1:55Speaker 1

So we're just approving this one because we don't have the next one till next

1:58Speaker 4

meeting. Right? Yeah. We're approving 10 and

2:01Speaker 1

the check records too.

2:05Speaker 3

I meant to approve.

2:07Speaker 4

I did. I'm looking for a second.

2:08Speaker 3

Alright. I'll second it.

2:09Speaker 4

Okay. Then it goes to her. Okay.

2:11 – 2:40Speaker 1

a motion and a second. Any discussion? Okay. All those in favor? Aye. Opposed? Right. That passes. Then next moving on to item number six on our agenda correspondence, we do not have any, so we will move right along to number seven, administrative reports. I hope everyone got a chance to look through those. Before I guess I open it up, do you have anything you'd like to say?

2:41 – 4:04Speaker 2

I did want to share our social media post about our members. You guys got the impact snapshot vaccine, which is And then we are beginning to roll out Office three sixty five to the city employees now. So if any of you are also still needing help getting in, please contact us, And then I did want to just bring up something that I've had lots of conversations about, and our managers have conversations about as well. I do want to reiterate that staff address people's behavior in the library. So we are not pointing out or targeting or discriminating is the word by the way people look.

4:04 – 4:49Speaker 2

So it is I went publicly. Make sure that all of you, in case you have any conversations with anybody in the community, that you do know that we we definitely train employees as well as monitor. I even implemented hourly walkabouts or rounds around the whole library, the youth room upstairs as well as all of floor that we're doing it hourly. So staff is a presence and making sure that, you know, the code of conduct and behaviors are being abided by. And that is what we are looking for and what we are addressing, not the way people look or how they are dressed.

4:50Speaker 2

Any questions? That way we we have spoken. So

4:58 – 5:28Speaker 1

I'm very excited. I think the virus is a very safe place. I feel safe coming here with my kids. I appreciate everything you guys are doing. I don't know the name of Britney and I don't need to, but I think you guys are doing a great job of making sure that people feel safe and welcomed. I mean, I'm always greeted when I walk in. The staff's never been anything but kind of professional to me and to my kids even though it's, like, you know, for a book that doesn't exist regularly, and we have to get that explained to them. But, I mean, really, no. I I don't think I am I think you guys are doing

5:28 – 6:01Speaker 2

a great job. I certainly feel that a lot of the communications that don't necessarily come to the board, You guys might still be getting spam communications, but that's why when we say correspondences, a lot of times just coming to me or coming to in person. We always have a manager on duty. So if it's a night thing, then the manager is handling it. So just in case, I want you guys, again, transparency and also that you are informed and able to talk to any member of the community as well.

6:02 – 6:47Speaker 2

And if you hear something or wanna talk about something, you can definitely reach out to me. Come in and have a chat as well. I'm good. K. And then I think oh, the the budget twenty eight thirteen, Mario, the foundation, that was we just had our meeting on Tuesday after the storm. And so our finance department just needed more time to enter those numbers and get them finalized before we

6:47Speaker 1

were able to report them.

6:48Speaker 2

So that was the delay for that. But they'll be here next month. We'll get all caught up there. So, yeah, any other questions on reporting? Yes.

6:57Speaker 4

On the manager's report?

6:59 – 7:14Speaker 4

I sure hope the I can't remember what it's called. The Internet or the remote literacy conference. I sure hope that prolong the week of the big snow. That would be the perfect week to be able to attend something. I

7:15Speaker 2

don't think so.

7:17Speaker 1

It wasn't? Right.

7:18Speaker 2

It was in February. Right? Oh. Yeah. March. It was Oh, that's too bad.

7:23Speaker 4

I always forget they're

7:25Speaker 2

They should align that with the weather for sure. Because we always expect snow Yeah.

7:29Speaker 1

Two feet of snow in March.

7:30Speaker 4

I always forget we're off by that.

7:31Speaker 2

St. Patrick's. And that's when we get two feet. So yeah. Okay.

7:36 – 7:47Speaker 1

I was just, for what it's worth, very impressed that we now are learning about Jen Glenn in our manager's highlights and getting book recommendations. I think that's really cool. So good job. One

7:49Speaker 2

of her favorite parts.

7:52Speaker 1

Any further discussion or questions for Karen

7:56Speaker 2

or any other?

8:00Speaker 1

Then we will move on to agenda item number eight, new business starting with the Manitowoc County Med Library System director, Rebecca Sher.

8:09 – 8:21Speaker 3

Okay. Well, I'll stand up because I can't see you. I think you have all been on board, maybe with the exception of Dana, have already seen me present. I think this was in your packet. Is that correct?

8:21 – 8:58Speaker 3

So Karen and I went to Madison to talk with our legislators, and this particular document was supplied to us to talk to the legislators about the functions of the library systems in Wisconsin. And the reason that is is because we are funded at the state level. So I'd really appreciate Karen coming with me, to, advocate for us because, really, it is the funding that comes to the system at the state level. But that money comes to us, and then with that money, we provide services for our member libraries. And we have six libraries in the two counties, and Megan's on our board.

8:58 – 9:50Speaker 3

She it saves time and money for the libraries that the system handles some of those automated services and subscriptions for things like the software that we use to on all of the libraries, checkups, and patron information, etcetera. And then if you just turn to the backside, it kinda gets a little bit more to the the meat of what the library systems do. Here with the map, you can see that there is a statewide network of library systems that provide delivery of resources anywhere throughout the state. So our libraries don't have them here within our system of six libraries. Interlibrary loan goes out.

9:50 – 10:25Speaker 3

It goes to Madison, comes back to the system. It could be as quick as a two or three day turnaround if the libraries are responding on time. So that's a really great resource so that our libraries don't need to own everything. One thing I don't know if it's explicitly mentioned here is that we do share a statewide catalog of online resources, ebooks, eaudiobooks, and emagazines, Overdrive or Libby, you might recognize it as. So that's something too that the whole state is contributing towards.

10:25 – 10:57Speaker 3

And then our library patrons have equal act well, almost equal access, depending. It's there for all of our patrons, but if you pay a little bit more money, you have better access to resources. But we won't get into that. But it's a shared resource throughout the state, and that's wonderful. And, again, then also the system provides training, consulting, and continuing education. We just had our all staff training this past Friday, which was really wonderful. Thank you to Stacy for the setup and the cleanup for that.

10:58Speaker 1

I think I gave you the gloves right now. What? I did.

11:04Speaker 3

I did it, Karen. Didn't work.

11:06Speaker 2

I Jill was what I did. I'm sorry.

11:08 – 11:42Speaker 3

Think we had over 60 people. We had over 40 sign in, but it I all the tables were full. So it was really well attended. I think this was maybe our our top. So that was that was really appreciated. I don't know if Karen had a chance to talk about it, you purchased the access to the librarians, the PBS documentary that we watched at At the Mexican Spring Point. Oh, okay. Mexican Spring Point. So we also do do consulting, a little bit of training. Some of that is actually we partner with some surrounding library systems for some of that training.

11:43 – 12:21Speaker 3

Again, another economy of scale that we don't have to do everything for our group of libraries because sometimes it just all the planning that goes in, it just pays to have a wider audience because then you get a better term out for all the effort and money that you put in. And then lastly is the technology and cybersecurity. And, again, we do provide that for MPL, but MPL also, as you know, has dedicated tech staff that does the extended part of that. But we do provide the Internet service coming into the building as well as the security software. But then Max takes all of that and, you know, prepares all the hardware.

12:21 – 12:39Speaker 3

So that's Yeah. That's beyond our capability, but we do provide that to all of the libraries in our system. So that's really just a brief overview. Does anyone have any maybe more particular questions about our services? I guess you can always ask Megan.

12:39 – 13:24Speaker 3

She is your liaison on the Manitowoc Public Board to our board. So that that's the statute that the resource library has that representation to make sure that they're getting, I guess, that reciprocity out of the Yeah. Cross information. One thing I did want to mention, we have our county library advisory meeting coming up in spring. I'm going to try to schedule those in June. For those I know, Margaret, you'll be well, you'll be invited because you're the county rep on the board and then also the board president. So Karen will share that date out. We have a meeting next week. Mhmm. Oh, good.

13:24Speaker 3

So that'll be coming up in June.

13:26Speaker 2

And I've attended in the past as

13:28 – 13:43Speaker 3

Yeah. Well. Yeah. I mean, if those of you who've been there, it's typically, like, a ten to fifteen minute meeting, and we talk a lot just about the budgeting, and that's for reimbursing the library for services it provides to residents that live outside of the city in

13:43Speaker 1

Manitowoc. Mhmm.

13:47 – 14:03Speaker 3

And there'll be a new county executive. Oh, yes. Yes. Yes. That again, Tyler will have all of our votes because he is the pilot by himself. Yes. Yes. Okay. Anything, Karen? Do you oh, Chris.

14:03 – 14:26Speaker 4

I just wanna say the ability to get books from anywhere in the state, which I have benefited from because sometimes I wanna read something a little weird. So it's just great. You know, sometimes you have to wait a little longer, but there's plenty of other stuff to read. And it's just great to be able to get books that, you know, you just otherwise never would have had a chance to see that come out of, like, the Milwaukee suburbs. Sure.

14:26 – 15:03Speaker 3

Also, I mean, we do have networks outside of Wisconsin, but it's, you know, it's few in part between that that's whole list of online resources geared a little bit more towards, like, research and, like, genealogy, that type But of that's another statewide. Yeah. Okay. Alright. Always feel free to contact me outside of the times that I come in. Thank you. Yeah. Thank you. Next

15:09Speaker 1

on our agenda, we have twenty twenty six city employee picnic.

15:15Speaker 1

have a memo?

15:18Speaker 4

Sir. To approve.

15:19Speaker 1

Do we have a motion to approve? Do we have a second? Second. Alright. We have a second. Discussion?

15:29Speaker 4

We did this last year. Yep.

15:32Speaker 1

It is it is requesting a little earlier. Yeah. That's what I noticed.

15:36Speaker 2

04:00 instead of 05:00, and I did include the justification that came right from mayor. Mhmm. So

15:45 – 16:00Speaker 1

That's logical. Jane, when they're gonna do it. So do you just want a second? We already have a second. This is just discussion. If there's no further discussion. All those in favor? Aye. Opposed? Okay. That

16:00Speaker 3

passes. Thank you.

16:03Speaker 1

Then next up, we are moving on to agenda item number nine, old business, building facilities updates with

16:14Speaker 5

I just wanna clear it up when we set up for

16:40 – 17:10Speaker 5

HVAC, if you didn't notice, have the new roof tops. This one's already up on top already. Just have to reattach everything in the inside. They have a new inside coils already put in the venting unit already. Just have to hook everything up. By looking at probably mid April, late April, they'll be hooking everything up and then doing refilling it with the refrigerant and then doing some dry runs. So I told the staff, you may notice periodic cold spots here or there. So and then the controls, they have pretty much every thermostat. You see the new ones there. They're touch control.

17:10 – 17:52Speaker 5

You can adjust just each room that you want that have that thermostat in it. So that pretty much you can control your zones if you want. A little bit more user friendly than the ones we used to have, which you couldn't touch or do anything with that. It's pretty much done. Like I said, mid April, we'll be doing the dry run with the AC. Heating pretty much is all finished with the controls. So you're gonna find a nice 70 degrees, and then once the AC kicks in, you'll have a nice 70 degrees. You don't want to see it. It's less humidity. Lighting. We've working with sand. We've been doing a lot. We've been many different type of numerous bench wirings. We sort of practice first. There's only about different about eight or nine different variations of the wiring downstairs.

17:52 – 18:20Speaker 5

So we're practicing each one of those. We've got pretty much everything in nonfiction. Remove the ballast. There are all lighting fixtures still up. We set that they're technically, right now, they're empty cavities. We have all the ones fixed in our in our office, so we just have to plop them back up. So probably starting Thursday or Friday, we'll be putting up a lot more lighting in nonfiction and then the entrance to you. So it's gonna go very fast. We had to reorganize all the old stuff so we could reuse and what was recyclable and what had

18:20Speaker 4

to be disposed of. So we had to

18:21Speaker 5

reorganize reorganize that, which Sam's a great organizer. So if you ever

18:25Speaker 4

need somebody to organize anything, she's the person that could talk to.

18:30 – 19:11Speaker 5

Family restrooms, we have four general contractors who make proposals. Three of them are local. One of them is out of the city. Right now, they're getting their subcontractor subcontractor estimates, plumbing, venting, sprinkler systems, and electrical. Right now, they're we've got one firm design, so everything should be going from there. So we're just waiting for the subcontractors. I'm looking probably at the end of this week. If not early next week, we should have at least two other general contractors giving us estimates. So I think it's gonna look really great. I mean, it's really gonna look nice what we have, and it's gonna kinda keep the same overall design of the up here.

19:11 – 19:48Speaker 5

You probably won't notice much other than it looks like it'll look like four different offices, and there's just another new bathroom. So and the last is some interesting stuff about the rooftop drains. When we have a blizzard of more than a lot of inches, people think about just doing the sidewalks on the roof. Once you get to a certain length certain height of snow, increases the tonnage on the roof by at least four. So we have about three and a half tons of extra snow on the roof. So what we do is we do I covered on the drains about 10 feet, and we took furrows. Looks like a big star. So the water drains faster. Seagulls love it because they

19:48Speaker 3

have places to lay their

19:49 – 20:07Speaker 5

Seagulls. Their nest. And they watch you, and they see if you can actually over and get extra food up there. So just wait for me. We just finished up, and pretty much we're down to stones again up on the roof. So it goes fast once it's cleared up. So this this I thought it'd be interesting. You know, there's a lot of tons on top

20:07Speaker 4

of the roof.

20:08Speaker 5

When you walk in here and you hear the creaking, it's because there's a lot of weight in there. So alright. Any questions?

20:47Speaker 2

Alright. We are adjourned at 05:20.
