So I will have um Council Member Montes doing the presentation for myself because I need to kind of just stay stationed right now. Thank you. Thank you.
Well, either I get the pleasure of doing this or you guys are stuck with me for a little a little bit. But uh I think we're gonna have council member Mahia come down. I'm gonna go ahead and read this and then maybe say a few words after. Um but so this proclamation for meos dingos award u whereas the Mexicos Denos award is granted by the government of Mexico to honor Mexican nationals abroad who demonstrate exceptional professional achievement. And whereas council member M Elsa Mahia has earned this [clears throat] recognition for her outstanding contributions, leadership, and dedication to uplifting the Mexican community in the central valley. And whereas through her service, Council Member Mahia brings honor to the city of Madera and strengthens the cultural and civic ties that enrich our community. Now therefore, it be it resolved that Mayor Gayos and the city council of the city of Madera proudly recognize and congratulate council member Elsa Mahia on receiving the prestigious Mexican meos award. And thank you. I mean, I I've been on council a little bit longer than you, but I do feel like that you follow you a lot and what you do, what you do for for the community, especially uh you know, the Mexican community and it doesn't matter who it is, you advocate for everybody. So, I really do appreciate everything that you do and this is really welld deserved uh for me for everything that you do. Council, Councilwoman Mahia, if you can wait a minute. So, good evening everyone to um it is a true honor and pleasure to be here this evening uh with you all. Actually, uh Councilwoman Mahia uh invited me so kindly a few days ago. uh and I think this was um I think uh probably a surprise for her but also I think it it is a welldeserved recognition and so I wanted to be here to also celebrate and honor her as a leader here in the city of Mada um for receiving the Mexicos Distinguidos award. I I do believe that uh she has uh definitely uh is a trailblazer in this community as being not only the first Mexicana in Dhenna uh to get elected uh to such position. I think that it's very proud for us that are Mexicos uh that that's what our background is. Uh I think today is a proud moment and that it's uh very welld deserved to to have this type of recognition. uh she's led uh as a trailblazer and I know that there's a lot of um folks from your community, from the Wahakin community that look up to you and that now say it is possible to sit in your seat and that one day they too will aspire to be able to continue to provide a voice for the indigenous to the Wakan community and the um immigrants here uh that are an essential part of the fabric of Madera City. And so congratulations um councilwoman on being selected with this distinction. Um be very proud and I'm proud of you and so I'm I'm proud to be here today on behalf of the state legislature to present you uh recognition on behalf of uh the state assembly again uh for uh your leadership and this uh proud recognition and obviously uh thank you to the Mexican consulate for selecting you. Congratulations.

Well, with this presentation, I have no further to say really, but thank you very much for having us. Thank you, um, Mrs. uh, Tigos, Madame Mayor, and all the console meeting immigrants. Thank you very much. Um, I will say something in Spanish. Uh, I I I hope that it is not so large. Um but uh it's our native language so it is important to us. Um first of all I have to say that to today we are celebrating um two important women's for Mexican community. First here we are celebrating Elsa uh for the distinguished well in Mexico we are celebrating too uh the time of women uh with the first general attorney in in the Mexican Republic who which is Ernest Godoy uh he is the first female leading the general attorney office so we are celebrating two women two very important women today. Uh this is a something and very important thing to Mexico. Um well Jose Rodriguez, Steve Montes, Anita Evans, Artio,

Well, good afternoon. I would like to express my gratitude to the Madra City Council for generously allowing us to hold such an important event for the consulate of Mexico and Fresno in this venue and during this time. Madame Mayor Cecos, council members Roisakaria, Jose Rodriguez, Steve Montes, Anita Evans, Art Viegas, and Elsa Mia, city manager Alicia Gonzalez, ladies and gentlemen, and the public. Since 2018, uh, the government of Mexico has recognized the efforts of Mexican living abroad and the and the work of those who contribute to ensuring that the communities of our fellow citizens who, for various reasons reside outside of Mexico, can enjoy a better quality of life and achieve their dreams. This year I have the honor of presenting the Mexicos Distingu Mexic disting recognition to council member Elsia, a woman who not only represents a dream of many Mexicans born in Mexico and the in in in this country, the United States, but who also inspires other to pursue their own dreams. Elsa carries with her the ancestry and the land of their parents, the legacy of her grandfather who was part of the paraso program and the responsibility of being together with her sister part of the first generation in her family to access the higher education. Both before and after joining the council, her career has been guided by the community service. In with the election in 2021, she became the first woman of Mexican indigenous origin. Mixteka elected to the Madra City Council. For her position, she champions fundamental causes such as dignified housing, representation for indigenous communities, the rights of farm workers, and equitable access to opportunities. While this recognition is presented to
Elsa personality, uh I also seeks the honor for more women, more workers, more migrants, and more members of Mexico indigenous people who today contribute to development of of California Central Valley. This is why today we proudly present presents this recognition to a woman whose story embodies dignity, perseverance, and transformation. The government of the first female president of Mexico, Claudia Shambang, prioritizes feminist public policy and the advancement of Mexico's indigenous people and afro Mexican community. At the consulate of Mexico Fresno, we honor this vision every day and refer our commitment to serving the Mexican community in the central valley with dignity and respect. This is a time for the women. Thank you very much and congratulations, Elsa. Thank you very much.

Hello. Good evening, mayor, city council members, and members of the public. Murudo Martinez, a district representative for the office of state senator Anaka Cavayto. I usually want to give give it to the consul. I have prepared a longer speech, but I call mine off as they express a lot of the same comments, but I'll go ahead and start. It is truly a privilege to be with you this evening as we come together to recognize a member of the council who continues to make a meaningful impact in the city of Mada. Moments like these remind us of what public service should look like. Dedication, integrity, and a commitment to uplifting the community you represent. Councilwoman Elsa Mahia embodies that spirit. This year, Councilwoman Mahia has been selected as the 2025 recipient of the Mexicos Dingidos Award. This honor is granted by the government of Mexico to members of the Mexican community living abroad who have demonstrated excellence, leadership, and service in ways that bring pride to their communities. It is a prestigious national recognition and reflects the respect and admiration she has earned beyond the borders of the city and this state. At the same time, the city of Madera is recognizing her tonight with a proclamation. This local recognition speaks to the everyday impact she has in this chamber and in the neighborhoods she represents. It acknowledges the work she has done to lift up families, amplify community voices, and contribute to a stronger and more inclusive Mada. When you see all these honors side by side, you see the full picture. An award from the city and award from an entire nation and also from the state legislature pointed to the same truth. Councilwoman Mahia has distinguished herself through service, leadership, and an unwavering commitment to her community. On behalf of Senator Anaka Cavayto, I want to extend her sincere congratulations to Councilwoman Mahia for receiving the Mexicos Distinguos Award and for being recognized by her own city. We are proud to join you in celebrating these achievements. Um, at this time it is my honor to present this certificate from Senator Cavierro's office, the state senate and the legislature.

Good evening, Madame Mayor and city council members. Um, my name is Hardon Repto and I'm here tonight again to request your support to fund eight additional horseshoe courts at Rotary Park. Uh, as mentioned before, if the courts are constructed, Madera uh would be qualified to hold statewide tournaments. For the past 25 years, the league has supported the local economy by buying our supplies at local vendors. Shirts and sweaters from Proe, trophies and medals from Cal Valley Printing, food from taco trucks, fast food vendors, as well as our hotels for our out of town guests. That's just to name a few. Our lead programs have developed over the years to include pitchers of all age groups. We now have several youths ages 6 to 12 competing in tournament play. We are extremely proud of to showcase Hostin Beay. He's a Native American young man who uh is a member of our club who is a twotime world champ junior champion and he's here uh plays in our in on our courts. The Big Valley Horseshoe League in cooperation with the park department has built or refurbished horseshoe courts throughout the county at no expense to the city. Lions Park, YP Park, Harvest Community Church, the Elks Club. This is just to name a few. At the present time, we have a request from the park and recreation department to refurbish two courts at the Pan-American Center so that the seniors can play horseshoes. That project will be underway very soon. The additional horseshoe courts would benefit our community by expanding the existing horseshoe league and bringing additional revenue into our city. I ask for your support. Thank you.

Good evening, Mayor Gagos, council members. My name is Alex Galindo. I'm a member of Big Valley Horseshoe Club and uh I have a few words I got to say. This is going to be short, but this is my first time so bear with me. All right. I urge you to consider building more horseshoe courts. Our league is thriving and we have growing memberships. However, our current facilities are limiting our ability to expand and accommodate more players and events. By adding more courts, we can foster more inclusive community and provide more opportunities for residents to participate in this popular sport. And that's about all I got to say, but thank you for your time. Good evening.

Item E1 is consideration of selection of mayor prom to serve a one-year term. Good evening, mayor and council. Ania Gonzalez, city clerk, not city manager. The catch catch.
This evening, I bring before you the item consideration of selection of mayor prom to serve a one-year term. For some background, the city council at its first regular meeting in the month of December should choose one of its members as mayor prom. The selection for mayor prom is outlined in resolution number 12-210 which was um located in our staff report. The process for that is the resolution 12-210 specifies that the selected council member to serve as mayor prom should generally not have previously held this position except when all council members have completed a term as mayor prom. In this instance, priority is given to members who have not served as mayor prom. Council member Rohi Zachariah has not yet served as mayor prom. Therefore, this qualifies him to serve. Here's a historical view of our mayor prom dated back from 2017. Based on the information provided in the criteria established per the resolution, council member Zachariah qualifies to serve as mayor prom for the upcoming term. Considering that all council members have served as mayor prom. For council's action, we are requesting that council approve a minute order accepting the nomination for Mayor Prom and making the appointment of Mayor Prom to serve a one-year term. Thank you, Madam Clerk. The next item is under public hearings item A1, annexation of the Colette Martin subdivision into landscape maintenance district zone of benefit 51 for fiscal year 202627.
Thank you. And that will be presented by our assistant engineer Rios. Welcome. Yeah, I think she Yeah. Good evening, mayor, council members. Um, Ral Rio, assistant engineer. Um, and this agenda item is for the annexation of the Colette Martin subdivision into landscape maintenance district zone of benefit 51 for fiscal year 2026 2027. So for the purpose of this meeting um pursuant to section 22554 of the landscape and lightning lighting act annexation of any parcel into a zone of benefit requires both a public hearing as well as a published notice of public hearing. The public notice was posted in the October 18th 2025 edition of the Madera Tribune. This public meeting represents an opportunity for current property owners in the zone of benefit to comment on the proposed annexation. Um so the reason for the annexation new development within the city is subject to annexation into a landscape maintenance maintenance district zone of benefit assessments are levied to pay for each property's fair share of landscaping maintenance within the zone associated with their parcel. These properties will be assessed the fees outlined in the next slide and included in the annual engineers report once they are granted occupancy. Um so the collect Martin subdivision is comprised of 51 lots. Um, each slot will be assessed an amount of $7.40 per parcel. And then here's just an overview of the actual subdivision going in over at Adel & D Street. And tonight, staff's recommendation is to conduct the public hearing and receive any public comments that may be offered and then adopt a resolution to confirm the diagram and assessments as set forth in the staff report. Levy the
assessments set forth in the staff report. Um, this will occur as part of the next annual report. Accept the covenant for landscape maintenance district zone and benefit 51 and authorize the city clerk to file the diagram and assessments with the auditor of Madera County. Here we go. Presented by our own city clerk Gonzalez. She feels like Joe on the hot seat today. Tonight. It's my turn.
You just have Joe take one of them for the team. One for the team. Good evening again, Mayor and Council. Alicia Gonzalez, city clerk. Um, this item tonight is an ordinance amending city council member salaries. For some background, at the city council meeting of November 5th, 2025, staff presented an ordinance proposing amendments to Madair Municipal Code section 2-1.05. The proposed ordinance adjusts council member salaries from $500 to $800 per month per the California Government Code. The staff report accurately detailed the statutory framework adjustment options and background. One correction was identified in the draft ordinance regarding the effective date. The correct effective date for the proposed salary adjustment is January 1st, 2027, not January 1, 2026 as noted on the ordinance previously presented to council. Senate Bill 329, approved on June 29, 2023 by Governor Nuome, raising the salary cap for cities of 50,000 to 75,000 residents from $500 to $1600 per month, which includes Madera. Periodic adjustments help maintain the value of compensation by keeping pace with inflation and reduce the likelihood of significant controversial increases. Council members are eligible to receive medical benefits comparable to those provided to city employees, and no changes are proposed at this time. And again, this is what we presented at the last meeting. The only um change was the effective date. Um but if approved, adjustments would take effect beginning January 2020 2027. Option one, make no changes to the current compensation, maintain the current monthly stipen, resulting in no additional financial compact impact, I'm sorry. Option two, increase compensation by 5% per year since the last adjustment in 2014,
resulting in a new monthly salary of approximately $800. Or option three, increase compensation by a lower amount as determined by the council. Tonight's recommendation is weigh further reading and introduce an ordinance of the city council of the city of Madera adjusting the compensation for the city council by amending Madera Municipal Code section 2.1.05 by title only. And as director of Price is preparing to give a presentation for background, uh Gary's been with the city this this month is two years. Um, and Gary runs our IT department and he's doing a fantastic job. And sometimes with it when you don't know you, um, the IT team, that's probably a good thing because you typically get to talk to them when something goes sideways on us. So, that is usually positive, but Gary's doing a fantastic job. And also in the audience, we have David Berlettic, who's our new planning manager, who started on Monday. So, I apologize that I haven't had the opportunity to send an email to council. So, David is here. David has approximately 30 years in city planning ex uh of of city planning experience. So, we're very excited to have David as well. Thank you.

Okay. Thank you, city manager, for your kind words. Uh leading into this presentation, I will say I'm it not audiovisisual, but I'm audiovisisual tonight. So this is uh um madame mayor, city council, this is uh item D1 for procuring a new audiovisisual uh system for this very room right here. So the city procures various types of hardware and software in the course of business. Under the city's procurement regulations, these purchases are authorized to occur under contracts negotiated by other government agencies in accordance with California public contract code 10299. One such agreement is with EKC Enterprises and the California multiple award schedule program that allows government agencies to procure technology equipment and related services at contracted prices. So to replace the audiovisisual system that you're seeing tonight, which sometimes uh acts of um that we all know that uh we're recommending replacing it with uh two 75in wall mounted displays, so it'll be a little bit bigger than these. Uh nine new PC monitors for everybody. Uh one touchscreen uh controller for the city clerk so she can control everything. uh four inseeiling speakers and two wall-mounted cameras uh along with controller software. So instead of the dinosaur in the middle of the room sitting there malfunctioning, they'll be mounted on the back wall, one on each side, and they'll be programmed uh and in sync with all of the microphones. So whichever microphone goes live, that's where the camera goes. So it'll be uh smoother and much better transition than what we're experiencing. So, technical failures during public
meetings can cause delays or require rescheduling, impacting city business and decision-making. A non-functional functional AV system can hinder public access and transparency, potentially violating open meeting requirements if streaming or recording capabilities fail. The current systems instability results in frequent, time-consuming, and expensive emergency repairs. Uh the financial impact uh the dollar amount for this is $56,616.32. Uh the purchase would be a new addition to the city and is currently not funded. As such, uh council approval is required to authorize the expenditure through a budget amendment. This budget amendment would allow a budgetary carryover from the information technology department's budget to fund the purchase. That fund currently has $68,297 and that thus there are adequate funds to cover the expenses of of this. Our requested action tonight is to adopt a resolution approving the purchase of a new AB system for the council chambers under this contract with EKC and Camass in the amount of $56,616.32. And if you have any questions, I love to answer them.
Thank you for that report, IT Director Price. I wanted to just make a comment to thank you for looking into this and getting a system that will put us in the 20th century right there where we can see our community on screen that are not in the chamber. And so, uh, give a shout out to your staff that also did property research for this the amount that's very reasonable for us to upgrade to be where we need to be. Yeah, I I was pleasantly surprised with how much the cost was. Yeah. So, thank you for working so hard and diligent to get it to that price. Uh I have a question, Mr. Price. So, you know, based on the report in that last slide, you said um we have to make an amendment for money that we already have, right? Oh, and that'll be presented by city clerk Gonzalez. Joe, I know you're envious. Good evening, Mayor and Council. Alicia Gonzalez, city clerk. This evening, I bring before you an item titled, seek direction regarding the regular city council meeting scheduled for 2026. The council meets the first and third Wednesday of each month. Housing Authority and Successor Agency board meets the second Wednesday of the month. Purpose of this item this evening is to plan for 2026. Proposed are regular meetings. Special meetings may continue to be requested for items such as the budget and capital improvement program. Dates considered. The first regular council meeting falls on January 7th, 2026. League of California City Conferences, Mayor and Council Members Academy, which will be held in January, City Leaders Summit, which will be held in April, and the annual conference and expo, which will be held in September this year. In the past, it's been held in in October. Um, we are also looking at holidays and Madera Unified School District graduations this year are June 2nd through the 5th. And we are also looking this evening at the general municipal election which will be held in November of 2026. Staff request holding a special meeting on Wednesday, January 14th, 2026 following the housing authority meeting or another special meeting date um proposed by council. So here's a copy of the draft agenda of the draft calendar for the year. The
items the meeting dates highlighted in yellow are the proposed I'm sorry the canceled meeting dates proposed canceled meeting dates. So we're looking at the 7th um April 1st, June 3rd and the November 4th date. So going back to January 7th and that's because um historically we we've not had a meeting the first week of January due to the holiday closure. This allows time for staff to spend the time with their families and enjoy the holiday. Um, April 1st is also another day, June 3rd. Um, I'm sorry, April 1st was due to the Madera Unified School District calendar. That is spring break, I believe, for most of our students in Madera. This again will allow staff to um to uh be off during this time with their families if allowed. um in June 3. Um most most um staff have either family members or um friends that are graduating during that time. So it seems to be a very busy time for families in our community as well. And then November 4th um is the day after the election. So that's another date that we've kept in mind um for previous calendars. Um the highlighted in red are the League of California city dates. So you'll see in January it's the 21st through the 23rd. In April it's the 22nd through the 24th. Again staff is at requesting to hold a meeting on the 14th following the housing authority meeting. Um so that is a request by staff this evening.
And then in September is the League of California city's meeting date which is the 23rd through the 25th. This that was truly an honor and a blessing for you. And also I want to remind everyone that December the 21st is coming and that is the Christmas extravaganza. Yes. Thank you, Madame Mayor. I too wanted to extend my congratulations uh for council member Mahia and being the recipient of the Mahanos distingos award. Again, like it was said uh very prestigious award. Uh I'm glad that it was you. You've done a lot of the work around the community and I appreciate everything you do. Um that being said, again, congratulations. Uh this Sunday, uh over at the Golf and Country Club, we are holding a tournament, Santa's Bag. Um and that is a uh for nonprofit organization. Um a lot of the u uh gifts and and uh proceeds will be made to the Holy Family Table uh with the Madera Kiwanis. Uh so if you guys have a team, it's $40 per team. It's pretty fairly cheap to get out there and play. This is Sunday. Shotgun starts at 9:00. Have you all like to have you all invited and put a team out there. But that's all I have. Thank you again. Uh, thank you, Mayor. Uh, the uh the Thursday the 25th before the Thanksgiving, we me attend to the turkey giveaway to the to the people. Um, and I can see there's a lot of need in the community, especially the Mexican-American community. So, we were uh amazing seeing all the people that come through and and get get what we're giving away. So, uh and uh I just wanted congratulation here for your awards. So, thank you for working with the community, the Mexican-American community. Uh, and that's that's all I have.

Again, Elsa, as you heard from our colleagues, we are so truly proud to have you as part of this council and we congratulate you for your honor that you received today. Um, the Madera Even Lions are doing the Christmas parade that will be happening on Friday night at 7 o'clock coming downtown. Everybody come out. It's going to be a great evening and our city um staff and council members will be handing out um glow necklaces to our community and trees for charity for the Rotarians will be doing their uh community event on Saturday night. And with that um I see no other um comments here. I would like to thank everybody for being here this evening and having such a wonderful presentation today.
