He may have told me. Alright. It is 05:30. I will call the finance committee to order. First up is roll call. The entire committee is here without Alder Schlei and I believe he is excused this evening. Next on the agenda is public comment. Any member of the public wish to address the finance committee going sure that
that license. My that to we're wife and I, we own the establishment. I've had my bartender's license for three years without any issues. Brought up two kids. I know I got in trouble a long, long time ago. I do believe I've been really good and I do think I deserve this bartender's license.
Thank you. Okay. And I did explain the process that we're going go into closed session later on so we have the opportunity. I'm going take the agenda in order with exception of one item because it is a light agenda here. Then we'll move on to the
Directors
of agenda. Is there any item that the member wishes to have removed from the consent agenda?
Mr. Chairman, hearing nothing, I would move to approve the agenda as presented.
There's a motion and a second to approve the consent agenda. There is no discussion on our consent. So all those in favor.
Aye.
Aye. And opposed? Alright, consent passes. We'll move on to our discussion and action items this evening. First up is twenty six -four hundred, first quarter twenty twenty six budget exception report. Don?
Yeah. Historically, we've had this on the consent agenda. We have been advised by our auditors that based on how it reads because it's a budget exception, we'll just have it on the non consent going forward. But to remind those who haven't seen it before, every quarter we look at the departments are to look at what they budgeted versus their actual and expenses. And then if they are already over, meaning over budget, they need to provide the cause and then hopefully a resolution, whether it be a reduction of another budgeted area or some other compensating control that would hopefully end up into budget neutral.
We will see this again in quarter two, quarter three and then the final one in quarter after quarter four as well. Quarter one is a lot smaller and lighter, but then some of these might get more elaborated as it goes on. But this is the first quarter and is fairly normal as far as size from prior years.
Any discussion from the committee? Yes, Alder Reckleberg.
Yeah, just question. Question. Question. I board. 7,000 almost spent. What kind of snowblower or whatever are we getting that did it change from a snowblower to, yeah, we're putting it on a pickup truck and that's why the big price difference or?
I would have to I can do some research for you. But judging by the cost, I'm pretty sure if I remember when looking into this, it was a snowblower that was the kind of residential ones that you and I would have for our driveways. And it's used to clear out around the bus shelters. So all the ones on there. We don't
I mean, 10 horsepower snowboard. Well, no. I mean, I'd even say twelve fifteen hundred hundred dollars or when I saw $2,500 for a snowblower, I'm going, Okay, they're getting a pretty good sized one. But then when I see the actual cost is what, $6,200 6,200 ongoing. Do we buy more than one or?
To clarify, the $25 was the budgeted amount, the 62 is the actual. I would have to look at what we actually spent. There could be other items that are in there already that are causing the combination of it.
But I can definitely
find out and follow-up. That's not a problem.
If it wasn't If the snowblower is 2,004 thousand dollars worth of everything else, then it was a little misleading for me to look at. Absolutely. This is, I what snowblower and other stuff.
This is in the transit enterprise fund. So therefore, we do submit this to the state and get 50% reimbursement. So, there is a revenue component to it.
That's
Just as an FYI but I will definitely find out and follow-up.
Yeah. Thank you.
Is there any other questions from the committee?
Just one quick. Whenever we see this report, would it be possible at the end to just get the totals so we can see what the total quarterly over versus that I have to break up the calculator and go through each line item. So, like on that second page, is it possible to get just so we can have a general idea.
Of where it's sitting?
Sure. Yeah.
Absolutely. Sean, I just had one question about the under parks and rec recreation. The unanticipated unemployment expects for a seasonal employee. There's nothing budgeted for unemployment for seasonal. Yet, there was Under unemployment compensation?
Yes. Let me look into that one for you.
That one, I apologize. Was going to get a hold of you ahead of time on that one, but I got tied up before the meeting. So that one just seemed odd to me overall.
Yes, I failed to review that one further when the department submitted it. So I apologize. But let me look in if you're okay, I'll get Yes, back to
I'm fine with it. Obviously, we're past first quarter here, so we can adjust as needed be. Correct. If there's nothing else from the committee, would just look to accept and place on file. And then if there are any additional information that Sean can send out to the committee, he can update us on on the questions of the line item with the snow blower grand total and then just the unemployment for the the seasonal. So moved. Second. There's motion to approve or accept the place on file. There's a motion and a second. Discussion? Seeing none, all those in favor?
Aye.
Aye. And opposed? And if there's no objection, I'll put that on consent. Okay. Next up is application 20 01 application for Class B retail intoxicating liquor and fermented malt beverage license for Harbor Petroleum LLC do business as Spices Restaurant and Bar. Mackenzie do you have anything on this one?
Is just a change in LLC. They currently the establishment has a license so it's just a new LLC that's taking it over.
Any questions from the committee? If not, I will look for a motion to approve.
So moved.
Second. Is there a motion to approve and a second? Discussion? Ing none, all those in favor. Aye. And opposed? If there's no objection, I'll place that on consent as well. Okay. Next up is 20 we'll back back the capital allocation working group. Any discussion?
If we don't approve it, we can save ourselves a lot of money.
We could save ourselves a lot of money, but it almost feels like a prison sentence for some of these two.
There you go. I move to approve.
Motion to approve. Is there a second?
Second.
Discussion? Seeing none, all those in favor?
Aye.
Aye. And opposed? No, he objects. Consent as well for that is fine. Okay.
We'll take up the number 403 after closed session. So the last item we have is currently is closed session. So I'll read our notice. Notices hereby given that the above government body may adjourn in a closed session during the meeting as authorized by section 19.851 a Wisconsin statute with authorizes governor body to convene in a closed session for the purpose of deliberating concerning a case which was the subject of any jurisdictional or quasi jurisdictional trial or hearing before that governmental body. This specific subject matter that may be considered in closed session is 2004 to your operator license application for B Platerl. The motion to convene in the closed session was made by alder person.
So moved.
Reckleburg.
Second.
Second Okay. We are back from closed session. The only document we have is 26Dash0404, which is the two year operator license application for b played ol. Is there a action from the committee?
Recommend approval of the license pursuant to Wisconsin Statute 111.3335.
A motion approve for approval of a license. Is there a second?
Second.
Let you fight over which one.
Don't care.
There's a motion and a second. Discussion? Seeing none, all those in favor? Aye. And opposed?
Okay. That passes this evening and that will be forwarded on one for signatures. So we have something on the on the agenda. Then, our last item is 26Dash0403 which is discussion of future finance committee meeting dates and times. So, I think we all saw the email from the mayor talking about how the calendar is set up for with council meetings and kind of the back history on when committees had been meeting.
And something that had come up is since there's a couple boulders that share committees that we could do perhaps finance on the same evening as personnel on Mondays. So we would do personnel first and then finance after. We talked about this a little bit last night at personnel. Personnel is going to move up at least fifteen minutes, maybe half an hour earlier. So start at five or 05:15. And then finance would be after that. Does anybody have any issues with that being on Monday evening?
Personnel will be first and then finance?
Yes. So if you move it up by half an hour, you would meet at five and then you would be 05:30 or whatever after.
It would be after, yeah. Probably figure an hour for personnel and then If that? That, forty
a little 20.
To So,
clarify, closing of the intent of my email to Aldrich Sikowitz as the Chair also was I was just looking and knowing we're adding a park and rec committee and there's historically been they kind of go flow together personnel and finance. So, just to have it on one to open up a Tuesday for maybe parks and rec to have in there and then you have all your committees kinda in that first week.
The only issue that I can see after we discussed this was personnel always being that first Monday of the month was the one committee that got bumped and rescheduled a lot for holidays.
Martin Luther, Schaber, Memorial.
So, we have Memorial Day, Labor Day, Fourth of July was always kind of a mix. But it seemed that that was the one that got bumped a lot. But usually, would go to the Thursday because that typically So that, I would anticipate, would be the similar situation then for personal finance would bump that same thing just as an indication because we didn't have although maybe that Tuesday opens up and nobody takes that as well. Mackenzie? Yeah, and I heard something that they may look at Wednesday.
I don't know. I've heard some different things too. I'm not sure exactly. But I did hear Thursday was kind of what they were targeting as well. So we'll see what comes of that. But I can tell you years and years ago, it used to be there weren't separate nights for committee meetings. They were all held before council. I think Jody remembers this quite well. And they were meetings in both hearing rooms at the same time. And you would be pulled back and forth so that there were quorums.
So our structure is way more Makes sense now that we're deliberate about our meetings. But I think if we can knock out two birds on one night here with the same it makes more sense to me. Anybody else has an issue with going to Monday nights for finance? Tyler?
No. I just like the idea, instead of fifteen minutes, half an hour.
Were a
couple minutes, I mean, we could waste fifteen minutes just right here by, you know, I
so Yeah. Well, I could like, finance or finance personnel last night was fifteen minutes long. So wasn't, you know, tonight we would have been out of here in fifteen minutes. Sometimes fifteen minutes is all that you need. But it's scheduling for people too. Not everybody was able to always move it up to 05:00. Yeah.
And I mean normally, when you have them scheduled one right after another, you usually pick the second one that you kind of worded such that the meeting's going to start at 05:30 or immediately following. Right. Now if it's after 05:30, that's no problem. I don't know if it's like your fifteen minute meeting for personnel. It says, well, this is 05:30 or immediately following. You make the assumption that immediately following is later than 05:30, not early. But whoever is doing this can talk with the attorney and see
It would be 05:30 or later.
Yeah. That wouldn't be You can talk with the attorney or
you know.
I'm sure you could say, well, we're going to meet at 05:15 or immediately following. If you look at the personnel agenda and say, yeah, right. Is. That's above my piece of scale.
Sometimes the meetings that you think will be the quickest or the longest.
Exactly. Okay,
then I don't see really any major objections. We'll start next month. We'll move to Mondays. Mondays, okay. So I guess cancel all the, I think there's multiple calendar invites out there for finance committees. So let's cancel them all and let's reschedule them for Mondays. June 1. Let's do 05:30. Can always start
with analog so we can always start later. And
I would just work with Jessie to
make sure
and see what she's doing for timing because I know we talked about 05:15, 05:00.
Sounds good.
We'll go from there. Alright, if there's nothing further then we would look for a motion to adjourn.
Motion to adjourn.
Second.
Alright, we are adjourned. Thank you.
