0:34 – 1:010

I'm going to uh start with number 85. This is the um raising and boarding and breeding of the maximum number of cats. Um I know we've had some discussions about it. Um, I don't know if anybody wants to start off on this one and have any further discussion on what our thoughts are or where we want to go with this one.

0:58 – 1:430

I was reviewing the thing that we the legislation we already have in place and seems like, you know, we do have legislation that already that already addresses if something becomes a nuisance condition, right? And I guess limiting numbers gets to be pretty difficult. And I noticed on some of the language of the amended um I'm just curious like in subsection two like who makes the determination the maximum number it says the city may establish reasonable limits on the number um building and zoning based upon the size of the premises. What is that?

1:41 – 2:260

I think that particular version is the one that's still a draft. I don't think we're currently on that one. Right. This is the wrong one. Unless we amend that in. We're currently currently It was like to consider and we haven't brought it forward to consider, but No, but that's a good point. Yeah. I mean, you know, who makes this kind of who's going to be in charge of making these decisions? It probably would have been something that would have hopefully come out in a cleanup of that draft. Okay. Um I think the contemplation was building department, building commissioner. Okay. Okay. And who knows, maybe the way that's written, it could be variable based on the size of the home. I don't I don't I'm making excuses for it. Um but the current version that we're on is the one that's based on numbers of the total animals. Right.

2:26 – 2:410

Right. Okay. Up to six of any combination as the current version. We never amended anything. We've Yeah, we've never amended anything. So that was a work in progress. Okay. That Okay. We haven't adopted. Okay.

2:39 – 3:210

Yeah. So I think we should go ahead and do second and third read on this and vote on it as stands with the maximum numbers. Um and if it doesn't pass and the administration thinks that more needs to be done that the administration can work something up to their liking with regards to cateries cat sanctuaries in the future instead of us having to you know we're not we're not in the building department. we're not, you know, working closely with any issues that might have arisen. So, you know, I think if this is something that the administration wants to revisit, you know, propose something to us in the future, we do that. So,

3:20 – 3:590

we'll just uh vote on this, get it on the third read, and um get it off our plates for them. I I think it's kind of stag. Yeah. Anybody that? Okay. So, we'll do second and third tonight and just So everyone's on the same page. What we're voting on is the one that's the maximum number of the combined animal. Okay. All right. 86 is the short-term rentals. I'm actually going to defer to councelor Grant because I saw you were having a conversation in the email and I did not get the full You didn't get me to read it? No.

3:56 – 5:400

Okay. So, um I don't think any of us are for this ban as proposed. I don't think that's going to pass. Um, I think uh from my stance, you know, I don't want to keep people from doing something with their their own home business or or making money off their property. And so far, other than one incident that we know of that was terrible incident. Um, there it's not a problem. There's a couple of Airbnbs in town and so far they've not been a problem. We also talked about uh Mr. Garvis and I talked about if you went on the website for the Airbnb, you couldn't you don't even get the address. So even if we wanted to monitor and go to someone and say, "Hey, you have an illegal listing." You don't even know. Um but there currently is no consequences from the city if you have a nuisance. If you're if you you know rent your property out to someone and they cause a nuisance and there's a problem, there could be the consequence of like in the person that you spoke of last time, um you know, your house could get destroyed. So that makes you kind of think, you know, when you are renting out uh your home, that's a consequence that you have to think of. Do you want that to happen? Um, I spoke with Director Cadetti and asked him if it was possible to impose some sort of penalty on uh a homeowner that does rent their home out and it becomes a nuisance. And um his office looked up other cities that do this and you know Akan, Toledo, Cleveland were some examples that do this. I guess Milwaukee

5:390

not identically

5:40 – 6:270

not ident form of nuisance related to short-term rentals. Um the proposal that that he uh showed me today in a draft was it was actually fairly lax but there but there is consequence to it. Um it's it's a you know a three strikes type of thing. So it's not like if you do this you have an Airbnb somebody calls a nuisance and there's a list of what the different nuisances are. Um you know a public out or drunk in public and and stuff like that. things that you know the police would be called out for. um you would get you you wouldn't have a consequence the first time, you wouldn't have a consequence the second time, and then the third time um it could be what was the

6:25 – 6:430

So, basically, if you have three instances of criminal conduct resulting in charges for things like menacing, disorderly conduct, public attacks, things um council member Brandt referenced that triggers a

6:41 – 8:220

if you have another violation after those three. So, another instance of criminal conduct, that's a thirdderee misdemeanor. If you don't take corrective measures, and there's kind of a section that talks about what corrective measures are defined as and the city would kind of ensure those are implemented. And if the property owner fails to implement those and you have that fourth incident, it would be a thirdderee misdemeanor under the current draft, which is just a rough draft at this point. So this um going this avenue then you know let it you know people will be in charge of policing their own properties making sure that they think that their property is suitable for a low-key Airbnb which is what we seem to have now people have lowkey uh no in no incidents when they when they do rent out their homes and then um you know even if they did have an incident if they wanted it would still up to them if they wanted to continue to to do this rental at their home. Um they would have a consequence if it became became a problem. So that is what I proposed. Um it's currently in draft. So um would you be guys be interested in me pursuing that further and bringing that up for a vote or do we not want to do anything further with uh short-term rentals and and forget about it? I would be willing to at least let it get to a point where we're willing to distribute it electronically among us and we can all review it and if we still don't like that

8:20 – 9:020

as a group we can choose not to pursue it. Could could we treat that as a new Yeah. ordinance proposal? Yeah. Okay. So, we would do the same as we did with the with 85 and then vote on this one. So, do reading on this? Yeah. Anybody opposed to that tonight? Okay. All right. Ordinance 11. Um, Director Wilson. Director Wilson. Oh, yeah. We have the two Freight Liner trucks. This is the first of M2. Yeah.

8:57 – 9:420

Two M2 Freightlininer two and a half ton multi-use dump trucks. I said multi-use because they are hook lift rolloff style where we can have different beds on them. A flat bed, a thumb truck, a V body which is like a soul spread bed. Um obviously fit of the plows, all the equipment needed for pling systems for grind they want to use. Um really they are essentially the same trucks we bought couple years ago. Um these are uh both part of the plan five year capital. Um so

9:41 – 10:210

you currently have two of these. We I think we have four freight. So I'm trying to kind of they tend to be good quality trucks and I get a lot of good feedback as far as comfortability and drivability and all that stuff. So they just seem to be good trucks and they're bottom source well contract. So um we're just trying to in that direction. Keep the fleet, you know, unified one way. Makes it a lot easier to find parts, work on things, all that kind of stuff. Source wall is the state bid, so we don't have to go out to bid, aren't they? All the things on there. If you guys don't know what source wall is,

10:19 – 11:040

isn't the benefit of staying with the same uh body that all the other components are interchangeable across all six of them then? Yeah. Yeah, absolutely. The transformer trucks And how how much have we spent on repairs of late? That's we it's important to say that that's what's driving this too. I mean, we've been dumping a lot of money. Trucks cost us a lot of money. So, we we've kind of spent enough and this is already part of the, you know, it's part of the plan capital. We already have the the money budgeted for it. These are replacement, right? Trucks not. Yeah. Yes. Are we looking for two three on this. Yes, please.

11:03 – 11:280

Now, is this going to be another situation where we get buy them now and they don't come for two years or a little faster? I think probably like a year. So, okay. Okay. Any other questions on 11? All right, we'll go down to number 12. Um probably you as well, right?

11:22 – 12:220

Yeah. Yeah. This is um the Ram 4500. Um this is a truck also going to like an older pickup. But, uh, the guys have been talking to me really since I came here about getting like a, uh, smaller dump truck that's a non CDL. Um, and it's just, it's like the size of a large pickup, but has a dump truck and, you know, like someone said the other day, uh, you just need a load a small load of dirt or something. You don't always want to use big huge dump truck. Um, it's just handy. get get in tighter spaces, you can get around easier. Um they're just really good trucks to have. Also, a great non CDL plow truck. Um for newer people or people who, you know, don't quite have their CDL yet. Um so yeah, and

12:17 – 12:590

also bought also purchased on source. Anyone have any questions? And then this is also part of the plan capital with either that one or the previous one. We put the the ones that we're replacing like on a auction or something. Okay. Yeah. We're actually right now um I have the ad working on building a list in the spring. We're going to see a lot of stuff go for auction. Okay. Yeah. We're we're putting together a spreadsheet of what really needs to go and it's extensive. So, I'll be coming, right? Yeah, I'll be coming with all that.

12:58 – 13:380

Cool. I'm assuming we want to continue the one, two, three on this, please. All right. Anyone have any other questions on the phone? Okay. 13. So, this is the uh contract for the uh firefighters union. Uh we have completed it. I'm going to ask that we have a executive session after correspondence so we can go over the details contained therein specifics for you guys and then okay take it from there based on that I'm going to um suggest that we hold off discussion until we go into that executive session keep um number 14

13:36 – 14:210

Mr. Um so this is um the other part of our pool resurfacing project. Uh we did the activity pool uh in the fall. This will be in for the upcoming fall replacing the diamond bright surface and the lap pool. So just um bids and asking for bids for that project. Anyone have any questions on 14? Since we're just going to tear everything up and then redo. Uh, it's not a te. It's just like a um sand everything down. They replaster and then put the the product on top of it. But it'll be for the W pool and the diving well. Since this is I was just going to say are all three of these in the plan.

14:19 – 14:520

Yeah, this is Sure. Yes. These are just to go out to bed, too. They do it. How often do they do it? Every five years, four years. Um, the pools they can last a little bit longer. Okay. Um, I it's it's been a while since the last Okay. Now, are there any questions? I'm assuming since all of these are going to be going to bid that everyone's going to be okay with one, two, three. Next one is 15.

14:49 – 15:270

So, we've talked forever about Sugarish Park and needing a bathroom. Uh, we have looked at a bunch of different options before, Mr. Wolf got here with the previous director. uh it's cost prohibitive to run utilities into there. So, this is like a I'll let him explain that more in depth because he did all the research, but essentially this is a really good thing. It's it's it's something that'll be conducive for the park. It'll be a clean, nice bathroom that operates. It's not odiferous and uh people will be happy to have it there, whatever that is. So, Pete, do you want to talk about the

15:25 – 16:180

Yeah. So, um I don't know if I'm going to be able to use big words like I was ridicous, but um this is just adding a permanent uh bathroom structure at the park. Um you know, because there is no utility hookups. It's a vault style um that we're looking at. Um but not just like a hole in the ground type thing. Um we really like a product um that um has a fan that takes the moisture out of the tank. Um the moisture is what causes the odiferous smell and uh yeah so um just opening this for that as well. Um there's a place for it. The original spot that we were looking at uh there's some storm sewer drains so we're able to actually move it up um off of the parking lot area um still away from the houses. Um so

16:17 – 16:590

so it won't be in the middle of the circle. It won't be in the middle. It'll be Yeah, it'll be above I guess south of which is technically the south end of the parking lot southwest end. So it'll have a a concrete base over a vault. Yes. And then it'll be handicap accessible completely and it's a one stall. It's a one stall. Um it's Yeah, it's um way obviously way nicer than the porta potties that are currently right. And I forget does it have solar lights in it or is it just It has open bottom. It it has an open bottom. Um, the solar panels power the fan. Okay. Yeah, that's true. The park is closed at dusk any so you don't need you don't need lights in there. You really have to go.

16:57 – 17:410

And when we looked at these, you can literally someone we didn't do this, but someone can utilize the bathroom. You can flush it and then stick your head in there and you will smell nothing. And I was very impressed by that. And the technology or whatever they have with it. It wasn't very chemical based. There was a lot of other things that they had going on there. So, we've been impressed with the product. extremely environmentally friendly. Um it's a dry flush basically. And I'll answer the question now. This was part of the capital. Yes ma'am. What's the anticipated cost of this? Uh no more than 100,000 and that includes that includes the material and the that's whole project. Any other questions on

17:41 – 18:230

I on 15. Thank you. Okay, then 16. Oh, I thought we were going to do one, two, three. I'm sorry. Um, I think all of these, including the next two, is going to bid, right? So, I suggested we just do one, two, three on all four of those. So, 16. Pretty self-explanatory. It's a slate roof on the manor house. Uh, seen its useful life. We have patched and done all the things we can do up to this point. So, it's time to correct that. All the work that they've done inside of there, if we don't get this taken care of, is going to obviously be for not. We will be submitting a grant, yes,

18:20 – 18:510

proposal to Congresswoman Sykes office for this and the porch repairs. What's the anticipated cost of this? 250 is is what I'm going to put in the grant request and 200,000 for the porch. And I saw that um the bid could be for real or synthetic slate. Are we able to do synthetic slates and keep our

18:49 – 19:320

Yes. So um I I've been working with director Wilson on this. Um the uh the architect who um we've been working with uh has assured us that whatever the product is, obviously we'd like to go with 100% uh real material, but um it would not impact the historical um uh permit on that house. And this is part of capital. Yeah. Yeah. Currently part of capital to be paid in cash. But like I said, if we can get a grant, do you need the bids before you can apply for the grant? No. Okay.

19:30 – 19:540

Actually, the grant deadline, it just came out. What? Yesterday, it's March 6th. March. I just got the email yesterday. Wow. Yeah. Wow. Lots of time. They don't give you much time. Any other questions on 1610? Okay. I'm going to keep going with the one, two, three approach on the bids. Uh 17.

19:50 – 20:360

Yep. Uh this is to add uh netting on the first and third base uh lines at all on all four fields at Longwood. Um this is a safety measure um that's been talked about for a while um to protect the spectators. Um with increased programming um comes in the the chance of increased foul balls into that area. Um this is to get out ahead of any issues that might occur. So um shows for that. Um, essentially adding a couple of posts down each side about 20 ft of net above the current fence um towards a little bit past the dugouts.

20:34 – 21:080

Just so people, you know, the way that the ball fields are situated, if you're watching one, your back is to another one. So, it's not like people are just watching, you know, sitting watching their phones or anything. They literally cannot see a ball coming from behind them. So that's why it's a problem and we've talked about this for a long time in parks and recck uh commission but netting is a lot more expensive than you would think it is. So um we're glad that this has finally come up and we can get this done. I think it's a big safety thing. This is my capital as well.

21:08 – 21:490

Any other questions in 17? I concur. My daughter used to play there and it happens every time there's a game on more than one field. Um, okay. That takes us down to motions and other legislation. We have a donation to the police department. Um, I'll read that and uh, Councelor Ferrero will second it. And I think that's it. Just so you guys know, reiterate donations when they do come in, these have come in. We created a purchase order for the purpose of the donation. Okay. All right. Anyone have anything else? If not, you get nine minutes.

21:540

He's already in position 6B right now. Oh, for

We have one this evening. We ask come to the mic. Keep your comments through five minutes or less. And we have Deb Mowski. Welcome.

32:26 – 34:250

Thank you very much. My name is Deb Mcowsky. I live at 142 May Avenue in Northfield. I'm the president of Longwood Manor and I'm presenting our um year-end report. Um I'm here to um give you the year-end report. And we have possibly had the most productive year in my 15 years as a member of Longwood member membership. We sent in advance a comprehensive report of our accomplishments to the mayor's office and assume you have as um access to it and I will be giving you a truncated version of of it. Projects accomplished in uh 2025. LMHS completed and contracted uh roof repairs and um patching the slate roof and chimney uh flashing, new entry doors for the basement and back uh office doors on the south side of the manor. Drywall patches and repairs painting and wallpapering on se on the second floor. New windows and doors on second floor room above the public restrooms. gutters fixed and replaced. With that, we found um that there was has been water damage uh draining down inside and we are going to be taking care of that this year. We had snaking of the sewer dra blockage and found it was insufficient. So with the help of the city, we were able to have the basement waterproofed and the service department removed removal of the obsolete oil drums for uh the heating uh were removed. This was one of the main reasons for not passing our fire inspections. And now we hope to

34:22 – 36:200

increase our occupancy permits and opening the second floor for the public uh viewing. Our purpose as stated in the LMHS bylaws adopted in 2021 article 2 section one. LMHS is a nonprofit uh corporation organized according to the laws of the state of Ohio. The purpose of the Longwood Manor Historical Society is to preserve the history of Macedonia through the identification and restoration of historic structures to seek out oral histories of Macedonia and Northfield residents and to reach out to the community to in instill the importance of saving history. We are maintaining our membership to Nordonia Hills Chamber of Commerce, the Inner Museum Council of North Northeast Ohio. Filed our 990 report for 2025. Renewed our nonprofit certificate. Submitted our uh charitable registration annual report and carrier liability policy through the Westfield Insurance Company with a general liability uh policy of $2 million per occurrence. and five million aggregate per year. We have had a successful partnership with Nordonia High School with six young people doing um a variety of jobs for us uh for us and we have um collectively the six of them gave us 85 hours of service since September. We maintain a file uh with their waiverss um signed by their guardians in our office. Incidentally, in two 2025, our volunteers docked in over 159 volunteer hours at the manor. That's not including hours outside of the manor. This year is the 100th

36:19 – 38:180

anniversary of the home of the first mayor, uh Colonel Long. in and in conjunction with the United States 250th birthday celebration, we will give it uh gear our events and activities towards the uh patriotic theme. Colonel Long served um our country in both world wars. Our plan planned events include monthly uh open houses, Memorial Day parade, ladies tea, um an outdoor patriotic band concert, August rummage sale, haunted manor with uh uh the recreation department, Christmas open house with Santa, and a talk with author, educator Mike Oeski, who is um worked for um radio stations in Cleveland, and he will will be talking about Cleveland television featuring Galardi, Big Chuck and Hulahan and Little John and also uh participate in our seasonal fests with the cities. This uh calendar year we will complete painting drywall wallpaper, furnishing the upstairs rooms and um old maps of the city, military memorabilia, paintings and Macedonia pictures of the past. Our website has been improved and also linked to the Macedonia Recreation Department. We are working on um rental agreement for future events for community gatherings. We hope to live uh to have a leate opening to celebrate the 100th anniversary of Colonel William Fulong, his tutor style home on um the new walking path added to the recreation park brings interest to the colonel's home and former farm. We carry on with his wishes to develop community

38:15 – 38:590

correlate uh with community by correlating this historic architecture, beautiful parkland, educational programs and recreational area. We thank the city for the uh for their diligent care and help with LMHS and we would like to offer a personal invitation to council to see uh all that we have accomplished. Thank you very much. Thanks. Uh I don't know if you're aware, but the uh legislation's on this evening for the roof, so you might want to hang out for a little bit. I can just call you. I'll call you. I'll call you. No, you're fine. Get out of here. I'll call you. Hey, mayor.

38:58 – 39:300

You're fine. And I hope everything goes well. Mayor, can I get a copy of her report? So, I was going to tell you, I don't know that I got that. If you can resend that to me. It was sent two weeks ago to Betty. So, um Okay. So, it wasn't sent directly to me. Probably not. I will make sure sent direct to me. She said I think she was on vacation. We might have a We'll be okay. Okay. All right. Yeah. All All of the reports and everything were sent. Okay. About two weeks ago. Thank you. Thank you. Thank you so much. All right. Up next is correspondence from the clerk.

39:29 – 40:090

Yes, sir. I have one letter that was sent to our fire department. It's from Carol Dagel, 1177 Meadowwoods Drive. It says, "Dear sers, on January 4th, 2026, my husband Dan called 911 on my behalf when I passed out and fell. He said you came quickly to our home in just a few minutes. I don't remember anything after I got dizzy, not even falling. I was told I didn't have a pulse a couple times, but your team kept me alive. I had a total heart block and now a pacemaker. Thank you so much for your professionalism and dedication for all you do in our community. You are a godsend. Blessings to you all." And the personnel on scene were fire medics Rob Seerson, Ryan Zapora, Rory Skolnick, and Sully Stab. And that is it.

40:07 – 40:480

That's my favorite stuff. Thanks to the fire team for saving yet another life. You're welcome. Um, Mayor, I'd like to make a motion that we enter executive session pursuant to revised code 12122G4 to prepare for, conduct, or review negotiations or bargaining sessions with public employees concerning their compensation or other terms and conditions of their employment. Roll call. I'm sorry. Go ahead. Second jump. Roll call. Miss Brand. Yes. Miss Cummings. Yes. Mr. Furrow. Yes. Mr. Mr. Finley. Yes. Mr. Garvis. Yes. Okay. We will go into executive and we'll be back shortly.

53:54 – 54:390

In favor I opposed. Okay, we are back. Moving into pending our new legislation starting with ordinance number 85. Um I move to offer ordinance number 852025 for its second and third reading by title only. Second. All in favor? Opposed. an ordinance amending section 505.16 of the codified ordinances of the city of Macedonia regarding the raising, boarding, breeding, and maximum number of cats. Discussion. I think we covered it in work session. I don't think you guys talked about it enough. Yep. Okay. What is your pleasure? I move that we pass and post according to law ordinance number 85 2025. I think we have to vote. Oh, why did I I don't know.

54:38 – 55:170

Well, you already did it. You can just second it. Second. All in favor? I I no. Opposed? Let's just do a roll call. Let's Let's do roll call, please. Miss BR. Nay. Miss Cummings. Nay. Mr. Furrow. Nay. Mr. Finley. Nay. Mr. Garvis. Nay. Okay. Ordinance 85 fails. Orders number 86. This is where I thought we were. I would move to offer ordinance 862025 for third reading by title only. I second the No, you're good. I'm good.

55:15 – 55:260

An ordinance creating chapter 783 of the codified ordinances of the city of Macedonia relative to short-term rentals. Discussion. You got another one.

55:24 – 56:070

This proposal was just to ban uh short-term rentals, Airbnb and the like through Macedonia. Um we didn't think uh it so far no one was really you know interested in in this one. Um I am not uh interested in in banning and I don't think it would be very enforcable. So I I think that's where we all kind of are on it. We might come up with uh something else in the future, but um this one we're voting on is just to completely ban uh short-term rentals in Macedonia. I I think I'd add to that that there's another competing idea that I think we're going to consider separately.

56:06 – 56:420

Yes. Okay. Roll call. You need me to move that? Yeah, you probably should move the pass. I move that we pass and post ordinance 862025 and post the same according to law. I second it. Roll call. Miss Brandt. No. Miss Cummings. Nay. Mr. Ferraro. Nay. Mr. Finley. Nay. Mr. Garvis. Nay. Or Ordinance 86 fails. Ordinance number 11. I move that we offer ordinance number 11 2026 for its first, second, and third reading by title only. Second. All in favor?

56:40 – 56:560

I opposed. an ordinance authorizing the purchase of two Freightlininer M2106 plus multi-use dump trucks from Cleveland Freightlininer Inc. through the source well cooperative purchasing program for use by the service department. Director Wilson.

56:53 – 57:430

Thank you, Mayor. Um, yes, these are two new uh 2 and 12 ton M2 freight liner uh essentially dump trucks, but they are multi-use. They are hook lift type trucks um where we can have several different types of bodies on those trucks, whether it's a or a uh a dump truck or a flatbed. Um um they also are equipped obviously with plows and wetting systems for the use of brine salt. So um they are essentially like the other trucks we've bought in the last few years uh where we can um try to uh unify our fleet and um Freight Liner seems to be a really good truck that they're building. So, um, that's the direction we're going.

57:42 – 58:260

That's all. Thank you. Thank you. Just so residents know, this is part of our plan capital, uh, that that we vote on every year. Um, so this isn't just out of the blue. This is something we knew was coming up. Correct. Yes. And they are through the source contract. Um, so it has been, you know, been out through the state. And I'll also add every piece of legislation this evening is part of our five-year capital plan. So I'll make that one easy. Good. catch all. Any further discussion? Hearing none, what is your pleasure? I move that we adopt ordinance number number 11, 2026 and post same according to law. Second. All in favor? I opposed. Nay. Ordinance 11 carries. Ordinance number 12.

58:24 – 58:450

I move to offer ordinance number 12, 2026 for all three readings by title only. I second it. All in favor? Opposed? No ordinance authorizing the purchase of a Ram 4500 multi-use truck from Valley Truck Centers through the Sourcewell cooperative purchasing program for use by the service department. Director Wilson.

58:43 – 59:290

Thank you, Mayor. This is what we would consider uh purchase of uh a smaller dump truck. um sort of think of a a big pickup truck, but um it would give us the ability to um have a non CDL type dump truck to put maybe a new person, someone uh learning how to plow or be able to get into smaller streets, courts, things like that would be a great addition to the fleet. we would trade it for, you know, we would get rid of a like a regular pickup truck, but this one has a dunk bed on it and it will have the ability to spread saw plow and that kind of thing. So, it's it is a Dodge Ram 4500, which is a huge plus.

59:28 – 1:00:020

Thank you. First through the source contract. Yes. Any further discussion? Hearing none, what is your pleasure? I move to adopt ordinance number 12, 2026 and post the same according to law. I second it. All in favor? I opposed. Ordinance number 12 carries. Ordinance number 13. Uh I offer ordinance 13 20226 for its first, second, and third reading by title. Second. All in favor?

1:00:00 – 1:00:160

I opposed. emergency ordinance ratifying the collective bargaining agreement between the city of Macedonia and the Macedonia Firefighters International Association of Firefighters Local 3947 for the years 2026, 2027, and 2028.

1:00:14 – 1:01:050

Essentially, we have uh come to a conclusion with the firefighters union to with a contract that we feel is is in the best interest of the city moving forward. uh with support of council tonight in the passage of this, it puts us in a point where we are more competitive in the market and we are able to retain the talent that we have. And I'm I'm very excited for this tonight because this has been a long time coming and I think this puts us into a realm where we can attract the same all-star talent that we have now and retain them into the future because uh we were a little under where other people were and we were losing a lot of our talent to other communities that were paying more. So this is a retention thing for me. This is a safety thing and this is the allstars that we have here that I want to keep. Chief, is there anything you want to add to that?

1:01:02 – 1:01:420

Uh I believe it's good for the city and good for the employees. So very successful short negotiation because everyone came to the table and we're reasonable. Negotiations are never easy. I don't ever use that word in the same sentence, but uh when you have a harmony and and in the same you're all pointing in the same direction for what you want to get done, that's what happened here. And this was uh this was good. So without any further discussion, what is your pleasure? Mayor, I move that we pass and post ordinance 13 2022 and post the same according to law. Second. All in favor?

1:01:40 – 1:02:210

Opposed? Ordinance 13 carries. I thank council for that again. uh very excited for the future of the department and I know that they're going to be very happy to to know that this passed. Resolution number 14. And just like that, when I say it, the the thing goes off and off they run. Mayor, I'd like to offer for resolution 14 2026 for its first, second, and third readings by title only. I second it. All in favor? I opposed. Resolution authorizing the director of parks and recreation to prepare plans, bids, and specifications, and further authorizing the mayor to advertise for bids the 2026 recreation center lap pool resurfacing project. Director Echendorf.

1:02:19 – 1:02:580

Thank you, Mayor. Uh, this is to open up bids for our latap pool resurfacing project. Um, as you may know, uh, we did our activity pool this past fall and it is time to do the lap pool, which includes the diving well. Um, essentially the process is um sanding down the current product, putting on a new layer of plaster, putting on the new product which is called diamond bright. Um, matching the colors as well. Thank you. Any further discussion? Hearing none. What is your pleasure? I move that we pass resolution 14 2026 and post the same according to law. I second it. All in favor?

1:02:56 – 1:03:240

I opposed. Resolution 14 carries. Resolution 15. I move to offer resolution number 15, 2026 for all three readings by title only. Second. All in favor? I opposed. Resolution authorizing the director of parks and recreation to prepare plans, bids, and specifications and further authorizing the mayor to advertise for bids for the Sugar Bush Park restroom installation project. Director Echendorf.

1:03:20 – 1:04:020

Thank you, Mayor. Uh this is uh again to um open bids for a vault style restroom uh at Sugar Bush Park. It's a permanent structure. Um the vault style is needed because there is no utility hookups u available in uh that park in that location. So um we had to go with that style. Um there's some products out there that um that we like and um it's time to uh remove the portaotties and get something a lot nicer um and more permanent. Thank you. Any further discussion? Hearing none. What is your pleasure?

1:04:00 – 1:04:400

I move to adopt resolution number 15-2026 and post the same according to law. Second. All in favor? Opposed? Resolution 15 carries. Resolution 16. I move to offer resolution number 16, 2026 for all three readings by title only. Second. All in favor? Opposed. resolution authorizing the director of parks and recreation to prepare plans, bids, and specifications and further authorizing the mayor to advertise for bids the 2026 Manor House roof replacement project. Uh Mr. Wilson or Mr. Echendorf, which wants to take who wants to take this one?

1:04:36 – 1:05:110

I will go again. Um this is in conjunction with our service department, Director Wilson. Um, we've been working to, uh, be able to address the repair of the roof on the manor house. Um, it's in dire need of repair. Um, the roof is slate and we'd like to be able to replace it with that same product. Um, because of the historical nature of the building. Um, so this is just open bids for that project. Um, again, this is with uh with plant capital.

1:05:09 – 1:05:540

Thank you. I also want to thank the two of you. The harmony that you have working together is something we haven't had before. So, uh, the fact that you've worked so well together to get these things accomplished uh, speaks elements speaks speaks very highly to what you guys do. So, thank you for that. Mr. Wilson's notoriously hard to work with. Terrible. He's a horrible guy. Yeah, he's rough. So, good job, Peter. Any further discussion? And just you might want to add that we are applying uh for I'm going to talk about that later. Okay. I got a whole for that but thank you for reminding me and what's your pleasure? I move to adopt resolution number 16 2026 and post the same recording law. Second. All in favor?

1:05:52 – 1:06:150

Opposed? Resolution 16 carries. Resolution 17. I move that we offer resolution number 17 2026 for all three readings by title only. Second. All in favor? I opposed. Resolution authorizing the director of parks and recreation to prepare plans, bids, and specifications and further authorizing the mayor to advertise for bids for the Longwood Park ballfield netting project. Mr. Eondorf,

1:06:13 – 1:06:570

it's parks and wreck night tonight. Um this is to open bids for our uh Longwood Park ballfield netting project, which is adding nets above the current fencing on all four fields above um the chain link fence. Um this is a safety measure that U has been talked about for a while and uh we're able to do this with uh with some careful planning. Um this is just to protect the spectators at the games. Um if you've ever been to a game there, you know that you're watching one field and there's balls flying in from behind you. So this is just to protect everybody that's coming to visit our fields. Thank you. Any further discussion hearing? None. What is your pleasure?

1:06:56 – 1:07:290

I move that we adopt resolution number 17, 2026 and post same according to law. Second. All in favor? I opposed. Resolution 17 carries. Any other motions or legislative actions? Yeah, I have a motion to accept a donation from Plastic Cross Equipment in the amount of $1,500 for the city's police department fund and a donation from the Hudson Community Foundation to Ford Family Foundation in the amount of $1,000 for the city's 2026 shop with a cop program. Second. All in favor?

1:07:27 – 1:09:260

Opposed? Want to thank those folks for their donation. and we do certainly appreciate that. That's awesome. Okay, next up is the mayor's report. Uh the 2026 January revenue is $41,997.98. Uh the service building is is surging forward. Uh I say this every time, but Director Wilson and I and others are spending an inordinate amount of time on this building to make sure we get this thing right. We could tell you we have been down to the nuts and bolts of everything there is to do with it. I think we mentioned this last time, but all the way down to the outlets on the wall, the style of the chair, the cabinets, where the handles will be. We've talked about everything. So, we're trying to think of every possible thing so that the unintended consequences don't come to bite us in the rear end. So, very excited for that project. You may drive by there, you'll see the progress is happening there. The utilities are going in. Uh they're telling us by March they can start going upward. That's very exciting. And it's a very aggressive schedule. Uh it's supposed to be completed by December 31st of 2026. So looking forward to that. That'll be a very exciting day for all of us to cut the rip into that building. Business of the month. Uh we had Sloan's ice cream for February. Uh if you haven't noticed on community focus, I'm doing an interview with businesses every month. It's it's another exciting thing that we're doing because we're focusing on more of the mom and pop type shop. So Sloan's the gentleman that owns that is just a regular guy like any of us. and you know trying to get ahead in life and and open up that shop. Um so if you could support them and if you like them I strongly suggest you go visit them. Uh March is going to be a really interesting one too. It's not going to be a food type but uh more to come. I want I want to build that excitement for who's coming in March. Uh we have an electronic device uh disposal thing at the Mac wreck. Uh you can drop things in there like small electronics, cables, chargers, phones, tablets, and keyboards. If you have something large like a monitor, please do not go there and set it next to the box. That's not

1:09:24 – 1:10:070

what that's there for. That's for you to dispose on your own. If you can fit it in the box, by all means, fit it in there. But if you cannot fit it in the box, take it back with you, please. We don't want that to happen. How big is this box? This box is uh enough to accommodate. If people have questions, they should direct that to the city or not the city, to the county, right? Yes, the county is running that, but we're obviously housing it. And I'm sure Director Eondorf can touch on that a little more if I've missed anything. Yeah, I mean it's it's uh pretty visible. Um it's at the northern end of the parking lot. Um there's a list on there of what you can Yeah, it's it's it's pretty obvious what you can put in there and what shouldn't go in there, but we're one of many locations, so we're happy to be able to host one of those.

1:10:05 – 1:12:040

And if for some reason it's full, please don't stick it in there. We don't want things laying on the ground or falling out of there. Uh I missed I I missed the last meeting. I was attending something for an energy conference which was very uh enlightening. I learned a lot from that. But what I wanted to point out more than anything was on February 15th, if it wasn't mentioned here was the uh SRO day, the school resource officer. And I want to recognize Officer Daly and Officer Moss for all they do for our schools. I know the kids love them and uh they do an awful lot to to work with the children, our students that are in our schools. And and I want to explicitly thank them for all they do because it's hard work and kids are kids are a lot. And having a wife that's a teacher and the things that she goes through and the things she brings home with her is it's a lot. So, little respect for our SRO's, please. I want to thank our service team. There's been a lot of work going on. Snow's been crazy. This year has been nuts. Uh, I can't thank them enough for the work they do. It's a lot of hard hours. It wears on you. So, I want to thank them for all they've done and and obviously the leadership team uh for for keeping everything in line and in order. I want to recognize Patty Kersack for her 30 years with the city. 30 years. That's a long long time. But, uh, she retired recently and uh, we want to wish her well. We had a little get together for her and I'm sure her boss over here will talk about it too. But I'd be remissed if I didn't say something. So, um, thank you Patty for all you did for us and, uh, we wish you well. To Mr. Varys's point earlier, uh, we have an initiative this year. We've always been doing it, but we're really taking a hard line looking at grants, state funding, and federal funding. I've engaged all the the elected officials above me in many, many conversations about what we can do to get more dollars into Macedonia. So, it's something we've always done, but I'm being a lot more aggressive with it this year. A directive I gave to Director Varys was to we're going to start looking at this hard and heavy. Uh, we're going to take a lot of time to find these dollars because when I see dollars going other places that could be here with us, I'm going to pursue that and that's something that we're going to continue

1:12:02 – 1:12:360

to do moving forward, but we're a lot being a lot more aggressive with it. So, um, I'm sure he'll talk about a little bit of that in his report, but we're getting some traction. It's good. the relationships that I've built with some of these folks is very helpful and uh I think it's going to be good for us to put money in the coffers to help support what we're doing. Last but not least, please don't drive distracted. And if you're driving on the highway, the far left lane is the passing lane. You're not to drive in that lane unless you're passing people. People are passing you on the right, you're doing something wrong. Am I good? Did I miss that one? That's good. Perfect. Thank you. That's all I have. Uh committee reports.

1:12:34 – 1:13:390

Uh parks and recck commission met uh last Wednesday. Um the parks and wreck uh is going to be applying for grants themselves. They'll also be going for the gold medal award which they've been um a winner of or a finalist of the past few years. So um we look forward to the work that they put into that and they're always you know doing better doing more. So I can't wait to see what what they're able to do with that. Um we just kind of went over um some uh what's going on for the rest of the spring and summer and I'm sure Mr. Eor will about that. Um getting ready for for new software. Um we decided not to have a meeting in March. Uh the department is just going to be too busy. So we'll be meeting in the the third Wednesday in April and May. Once again, that's an open meeting for anyone in the public who wants to come uh participate in that. um have we have public speaking open at the beginning of the meeting just like this meeting and then um we start at six o'clock.

1:13:38 – 1:14:160

Thank you. Any other committee reports? Oh, I also wanted to mention too that the netting for the ball fields. Thank you very much council for passing that. That is something that we've been talking about probably for about six years now and it's been very very much needed and I'm glad that we got that into the capital plan and everything. So, uh, parks and recck commissioner will be thrilled to know that that, uh, hopefully we'll be going forward with a good bit. So, you'll be calling Mrs. Suji after the meeting to let her know that we got that because I know she was a proponent of that for many years. Poor thing. She's been bumped on the head too many times. She forgot she kept mentioning it. Okay. Department reports. Director Wilson.

1:14:13 – 1:15:260

Thank you, Mayor. Um, I just want to first, as always, thank council for your support uh with new equipment. We we really fantastic equipment here um for you know this service department from what I hear it didn't used to be that way and I know that that the mayor has pushed for that and I really appreciate it makes all of our lives and jobs easier and I appreciate it. Um like the mayor touched on the new building um it's going really well. They've got storm water chambers in driveways are being cut in. It's pretty exciting to see as we drive by. Uh we have a new employee. Um I'm really excited. He his name's Dylan Perez. He comes from us. He's full-time uh full-time maintenance worker, but he comes from Sinwell. They they build the big trucks like we passed this even. Um so really great guy. I'm excited about him. He uh goes from building our trucks to driving our trucks. So, kind of stole them a little bit. That's uh that's all I have. Thank you.

1:15:24 – 1:15:530

Thank you, Director Gelati. Yeah. Thank you, Mayor. Uh for this year's road program, we are scheduled to open bids uh for that contract on March 6th. Uh we'll then closely follow uh the next project to open bids for will be Shephard Road resurfacing. That's Shephard Road from Route 82 all the way north to the bridge over I 480. End of report. Thank you, Director Echenorf.

1:15:51 – 1:16:560

Um I as well want to thank council for the passage of the legislations tonight. Um some big projects that we really um have been kind of waiting to get going and I'm excited to be able to get them going. Um those are, you know, intricral parts of how we operate in parks and rec. So, thank you for that. Um, if you haven't had a chance, the family locker room is, uh, complete and open and, uh, fully functional. It's a great space. Uh, has entrance to the pool, um, and entrance on the other side as well. It's way more private, um, four individual pods. So, um, I invite council, if you haven't seen it, to come up and do a walkthrough. I'm happy to talk about it, um, as we walk through as well. Uh, and finally, we've got a couple new classes at the wreck. um TRX, Yoga Flow, Zumba Gold, and Pilates. A couple of those had been uh we had hosted in the past. Um we uh brought them back with the help of the uh instructors that um made themselves available. Uh the TRX class is new. Um and uh we're excited to offer some more classes to our members. End of report.

1:16:550

It's always nice to hear that they're copying off the the baddest RAM you could buy, which is the TRX. Thank you for that, Director Vers.

1:17:02 – 1:18:570

Thank you, Mayor. As you had mentioned, uh, grants have been a, uh, you know, top priority for us this year. I actually attended a two-day grants conference that you and I looked at and thought it was a, uh, a nice, uh, conference to go to. It really was um, learned a lot about the federal grants and uh, timing. couldn't have been more uh you know timely because this what is it a eight day turnaround from the the the day that uh Congresswoman Amelia Sykes office got notification that you know the grant portal is open and it closes on March 6th. So, I actually um uh she sent an invite for a webinar last Thursday that I attended kind of community project funding 101 webinar that she held and um actually spoke to one of the presenters tonight, sent two drafts in. Uh her office has been very helpful. They want to help each community in the steps. Um, you know, don't just submit it and, you know, they want to make sure your submitt is proper and you're you're putting the right uh information in the right spots, if you will. So, uh hopefully uh we'll get success at that. We're also the new service center complex is going to be one of the projects we're submitting as well for some grant help for that as well. So, more updates to come on that and much like Amelia Sykes will check your work. I will check your

1:18:56 – 1:19:410

resident refund refund. Refunds are due July 15th unless you have a extension with Rita and feel free to drop off your application and we'll complete it for you in the finance department. There's a white mailbox next to the blue mailbox and just drop off your information in there and end of my report. I also point out that through Christina Robner's office, we secured $500,000 towards the building as well. So, I think it's important that we we point that out that we already did get some grant dollars through that. I I was able to work with her to make that happen. So, every dollar is going to help. Yep.

1:19:39 – 1:19:540

Director Collins. Thanks, Mayor. 42 helped us take us since the last meeting, continuing to procure hardware for the new service center. Thank you. End of report. Assistant Commissioner Hen.

1:19:52 – 1:20:290

Yes, Mr. Mayor, as you guys probably have seen, the first uh home has gotten started over at the New Valley Reserve subdivision, and they got the foundation in. They're starting to frame. The plan is to uh start taking applications for new homes uh from PY in April. Uh in the meantime, they'll probably start up about couple spec homes uh in the meantime, and you'll probably see those starting up very soon. That is it and the report. Thank you, Director Smith.

1:20:26 – 1:21:080

Thank you, Mayor. As the mayor stated, um Patty Kursac is retiring with 30 years. Um she was an integral part of HR and um we will sorely miss her. Um also, as Dan stated, we filled a maintenance position um and he started this week. And as Todd didn't state, thank you for leaving something for HR. Uh we currently have a building administrative position posted and will uh likely start interviews in the next week or so. End of report. Thank you, Chief Ripley.

1:21:06 – 1:21:510

Thank you, Mayor, and thank you, council, for passing the contract. Fire department has always enjoyed immense support within the community and within council itself. the city is now in a position where they can provide for the employees like they've always wanted to and it's very nice to see and that's the residents and council and everyone. So that's the guys are going to be very happy with that. Uh also as I got my text this afternoon from Mrs. Brandt reminding me that March 8th we turn back the clocks or spring ahead go ahead an hour. I didn't even realize what's happening that fast. And what do we do at that time, Jessica? Well, you change or check the batteries in your

1:21:50 – 1:22:330

change your batteries in your smoke detector. End of report, mayor. Thank you, Chief Yakapovich. Thank you, Mayor. First, I'd like to thank uh the Coochars from Plastic Process and the War family for their donations. They've been longtime supporters. We certainly appreciate it. And speaking of grants, we were just awarded $40,598 towards our body cam program. So happy to receive that and a report. Thank you and good job. And thank you to Tenant Costello for getting that. I think it was a joint effort. But thank you to all of you that had a participation in getting those grant dollars. How about that? That's fine. Director Gdetti,

1:22:30 – 1:23:140

any unfinished business? Any new business? I just wanted to say preemptively congratulations to the Finley family. Hopefully the next time we see you, you have another healthy member of your family to come up for. Thank you. And um I also want to let everyone know that there's a blood shortage. If you can donate blood, there are blood uh drives within, you know, a few minutes drives in Macedonia all the time. So you can go to the Red Cross website and uh check that out and give life. It's pretty awesome. Do I have a motion to adjurnn? So moved. Second. Second. I almost suck in myself. I was in touch weird. All in favor? I opposed. We are jured.
