Good evening, ladies and gentlemen. On behalf of the city of Long View, we welcome you to the Planning and Zoning Commission for the May 20th, 2025 meeting. At this time, I'm going to ask that Commissioner Chad Harky give us the invocation to be followed by the pledge of allegiance. If you'll please stand, please bow with me. Lord, thank you for this day and just all of your many blessings and and thank you for allowing us to come here and and serve. Father, we just pray for wisdom tonight as we make decisions on behalf of the city. And we just pray for the city and the health of all of its citizens, Father, and bless us throughout this day. In your name, I pray. Amen. Amen. Please join me in the pledge. I aliance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Thank you all. The next thing on the agenda is the approval of the April 15th minutes. Commissioners, have you had an opportunity to look at them? Any questions? If not, I'll hear a motion. Motion to approve. I do not have any cards on this so we will skip it. The con consent agenda is the item number six on the agenda. Uh the consent agenda is items that are plats that meet the pardon me the requirements of the city of Long View subdivision ordinance. They will be approved by one vote unless a member of the planning and zoning committee, somebody in the audience or
if uh the person who is actually asking for the plat makes any comments about it. Did anybody want it removed from the regular and put on the regular agenda? The next item on the agenda is item number seven. Uh the purpose of the meeting tonight is to hear all of the pertinent testimony of those in support of and those in opposition of the applications before the commission. Uh tonight is the first of two public hearings. The second hearing will be for the city council on June the 12th. And the procedure for the public hearing tonight will be first of all the staff will give their report followed by the applicant followed by the general public. Uh and as soon as that is done then I will close the public hearing and we'll take a vote. Agenda item A. Thank you. to a public hearing be held to consider application SW25-01 filed by Diego E Luna for a waiver to the city of Long View UDC subdivision regulations article D section 5.02 O2 subsection A to allow for a minimum lot depth of approximately 75 ft instead of the required 80 foot minimum in single family 6 zoning district for approximately.1377 acres of a proposed lot 23 new city block 615 Long View Jordan acreage located on the south side of Cotton uh or southside of Gay Street between 14th and 15th Street. Um, so the applicant is requesting a waiver to the
city of Long View subdivision regulations. Um, this property is currently zoned SF6, single family 6. Uh, which that in that zoning district, the minimum lot depth is 80 ft. Um, and so this lot appears to have been illegally subdivided. So they did not meet that requirement. um they do not meet the current requirements set forth in the UDC of 80 feet in depth. Uh the um they do however meet the minimum lot width and the minimum lot size for this zoning district. Uh staff does recommend approval of this waiver. I'd be happy to answer any questions at this time. Was it was this to get them into compliance or was this to move forward with a project or a house? it is to get them into compliance and then allow them to build a home in the future. Any other questions of Angela? How does this get done illegally? Uh, so what happens sometimes is they'll sell their property, a portion of their property by meats and bounds and just file it at the courthouse instead of going through the proper platting procedures. Would the zoning have been different back in the day with It might not have. They, you know, at the courthouse they'll accept uh Yeah, they'll accept it. Okay. Are any of the SF classifications uh 75 or less front setback? They're all 80 or more. Yes. SF6 is the smallest one. Okay. So, if this was approved, the other lots beside it would have to be approved as well. If if I'm looking at the plat right? Yes. Yes. Is that correct? So, you'd pretty much be doing and that's it. That's correct. Okay. Any other questions of Angela? If not, I'm going to open the public hearing. Uh are the ones that made the

A public hearing will be held to consider application Z25-14 filed by the city of Long View requesting a reszone from heavy commercial to single family 5 zoning district for lots 1 through 8 block one lots 1 through 15 block two clear meadow estates unit 2 located along Clearale Drive and Meadow View Drive east of Benny Street and west of Leland Street. Uh so the city of Long View, we are requesting a reszone of these properties seen here on this map. Uh from heavy commercial seen on the zoning map, which is in the red, uh two single family, five zoning districts uh district. Um as stated previously in previous meetings, uh the previous zoning ordinance did permit single families in this single family homes in this zoning district. Uh however, the current UDC does not. So therefore, these properties are considered non-conforming. Uh in order to correct this issue, we are requesting a reszone of this pro these properties to bring them into compliance in regards to zoning and also to alleviate any future uh permitting issues uh for these properties. Staff finds that the proposed zoning change is consistent
with the future land use map. Therefore, the request does not constitute spot zoning. I'd be happy to answer any questions at this time. Commissioners, any questions? So the reasons the the reason it's for all forward is just to get them in compliance. That is correct. That's what we've done with all these staff initiated reasons. When you do things like this, are the are the owners notified of what's going on? Yes, we do notify the property owners and then of course uh by law we're required to notify everybody within 300 ft. Angela, why was SF5 chosen instead of SF4 right north of it? Um when we looked at the lots, we pulled the subdivision plat. lots uh do not meet the SF4 requirements and they meet the SF5. Any other questions of Angela? So, all of those lots do meet the meet some I mean the U measurements for SF5, but they would not meet it for the SF4. Yes. Anyone else? If not, I'll open the public hearing. Anyone in the audience in support of this request that would like to speak? Yes, I am. Then approach Oh, okay. Approach the mic. State your name, please. Uh Kathy Wagner and I live on Clearedale and I 100% support reszoning it to family residential uh especially because of the permit issue. uh long time ago in another state, I lost a house to fire and so I understand how that feels with having to work out the permitting. Also too, some insurance companies only allow up to 12 months for you to live elsewhere while your home's being rebuilt. And if you're having issues with permits, that could eat up a lot of precious time as well, too, if it's not approved. So anyway, so I'm for it. So thank you so much for making it single family. And also too across the street where that to the right side of
this photo here, there's a lot of empty land there. That's for sale as well. And I'm not sure how that's going to be zoned. I'm kind of wondering about that.
