26-55324 Recommendation to accept Categorical Exemption CE-26-033, finding the proposed project exempt from the California Environmental Quality Act (CEQA) pursuant to State CEQA Guidelines Section 15303 (Class 3, New Construction or Conversion of Small Structures); and Approve a Conditional Use Permit (CUP25-023) to legalize an existing certified California Redemption Value (CRV) recycling center with an on-site attendant for eligible beverage containers, including aluminum, glass, and plastic containers located in an existing 2,600 square foot building at 1951 West 16th Street in the General Industrial (IG) Zoning District. Heavy metal recycling (i.e. copper) is not permitted as part of this recycling center use. (District 7)
