very important trainings to have when you wanna become a police chief. I think that coupled with an associate's degree, would be good enough. Certainly, like the wording talks about, we'd prefer prefer bachelor's degree like it is right now. But in order to have the most qualified or more qualified people, we wanna make sure that that pool is is good enough that we find the right person for the job and not exclude people that maybe don't quite have a bachelor's degree, but are certainly qualified to become a police chief.

3:37Speaker 1

All right. Any questions? Alder Cummings.

3:41 – 4:26Speaker 2

Yep. Really no question with it. I definitely agree with the change. I personally have a associate's degree in criminal justice and a bachelor's degree as well and years of experience. I think that the most important part is the person, that you get the right person in the job. I can honestly say that in at least my experience for the world of criminal justice, the associate's degree was worth more than the bachelor's degree anyway. I don't think my bachelor's degree really made a difference in anything in that capacity. And the years of experience and being the right person, obviously, is the best part. So I have no qualms with that, and especially if it would mean disqualifying somebody that's a better person or a better fit for the job. I'd rather have that versus a piece of paper.

4:28Speaker 1

right. Auditor Dunbar.

4:29 – 4:43Speaker 5

Yeah. Just a quick question. Is this coming from we've had people that have inquired about the position that didn't meet it, or are we just hoping to broaden it to bring people in? Like, is there, you know, one or two that kind of now meet the category we've slightly talked to or heard from?

4:43Speaker 4

I would say more to broaden it.

4:44 – 5:19Speaker 1

Okay. Perfect. Thank you. Yep. Any other comments? Okay. Motion to approve. Second. Motion by Alder Beeman, seconded by Alder Cummings to accept or approve the revised job description for police chief. All in favor, please respond by saying aye. Aye. Any opposed? Further discussion? Alright. I can probably put this on the consent agenda. Yeah. I would. Yeah. Okay. Say we

5:19Speaker 2

just need to sign the top.

5:21Speaker 1

What's that?

5:22Speaker 2

Consent. It just needs the top.

5:24Speaker 1

That's it. Just me? Okay. Thank you very much.

5:29Speaker 1

Next item on the agenda is, 25 dash o four eight three, employee policy manual language update. Jesse?

5:37 – 6:21Speaker 3

Yes. This is our typically, I I bring this to the to the committee every six months or so. So it's time to bring it. And a couple of things that we're looking to revise in this policy, we are looking to streamline the process for budgeted travel Currently, out of state travel is required to come to the oversight committee for an employee that is traveling out of state, and that includes for budgeted and non budgeted. At our department head meeting, we did talk about changing that language since, typically, those have never been disapproved by any of the committees if they're budgeted.

6:21 – 7:03Speaker 3

So we are looking to change the process so that employees who are traveling out of state on a budgeted trip, that those just go to be approved by the department head. If there are any trips out of state that are not budgeted, those would still continue coming to the oversight committee. Also, there's this another language change in article eight, and that came at the recommendation of the finance director. We are updating the per diem amounts and not putting actual amounts, and we're pointing pointing over to a federal website. And we're doing that so that we can maintain equitable reimbursements for all employees who are traveling.

7:03 – 7:36Speaker 3

So for instance, if they're traveling to Green Bay, they're probably not gonna spend as much on their per diems as they would in, let's say, Chicago. So just trying to align those a little bit more. Article 14, we are just incorporating the language that was approved a couple of months ago, and that's for those lump sum payments to be prorated to part time employees. Article 20, we able that. Then then we'll

7:45 – 7:59Speaker 3

language just to update that a little bit and include we'll cell that. Phones and point back to back to our acceptable use policy, which is another internal policy that we have. So any questions? I'm happy to answer them.

8:03Speaker 1

Anybody from the council?

8:07Speaker 2

Go ahead. Yeah. Just just for my sake, like, the meal reimbursement, how how is that gonna work, I guess?

8:20 – 8:58Speaker 6

So GSA, Government Service Administration, which is a federal work which is a branch of federal agency, takes a look at how much lunch costs in Manitowoc, Green Bay, whatever whatever it is. So if an employee is traveling to a specific destination, they're allowed a per diem for that lunch or that day depending upon if it's overnight travel or not based upon what's on that website at that time. In the past, what we've had are certain dollar amounts that we've had to change every few years as costs go up. Now, hopefully, we never change this again as long as the GSA continues to do this. We just refer to that website.

8:58 – 9:17Speaker 6

It updates as it updates. Obviously, each department has its own meal budget. You guys approve that every year. So we still wouldn't go outside of that without approval, but this allows reimbursement for the $17 lunch in Chicago versus the $11 lunch in Manitowoc.

9:17Speaker 2

Okay. Thanks. I saw the GSA thing, but I wasn't aware of that, I guess. So I appreciate that explanation and obviously agree with that.

9:27Speaker 5

I believe that's the same site that sets like federal mileage reimbursements for all that for usage and all that. It's the same.

9:34 – 9:47Speaker 1

It's pretty slick. You just click the state. It gives you a list of the cities, and it says lunch. It says breakfast, lunch, dinner all day, and you just take the number right off the site. Nice. And it's just your cap for your meal. You can spend it what you want, but it's what you'll reimbursed.

9:49Speaker 1

Thank you. Any other comments? Alright. So then we will take a motion to approve.

9:57Speaker 2

So moved. Second.

9:59 – 10:37Speaker 1

Approve motion by Alder Cummings, seconded by Omar Beeman to approve the employee policy manual language update. All those in favor, please say aye. Aye. Aye. Any opposed? Any further discussion? So this will go on the non consent because it's a policy change. Definition of policy change. Alright. Next item on the agenda is 25 dash zero five three nine, request for resolution to hire seasonal employees related to elected official department heads or supervisory personnel.

10:37 – 11:02Speaker 3

And this should be a familiar item. We have this, it seems, every month. This is based on our ordinance regarding nepotism. We do need to bring any any employees that are hired that are related to elected officials or management employees to this committee for approval. This particular employee is a seasonal labor who is related to a supervisor at the police department.

11:05 – 11:35Speaker 1

Are there any questions for Jesse? Alright. So we will take a motion to approve. So moved. Second. All right. Motion by Alder Cummings, seconded by Alder Dunbar to accept the request for resolution to hire a seasonal employee related to elected officials department as a supervisory personnel. All those in favor, please say aye. Aye. Any opposed? Further discussion, we will go to non consent.

11:37Speaker 2

11:39 – 12:22Speaker 1

be a roll call. Yep. Pass that down. Alright. Next item on the agenda is 25Dash0538 unpaid leave of absence request for transit employee j l.
