Hi. This is Parker Conover with Godfrey and Con. I just wanted to speak on the Applebee's license item. We represent Applebee's. So I don't know if that's appropriate for public comment or if I should wait until that item is up for discussion.

Great. Yes. So really just here just to answer any questions the committee might have. So if you recall last year, the Applebee's the legal entity that owned the Applebee's underwent some ownership changes. We disclosed those to the clerk and at that time did not need a new license. But now those new owners are gonna flip the legal entity that underlies the Applebee's, and it's also gonna change to an Applebee's IHOP dual branded restaurant. So that necessitates a new license because we have a new legal entity. But it's the same ownership. It'll be effectively the same operations, but now with some breakfast menu items. And we're looking to continue that same liquor license, if you will, just with the new legal entity.

to comment on it. You'll note that the ones that are kind of still pending are are almost all other than the one we just discussed are all mailbox damage claims. There's one that's rather old, but that's one of these where, without giving too much away, saying, I have no bid session, waiting for receipts. And some of the ones that are kind of reasons you know, sometimes when you have to deny a claim, you have to get a hold of someone, explain it to them, and perhaps that's why they're not those haven't been filled yet, but that's that's where we are.

Let's let's move up to we're gonna jump around to 260289. Board is to create or, actually, it's ordinance ordinance to amend, the medical visible code 3Dot120, regulating the Aurora West Art Museum board and association. So, basically, it's adding changing the number of members and the adding the director of tourism. That's right. Any questions for Greg on removing a chair from the table?

I would just say that the discussion that I had with the mayor about this, we're we're, taking the board number down from 13 to 11 to better align it with some of the other committees in the city. And then making the the one position permanent for the tourism director makes a lot sense to us right now. Courtney Hansen had been a member at large, and, we recognized the, you know, the great worth of having a a tourism director as a permanent member of the board of directors of the rural west.
So it makes a heck of a
lot of sense to keep that position. This is this is.

Then we'll get back in order here. 26Dash0287, which is in resolution to increase court costs.
The Wisconsin state said, hey. After a long, long time, we we're finally gonna be able to allow the municipal courts to collect more money. This is they're they're always it's a lagging kind of thing. They they they tend to increase these after there have been a lot of people complaining that we're not covering our court costs True to this the the true to the statewide issue, Van Pok is not covering its court costs in municipal court. Municipal court is incredible, valuable, and wonderful. Can't say enough for having it. It's it's it's we save a lot of money having it even though we it's a loss leader. But here, this should get us close-up to snuff. Further, we took this a little bit after discussions with the judge. It took this a little bit further in a lot of other jurisdictions around the state.
The the judge just sets the limit depending you know, with respect to the the the state's limits. So, we're asking, it's my recommendation as well as well as the judges. Can we can we increase this not only, to the 48 and then in the future as the judge sees fit pursuant to state law?

I I usually don't have a problem with this as long as if something gets out of line, we can bring this back to the committee and the city council. So as he had mentioned, if the state statute allows us to go to a $10,000 penalty and you got one of those judges that go, hey. Let's grab it. We would have the ability to go back, revisit it, and say, well, no. So Okay. That's why I don't have a problem with this.
K. Any further discussion? Seeing none, all those in favor? Aye. That was a revolution as well, so pass that for signatures. Then we have 26 dash zero two eight eight as a ordinance to create matchup municipal code 14 dot zero zero five enhanced penalties. So this is this is
a new one to create. It it'll there are several enhanced penalties, parts of the code in chapter 14. Whereas you have a nuisance violation and then you get you get a second nuisance violation, it enhances the penalty. If you have a a noise violation and you have a subsequent noise violation, it enhances the penalty. And our judge was having a hard time working out what he was sure the the counsel's intention is with the enhanced penalty with its application in the way these these codes were written.
So he said, let's clarify that by putting something maybe at the beginning of the statute, something saying, hey. Wherein these things happen in in in section 14 chapter 14, let's make it clear that if you have a conviction, regardless of when that conviction was, that's your first. And then have a second conviction, that's your second. And that would work kinda like an OWI does. And then that way, I don't have to, on the same day, have a trial for two nuisance things that were charged as a one and a two.
But because of the way it's written, I feel like I have to convict for a one and a one, and it just seems absurd. So that's what this ordinance does. That clears it up. It only refers to enhanced penalties that you've already passed or some counsel has already passed. It just clears up the language so the so the judge can effectuate what I think is already, the intention of the counsel.

And this is for taxi cab drivers. I can speak to this a little bit first. This is actually a request from the police department.
As you know, we've dealt with a couple taxicab licenses lately appeals, actually. And the way it was written that any conviction was not able to get a license. So I've been working with the deputy chief. He asked if we'd be willing to take a look at rewriting it to give them a little more leniency on issuing licenses, a little bit more over review review. So working with the attorney's office, we came up with the language for this, and we'll let Eric speak
to it. Well, the only role that I played is making sure that unlike the chapter one twenty five where we regulate alcohol, the taxi driver license gave us the latitude to do this, and it does. So the police department, instead of just basing it off of an arrest or conviction right away off the bat, they'll check to see if that arrest or conviction really has a safety impact. And if it doesn't, it'll it'll, you'll never see it here.

So real quick. Faster, as it says, it is while it says fleet management software, it is predominantly used by our mechanics and our DPW section, street section in realm of people. So it's a kind of a inventory program for and a mechanical tracking for all our fleet in addition to our inventory of anything that is lawn mowers, leaf blowers, trimmers, things like that. And then it coordinates with our fuel billing, when someone pumps at the at the at the, DPW shop or the park shop. It records all that as well, and that also plays a role as it's not only our people that use it, but the county, the school district, and things like that.
Rewind about nineteen ninety six ish, ninety seven, right before right after the county got JD Edwards that they still use, we got faster in a win based program, and, it win based became unsupported. And now, we'll go into a web based, and that's what this solution is. And it's also gonna enhance a lot more of what we could do. We can use it for building and grounds from an inventory standpoint, building and grounds from even a this HVAC system was put in in 2012. What's the useful life?
What's the repairs? Well, right now, that's track man. So we're gonna allow a lot more from a tracking input and hopefully planning. We budgeted 50,000 in the budget for this year, getting through many, many negotiations after the final bottom line. 40,000, we are gonna it's not it looks like it will be able to be used across departmental wise just beyond building grounds as well too. So we just wanna bring it forth because it's it's new, and it's a solution an agreement, and just looking for approval to enter into the agreement with the with the company. go ahead. The current software the software you inherited when you came on board. Correct. Is that working or not working? Or where where are we? And then what does this do? Does it replace everything or just the parts that you feel the the old system won't work?
It it replaces everything that we currently use, and it actually it also enhances it and brings it up to more of the technology usage that we use now. Right now, it was a Windows DOS type program. True. And it came unsupported in '24, which meant that we've had it happen where there's been some issues with it that you can only go to faster because it's proprietary. And they will say, well, you're on the window version.
We don't support that anymore. You're gonna have to figure it out yourself in those terms in a way. So we've had some things where some you know, an item gets hung up in in edit mode, you can't unedit it. So there might be a manual process like that. Some of the just to speak not to speak so much on it, but some of the enhancements, the mechanics right now when they're working on vehicles have to come over, and they have a laptop. They log in. They do things on there. The Win version is gonna allow tablet based. So they will be able to have iPads right there and can run through their their diagnostics and things like that. It integrates a little bit more with the diagnostics as well on there.
Like, when they run their plug their OEM things in and and run that way as there. It's cloud based, so it's not it's gonna be a lot more functionality, and there's more given support on that, a little bit more user ability, and, a lot more ability to track better, enhance reporting. Right now, a lot of spreadsheets are used.
Okay. To cut to the chase, does this replaces Yes. The current one? Yep. And is this replacement programmed by the same company of what it is? Yes, sir. Okay. Yep. So we're talking, what, 20000 or something like that is the It'll
be 50 this year and then goes forward as they aim for the next five years based on that require required a five year agreement with them.

Nope. It's fifty one ten. Yeah. And then in '20 like, let's say this time next year '27, it'd be 10,000. Next year in '28, 10,000. Yeah. Beats the hell out
of buying it, doesn't it? It does. Where they started at a million, and you're lucky if they only started at a million. So I think this is a but, actually, a good deal as long as it does what you hope.
And it speaks one last thing on it just says that kinda gives some, kudos to DPW when they came to this request. Originally, it was 80,000. At that time, I was like, that's a tough one to swallow. We challenged them to go back and find an alternative. They did do their research. Nothing came in as there, but they also went and found out what it would be to have someone program a system for them because maybe we don't use the to the best, and that programming came in at a 170,000. So it's just at the point, you know, I don't like spending $50 on the software, but it's we've done everything we do.
But it beats the dollars. Like I said, come in and go, jeez, I gotta have a million and a half in two years to get it up.
And like any software you utilize, what you utilize, you may utilize 40% or 60% of it, but a custom based one is gonna be through the roof. Right. So Sir. All right. This is just kind of, performing some, customarily things we have to do because of, when we adopted the budget, it's the memo says on December 1. Then on the fifteenth, we removed the tuition reimbursement program so that the 10,000 just needs to be reallocated. We're reallocating it well, part of it through the h within the HR department of the rewards and recognition to assist with, not only, recognition or rewards, but some more recognition programs as in and more enhanced volunteer and employee picnic forthcoming, to also to to allow, some more training and stuff like that for to be a globally approved. So instead of tuition reimbursement, try to keep it more tuned to the training that's more impactful, for there, and that's what that, rewards and recognition would be used for. And then the registration fee for the mayors came from a request, from the mayor to allocate a little bit more where, historically, people that a department has only gone to, like, awards or recognition programs or things like that.
We've had to come out of our own budget, and the mayor just felt that that really would he would like it to come out of his budget, on there or not have a department be, in his words, penalized for being able to go to chambers awards of distinct distinction. Think about it there. Like, historical practice before would be Eric got nominated, Eric's budget would pay,
and it's just a little,
like, hindered the attorney's budget. The mayor just wanted a little extra. So that's about that's a $1,500. It's gonna be able to basically have a one one area there. You can put a little bit more control of who goes to those. But all things, it says no, budget neutral general fund doesn't increase tax levy or anything. Any
