26-55316 Recommendation to accept Categorical Exemption CE-25-138, finding the proposed project exempt from the California Environmental Quality Act (CEQA) pursuant to State CEQA Guidelines Section 15301 (Class 1, Existing Facilities); and Approve a Conditional Use Permit (CUP25-019) and Local Coastal Development Permit (LCDP25-044), and adopt the proposed findings and conditions of approval thereto, to allow an existing restaurant to upgrade an existing California Department of Alcoholic Beverage Control (ABC) Type 41 License (On-Sale Beer and Wine - Eating Place) to a ABC Type 47 License (On-Sale General - Eating Place) at 4702 East 2nd Street in Neighborhood Commercial and Pedestrian (CNP) Zoning District. 26-55324 Recommendation to accept Categorical Exemption CE-26-033, finding the proposed project exempt from the California Environmental Quality Act (CEQA) pursuant to State CEQA Guidelines Section 15303 (Class 3, New Construction or Conversion of Small Structures); and Approve a Conditional Use Permit (CUP25-023) to legalize an existing certified California Redemption Value (CRV) recycling center with an on-site attendant for eligible beverage containers, including aluminum, glass, and plastic containers located in an existing 2,600 square foot building at 1951 West 16th Street in the General Industrial (IG) Zoning District. Heavy metal recycling (i.e. copper) is not permitted as part of this recycling center use. (District 7)

26-55326 Recommendation to consider and affirm the Zoning Administrator's Classification of Use (USE26-001) determination, and adopt the proposed findings thereto, to allow battery energy storage systems (BESS) to align with the use determinations for electrical distribution substations in the Zoning Regulations (Title 21) and Transitional Zoning Regulations (Title 22), including at 2250 East 69th Street in the NI-1 (Neo-Industrial 1) Zoning District. (Citywide)
