It's 05:30. We're gonna go ahead and get started. I'm gonna open the meeting of Wednesday, February 25, Planning and Zoning Commission of twenty twenty six. We're gonna call to order. If you'll do the roll call, please. Commissioner Easton? Here. Commissioner Cream? Here. Commissioner Nachele?
Commissioner White? Here. Commissioner Adler? Commissioner Brule? Here. Commissioner Hampton?
Here.
Commissioner Nelson?
Here.
Commissioner Brown. We have a quorum. Thank you. The next item is public comment. This section of the agenda is reserved for comments from the public on items that are not otherwise included in this agenda.
Is there anyone online as there's no one in chambers? Seeing no public comment, I'll move to the approval of the agenda. I'm looking for a motion to approve, and then I have a Do I need to do that before? Amend, yes. Oh, sorry.
I am going to present an amendment to the agenda this evening. We are moving the Los Alamos County Development Code chapter 16 article four division eight signage discussion to April 8 in a month. So agenda presented, amended, looking for a motion to approve.
I move to approve the agenda as amended.
Thank you. Second?
I second.
Thank you. Do we need a vote? If everyone could raise your hand if you approve the motion that's on the floor. All right. Thank you.
The next topic is the planning and zoning minutes from 01/14/2026. They were part of the packet. You should have had time to review. And are there any edits to the minutes as presented? If not, I'm looking for a motion.
I move that the Commission approve of this for 01/14/2026.
Thank you.
I second.
Thank you. And a vote. All those in favor, please raise your hand for the motion. Thank you, everyone. So we're going to go through, the reports at this time. Oh, sorry. My apology. The next item on the commission business is the election of the chair and the vice chair. Are there any members that are interested in the position of chair this year?
nominate Chair Easton as chair.
Thank you. I second the motion or second the nomination. All those in favor, please raise your hand. High Commissioner Adler. Any opposed?
Alright. Did we get that vote? Okay. Motion passes. I voted. Okay. And now we're election of vice chair. Is there anyone interested in being the vice chair?
Katie? I nominate David Hampton.
Okay. Second.
Second.
Those in favor, please raise your hand. And those opposed? All right. And that passes. Congratulations.
All right. Moving on. This is the Commission and Director Communications. Is there a department report?
Thank you, chair Easton. Yes. So on March 11, we will not be having a p and z a p and z meeting. That meeting is canceled, and we will be having an open house from the consultants of the comprehensive plan amendment. CZB will be in town hosting their their open house.
We'd like to invite everybody watching. We'd also like to invite commissioners as members of the public. So, Chair Easton, if you would like us to notice for quorum with no business, we can get that on our agenda to do. And then also, if we can please stress the importance of commission's attendance on March 25. And that'll be commissioner Adler and commissioner Nachele's last term. But we also have, two, very important cases that we that we would like the attendance for and would like to stress that.
So if you would go ahead and file for a quorum notice for the March 11, and I encourage each and every one of the commissioners to attend that. I think it's really important as we're going through the comp plan process that we hear from the consultant and the community, and that's gonna be our a really great opportunity to do that. So that'll be March 11. And what time? And it will be here in chambers, correct?
From 05:30 to seven, and it will be here at chambers.
Thank you. All right. Chair's report. So I was just going to reiterate that I would like everyone, if they can, to put it on their calendar and attend that evening. I think it'll be really important.
So 05:30 to seven Wednesday, March 11. And again, our next case that will be presented will be the 20. That will be on 8A. So as a reminder, it's always very important as commission that we have a full commission to the best of our ability to respect the applicants as well as staff's time. So please make sure you put that on your calendar here at 05:30, Wednesday, the twenty fifth.
And also noted that this will be the last commission meeting for past chair Adler and past vice chair Stephanie Nachley. And so I really encourage everybody to participate and be here in person if possible. And, again, the signage code conversation will happen in about a month, Wednesday, April 8 at 05:30. So please planning on attending that. And that is all I have. I would invite counselor Havamand if you have any report as the liaison. Welcome.
Thank you, everyone. Thank you, chair Easton. I just got new hearing aids today, and I just messed them up by putting my reading glasses on. I've never done this. See, it just fell out. Sorry. We gotta fix it. I think I did it. I've only had him for, like, two hours. Okay. Can you hear me? Yes. Yes. Okay. I can hear myself too.
Alright. So with other boards, you know, my experience has been the liaison report is really to kinda maybe just tell you what's going on with county council and some highlights of prior meetings since maybe I last talked with you and maybe focusing on things relevant to the border, the board, or commission I'm speaking with. But for tonight, I think so but if you want anything more than that or have questions, please let me know. I'm happy to oblige. But I will say that at our last county council meeting on Tuesday, February 17, We had a pretty short meeting.
We learned that our finance department here at the county was recognized by the Government Officers Finance Association with a triple triple crown honor, for high achievements, in presentation of the f y twenty five budget and the f y twenty four, ACFR and PEPFER reports and the audit out of accountability award was received as well. And I can tell you what the ACFR are and the PAFR are if you're interested. We also received a report from our sustainability manager. She gave a update for the, progress with the climate action plan. We had a public hearing, for a resolution to issue up to $40,000,000 in GRT improvement revenue bonds primarily for the use, for investments in our countywide and county owned broadband system, which is in progress.
We received a report from our, chief financial officer regarding the '26 financial overview. And finally, we appointed Carly Blair as a new member to the environmental sustainability board. We were very fortunate to have two really qualified and awesome applicants, and we always thank anyone who wants to step up and participate in our boards and commissions. And that was pretty much what the meeting covered. If have any questions, let me know.
Thank you.
Thank you all. Well, the finicky one. I'm not gonna mess with it.
I will open it up at this time for any commissioner comments. Anyone online? I'll start with you.
Nope. Robert. Nope. Well, I think that might be the fastest meeting. That's a record time. I really appreciate everyone being on the call. I'm glad that we got the election done, and I look forward we do have a couple meetings coming up that are really important. So I am going to give you your evening back, and I just wanna thank all of you for your time, including staff. So thank you for your support. Appreciate it.
Meeting's adjourned.
