County Commissioners may recess into executive session

To consider the appointment, employment, dismissal, discipline, promotion, demotion, or compensation of a public employee or official, along with any other matters as specifically identified by motion in accordance with ORC 121.22(G)(1-8). Unless expressly stated otherwise during executive session, matters discussed in executive session are designated by the County Commissioners as confidential. Because the confidentiality of such matters is necessary for the proper conduct of government business, any disclosure outside of executive session is prohibited by ORC 102.03(B). While in executive session, the County Commissioners may discuss and deliberate on the matters at issue, but no votes may be taken until open session resumes.

For the purpose of paying the costs of completion of Sandstone Parkway from the existing termini to SR58 in Amherst Township, approximately 2,900 linear feet of new county highway, including storm sewers, waterlines and sanitary sewers together with all necessary appurtenance thereto.

For the purposes of installing approximately 5,100 linear feet of 12" diameter sanitary sewer along the north side of Royalton Road (SR 82) from Boone Road to the westerly corporation limits of the City of Strongsville in Cuyahoga County in Columbia Township, including manholes, laterals and future connections to South Boone Road and the proposed Del Web Community, together with all necessary appurtenances thereto.

This is for the Sheffield Township Rolling Heights Sewer Line Project Phase 1 and requires a 100% local match of $750,000, which would be paid from an OPWC Loan.

Said amendment is to reflect the amount of payment from Acct#contractual services Lorain County Sheriff Office LC-CSEA $194,458.68 Local Match $100,175.69 Total $294,634.37.

Authorize & rescind various personnel in the Lorain County Children Services Department to utilize the Agency's Mastercard for the year 2026

Not to exceed $2,500 in compliance with their permissible policy and ORC.

EngineerItem 20

Award & entering into a contract with Fechko Excavating of Medina, Ohio in the amount of $1,496,348.00 for the Oberlin-Elyria / LaGrange Rd Roundabout Project in Carlisle Township

4 bids were opened and this being the most responsive complying with specifications. Work consists of converting the existing intersection at Oberlin-Elyria Rd and LaGrange Rd to a Roundabout. Issue Notice to Proceed upon full execution of the contract authorizing work to begin upon authorization from the Lorain County Engineer’s office and the work will be completed on or before October 15, 2026. ODOT will provide 80% of the funds for this project and remaining 20% of the funds will be provided by the OPWC.

Authorizing the County Engineer to advertise for bids in accordance with ORC 5555.06.

Accept & enter into a Subgrant Award Agreement with the Ohio Department of Public Safety, Office of Criminal Justice Services SCIP Grant#2024-SC-MCR-6497 in the amount of $136,484.34

On behalf of the Lorain County Sheriff’s Office for the Community Resource Unit (CRU) project and reimbursement of expenditures will be paid from Acct#General Fund / Sheriff / Salary/Wages / 9%.
