25-56506 Recommendation to certify and adopt the Environmental Impact Report (EIR-0125, State Clearinghouse No. 2024080441) and adopt the Mitigation Monitoring and Reporting Program (MMRP) for the Park Tower Student Housing Project.

Recommend that City Council adopt resolution approving a General Plan Amendment (GPA23-001) to change the land use PlaceType of the property at 5150 East Pacific Coast Highway from Community Commercial (CC) to Neighborhood-Serving Center or Corridor - Moderate (NSC-M) PlaceType; 1. Amend Map LU-7 (PlaceTypes) to convert the project site from Community Commercial (CC) to Neighborhood-Serving Center or Corridor - Moderate (NSC-M) PlaceType; 2. Amend Map LU-12 (Neighborhood-Serving Centers and Corridors – Low and Moderate PlaceTypes) to include the project site; 3. Amend Map LU-14 (Community Commercial PlaceType) to exclude the project site; and 4. Amend Map LU-25 (Eastside) to convert the project site from CC to NSC-M; Recommend that City Council adopt ordinance approving a Zoning Map Change (ZCHG23-001) request for the property at 5150 East Pacific Coast Highway, and adopt the proposed findings related thereto, to amend the zoning designation from Community Commercial Automobile-Oriented (CCA) to Mixed Use 3 (MU-3) Zoning District; Approve a Site Plan Review (SPR23-001) conditional upon City Council adoption of the general plan amendment (GPA23-001) and zone change (ZCHG23-001), and adopt the proposed findings and conditions thereto, for the adaptive reuse of a seven-story office building into a private dormitory (student housing) with 593 beds, a new 728-square foot pavilion building, approximately 22,523 square feet of open space, and 364 parking spaces within an existing parking structure located at 5150 East Pacific Coast Highway in the Community Commercial Automobile-Oriented (CCA) Zoning District (pending approval of a zone change to Mixed Use 3 [MU-3] Zoning District); and Approve a Conditional Use Permit (CUP23-001) conditional upon City Council adoption of the general plan amendment (GPA23-001) and zone change (ZCHG23-001), and adopt the proposed findings and conditions thereto, to allow the operation of a Special Group Residence (private dormitory) in the MU-3 Zoning District. (District 3) Suggested Action: Approve recommendation.
