e e e we'll go ahead and call to order our February 19th 2025 Long View Mo Transportation policy board meeting thank you to everyone present today we're glad to have you here uh first please stand and join me in the invocation and pledge of allegiance that will be led by our director of Public Works Mr Dwayne Archer please join me in prayer father God we just thank you for this this day uh we thank you for this the communities that we have the blessing to serve we just praise you for

2:25 – 4:240

it we thank you for each of the citizens we ask that you be with them that you could protect them and you got them and we just ask that that we make good decisions and good discussion and we just Praise You In The Name of Jesus amen amen join me in the Pledge of Allegiance I pledge Al to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liy and justice for all thank you Mr Archer uh next on our agenda is citizen comment I do not have any speaker cards but we have a couple of citizens present would anyone like to comment seeing them we will move on to our consent agenda is there anything that anyone would like to discuss or can I have a motion to approve our consent agenda may make a motion that we approve the consent agenda thank you and a second from Judge Stout all in favor please say I I any opposed consent agenda is approved our first item to consider is approval of a resolution adopting the Texas Department of Transportation safety performance measur targets uh Mr K Mago uh as you can see on the screen we have three performance measure targets that the Federal Highway Administration requires npos and state dos to adopt um pm1 is a series of safety targets that we are required to adopt annually pm2 is a series of infrastructure targets that we are required to adopt every two years and then pm3 is a system performance measure that we're uh typically adopt every 2 years but we have received uh instruction from Techo that there is no action to adopt anything for that today so we will just be focusing on pm1 and two uh so pm1 requires that we set goals for the number of fatalities the number of serious injuries the fatality rate which is fatalities per 100 million

4:22 – 6:210

vehicle miles traveled the serious injury rate which is also 100 million vehicle miles traveled and a total number of non-motorized fatalities and serious injuries and so here are the targets for 20125 they're actually the same targets that we adopted last year uh by the state and by the no Tech has decided that these numbers were still applicable and relevant and thus we should still stand by them uh even though these targets have not changed it's a federal requirement that we adopt them every year uh the no has chosen has always chosen to adopt the targets proposed by texto and so no staff and the technical committee recommend that we do so again this year um that's all I have unless there's any questions okay any questions for Mr MCU any discussion if not I will entertain a motion motion to approve a motion to approve how about a second second and a second all in favor please say I any opposed resolution is approved thank you so much we'll move on to the next approval of a resolution adopting text dots pavement and Bridge performance measure targets so like I said pm2 is one we look at every two years um it has to do with the p pavement and Bridge conditions it's looking for cracking faulting ruding uh in terms of the conditions being good or poor and if you look you can see there's good and poor but there's no fair and as you probably could have guessed Fair would be anything that is in between good and poor um the focus is really centered around what's good and poor and this is a mechanism we use to determine how well our infrastructure is holding up uh we last looked at this performance measure in 2023 uh focused on a 2022 Baseline and so we're now in consider what's considered the midpoint uh Tech stot did their assessment for their mid performance period review and decided to keep the

6:20 – 8:160

same targets except to adjust the four-year Target of non-interstate highways in poor condition uh that's the number in red there it has gone from 1.5% to 2.5% and it's important to remember that this is uh Statewide it's not just for the area so um again the no has always historically followed Tech doots targets no staff and Technical committee recommended that we do again this go around and unless there's any questions that's all I have on this one thank you any questions for Mr M any discussion if not I will entertain a motion I have a motion how about a second I'll second and all in fav please say I I any opposed resolution is approved thank you so much uh next on our agenda consider approval of a revision to the Long View nopo's 2025 through 28 Transportation Improvement program Mr McBride thank you um so we're presenting a revision today to our transportation Improvement program uh as the mayor mentioned in our agenda item uh this revision is based upon we typically see this basically a year after we adopt our um tip because when we develop our tip they're all uh essentially estimates of what anticip anticipated funding we should be receiving uh over this course of what we're planning for um so we recently or we adopted this in April 24 so like I said about a year later we actually get real numbers real data and so we uh amend this document to reflect the actual true true numbers that we are receiving or better estimates uh depending on what year we're amending uh so we're currently amending fiscal year 25 uh there was a project in there um we're removing one project but you can kind of argue and say you're you're just adjusting what the project description and financial money is uh this is related to Transit and so um our tip document includes both Highway and uh or Federal Highway data and Federal Transit

8:14 – 10:130

uh this is all cater towards Federal Transit dollars and so uh we work closely with long Transit Agency as they provide uh the uh urban area that we serve with uh Transit um sorry I was trying to find out a better word than Transit um but as you can see there's a six projects that are going to be amended into this document uh reflecting from uh a couple that safety upgrades um Building Maintenance so painting and seal coats so structure things bus fleet uh carport shelter for that um as well as those pair of Transit vehicles that I was mentioned that you could say you could argue it's removing SL adding to or whever you want to look at it um additionally some Capital planning operating and some Ada improvements so that is essentially what the revision entails um this is based upon lby Transit providing us with the information uh therefore we update this document so they can go ahead and proceed and spend their dollars and we update our financial tables to reflect this money as well so I'd be happy to answer you questions um we did a public uh comment review period uh it's a 10-day U requirement that's outlined our public participation plan that guides our um public involvement um so that met uh our requirements as well as well as Transit administration's requirements um we've been doing this for years it's just going through the motions again we've got Scott Lewis the general manager for long we Transit here if there's any questions um but this is pretty straightforward um but if it's not let me know we can answer some questions any questions I guess I have one I guess the getting the language right of when I need to bring this up but I've I've talked to some folks about an overpass on 149 uh by Eastman yes sir um and I think most of us in this room are pretty familiar with what's getting ready to take place out there um from Eastman's expansion thanks to Harrison County uh

10:11 – 12:080

and as well as the custom Logistics with their big hundred million plant that's going of have rail cars and and Transit um I really do think it's time for us to put that somewhere in our in our future planning for that overpass and I I'm not sure how you go about doing it other than I was told by Austin you're supposed to have it in your NP plan yes sir um that's where I am yes sir um so um I'll answer that question and and say that when we developed our Metropolitan Transportation plan the NP the no plan that you're referring to it's actually called we call it the MTP uh it's a document it's our 25 year uh document that uh or our document that projects out 25 years list of projects um that project that you are mentioning we have identified as a widening project a widening need um we've kept track with the the the development that you're talking about as well in our community and have identified that there is a safety issue with that ad grade crossing um therefore we have administratively amended that document to reflect that there is there is reason to believe that there is a safety concern as well in addition to the the demand that we've already seen for the widening um so our document does and will reflect that uh to kind of help your counterparts uh get that project hopefully moved up on our list um over in the course of time because that development is happening soon or sooner than we thought and so um we're we're trying to get ahead of the curb similar to um what you what you just mentioned and so we're we're taking care of that and we'll be sure to ensure that that's in our document yeah I guess my I kind of want to get everything done today that should have been done yesterday so I'm kind of in a hurry to try and get that project moving down in Austin sir in this legislature yes sir so I I'll look to Mr Webb here to see if he can help me make any guidance with that yes sir we're I met with David Jones who's kind of putting the financial plan together for for that development and and we're trying to help

12:05 – 14:050

them Identify some some ways to expedite it um you know really we need we need to get the plan started and and we're not in the position right now to be able to do that so they're they're looking at some things I've been talking to Rand and we're looking at some options there but we we all agree it's needed that's for sure do I need to put anything in writing make that official no sir no sir we're okay I I I mean an overpass makes sense everybody's for it we just have to figure out how to how to make it happen make it happen financially and that's our goal is to menure that makes it our dollars are able to be spent on that as well um so we've we've done our due diligence to ensure that it's in our document so to answer that question yes we've checked that box for you yes sir thank you that's all I have yes sir thank you any other questions for Mr mcrad I believe I need a motion I'll make that motion have a motion have about a second second all in favor please say I I any oppos item is approved moving on on our agenda to the next page consider approval of a revision to Long View Mo's unified planning work program Mr McBride yes ma'am uh thank you so uh this is our two-year budget um we're going to amend our current fiscal year 2025 budget to increase uh our budget by $40,000 uh so going from a total of 240 to 280,000 000 um we were looking to bring on an as needed consultant um to kind of follow up from the discussion we just had on the other action item um we've realized that the the development happening in this area was uh specifically State Highway 49s what I'm looking at um there's a need and there the growth need as well as some potential projects happening in that area that have not been named that that we need spend more planning action out there than just saying you know oh we recognize it we we want to find another Avenue that we can ensure we can use some of our dollars to kind of help

14:03 – 16:020

figure out what we can fill in the gaps with um and so that kind of the the approach that we're taking for planning dollars we typically are tasked with like we've done East Loop 281 Corridor study uh we've done um trying to think we've done Transit uh access plan we've done some special studies uh that resulted uh because we've saw a need and development stuff so that is kind of the direction we're going with um this will also be an as needed consultant to kind of help with we have a couple of our plans that uh you could deem outdated because we have a new no boundary um so like our bicycle and pedestrian plan doesn't expand into Hall our new area and so we want to make sure that gets updated so there's just a lot of internal work that the US or the two of us can't do uh that's outside of our you know expertise um so essentially we're we wanting to amend this to kind of help um guide that to to get anything that we can do to supplement within our area with planning expertise um so that's essentially why we're coming here today to ask for can we spend this money uh to answer any question that money we have a uh what we call our carryover funds or our savings account uh which we uh Monitor and we're very conservative in how we spend our dollars um um we're able to fund this so we we're good financially there to answer that question and um lastly we will go to our Fiscal Agent to amend our budget to meet that um as well that requirement super thank you would that person also be available we were talking with some of the members earlier about the new business park that's coming along Highway 80 and looking at those future needs correct so this as an a consultant we're going to frame it into a way of not focusing on one area but we do have one mention that the judge Stout presented but we also have inklings of we just read and public knowledge about another business parket happening in the

16:00 – 18:000

long V area and so we're going to see a lot more traffic on one of our one of our major core thorough fares and so that will help as well um we're trying to we're trying to get ahead of the curve because we don't want to be behind perfect I appreciate the future mindedness of all those things any questions for Mr McBride can I have a motion for approval motion and a second second thank you all in favor please say I I any opposed RIS vision is approved uh moving on to presentation of the draft of Long View Mo's electric vehicle infrastructure plan Mr mcbad this is going to be a fun one uh so we intake or as y'all when we developed our unified planning work program uh a couple years ago since this two-year budget uh we identified that we got uh word from the the feds or Federal Highway Administration that the infrastructure Bill allocated some funds for uh um alternative fuel assistance or um EV charging I'll just say what it is um and that there was going to be some allocations to um that are going to be provided through from this infrastructure Bill uh to uh enhance our areas um and so I'll caveat and say that we are monitoring legislation and we all see what's going on and um we've already started this plan so we've already halfway through as you'll see in our timeline here a little bit um we're still carrying on with it because we spent this time staff time actually developing it uh we have not got word that that funding has officially doesn't exist I mean it's up for interpretation because um I'll go to the next Slide the state did a what we call a nevi a national EV infrastructure plan um and basically tasked the npos to say all right we're getting this money uh the state's going to allocate

17:57 – 19:550

it to um a pot the allocate the pot of money to each of the noos are going to get a portion of it um therefore uh we need the no to either uh create what we call study areas we're all term study areas or they can say put them anywhere in our boundary and when I brought this task up a couple years ago to y'all I said that I'd rather be a voice at the table and say I want to tell I want to guide that conversation than to be left behind and let them choose for us um and so we took the initiative um and said look let's let's do this in-house we won't spend too much money on it it will just be staff time um we've got planning expertise uh inh housee we have gas experience as well in house that we're able to produce um a plan inhouse and so uh with that uh like I mentioned Federal money came to the state the state assigned our allocated apportionments to each of the mpos we're one of the smaller ones so we get less of the pot typically um but we do get some funding as it currently stays so when we initially um got worried about this we started looking what's the landscape of our plan or landscape of our area about what what's the charging infrastructure what what do we currently have uh what are the current registered EV vehicles um it's just your your basic step saying is this even something we should be talking about or is it just something that whatever um we shouldn't be talking about it we noticed there was an uptick uh in as you'll see in the survey results that there is a uh there is a voice for all sides of the spectrum with this and we we collaborate and say hey that your your voice matters and that's why we exist we have to um it's kind of like our sidewalk and bicycle and sidewalk plan we have to Encompass everyone um all modes of transportation um so with that I'll just say we developed a timeline uh we started this

19:51 – 21:500

in early October um to look at previous plans we started coordinating Outreach development started developing this timeline in January we had an open house January 8th um to invite the public to come out and uh provide input uh on a map which I'll show here in a little bit uh we also started drafting the uh preparation material for um presentations as well as our storyboards um right now we're currently in February March obviously with the date we're on track to um get this to back to youall in April for fin approval and consideration excuse me and um once we wrap this up into a bow we'll send this off to the state so what this plan will do is we will create these quote unquote study areas so we call it uh like a a a I'll explain the results we'll create this a polygon figure saying most people would desire if a charging station was in this location and when we send that off to the state they'll host the application process the grant reimbursement process for this and that will be part of a checkbox that they'll look at it and say um doesn't meet the criteria of a desired location for the no and so they will basically say it does okay you're eligible for that reimbursement program um so that kind of helps guides the potential to get these charging stations in areas that we desire so we got lots of public media attention um made it on the front news uh above the fold is what my parents would always say uh so that was beautiful um got lots of attention there um KTV picked it up San Antonio picked it up um the next one Texas Tribune picked

21:46 – 23:460

it up um and of course we advertise on city of view so City TV as well so we got lots of attention uh we thank our Fiscal Agent city of longvie for U battling the comments on social media um just monitoring of you know trying to answer questions as best we can um and they reached out to me I kind of helped portray some of those answers to but we we appreciate them for tackling that because we're not social media experts in house so we have to rely on sometimes our Fiscal Agent to to do that for us uh additionally we created an online website um I'll let this kind of demo so we had an online interactive map that kind of told the story about the nevi plan uh additionally um we talked about what the different charging stations I won't go into too much detail the plane we'll actually talk about a lot more but this was our website that we created inh house to provide um we talked about the current landscape of the infrastructure um additionally uh we created an online interactive map Tool uh GIS is my background and so this was just right up my alley got to brush off my some of my skills um so created an online map that was able someone could zoom in drop a pinpoint and say um my demonstration was the mall as you can see a lot of the comments you can you can obviously see there that was one hot location able to create a comment put there say that's where I suggest a charging location um boom perfect if that didn't work out for you um you could roll in um to that's time 11 events sorry I'm going to head in myself the interactive map didn't work out for you we also had a Google online survey people were able to provide uh input results that way here's the results from the interactive map I created a heat map to kind of indicate where the hot spots were uh longie mall I'll just be transparent if you're familiar that's just big parking lot stores there's uh eery there it's just it's just a hot area that people were like that makes sense for a charging infrastructure uh

23:44 – 25:420

additionally downtown was a huge one um people want downtown Long View um so I will caveat say this was to anyone within our region was able to do this or even outside of our region anyone had access to provide input um long is considered hence long metropolit planning organization is the urban area a lot of people come in from all the smaller cities we long has a greater retail trade area because it has a lot of the services that the smaller towns do not provide um not saying they're lacking anything it's just that's just how it works um additionally saw some off I20 um some of the uh fueling stations there uh was well as the airport was in consideration um so you can kind of see where majority of the comments were additionally I talked about our Google survey this is your generic questions you know uh like I said we had Spectrum from everybody where you're a daily driver do you own a EV or you don't even care about EVS we we got it all um so uh we talked about how often do you drive it would you consider driving it uh we also talked about uh if you did drive one what would you what would attract you to go to these locations or where would you go to charge um and I'll say this it's the developing this plan was not I mean yes it's intended for the people who live here but if you own an EV more than likely you're charging at home unless you live at an apartment that is not able to charge so that was I thought would hit home with me someone made that comment in our public comment was that I would love a charging station because all we have is one right now and they charge outrageously and I can't charge my apartment because it's I'm on the third floor but I want an EV and it's like okay I mean that's you you got to think about that there's also a flip side of that it's tourism you you get people off I20 to come into Gladewater you know antique capital of the state and so you've got that you've got you know

25:40 – 27:380

wanting people to come to uh longv to you know go to the downtown areas you could see Library um you can see uh just a lot of uh different needs there and it's a big tourism economic uh development impact it's just uh it's there's a whole whole gamut of it but I think that's the mispo that I think a lot of people think is that we're catering to people who live here you're really catering to the people who don't live here which is kind of subjective um because that's that's just how EVS work um so we talked about um where would they like to see it and so a lot of people said highways shopping centers your typical you know I want something to do because the charge time uh downtown was Parks and Recreation um the green here in Long View does have a little ability to charge your EV so I'll give a plug to Long View um there was one of our featured slides was being charging at the green uh some people said residential neighborhoods but like I said it's that wasn't a huge one because a lot of people who drive an even typically charge at home so they have whether it be a wall outlet a dryer Outlet whatever they charge in that sort of capacity uh there's challenging barriers you can read to the left on the side which some of the comments were um you can see the lack of charging long charging times cost of charging so not enough infrastructure um limited access access to fast charging and then you got your tip your uh free response answers uh it's not a priority to me tax dollar shouldn't be used for this uh I charge a home but when I travel and so you get a whole like I said we encompassed a lot uh we had about 54 respondents so it's for something that's a very hot topic we still got that we got a lot of attention and everyone got to know what the no does and so it was it was interesting to it's for better for worse we got some attention additional input uh this was kind of similar what I said if you if the interactive map didn't work out for you or you weren't able to come to our public meeting our open house uh we were

27:35 – 29:320

able to uh you could provide hey no target Sam's Walmart long Mall um recreational areas Paul Borman Trail was mentioned in one of them City Hall Gathering spots um some additional comments people were worried about the funding aspect of it uh there was misconception that um essentially it was going to be free charging that's not how the was entitled to work it was supposed to help incentivize the private sector to private or public I'll just say that U to apply for this grant to obtain that funding to help reimburse the cost of installing one um but at the end of the day person who installed it will be the owner uh and the person who maintains it and occupies it and they would have to pay sales tax like it's a normal generating unit this is just helps them get more charging infrastructure and our more rural areas um so next steps would be uh bringing this back and put it in a nice little bow and bring it back to y'all in April of actually identifying where those study areas are um reviewed the technical committee uh last week to kind of just the high high level of the data that I showed yall and we'll actually start drawing in those boundaries of this is what our quote unquote study areas are um so I'd be happy to answer any questions I know that was a long- winded presentation uh very riveted information for y'all um so I'd be happy to answer any questions I guess I have one question and that that is 52 people responded to this to this survey to the Google survey yes sir we had over 400 plus dots on our map but just 52 people did it that responded to the Google survey yes sir yeah and we had about I would say about 30 people came 35ish people to the open house uh social media we also sent it in our public involvement uh mail out list as well as our email list um we Post in

29:30 – 31:290

the newspapers that we service in Gladewater mirror uh White Oak I know it got bought out by Glade or the Bardwell I can't remember I think it's basically the same newspaper similar newspaper uh ly newspaper uh post at the cour houses um our typical public process involvement yes ma'am yeah it just it you do this for a living in terms of reading all the statistics but it seems like 52 people setting policy for the city long is a little bit light M uh that would be my first just overview and I'm not I'm not opposed to electric vehicles at all yes sir my second question is under the new Administration in Washington are they going to continue to fund this kind of program we're still monitoring that we have not got official word directly so the money you're applying for now is already down there in the bank and you can apply for it we have not been told it hasn't has disappeared yet so you're putting all this together but you're not sure about where we're going to get money or not and yes sir and uh it's also I it's the information that gives it out to help I would say encourage but more of provide insight to if people developers someone came in was like look I just want toall charging stations does anybody have any data to help reflect where I should go uh it's just another data mechanism at that point yes sir MH thank you sir is this to incentivize the private sector of businesses to will it be incentivizing them or this is where the city would be responsible for the oversight of the whoever applies for that Grant I guess whoever is going to administer the charging station would be the ones that would uh benefit I guess you say if they but is that going to be the private sector businesses or is that going to be cities and counties and can I say yes to both you know it's it depends on who if it's public sector applying for or private sector whoever is applying for that grant for that reimbursement who's going to front the cost to get that reimbursement back it's there's no uh private public it's

31:28 – 33:270

whoever's going to own the station so if the can I use Glade water as an example if Glade water said hey we'd like to apply for that Grant if that grant money still exists uh we'd like to install this the charging station uh they apply for the grant and they were like okay you check a box you meet all this uh criteria um you're able to obtain that and you're going to One charging or be M maintaining it whether that's uh setting up the um there's different specs of needs that you need like how are they going to pay for it you know it's your typical you're basically installing a a fuel station a pump you know it's it's whoever want it's whoever wants so my question would be though if if this generalized plan that you're talking about it's going to identify the locations uh that supposedly will justify the EV station being there uh how will that then be marketed to either businesses or cities I mean will you just go and say hey um these are the spots that have been identified anybody want to apply is that plan or that is the case um so if we get confirmation I'm on a very tight I can't say too much not just cuz I just don't know which way before I don't want you to hold you to it especially right now um but uh depending on what direction that that money is allocated to it would be advertised as a typical grant that you would get from the state yeah all right thank you this going be a wild question you probably can't answer but do you have any idea number one how many electric vehicles are own owned in this community and in East Texas as a whole Yes actually from November statistics sorry let me get back if you look on the top right um that was a very highlight of question um so I gave the answer granted Eevees have not been uh more relevant uh over time I would say

33:23 – 35:220

about on average obviously there's some more areas that have a higher percentage I would say typically about 1% of gas of 1% of registered vehicles in your area are typically EB I added it up it was 850 abouts of those counties and that's currently as of November so I mean it's the nctcog thank you roll uh hosted a website that tracks registration for for counties um or registration in general obviously um that show how many registered vehicles are and E and that was the common thing most people you know the comments that we were getting from because even from the open house we got both sides of the spectrum like there's no there's only two and they both live in my neighborhood and it was like realizing they they all look the same you know there's no like some sort of different flare on them uh but uh that's kind of what the direction was like no there's actually more than we we see we struggled with this when we when we were building the roers so downtown whether to have them down there or not and and and after talking with fire and a lot of lot of professionals they they vo their concerned of not to do it cuz it's a tremendous fire haser once the fire starts with a battery yes sir you can't put it out with just water whether you put the charger on the street or wherever else those locations need to be having that in mind when you do it because they haven't got the technology down yet correct to where it needs to be and these things will just blow up and start a fire so we we just totally shot away from in the parking facility interesting Dan did you have a question go for it yes just say your name for the record sorry I'm Dan Dr here for net RMA but I own a Tesla and I've own it for two years and to me it's more of a private business that would be doing this most of the times you see them at

35:18 – 37:170
