26-54660 Recommendation to accept Statutory Exemption SE-25-137 finding the project exempt from CEQA under Public Resources Code Section 21080.66 (CEQA Statute, AB 130) as the project is an eligible housing development under AB 130; Approve a Modification to Approved Permit (MOD25-018) for the previously approved Case No. 1908-14 for Site Plan Review (SPR19-035) and a Vesting Tentative Tract Map (VTTM19-003, No. 82912) for the 'Mid-Block' project, aka 'the center block of the Long Beach Civic Center,' which was approved on March 19, 2020, consisting of two eight-story buildings with 580 dwelling units, approximately 40,000 square feet of ground floor retail and 885 parking stalls in two levels of subterranean parking; the requested modification would increase the proportion of residential in the buildings so that there would be 729 dwelling units and approximately 2,651 square feet of ground floor commercial with 817 parking stalls in three levels of at-grade parking, and the Vesting Tentative Tract Map would change from two ground lots with 13 airspace subdivisions, to only two ground lots of 2.04 and 2.55 acres, located on a 4.59-acre site at 321 West Ocean Boulevard in the Downtown Plan (PD-30) Planned Development District; Recommend that City Council approve an 'Other Alternative Compliance Method' request pursuant to Section 21.67.080 to the requirements of Chapter 21.67 for the project's compliance with the Inclusionary Housing Ordinance. 26-54619 Recommendation to accept Categorical Exemption CE-26-011 finding the project exempt pursuant to State CEQA Guidelines Categorical Exemption, Section 15331 and 15332 (Class 31: Historical Resource Restoration/Rehabilitation and Class 32: In-Fill Development Projects); and Approve a Site Plan Review request and adopt the proposed findings and conditions of approval thereto, to allow the adaptive reuse of an existing 6-story office building into 69 residential units on floors two through six. Of these units, 11 percent are designated as very low income and 9 percent are moderate income. The project includes a rooftop addition of 3,345 square feet, consisting of a trellis covered community garden and accessory circulation areas. Minor exterior modifications including restoration of the clock tower and minor historic rehabilitation to the building are also proposed. The first floor will include new areas for mail pick up and a community lounge and the basement will house shared laundry facilities and bike and scooter storage. The existing commercial spaces on the first floor will remain. The property is located at 115 Pine Avenue in the PD-30 Zoning district and is a designated Historic Landmark known as First National Bank Building of Long Beach. (District 1)

26-54620 Recommendation to accept Categorical Exemption CE-25-131, finding the proposed project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15303 (New Construction or Conversion of Small Structures) of the CEQA Guidelines; and Approve a Conditional Use Permit (CUP25-016), and adopt the proposed findings and conditions of approval related thereto, for a new building rooftop-mounted wireless telecommunications facility for Verizon Wireless, including the installation of 20 new panel antennas, 12 remote radio units (RRUs), one (1) four-foot-diameter microwave dish antenna, and related ancillary equipment, on a 13-story hotel building located at 2640 Lakewood Boulevard in the Willow Street Center (PD-27) Planned Development District.
