Hello, this is Perry Payne Milner of Lynchberg. Members of council, thank you for the opportunity to speak. Lynchberg has a long tradition of valuing independence, restraint in government, and fairness in how the law is applied. I'm asking you to keep those values in mind tonight. Last weekend, Governor Spamberger signed a Virginia constitutional amendment protecting reproductive health care statewide. Whatever one's personal views, the Commonwealth has made clear that these decisions are protected at the highest legal level. Against that backdrop, I'm concerned about the zoning proposal before you. Extending the buffer for abortion clinics from 500 ft to 1,000 ft is not a neutral land use adjustment. It would functionally prohibit a clinic anywhere in the city. And it's important to say this plainly. The proposed buffer is double the distance Virginia requires between registered sex offenders and schools. That is not a rhetorical comparison. It is a factual one. And when I look at those numbers side by side, it tells me something troubling about priorities. It suggests a greater concern with denying women access to comprehensive health care than with keeping children safe from sexual predators. I do not believe that is the message this city intends to send, but it is the message this policy conveys. There has not been a Planned Parenthood in Lynchburg since 2009. This proposal does not respond to a real present land use issue. It is a preemptive restriction on a lawful medical service that does not currently exist here. At the same moment, the state constitution has moved to protect access. Zoning should address traffic safety and compatibility of uses. It should not be used to single out one form of health
care for extraordinary barriers or to indirectly override constitutional protections. I urge you to reconsider this extension. Lynchberg can govern with restraint, fairness, and consistency. I hope you will choose that path. Thank you.

I am calling concerning the uh agenda item number 11, abortion clinic zoning amendment, which would should be coming up on this January the 27th meeting of the city council. I am for it. I am forward restricting the areas that the abortion clinics can be in and we do not need to have protest and upset next to our schools, churches and the like. Put it out on the outer fringes of the city and uh we can be reasonable about this. It's not for public exploitation. It's to get it out of the city on the edges of the periphery. And I know that um if Lynchburg became an abortion town and people are coming from everywhere, well, I think that the Lord would judge this area. uh there will be judgment because the Lord does not want people to abort babies. That is killing life and we are for life. So we are not in favor of creating a loophole to possibly gain um residential access to having a um abortion clinic in Lynchburg. Um, first off, it preserves community harmony. Um, it will keep protest from being in our city. um regarding that um it will it it will protect neighborhood near schools and churches. Um this is something I don't believe most citizens of Lynchburg um that most citizens do not want that are living here want abortion clinics in our city. So this really helps limit that. Um, it also requires public process if one would try to come and be established here. And we do not, like I said, we do not want abortion in Lynchburg. I do not want it in my backyard. I do not want it in all of Virginia. So, this is where we can start is just our city not having um having to put limits and hopefully not having it at all. So, thank you so much. Um, and I am planning uh whether permitting to be attending the meeting, the public hearing on Tuesday at 700 p.m. I know that um there's a possibility it could be rescheduled, I guess, if there was weather issues. Um I am against having abortion clinics um in Lynchburg and um just some uh key points just uh well one I'm pro life um against that um from before being born to um life at um any age and um your whole life. And so um but um since this specifically addresses the abortion clinics um we do not want them in our community. Um need to um just it's hasn't been here before and it's not welcome. Um and this should be um not allowed and um there needs to be uh I believe council approval um that there isn't any loophole along uh the abortion clinics and neighborhood districts um because it would not preserve the community. Um there could be protests, police presence, um just protecting the neighborhoods near schools and churches. Um and yeah, just is not

And uh I know that we're in Forest, but we still uh we live right next to Lynchburg. and we are uh in favor of the amendment to restrict uh abortion zoning without the council's permission. Uh thank you so much. My name is Mike Little. I'm a resident of Lynchburg, Virginia. I live at 1611 15th Street. Uh I'm speaking about agenda item 4 or IV.1 uh on January 27, 2026 uh which is the proposed zoning ordinance amendment to regulate abortion clinics. And I would like to urge the council to vote no on that. Um first of all by voting no you will indicate that you trust the judgment of the planning commission because they have recommended a no vote and this commission was appointed by this body they have studied it thoroughly and they voted against it so I recommend that you do the same. Uh the Republican party with which every member of city council except for Dr. Wilder is affiliated has publicly stated that they are against government overreach. Um many of the members of city council have made similar statements to vote no on that proposal is consistent with that and gives you a golden opportunity to put your money where your mouth is. Uh to vote yes on this would be wrong for a variety of reasons. Uh it would limit the area where medical practices or clinics can be located if they perform any of these services to just a very small portion of the city. Uh this would be less safe for the
patients because most medical practices are located in the immediate vicinity of the hospital so that in case something happens if there's a life-threatening emergency that they may not be equipped to handle there that the patient can be transported quickly, easily and safely to the emergency room uh potentially saving their life. Uh, another consideration is that in the United States there's a history of violence against the staff of uh, quote abortion clinics unquote. Uh, to single out these facilities uh, we subject them to added risk and medical decisions need to be kept between the patient and the medical professional. uh we all need to stay in our lane. Uh doctors are not going to try to tell you um how to make a city budget. You need to do tell them what kind of p what kind of things they can do in their practice. If they are uh performing a service which is legal which they are trained to do that um they have determined that their patient needs and that their patient has determined that they want then you have no right to restrict them. You have no right to tell them that where they can do it or where they cannot do it. So I want to thank each of you in advance for doing the correct thing and voting no on this proposed zoning amendment. Thank you.
I'm responding to the cancelled meeting for tonight. I don't know when the meeting is going to be. Um calling on agenda item number 11. I would support that agenda and the abortion clinic zoning amendment to preserve community harmony to have limits and to protect neighborhoods and schools and churches and to prevent abortion destinations in our in our state by people that are coming from out of state for abortions. Um, please pass this agenda. Please pass this uh here this item number 11 as um it's something that I would support. Somebody on the board on the council they're trying to vote down the idea that people who want abortions 20 um what did what did she say? Hang on. Veronica said that they're 24% of of abortions in Virginia or outofstate abortions are people that come from other states to Virginia and we're trying to stop that. Stopping abortions is one thing, but there should be no reason for people to come to Virginia for abortions from out of state. That's one of the things that they're trying to change. Um, it's the strongest legal defense against Lynburg becoming an abortion destination
for outofstate moms like has happened in Rowan Oak since Row was overturned. So, there we go. Doing some weird things, huh? Yes, my name is Andrea Yasis and I live in Lynchburg 2011 Meredith Place and I'm calling in regard to the ordinance on abortion clinic zoning and that will be discussed at the public hearing which um is coming later this month. Um, it it will be on Thursday, February 12th. So, I would like to ask council to support the abortion clinic zoning amendment uh for many reasons. I think it's respectful to all parties involved. It does not prohibit abortion, but at the same time, it respects the beliefs of many of the citizens of Lynchberg who feel quite deeply that all life is sacred and that truly abortion is murder and it is murder of infants. And according to biblical Old Testament um literature, many people in Lynchburg believe that that is a heinous crime that will be punished. So I don't think it's fair to disrespect the viewpoints of so many citizens and at the same time it does allow those who wish to have abortions to have abortions in this town. Um, so I feel that the amendment is fair and just and
respectful to all parties and I strongly urge city council to support abortion clinic zoning and and to to have have regulations on where abortion clinics can be built. Thank you. I strongly support the abortion clinic zoning ordinance. amendment. I'm grandmother, mother, and former educator and I speak out of deep care for well-being of our community and future generation. I believe that certain industry particular abortion clinic should not be placed near churches, schools, cultural centers, recreational facility and historic districts. Um those are space meant for learning, reflection, family life and community building. Zoning exists to protect the character and safety of those places and this amendment does exactly that. Across the country, abortion clings are known to bring division, protest activity and unrest into neighborhoods where they are placed. Communities often experience increased tension and a great burden on police and the first responders. I want Lynburgg to remain a city that prioritize safety, peace, and harmony, not one that invites conflict into residential and family center areas. Good morning. My name is Eli Rogers. I'm calling about the potential for abortion clinics to be in Lynchburg City and surrounding areas. I certainly would um hope and pray that we do not have any abortion clinics in the area, but if we absolutely have to and the board deems it necessary, then I would strongly advise that they are not allowed anywhere within a school, school district or churching areas. I live in the city of Boris which is right next door to Lynchburg and I was just going to comment on the fact that um you are having an abortion meeting this week about opening um abortion clinics that there's a loophole in the law saying that it can be opened by uh next to schools or churches or any place and I just uh hope that you get you you change that law to where there is a districting law um so that we don't need to have abortion. Hi, my name is Grace Nash. I'm a student at Liberty University and the specific issue is um the city law preventing abortion clinics from opening near schools, churches, and other buildings. The agenda number is 1.2 for the meeting and it's Thursday, February 12th. I wanted to give my input. I do not think that this is good for our community. I don't think that this is safe for our schools. I don't think it's going to be a good example to children in the schools and I don't think it's a good it's not a good look for the churches. Lynchburg is such a church oriented city. This is just not a good look. Um I don't believe in this. I don't stand for this. I don't wish to add any more abortion clinics in Lynchburg than there already are. I don't think that the people would like this, especially with Liberty here and all of the church crowd here. Um, I think it's safe to say it's pretty conservative and I don't think this would be good for our city. I appreciate them hearing the other side's perspective and trying to make it more inclusive, especially with the new bill that the governor just passed on full-term abortion. Hello. Um, I reside in Lynchburg. I'm calling about the city council meeting on Thursday, February 12th, and about the agenda number um, I.2 about the abortion clinics. And I just wanted to call and just say that I disapprove of having abortion clinics throughout Lynchburg City. Um I was a um I was pregnant as a teenager um and know what options were available to me when I was pregnant and um chose to place my baby up for adoption. And I feel like um there's when you find out that you're pregnant and you're scared that there's always a push for abortion and there's not a lot of um conversation being held about other avenues that um women can take. And so um the sanctity of life and um you know placing babies for adoption and carrying that baby through um is very near and dear to me. And I feel like with um opening up more abortion clinics that um it just saddens me and I feel like it it um you know lots of miss um lots of babies would um be um their lives would be lost. I'm sorry. I'm just trying to gather my words together and I I don't really ever do this, but this is a concern to me. Um I feel like it's unnecessary. Um, and I always feel like if there's a will, there's a way. And to add all of these abortion clinics to the city um I feel like is almost just um promoting it even more for people to go and and get abortions. And um it just saddens me and I wish that there was other options
besides that. And um I just disapprove of it. Um it's scary to even think about to be honest with you. And I just feel like women need more um options. And I don't really feel like I remember being pregnant and this was goodness gracious over 10 years ago as a teenager and the first thing I got handed was a list of abortion clinics I could go to and no one ever talked about my other options. And um thankfully I placed my daughter for adoption and I still get to have a relationship with her to this day. So this is true to me. I've talked to other women who have had abortions and the um effects mentally that it has on them afterwards and I feel like those conversations never get had and I just feel like there needs to be more education instead of pushing these abortion clinics um over the city.
