Good evening. The April 21st, 2026 Planning and Zoning Commission meeting of the city of Long View is now called to order. I'll now ask Heath Hamberlain to lead us in the invocation and the pledge of allegiance.
Please bow your heads. Dear heavenly father, we just thank you for everything you've blessed us with. Dear God, we we thank you uh for the opportunity to be here tonight. Dear God, we we lift up the city of Long View and the citizens thereof, dear God, and we just ask for your continued blessings on our community. Dear God, just please guide our our decisions tonight. Uh guide the discussion and help us to reach the the best decisions for this city in your heavenly name. Amen. Join me in the pledge.
I pledge algiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Next item is the approval of the minutes from our last meeting in March. Has everyone had a chance to look at them? If so, are there any corrections or questions? Any opposed? All right. Motion carries. We have now reached the citizen comment portion of our meeting. This portion of the citizen comment or comments made other than the public hearing items we have on the agenda tonight. If you want to speak on an item on the agenda, please wait until that time to speak. Please begin by stating your name and address for the public record. Now, on to the regular agenda. The purpose of this meeting is to hear all pertinent testimony of those in support of and in opposition of the to the applications before the commission. Tonight is the first of two public hearings required to approve a change in zoning. The procedure for public hearing items to be followed tonight will be the public hearing will be open and testimony will be heard in the following order. First, staff. Second, the applicant. Third, the general public, those in support of and in an opposition to the request. If you're part of a large group with a common interest, we ask that you appoint a spokesperson rather than have each individual restate the same information. When addressing the commission, please begin by stating your name. Try to limit your comments to five minutes. When all sides have spoken, the public hearing on the matter will be closed and no further public discussion will be entertained. After each public hearing is closed, the commission will vote on the request zoning request and the planning and zoning commission's recommendations will go forward to the second public hearing which will be conducted by the city council on May 14th, 2026. thank you. to a public hearing be held to consider application Z26-08 filed by the city of Long View requesting a reszone from two family 3 to single family 6 for lots 2 A 2 B 2 C 3 A 1 3 A 2 3 B 3 C 4 4 A 4 B 5 5 A 5 B 5 C block seven lots 11- 15 16 A 16 B 17- 25 and 33 through 40 block 6 of the Keybunt subdivision which is un unrecorded plat located along east Fleming Street and the south side of Kinwood Lane east of Pineree Road and west of Loop 281. Uh so the city is requesting this uh reszone of these properties seen here on the zoning map from two family which is duplex zoning uh to single family 6 zoning district located along east Fleming Street south side of Kinwood Lane. Uh we have been approached by several developers wanting to develop this neighborhood into single family homes. Uh currently, uh many of these lots do not meet the lot size requirement for two family zoning district. Um and so therefore, staff is asking to reszone this property so that those lots are compliant with uh the standards of SF6. Uh Pineree Road is classified as a minor arterial roadway and is maintained by text. Um access management is essential to avoid traffic congestion. uh staff finds that the proposed zoning change is consistent with our future land use map and surrounding uses. Um I would be happy to answer any questions at this time.

Um, it's one of these um in the change. uh just heard about this and and was curious as to what it meant. Um I just have a single family home on the street. Um, the lot is probably too small to build a duplex, but I'm just wondering why we would have to lose that opportunity to have it be able to build a duplex in in an area where uh we have that right, I guess. But I'd hate to give away the the opportunity to build a duplex for for it just seems backwards to me. But u the new houses look good that they're that they're building.
And so anyway, where are you located like at one of the intersections at next to right next to where the um that inspection station was? Oh, okay. So Kinwood and Kinwood on the corner of almost on the corner of Pine Tree. Okay. So it's the single family right next to that business. Um so what we could do there was a gentleman that reached out to us and this is only if the commission um is okay with it. Um your lot could be removed from that this request um and we could just reszone. We just wanted to get the entire neighborhood so that it was the same.
Yeah. Yeah, it was consistent and contiguous and we've had a lot of developers reach out to us to build single family homes, but since yours is not right in the middle of the subdivision, we can amend the request um if that's what the commission desires and that's what you desire. Okay, that that would sound good to me. I I just hate to give up the I guess you wouldn't have a right to to build a duplex after if this takes effect. That is correct. So reszoning it, you would not be able to do build a duplex. You would be able to rebuild that single family home, however. Okay. Yeah. Yeah. Yeah. I would just I'd just hate to give up the right to possibly be able to build a duplex or a lot. So,
can you can you currently build a single family in the duplex? You can. So, what we ran into issues um is that we've had developers want to split some of the lots and the lots don't meet the lot size requirements for duplex zoning. And so, SF6, it allows a little shorter lot. Um and so they would be able to divide some of these lots into two. Mike, was that was that your dad's house back in the day? No, it wasn't. Um it's just a rental. Are you Robbiey's brother? Yes. Okay. Yeah. Uh yeah, we lived down the road a little bit further down,
but um yeah, I just hate to lose that I guess opportunity in the future. And um and it seems like they they've already gone and built a lot of just recently like I don't know three or four or five brand new good-looking houses in there that are single family and I just don't understand why we have to go through this. But anyway, that I'd just be opposed on that, but not not really opposed to anything, but just losing the right to be able to in the future. Do you know which lot yours is? The as far as the lot number,
it's the lot number is 104. I'm not No, I don't know the Can you look up subdivision lot number? So, it is your to keep it as it is. Yes, sir. For your for your lot. For your just your Yes, sir. Yeah, I think we can do that. I think so.

This is a public hearing be held to consider M26-02, an ordinance amending article B, section 3.03 03 of the unified development code to allow for outdoor display storage and sales with a specific use permit in light commercial zoning district. Um so staff has been approached to evaluate an amendment to the unified development code allowing this type of use outdoor display storage and sales within light commercial zoning district. Currently, this use is only allowed in heavy commercial zoning district and light and heavy industrial zoning districts. Uh the proposed change would allow this use in light commercial zoning district subject to approval of a specific use permit by planning and zoning commission and city council. Uh the UDC defines outside display, storage, and sales uh as the placement of goods, inventory, raw materials, merchandise, vehicles, and other outdoors and other items outdoors that extend beyond regular business hours. These materials must be screened from the public if applicable. Uh there are exemptions to the screening requirements uh in the UD listed in the UDC. Uh that includes the sale and lease of automobiles, trucks, boats, motorcycles, motor homes, recreation vehicles, farm equipment, Christmas trees, nurseries, uh nursery plants, seasonal lawn garden supplies, and building and construction materials and supplies. Uh looking at the permitted use chart in the UDC, uh there are some uses that are allowed within light commercial that typically have outside or outside display storage and sales. These uses
include building materials and feed store. Uh this proposed amendment to the use chart would allow this use as stated before uh with a specific use permit in like commercial zoning district. Uh by requiring this SUP uh in this zoning district, it ensures uh the city ensures case-bycase evaluation of each request. The process allows planning and zoning commission and city council to deter to determine if this use is harmonious with surrounding properties, mitigate impacts, and allow for public input. And with that, I'd be happy to answer any questions. Anybody on the commission have any questions for Angela on this item?
What is the recommendation of the city? Uh we don't have a recommendation. We don't make recommendations. And so it goes in line kind of with what's there right now coming from the Lou the car dealership storage and then it's right past the storage. Right. Yes. So if you look at the the next case um which we're not talking about the next case but uh yes looking at that there is heavy commercial uh directly adjacent to them. So right now you can have outdoor display as long as you take it up and at night and put it back in.
Yes. So temporary outside display as long as it's within your hours of business and it doesn't impact your parking um you can do it. Um but you have to bring it Yes, you're correct. Back inside. A public hearing will be held to consider application S26-03 filed by Northwest Lawn View Investments LLC requesting a specific use permit to allow for outside display storage and sales in light commercial zoning district for lot 3 block one Park Place located at 1905 West Loop 281. Uh so the applicant is requesting a specific use permit to allow for outside display storage and sales in like commercial zoning district. Uh the applicant does have a prospective tenant uh that would be storing metal and PVC piping on rack racking outside. Um you can see here on this uh on the screen uh the approximate location of the outside storage. Um on the next slide you'll see that they are proposing to uh install an 8-oot blackcoated chain link fence with privacy mesh um and some entrances. Uh as stated uh previously outside display storage and sales is defined as any goods and inventory that so that is stored outside beyond regular business hours. Uh West Loop 28 281 is classified as a principal arterial roadway and is maintained by Tex DOT. Um as you can see on the zoning map you do have some heavy commercial zoning directly to the south of this location. Staff finds that the proposed zoning change is consistent with surrounding uses, therefore it does not constitute spot zoning. I'd be happy to answer any questions at this time.

My name is Walter Northcut. um president of Beerwells Real Estate Services and we are the asset managers and property managers of Parkplace Shopping Center and we're making the request. All right, I'm happy to answer any questions. Anybody have any questions for Mr. Will it take some pretty big trucks to bring that stuff in? Like is that going to be like big diesel trucks in that in the parking lot? I was just thinking about that with the being the piping and all that.
Well, they'll have to drop it off. I don't know that it would necessarily be during the day. Uh it's it's not any bigger than any of the trucks that service the rest of the center. Okay. So, in my mind, I have something pictured kind of like Tractor Supply where they have an outside deal that's screened off and Yeah. Okay. Very similar to that. Okay. All right. Um, so the tenant is going into the center. Um, the Let me go back up to the slide of where the proposed So the outside storage is proposed to be in the parking lot right there, Sydney. But there's no connection between it and the building or is this just sitting in the parking lot? It's just sitting in the parking lot. Yes, sir. Um, what is this? And this is this will be storage that will be left there overnight. Yes, sir. It'll be left there 24/7.
Is this going to present a traffic problem at night driving through that parking lot? What what type of um you got the Kia? U I'm just curious. I don't understand why um there's no connection to the to the to a facility and they're sitting it out in the parking lot. Is this going to present a traffic problem? Is there adequate lighting to u to keep somebody from just going through the parking lot and and running into this outside storage area? So through the development process, we should be looking at this. Staff should look at it and make sure that they're striping appropriately and that it just doesn't deadend into people can't there's going to be they're going to have to have some type of turnaround and re restriping in that parking lot.
How big an area? 70 by 100 7,000 be fenced and screened too, right? Yes. Yes, sir. Will you know if we need to refctive material or something. Yeah, we need to put up some kind of reflective material to make sure that if you're worried about that. I'm I'm not sure whether Are you on? Okay. Yeah, it's it's for the Okay. viewers at home. only to the extent that they for the lighting the lighting for the entire center it's not going to be electrified per se they don't need electricity but in other words there will in this area that's outlined with the red you said this 70 by 100 there will not be any specific lighting at that area is that No, I mean they weren't planning. Is that something that require? No. Okay. Yeah, we wouldn't require any additional lighting.
Okay. I'm just That was my question about somebody going through the park. Isn't there a education facility? Is this Yes, education facility. Where where is it located? The east. I wonder I believe we have some current pictures due east of that. So in the back is the workforce solutions and then over here.
Okay. That's the education facility. So where would that be in relation to this uh area you're wanting to fence and disc ways away from it? That's a good way. It's a long way away. Which is it? Because I was concerned that uh with the education facility that have students going in and out, they might have a night class there and and u I think it I don't think they have I think it's a high school so they don't have night class particularly.
