26-54759 Recommendation to accept Categorical Exemption CE-26-009, finding the proposed project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 (Existing Facilities) and Section 15303 (New Construction or Conversion of Small Structures) of the CEQA Guidelines; and Approve a Conditional Use Permit (CUP24-004), and adopt the proposed findings and conditions of approval related thereto, to allow the operation of an Interim and Emergency Housing facility (43-beds) for unhoused individuals and families with on-site management within an existing two-story building (approximately 13,500 square feet) with nine (9) parking spaces located at 834 Pacific Avenue in the Downtown Plan (PD-30) Planned Development District. 26-54760 Recommendation to accept Categorical Exemption CE-26-015, finding the proposed project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15303 (New Construction or Conversion of Small Structures) of the CEQA Guidelines; and Approve a Conditional Use Permit (CUP25-015), and adopt the proposed findings and conditions of approval related thereto, to expand an existing liquor store (Alcohol Beverage Control (ABC) Type 21 – Off-Sale General) to allow the addition of onsite tasting (ABC Type 86 - Instructional Tasting) and to reconfigure the floor plan to accommodate an onsite tasting area (206 square feet) within a building located at 4360 Stearns Street in the Community Pedestrian-Oriented (CCP) Zoning District. Additionally, approval of this Conditional Use Permit will result in the existing legal nonconforming liquor store being removed from Alcohol Nuisance Abatement Ordinance (ANAO) deemed approved status. The project is located at 1051 Queens Highway (APN 7436-021-907) within the Queensway Bay (PD-21) Planned Development District. (District 1)

26-54761 Recommendation to accept Compliance Checklist (PECC26-001) finding that project activities are within the scope of activities analyzed in the PacifiCenter @ Long Beach EIR (Douglas Park EIR) (State Clearinghouse No. 2001051048) and Approve Site Plan Review (SPR26-001), Modification of an Approved Permit (MOD26-001), and General Plan Conformity Finding, and adopt the proposed findings and conditions related thereto, for the modification of a previously-approved Site Plan Review by adding square footage and modifying the exterior elevations for two industrial buildings (Buildings 20 and 21), and removing/replacing two previously-approved industrial buildings (Buildings 18 and 19) with a new four-level parking structure with approximately 2,800 parking spaces, and for the vacation of the portion of Conant Street adjacent to the project site located at 3435 Conant Street in Subarea 8B of the Douglas Parking South Planned Development District (PD-32 South).
