Ensuring Equitable and Consistent Access to Hygiene Kits in the Los Angeles County Jails

Recommendation as submitted by Supervisor Hahn: Request the Sheriff to: Implement a more equitable and consistent process so that any incarcerated person in County jails can access hygiene kits, without cost, per Title 15 frequency standards or better or when requested, in 30 days; and In consultation with the Chief Executive Officer, identify another form of appropriate funding and/or ensure the full cost is included in the Department's annual budget as a codified requirement to provide free hygiene kits for incarcerated persons. Direct the Interim Inspector General, in collaboration with County Counsel, to review the annual itemized report of the Inmate Welfare Fund expenditures, 30 days before they are submitted to the Board, with any findings and concerns, including if any are repeatable findings per Directive 1. Providing Youth with Swim Lessons at Probation Facility Swimming Pools

Recommendation as submitted by Supervisor Hahn: Suspend Section 22.1 of the Rules of the Board for the limited purpose of considering this motion. Instruct the Chief Probation Officer to do the following: Collaborate with the Director of Parks and Recreation (LA County Parks) to establish parameters and protocols for providing youth at all facilities that have a pool with LA County Parks' Learn-to-Swim Program, on a rotating basis and as needed, beginning in Fiscal Year 2026-27 and ongoing, to provide this life-saving and physical education programming at Probation's youth facilities; Identify funding for the swimming lessons instruction so that LA County Parks can bill the Probation Department for the provision of services; Develop, in collaboration with LA County Parks, a structured Learn-to-Swim instructional schedule that provides youth with consistent lessons, enabling them to progressively build swimming skills, confidence, and water safety knowledge; and Report back to the Board in writing, within 150 days, in collaboration with LA County Parks, with an evaluation of the program outcomes. The report should include, but not be limited to the following: The number of youth who participated in and completed the Learn-to-Swim program; Participant demographic information, including age, race, gender, and Probation facility; and An assessment of the program's impact on incarcerated youth and lessons learned. Fostering The Future Funds For LA County Foster Youth

Recommendation as submitted by Supervisor Barger: Instruct the Interim Director of Children and Family Services to report back in 90 days providing a status update to: Develop guidance and informational materials for staff regarding the many types of special State and Federal accounts that are available to foster children, youth, and their families; Distribute promotional materials for the Fostering the Future trust funds through 2028 to foster youth and their families and provide assistance to families who wish to apply, including assistance applying for Social Security Cards; Identify any impacts, positive or negative, that should be considered in deciding whether to access the Fostering the Future trust funds including, but not limited to, whether the funds would limit foster youth from accessing social services due to the impact on total net worth; and Collaborate with the California Department of Social Services, as needed, to access the Fostering the Future trust funds; engage relevant Federal agencies; and to ensure administrative costs are accessed in accordance with the program. Direct the Chief Executive Officer, through the Legislative and Intergovernmental Relations Branch, in coordination with DCFS and the California Welfare Directors Association of California, to advocate for the release of an All County Letter by the California Department of Social Services detailing when and how these funds will become available to counties. Ensuring Earthquake Emergency Readiness in Los Angeles County

Recommendation as submitted by Supervisor Barger: Suspend Section 22.1 of the Rules of the Board for the limited purpose of considering this motion. Request that the Director of the Office of Emergency Management, Chief Executive Office, provide a verbal presentation to the Board at the September 29, 2026 Board meeting regarding the County's own earthquake preparedness efforts, including the current readiness of County staff and facilities; any existing gaps that must be addressed; and a plan for how the County will ensure continued service to residents and businesses, while ensuring community safety and infrastructure needs in the event of a major earthquake. The presentation should include Public Works, Fire, Sheriff, CEO Asset Management Branch and all relevant County Departments that have a role in emergency preparedness and response; and engage key stakeholders such as Dr. Lucy Jones and representatives from academic institutions such as California Institute of Technology and University of California Los Angeles. Direct the Director of the Office of Emergency Management, in collaboration with the Chief Executive Office Countywide Communications, to develop and implement an Emergency Earthquake Readiness public awareness program that includes the following: An online “Know Your Risk” portal leveraging available resources through the California Office of Emergency Services and other partners to provide accessible preparedness tools, resources and information to help residents, businesses, schools and community-based organizations prepare for a potential earthquake. A multilingual public education and outreach campaign leading up to and surrounding the upcoming “Great ShakeOut Day” on October 15, utilizing traditional media, digital platforms, social media, county facilities, transit partners and community organizations to support Emergency Earthquake Preparedness. Recommendations for sustained, year-round public engagement strategies that move beyond annual preparedness events and establish earthquake readiness as an ongoing public safety priority for Los Angeles County. Responding to the Lineage Fire Impact on Local Small Business in Unincorporated East Los Angeles

Recommendation as submitted by Supervisor Soils: Instruct the Director of Economic Opportunity to utilize Supervisorial District 1 Catalytic Development Funds to launch a Small Business Interruption Fund for businesses in the areas impacted by the fire and other proclaimed emergencies within the district. This assistance should be provided within 45 days, and the Director of Economic Opportunity shall have the necessary delegated authorities to negotiate, execute, or amend any agreements to implement the program. Instruct the Director of Economic Opportunity to report back to the Board in writing in 60 days with a proposal of the utilization of the Countywide Business Interruption Fund (BIF) established via the motion, Protecting Small Businesses and Strengthening Economic Resiliency in Los Angeles County, approved by the Board of Supervisors in March 2026, to serve businesses impacted by recent proclaimed local emergencies, including but not limited to those businesses impacted by the Lineage Logistics Fire should the Supervisorial District 1 Catalytic Development Funds prove insufficient. Direct County Counsel and the Director of the Office of Emergency Management, Chief Executive Office, to seek reimbursement for funds dispensed to small businesses impacted by the local emergencies. Instruct the Director of Regional Planning, in consultation with County Counsel, to explore the feasibility of developing a policy that would require all new manufacturing, recycling, warehouse, and any industrial land use facilities that have the potential to negatively impact the economic vitality of small businesses due to their operations in unincorporated Los Angeles County to pay a fee that would help fund the Countywide Business Interruption Fund that was established in the motion, Protecting Small Businesses and Strengthening Economic Resiliency in Los Angeles County, in March 2026, only for use by businesses in unincorporated areas; and report back in writing in 90 days. Instruct the Director of Public Health, in consultation with County Counsel, to report back to the Board in writing in 60 days with recommendations on the following: An evaluation of its current citation and fee structure and provide recommendations on increasing the penalties imposed for public health violations with significant impacts to public and environmental health, similar to the Los Palos Incident; and Requirements for businesses with high-risk of community exposure to environmental hazards located in proximity to sensitive locations, such as residences, schools, or health care facilities, to prepare and submit for approval by the Department of Public Health a community health and safety preparedness and mitigation plan. Streamlining Affordable Housing Funding Resources through a Los Angeles County Super NOFA

Recommendation as submitted by Supervisors Mitchell and Solis: Direct the Executive Director of the Los Angeles County Development Authority (LACDA), or his designee, in coordination with the Directors of the County of Los Angeles (County) Departments of Homeless Services and Housing, Mental Health, LA Health Services, Justice Care and Opportunities, and Children and Family Services, (collectively, County Departments), to report back to the Board within 150 days mapping all housing production and operating subsidy funding that could be streamlined into one County Super Notice of Funding Availability (NOFA). Direct the Executive Director of LACDA, or his designee, in coordination with the County Departments, to include in the report recommendations for the design and implementation of the first Super NOFA, and recommendations for at least one annual cycle thereafter, that align housing production and operating funds into a single application and award process for permanent housing. Ensuring Measure B Funds Are Put to their Highest and Best Use

Recommendation as submitted by Supervisor Mitchell: Direct the Chief Executive Officer, in consultation with the Director of the Department of Health Services, the Director of the Department of Public Health and the Emergency Medical Services Agency, the Fire Chief, the Hospital Association of Southern California (including representatives from both trauma centers and emergency hospitals with high Medicaid volumes), and other relevant provider stakeholders to retain a consultant to study the impacts of the County's current allocation of Measure B funds to non-County trauma hospitals to ensure that future Measure B resources are allocated in a manner that maximizes public benefit, including any potential federal fund matching opportunities, strengthens both the regional trauma and emergency services system, and aligns with the intent of the voters. At a minimum, the study should: - Prioritize preserving a financially stable, accessible, and sustainable regional trauma and emergency services system; - Identify strategies that maximize the public benefit of Measure B investments while strengthening trauma and emergency care for vulnerable populations;

County's Community Information Exchange for Fiscal Year 2026-27

Recommendation: Approve and authorize the use of 4,995,000 in one-time funding from the Information Technology Infrastructure Fund (ITF) to procure and implement a Community Information Exchange. Approve a Fiscal Year 2026-27 appropriation adjustment to reallocate 4,995,000 from the ITF to increase the Chief Executive Office's operating budget. 4-VOTES (NOTE: The Chief Information Officer recommends approval of this item.) Revised Board Policy No. 4.031 - Care First and Community Investment Budget Policy

Recommendation: Approve proposed revisions to the Care First and Community Investment Budget Policy, which incorporates Chapter 4.13 and Ordinance No. 2025-0038, removes outdated provisions, reflects the full implementation of the 10% set-aside, and strengthens fiscal planning and reporting requirements. Deaccession Civic Artwork Senbazru at Augustus Hawkins Comprehensive Mental Health Center on Martin Luther King Jr. Medical Campus

Recommendation: Approve deaccession of the artwork "Senbazru" by Louise Griffin created for Augustus Hawkins Comprehensive Mental Health Center on Martin Luther King Jr. Medical Campus in 2013, from the County Civic Art Collection. Resolution Calling and Giving Notice of a Special Election

Recommendation: Adopt a resolution calling for and giving notice of a special election and consolidating the special election with the Statewide General Election on November 3, 2026, for the purpose of voting upon a measure to amend the Charter of the County of Los Angeles to establish a binding arbitration process to resolve disputes between the County and certain Certified Public Safety Employee Organizations as identified in the ordinance, and rescinding and replacing a prior resolution on the same matter adopted on March 17, 2026. County Code, Title 5 - Personnel Ordinance Amendment

Recommendation: Approve an ordinance amending County Code, Title 5 - Personnel, to temporarily amend Civil Service Rules 2, 4, 12, 18, and 26 for the duration of the Probation Department emergency to assist the Probation Department in adequately managing its employees in Probation sworn classifications to maintain a safe environment for youth during the staffing shortage; grant the Director of Personnel authority over disciplining sworn classifications in the department; and add a definition to specify what positions are affected by the rule revisions. Investigation Services for the Department of Human Resources Equity and Personnel Investigations Model Master Agreement

Recommendation: Approve the Model Master Agreement (Model Agreement) for Investigation Services with a three-year term commencing the date of execution of the first Master Agreement (MA), plus two one-year extension options, for a total agreement term not to exceed five years. Each executed MA will be effective upon the date of its execution by the Director of Personnel and will terminate on the expiration date of the first MA. Authorize the Director of Personnel to execute MAs substantially similar to the Model Agreement with qualified contractors to meet the needs of the Department, provided sufficient funding is available. Authorize the Director to modify or amend the MA within the conditions specified in the MA, including to execute any extension options above, if it is in the best interest of the County and funding is available; allow for Cost of Living Adjustments at the sole discretion of the County and in accordance with County policy and the MA terms; execute applicable documents when the original contracting entity has merged, been purchased, or otherwise changed; and to include new or revised standard County contract provisions, including all applicable documents adopted by the Board during the term of the MA. January 2025 Windstorm and Critical Fire Events Bi-Weekly Emergency Contracts Report

Recommendation: Review the emergency actions ordered and taken by the Director of Internal Services, under delegated authority by the Board, acting as both the County and the Governing Body of various Districts, under Board Order No. 13-C of January 28, 2025, to respond to and recover from the January 2025 Windstorm and Critical Fire Events, including the Palisades Fire, Eaton Fire, Hurst Fire, Kenneth Fire, and multiple other fires (LA County Fires) (1, 3 and 5) and actions enumerated in the aforementioned authorities (Actions), without giving notice for bids to let contracts, and determine that there is a need to continue the emergency Actions. Find that there is substantial evidence that the January 2025 Windstorm and Critical Fire Events continue to constitute an emergency pursuant to Public Contract Code Section 22050, which requires that immediate action be taken to cleanup and reconstruct public property, buildings, facilities, and infrastructure because the emergency does not permit the delay resulting from a formal competitive solicitation of bids and/or proposals to procure construction, materials, equipment and services for projects and initiatives necessary to respond to and recover from the LA County Fires. Find that authority should, therefore, continue to be delegated to the Director of Internal Services to amend or extend and supplement existing as-needed or on-call contracts without giving notice for bids to let contracts related to facilities and related support services, and to award new contracts for response to and recovery from the LA County Fires, and such contracts should be issued because they are necessary to respond to the emergency. Pay Phone Services Contract

Recommendation: Authorize the Director of Internal Services to award and execute a contract for pay phone services with Littlejohn Communications, Inc. to provide pay phone services, effective October 1, 2026, for an initial term of five years with three one-year and six month-to-month extension options, for a maximum total contract term of eight years and six months at an annual contract cost of 158,915.40 in the first year and an approximate aggregate cost of 794,577 for the initial contract term. Funding for these services is included in ISD's and other County Departments' Fiscal Year 2026-27 Adopted Budgets, and sufficient appropriation will be requested in future years. Authorize the Director to exercise the renewal options and month-to-month extensions in accordance with the contract; execute contract amendments to make necessary changes to the scope of services, add/delete phones and/or services; and convert the pay structure for individual pay phones contingent on usage; execute applicable contract amendments to align with Board policy changes and should the original contracting entity merge, be acquired, or otherwise have a change of entity. Title Investigation and Reporting Services Contract

Recommendation: Award and instruct the Chair to sign a contract with First Corporate Solutions, Inc., to provide title investigation and reporting services to the Treasurer and Tax Collector (TTC) at a rate of 225 per parcel for Parties of Interest Reports, and 45 per parcel for Date Down Reports commencing upon Board approval, or September 1, 2026, whichever is later, for a three-year contract term, with an annual maximum contract sum not to exceed 900,000 for the first year of this contract. Funding is included in TTC's Fiscal Year 2026-27 adopted budget, and funds required for subsequent years will be included in each year's budget request. Authorize the Treasurer and Tax Collector to execute amendments to the contract to: exercise the optional two one-year and six month-to-month extensions; add, delete, and/or revise certain terms and conditions as mandated by Federal, State, or local law or regulation, or as required by the Board, and/or Chief Executive Officer; approve assignment and delegation of the contract resulting from acquisitions, mergers, or other changes in ownership; and revise the contract sum, fees, or payments and/or the statement of work as operationally necessary, including an increase of no more than 10% annually based on unanticipated workload increases or reporting requirements. Terminate the Declared Local Health Emergency for the January 2025 Critical Fire Events

Recommendation: Adopt a resolution to terminate a local health emergency, which was proclaimed as a result of the January 2025 windstorm and critical fire events in the County. Instruct the Director of the Office of Emergency Management, Chief Executive Office, to forward a copy of the resolution to terminate a local health emergency to the Director of the California Governor's Office of Emergency Services. Sole Source Acquisition Sikorsky S-70i Firehawk™ Helicopter

Recommendation: Acting as the Governing Body of the Consolidated Fire Protection District (District), authorize the Director of Internal Services, as the County Purchasing Agent, to proceed with the sole source acquisition process for the District and enter into a purchase agreement with Sikorsky Aircraft Corporation, to acquire one Sikorsky S-70i Firehawk™ helicopter, for a total acquisition cost not to exceed $43,100,000 including estimated tariffs and sales/use taxes. Authorize the Director of Internal Services to proceed with the sole source acquisition of the mission equipment systems, final outfitting, and configuration of one Sikorsky S-70i Firehawk™ helicopter for a total acquisition cost not to exceed $6,600,000 including sales/use taxes. Authorize the Fire Chief to revise the total acquisition cost, up to 10% of the total cost, due to changes in reciprocal tariffs that may be imposed on the import of products from the European Union to the United States with advance notice to the Board. Authorize the Fire Chief and the Director of Internal Services, to complete and execute all necessary purchasing documents related to the acquisition of one S-70i Firehawk™ helicopter and the mission equipment systems, final outfitting and configuration of the S-70i Firehawk™. Approving Financing for the Development of the PATH Villas Norwalk Project Located on a Portion of the Metropolitan State Hospital Campus

Recommendation as submitted by Supervisor Hahn: Approve a loan increase of up to $15,000,000 in No Place Like Home (NPLH) funds to Path Ventures, a California nonprofit public benefit corporation (Developer) or their Los Angeles County Development Authority (LACDA) approved assignee for development of the proposed permanent supportive housing development on the Metropolitan State Hospital campus, located at 11401 Bloomfield Avenue, Norwalk, CA 90650 (PSH Project); authorize the Executive Director of LACDA to incorporate up to $15,000,000 in NPLH funds into LACDA's approved Fiscal Year 2026-27 budget, or future fiscal year budgets, as needed; and authorize the Executive Director, to reallocate LACDA funding set aside for affordable housing at the time of project funding, as needed and within the proposed PSH Project's approved funding limit, in line with the project's needs and within the requirements for each funding source. Streamlining Affordable Housing Funding Resources through a Los Angeles County Super NOFA

Recommendation as submitted by Supervisors Mitchell and Solis: Direct the Executive Director of the Los Angeles County Development Authority (LACDA), or his designee, in coordination with the Directors of the County of Los Angeles (County) Departments of Homeless Services and Housing, Mental Health, LA Health Services, Justice Care and Opportunities, and Children and Family Services, (collectively, County Departments), to report back to the Board within 150 days mapping all housing production and operating subsidy funding that could be streamlined into one County Super Notice of Funding Availability (NOFA). Direct the Executive Director of LACDA, or his designee, in coordination with the County Departments, to include in the report recommendations for the design and implementation of the first Super NOFA, and recommendations for at least one annual cycle thereafter, that align housing production and operating funds into a single application and award process for permanent housing. Microsoft Enterprise Volume Licensing Services Contract

Recommendation: Authorize the Executive Director of the Los Angeles County Development Authority to execute a contract with SHI International Corporation (SHI) to provide Microsoft Enterprise Volume Licensing and related services (Services) for the Los Angeles County Development Authority (LACDA) for a three-year term, with a maximum contract sum not to exceed $2,816,109.87, comprised of $2,216,109.87 for ongoing support and upgrades; and $600,000 for Pool Dollars for additional Services as needed, with Pool Dollar expenditures to be authorized through issuance of change notices and/or amendments, as applicable. Authorize the Executive Director to execute amendments to the contract to: add, delete, and/or change certain terms and conditions as mandated by Federal, State, or local law or regulations, or as required by the Board and/or Executive Director, which are not part of the Statement of Work (SOW); internally reallocate funds between budget pools within the contract; approve assignment and delegation of the contract, resulting from acquisitions, mergers, or other changes in ownership; terminate the contract for convenience, if necessary; and make changes to the SOW as operationally necessary.
