Is there any item that any member of the committee wishes to have removed from the consent agenda? Seeing none, I would entertain a motion to approve the consent agenda.

Corey, please come up to the table. And then, John, I'm gonna have city clerk Mackenzie Reed swear you in. Hi, John. As I mentioned prior to the meeting starting, this is your opportunity to address the committee this evening. And the committee will have if they have any questions for you, that'll be their opportunity. And then if the city, which is represented by deputy chief Puzel, if he has any questions of the testimony you're giving, he'll have that opportunity as well too. So this is your opportunity.
So I I guess what I'd mean to like to address is there were there were two convictions that I had in my past that were cited in the recommendation. One was, the other was a violation, but no contact order. I've done a lot of things in the last fifteen months or so to change my life and the things that were troubling me at the time that I need. I take full responsibility for my actions, but there were things in my life that were not right. Specifically, I'm a recovering alcoholic.
At the time of those incidents, I was active in my addiction. So, specifically, to those, for the July and my alcoholism, in December 2024, I saw treatment residential ninety days program in at Exodus in Glossum, Wisconsin. We did that program in March and moved to one of their sober living houses also in. After a couple of months at the sober living, I had an opportunity from the house manager for that house. Big responsibilities, but but some.
And I also was given the opportunity to be one of their van drivers taking the people that were in the house to events, recovery events, and so forth. Did that on a regular basis. And there is a letter from my counselor in Exodus. I have enjoyed sobriety since that treatment, so almost fifteen months. And in in November, I made the choice to move to a sober living house here in Manitowoc.
There were some it was a personal issue that I that I was having with one of the residents, and it just became awkward. And I decided to remove myself from that situation. Nothing came of it. No. No. You know, nothing that way, but I just decided to remove that situation. And I came to restoration house here in Manitowoc on 10th Street, another so called living. In about a month ago, I became one of the house leads for that one. Well, similar to the house manager that I had. I take my recovery very seriously.
My recovery program is solid. I live with all the recovering addicts, so I have constant support, things of that nature. As far as the alternate no contact order, that was with my ex wife after our divorce, again, during my active addiction. And I have since especially since my treatment now over the past year plus, have largely repaired the relationship that I have with her. She also wrote a letter to that of fact, the wife got me that John Rickard, the owner of Restoration, where I'm living right now, also wrote a letter to.
And with my ex wife, we didn't avoid a better than average, I guess, ex spouse relationship. I would consider us our friends. We're in contact regularly. Things that happened then would not happen in my current health state. So I guess just in short, I I I believe that I am a changed person for what my record may reflect. That is not me. I am not a lawbreaker. I am a law abiding citizen. I I do not I I do not do that. I'm in my right mind, and I've been sold through.
So I would ask the committee to give me an opportunity here. I about a year ago, the change of rather significant. The reason is my time that I can stand I can stand farther. So being able to drive a cab city is something that I'm looking forward. And I've already been hired, so to speak, by the company, Maritime Cap. She's offered me the position. She's holding the position for me.

Thank you, mister chairman. A lot of times when we have situations like this and I read the information, quite frequently, the items speak more by what's not said as opposed to what's said. First of all, I appreciate your efforts, and I appreciate the letters of support from all of the recovery people. That's a big deal. But two things really stood out to me.
Number one, I've never heard anybody say they're enjoying their sobriety. And I have been involved over the years. I had a few situations with relatives and friends where I was involved in someone's recovery. I have never heard anybody say they're enjoying their sobriety. They say they're fighting to maintain their sobriety, or it's really a task to maintain their sobriety, or and it's always about maintaining their sobriety.
And you use the term enjoying their sobriety, and I applaud you for that, number one. The other thing is, the final letter of support on here is from your ex wife. That speaks volumes without saying a word. That speaks absolute volumes to me, and I intend to deny this denial and approve this license, at least for my part. Thank you. Thank you, mister chairman.

So the reason that John was denied was the the ordinance is written that anyone with the record conviction record, it limits me, and I cannot recommend approval. Based on the ordinance and the fact that John had convictions for contact after domestic abuse arrest and for the order UI, I was prohibited by the ordinance from recommending John for approval. So that is the reason that John has. Does anyone have any questions for me at all?

It's not so much a question of you. I know I had spoke to you earlier, and you said, yeah, there was some paperwork that you supplied, but it wasn't on It wasn't a he had a memo or something, but it wasn't part of what I was able to see on Granicus. So somebody forgot to load it up or something, but I was looking for that, but I knew I'd get here early enough and hopefully run into them to get my question answered. So but

You know, whenever we see these, community outreaches and all that really show support, as a council that is supported trying to get these places in and said, chairman, brought this up last time.
You know, it's means a lot. And, I am inclined to I guess we deny the denial, right, is the way this would work, or buy back him or the exact way it's wrote. I I am siding with giving you the license. But, again, you know, I wanna make sure you you understand that a lot of that is due to you your support from Exodus and all those. So, you know, as we see them recommending people, we send them out to the community to do good.
We see you're doing good, you you stay with it. That's what allows us to continue supporting these supportive programs. And I just wanna show that that's a large reason of why I I plan to try to grant your license or vote that way. So, you know, the the letters are are big, and you being a pillar is is important not only from that, but moving forward to make sure we know that, you know, we can trust when these these organizations are writing these letters. So
And just for clarification, I believe the motion would be to instruct the clerk's office to issue the license.

It can be quite a a daunting task at times. So I appreciate you coming in and sharing your story because that's how we learn more about the situations.

I just have a question. It may not even be relevant or not. In the application, I know a lot of times when you're marking down stuff for, like, LLCs, you need that LLC on there, and nowhere throughout does he write LLC after. So I just wanna make sure that doesn't end up back, you know, doing something weird. Because, technically, what a and Tutorial LLC are separate corporations.
So if we approve it without the LLC name, that is a different core it's it's really weird that it even says when you file for an LLC, you must include LLC on your, like, sales document, all that, and it's not on there. Again, it may be out of scope what we're doing here and all that, but it's just something I wanna make sure it was mentioned because it just what I've recently filed for an LLC, that was something I very much

Sean? Do you remember between 26 budget presentations by mayor Nicholas? We talked about the Red Arrow Beach phase one and two. Phase one last year. In '25, we borrowed 500,000. The phase two approved 500,000 with the intention at that time we mentioned possibility of getting that grant. This is that grant that we speak of. So this is the ultimate award letter and then the contract, agreement that goes with it. So we're just looking for approval to adjourn the day.

We've had your memo to it, but, essentially, we're presenting an opportunity based on how our project amount was when we initially entered into the agreement with the county for phases two and three. We were coming in less than what it was because our original agreement didn't include change orders, so the is working with the in negotiating with the county. Eric was able to negotiate with council to allow the orders. So that kind of memo is as it mentions, we had to act quickly because there's some timing constraints. So we had yeah.
