Good evening. The August 19th, 2025 Planning and Zoning Commission meeting of the city of Long View is now called to order. Commissioner Brian Doberg will leave us an invocation as well as a pledge. You would bow your heads, please. Dear Lord, thank you so much for the chance tonight to gather as a commission to um just work together to help this community and the city uh move things forward. Lord, we pray that you bless us and um uh help us to do your work tonight. Amen.

The items on the consent agenda are plats that meet the requirements of the city of Long View subdivision ordinance. The these items will be approved with one vote unless any member of the planning and zoning commission. Um any member of the public or applicant would like an item removed from consent and placed on the regular agenda for discussion. Would anyone like any of the the item removed from the consent agenda placed on the regular agenda for discussion? All right. I will now entertain a motion.

The purpose of this meeting is to hear all pertinent testimony of those in support of and in opposition to the applications before the commission. Tonight is the first of two public hearings required to approve a change in zoning. The commission also considers plats. The procedure for public hearing items to be followed tonight will be the public hearing will be open and testimony will be heard in the following order. First, staff. Second, the applicant. Third, the general public. Those in support of it in opposition to the request. If you are part of a large group with a common interest, we ask that you appoint a spokesperson then have each individual restate the same information. When addressing the commission, please begin by stating your name and address. Try to limit comments to five minutes. When all sides have spoken, the public hearing on the matter will be closed and no further public discussion will be entertained. After the public hearing is closed, the commission will vote on their request. Zoning requests and the planning and zoning commission's recommendations will go forward to the second public hearing which will be conducted by the city council on September 16th, 2025. We are now item A of the regular agenda. City planner Angel Joy will give staff presentation.

Thank you. to uh consider application P25-05 text pack edition followed by JLF Holding LLC to plat approximately 1.12 acres of abstract 256 MAN survey track 32 section 2 into three lots located on the east side of Lake Lemon Road south of Tex Pax Texpack Street excuse me. Uh so the applicant um came before planning and zoning uh several months ago to reszone this property uh from multif family to two family. Um but now they are going through the platting process. They are platting this property into three residential duplex lots located on the east side of Lake Lemon and south of Texpac Street. Uh the applicant has not installed the infrastructure that's required as part of the infrastructure plans. Uh the applicant um this the items that have not been installed include water and sewer taps. Um so staff does recommend a conditional approval with the following requirement that the applicant provides us with an engineer's opinion of cost and security for the infrastructure or installs the infrastructure prior to filing the plat. Once those conditions are met, the plat would be considered approved. I'd be happy to answer any questions at this time.

Thank you. A public hearing be held to consider application Z25-9 filed by JHG Investments LLC requesting a reszone from neighborhood services to single family 4 zoning district for lot 2 block 1 Hendricks Court uh located at 1201 Alice Drive. Uh so the applicant is requesting to reszone this property seen here on the zoning map outlined in the green from neighborhood services zoning district to single family for zoning district. Currently the lot is vacant. Uh however there are single family homes to the north um and really to the north and to the east of this property. The applicant is proposing to construct a single family home on this lot. Staff finds the proposed zoning change is consistent with our future land use map and surrounding uses. Therefore, it does not constitute spot zoning. I'd be happy to answer any questions at this time.

Couple questions. All right. If if you reszone uh if if you if this lot is up against uh general retail, it's up against neighborhood services. The the laundromat? Yes. Okay. So, if it's goes to single family, does it require a buffer between neighborhood services and single family?

It would not at this time. Now, if the laundromat were to do an addition, um it may it would require that if it went through site plan review, it would require that uh buffer. Okay. But at this time, it would not. I was just wondering if uh who would have to put up the buffer uh the laundromat or the typically when development happen occurs uh the commercial development puts up that buffer and that fencing.
