Mitchell TV, 30 seconds please. Good evening. Welcome to the regular meeting of Government Oversight Accountability. I am Chairperson, Councilwoman Donna Purvis. I am joined in chambers by my co-chair, Councilwoman Marie Woolridge, along with Councilman Herndon, Councilman Piagetini, Councilman Bichon. We're joined virtually by Councilwoman Hawkins and Councilman Bratcher. We have a quorum. Ms. Clerk, can you please read the disclaimer?
This meeting is being held pursuant to KRS 61.826 and Council Rule 5A.
Thank you. The first item on the agenda is being held. We are going to move to items two through six. But before doing so, we looked at some of these resumes and Looks like these people are some heavy hitters. I am really impressed. But Ms. Jackson, would you do us the honors and tell us a little bit about this Borschtown Road Overlay District Board?
Althea Jackson, Mayor Greenberg's office. So the Borschtown Road Overlay District Board consists of eight members. And when someone wants to do some type of construction or something in that area, this board looks at the plans. They work with those that are seeking to do some type of work. And they come to some kind of development. And they work with that person or that company. And they advise on it. And this board, they have to, they are specific. You know, I always talk about some, there are specific roles on some of our board. Like they have to have architects. They have to have business owners. That's what this board consists of.
So can you tell me the radius that this covers?
Ooh. It's the entire, the district. Hold on one second. Let me get. Didn't know you were going to ask me that, but hold on. Let me find it. It should be a map. Hold on.
Madam Chairman. I think that may be a certain length, I raised about a length of Bardstown Road from alley to alley, if I'm remembering correctly. Is that right?
I think so, it is.
It's not a confined district, it's the length of the road from point A to point B, and I don't know what those points are.
Well, I know that Bordstrom Road also goes into Nelson County, another county, so I just, even though I know we wouldn't go outside of Jefferson County, I just want to know the radius of this.
I'll have to get that for you because I don't have that readily available, but I can get that for you.

The second appointment is Alicia Ariate to the Boys Town Road Overlay District Board term expires April 30th, 2029. the third apartment is the reappointment of aaron given to the boris town road overlay district board term expires april 30th 2029 and please forgive me if i mispronounce your name fourth apartment is the reappointment of joe anthony floyd jackson to the boris town road overlay district board term expires april 20th 2029 The last apartment that I have is the reappartment of Kelly Estep to the Boys Town Road Overlay District Board. So our first one is Carol Yochum. She is out of Metro Council District 8. She is an architect, so she is filling one of those prescribed seats that I talked about earlier. She has over 30 years experience as an architect, She has her bachelor's from the University of Kentucky. She has her master's of architecture, history, and theory from McGill University. In her 30 years as an architect, she's worked on many projects in this city. She fits what has been prescribed in the ordinance. She is on the call, so she wants to introduce herself and can tell you more about her experience.

Sure. I am an architect of 30 plus years, focused on existing buildings, and I've lived in the Highlands for 30 years now as well, and I'm honored to be able to participate in the board.

So Ms. Alicia Ariati is here in chambers. She is a neighborhood representative. She is out of Metro Council District 8. She is a program manager with the Abundance Network where she leads strategy. Excuse me. She was an executive administrator with Metro at one time, and that's where she supervised a team of project managers and coordinators overseeing 42 projects with a total of $170 million in federal project funds. I won't go on because she is here in chambers, and I'll let her introduce herself.
Good afternoon, I'm Alicia Ariade. I can tell you a little bit about my background. It's up to you. Sure. I actually just moved to D8 from Schnitzelburg, and I've been in the city for about 17 years and worked with Ken Hillebrand on the ARP projects, standing up $100 million of housing projects I was in charge of. Okay. The next person is Aaron Given. This is for a reappointment. He is a business rep. He is out of Metro Council District 8. He is a real estate broker owner of this particular company, which is Given and Mitchell Realtors. Aaron is a member of the Highlands Commerce Guild. He is with the Greater Louisville Board of Realtors. excuse me, he brings over 34 years of real estate experience to the board. We are asking to move forward with his reappointment. He was unable to be here today, so we are asking to move forward with his reappointment. The next, oh.

The next person is John Anthony. John Anthony Floyd, this is a reappointment as well. He is filling a seat for a architect. He is the senior architectural design coordinator with Tower Pinkster. He is out of Metro Council District 8. He has over 10 years experience as an architect, and he has, again, been on this board for three years. We are asking for his reappointment. He's been committed to this board, so we would like to move forward with his reappointment.

No. So the next person is Kelly Estep. She is a business rep. She is at a Metro Council District 8. She is a co-owner of Carmichael's Bookstore. She meets all the qualifications for this seat, and we would like to move forward with her.

So the Civilian Review and Accountability Board, the purpose of that is to increase civilian involvement, to increase citizen involvement in the investigation and review of allegations of police misconduct with LNPD. There are 11 members on this board that serve a three-year term. This board was set up very specifically. And so the mayor has three appointments. There are four members that are appointed out from eight entities. that are named in the ordinance, and Metro Council has the other appointments. This first appointment is from one of the entities, GLI. His name is Donald Marlin, and he, again, was nominated by GLI, now One Louisville. Let's see, he is a loan officer and he lives in District 25. He has over 30 years of leadership experience in management and financial services. He has a commitment to community engagement. He has applied and of course is excited about the possibility of being on this board. He is here in chambers to introduce himself to everyone. Mr. Marlin, you want to come up and introduce yourself.

He is a senior global sales and account management professional. He is an adjunct professor with Simmons and he is a former strategic Account Executive VP. He too is in chambers to introduce himself.

Kevin Bratcher, Metro Councilman. I ran my race against Dr. Crawley the last two years ago, and I've been around politics for a long time, and he was a real gentleman. We had a very clean race in the community, and I appreciate him, and I wholeheartedly recommend him for another term.

Our next person is Sarah Preventure. She is a Metro Council nominee. She is out of Metro Council District 26. She has 25 years of experience in public relations, marketing, community relations, and advocacy. She's here. So if you want to come up and I'm sure most of them know you.
Hello. I'm Sarah Prevancher, thank you for considering me for the board. Happy to say I just finished a law degree this past weekend, so fresh off of criminal law review and criminal procedure. So, no, but I'm happy to serve on this board. Well, happy to take any questions.
What type of law are you looking to practice?
Currently, I am actually the executive director of the Jefferson County Republican Party. Say that again, please. Jefferson County Republican Party. Okay. And I'm very, I will probably stay in that role for another year and then move into lobbying. So I may not even practice law, but...

So the Human Relations Advocacy Board has 10 members that are appointed by the mayor. And the purpose of this board is to promote and secure mutual understanding and respect among everybody. Ms. Liz O'Sullivan is filling a seat due to a vacancy. She is the Associate Dean of Admissions with Bellarmine University. She is out of Metro Council District 17. She has a Master's of Education and a Bachelor's of Science. She has certificates with training in anti-bias, bystander intervention, and it goes on and on. She is well suited for this position, for this seat on this board, and so we'd like to move forward with her appointment, but she is here in chambers to introduce.

So with the Jefferson County Extension Board, the board sends the mayor members a list of members to choose from. And they serve a three-year term. The purpose of this board is really to promote agriculture in the Commonwealth. Lisa Height, this is a reappointment for her. She is out of Metro Council District 8. She is a retired certified planner of over 40 years, and she's now a consultant. She's very civically engaged, civically and community engaged. She has volunteered with the Jefferson County Environmental Trust, the Kentucky Land Trust Coalition, Equine Trails Advocate and the Tyler Park Neighborhood Association. We do want to move forward with this reappointment because she is the perfect person to be on this seat. She is here in chambers to reintroduce.
