26-54046 Recommendation to accept Statutory Exemption SE-25-130; Recommend City Council approve the applicant's "Other Alternative Compliance Method" request pursuant to Section 21.67.080.C of the Zoning Regulations to allow thirty-eight (38) Moderate-Income (MI) level affordable units (23 percent MI affordability) instead of the standard requirement of eighteen (18) Very-Low-Income (VLI) level affordable units (11 percent VLI affordability) as required by the City's Inclusionary Housing Ordinance; and Approve a Site Plan Review (SPR24-007), and adopt the proposed findings and conditions of approval related thereto, for the demolition of an existing 9,000-square-foot, single-story multi-tenant commercial building with surface parking to construct a new seven (7) story, 85-foot tall, 215,628-square-foot mixed-use development consisting of 161 residential units (thirty-eight [38] of which are affordable units [Moderate Income level]), 6,556 square feet of ground-level commercial space, 91 parking spaces, and 106 bicycle parking stalls on a 1.03-acre site located at 400 East Anaheim Street in the Community R-4-N District (CCN) Zoning District. Per California Government Code Section 65589.5 (Senate Bill 330), the project is utilizing the Downtown Plan Planned Development District (PD-30) development standards based on the City's determination of Zoning and Land Use compatibility with the Transit Oriented Development-Moderate (TOD-M) PlaceType of the General Plan.
