26-54851 Recommendation to recommend that City Council adopt an Addendum (EIRA26-001) to the Initial Study/Negative Declaration (IS/ND) (SCH No. 2021050034) prepared for the City's Enhanced Density Bonus (ND 08-20) relating to an amendment to Title 21 for the Enhanced Density Bonus Program Update; and Recommend that City Council approve Zoning Code Amendment (ZCA26-001) and Local Coastal Program Amendment (LCPA26-001), and adopt the proposed findings related thereto, to amend Chapters 21.15, 21.21 and 21.68 of the Zoning Regulations to update the existing Enhanced Density Bonus to align with the provisions of the Inclusionary Housing Ordinance; add special bonuses for projects providing community benefits; and implement other procedural and implementation streamlining changes to the Enhanced Density Bonus Ordinance. 26-54852 Recommendation to recommend that City Council adopt an Addendum (EIRA26-002) to the Program Environmental Impact Report (PEIR) prepared for the General Plan Land Use Element and Urban Design Element (EIR 03-16) (SCH No. 2015051054) relating to the implementation of the General Plan Land Use Element through an amendment to Title 21 and Title 22 of the Zoning Regulations; and Recommend that City Council approve a Zoning Code Amendment (ZCA24-004) and Local Coastal Program Amendment (LCPA24-005), and adopt the proposed findings related thereto, to amend Chapter 4 of the Southeast Area Specific Plan (SP-2); and Title 2, Title 21, and Title 22 of the Long Beach Municipal Code (Zoning Ordinance) in accordance with State Law and the City's adopted 6th Cycle Housing Element. The proposed code changes are intended to satisfy state mandates and better align the Zoning Code with the City's General plan by implementing required Housing Element actions to facilitate and streamline housing production in the City. The amendment is composed of four (4) major components: (1) codifying required Housing Element Implementation actions related to streamlining housing development and addressing fair housing goals around discrimination and segregation of uses, (2) implementing provisions from the City's 2023 Emergency Declaration of Housing and Homelessness, (3) satisfying new State Housing Law requirements around residential uses, definitions, and allowances citywide, and (4) changing technical language that clarifies the zoning code, addresses inconsistencies, and removes duplicative information related to housing uses and regulations. Additional minor code changes not specific to housing are proposed to address existing inconsistencies within the Zoning Code related to commercial use allowances, wireless telecommunications facilities, and clarifications on approval procedures.(Citywide)
