There's some uh big truck traffic back there now, I think, going on back towards the church. And they've requested maybe trying to widen that shoulder, widen the curve a little bit so they don't drop off. So, I don't know if it's a tile extension or if we just build it up a little bit, but that's all I've got. Just continue maintenance.

It's a lot easier just to do it this way if if you have to surplus it or declare it surplus or I don't think so.

[laughter] You sign of this morning we had 74 count state 31 on state work side only one for out of county for 127 I wanted to give an update our next pre-release class which We'd love to have you all there. If you're available, is going to be November 21st, 2025 uh from uh 2:00 to 4:00 p.m. at in our classroom uh library there at the the detention center, of course. And again, that's an overview of all the different agencies and resources that these men men and women can lean on. uh all they've got to do is ask for help, but they give an overview of what their agency has to offer them and all those pamphlets and brochures go into a folder and then they get that uh upon completing the class when they get released. So, it's it's a good resource. And the name of that class again

And the next the last school meeting I give you a flyer for our actual work uh ready to account dates for class which is December 1st through the 5th where they will complete uh a ocean pin training and receive cert certification financial literacy. They'll do a communications course, soft skills, first aid, CPR, um, and they'll build resumes during this process that they will have, uh, to prepare for the job fair event. They will they will work on dress, they will work on questions, they will work on selling that resume just like the employer will expect you to be able to do to answer questions about yourself. But that following Monday, the 8th, will be the job for event. and we'll have lunch for them and anybody there, any employers and then the job fair event will start uh at 1:00 and go to roughly 3:30 or as soon as everybody can get through but they'll get depending on the number of employers which I work on that um and get those employers come through the facility and of course that are second chance friendly and then they will get 5 to 7 minutes roughly depending on the employers and they'll be able to answer questions and really get that resume out there. And so far, since starting this program, every every one of the men or women that's completed it has gotten at least two to three job offers. Um, several are getting offers as soon as they get out uh before they're released. They got an offer on the table for an employment. And that's what we're trying to do to where they're back in the workforce. They're not a burden to the taxpayer. They are contributing to that.

And so that is what we're trying to do. Joshua, if you could when you come into court come in with percentages of your I need to hear it every month. I think the public needs to hear it every month. How many people are qualifying and then taking jobs and following through with those? Since partner with re-entry, we're 75 76% success rate. I'll get issue number specific to to our facility. It's a lot that goes into it. This number probably is that number. So, I'm I've been working there. Well, the public Yes, ma'am. would hear that and it would be a positive impact. Yes, ma'am.

Another another group that's come in that helps us comes in at least once a week is Menav Valley that is big in Tennessee and they're spreading out to other states and they offer housing but their their program where they carry with them and and follow up after release from incarceration 3 to 5 years is 14% or less recidivism rate which is unheard of that's extremely successful actually Jelly Roll is one of their programs Okay. Well, I just think it's really good for the public to hear that and there's a lot of people who listen to these. Yes, ma'am.

And then uh lastly, I I wanted to do uh to to bring to the court's attention and my a thank you to our staff uh our jail management system and selfch check company the software that we use. They're in almost 60 counties of the 70ish full service working jails. They looked at compliance and in Kentucky sale checks are very very important and must be conducted throughout uh documented inerson surveillance at least once every 60 minutes uh for for general inmates and more frequently uh for specific high-risisk inmates such as those on suicide watch or detox uh those standards are laid out in K 501 u we push that is very important for safety. They they interact with the inmates. They can see body movements change. They can see health health changes and we look for those things. We pull those people out trying to make sure they're okay for [cough] each other that that's extremely important uh for the safety and security of the facility. uh Cadmus, which is our JMS and our [clears throat] Sailcheck company, uh looked at all their their data from all their the facilities that that utilize their system in the state and excellence in compliance and in recognition of outstanding commitment to regulatory compliance, operation, operational excellence and adherence to correctional standards, cabinet selected L County Detention Center that had your perfect ranking uh of all the facilities that utilize that and we received the 2025 uh Kentucky State Michigan gift for that award

We are planning on the first court meeting in November of having an open house for all the masters to come down and see the 911 center and everything that we have done. But, you know, I want y'all to come see what we've done and like to have these come and maybe take some pictures when we have things, you know, everything down that we can't have during the pictures. But, we have really come a long way. Scott worked all day yesterday, got my cameras up, everything going down there, and it looks really good. That being said, I've got four five filing cabinets if anybody in the county needs them. So, just call you, right?

But now that it wants to know for 501c3 and clearly we're not. Yeah. And so when I tell them no, it says, "Oh, you don't qualify." Tell them we said thank you. Right. For rightous matter.

So, you're going to double up today? Yeah, I have a recycling report in the uh tablets for you. Just want to give a little bit of an update for what happened in September, October. Uh just, you know, they they've been been hung on some metal and plastic and paper and 30 ms of cardboard. Uh we have presumed picking up metal from four different schools in the county uh for them to recycle. So, we're proud of that program. No questions. Just want to give a couple of updates on some the events that we did this past month. Uh there were no major concerns at those events. We had at our tire event which was the end of September, we had steady turnout. We took in 939 tires. So that's kind of a state road time. And I just want to note for we just had this past Saturday a hazardous ways e-waste event. And at that event, uh, I wanted to thank in particular a new vendor that we have in Oxel called Scott Recycle. They stepped in and they gave us a good rate almost exactly the same rate we had because the selected vendor that we had could not show up that day. So, it's in panning mode, but they really came through. So, I appreciate that. Event was a bit down. I will be discussing with the judge uh how to work on that. November the second is the monthly non-denominational devotion service at Red River Meeting House located at 3008 Shako Road. Uh Sunday, November the 2nd at 300 p.m. Everyone is invited. November the 8th, American Legion Post 258 in Auburn will be hosting the Veterans Dinner. uh at 12:30 at the Auburn Fire Department. Veterans are asked to RSVP at aluburn.ky.gov/ tourism. really the Lily Ranch. Um Lily Ranch has houses their bigger animals. Uh, and what they're doing is they're going to take any one of these pumpkins, carved or not carved, and basically use them for feed for these animals. Uh, I know we have a report from the parking committee. Yeah. So, I mean, as y'all know, this uh long endearing process of of us um having this nice facility for the public, we the committee has met with u the architects that we hired uh to build us some concepts on on the property that we acquired and um we have uh two very nice concepts um and and we this the judges copies and we we did want to put in front of y'all so y'all can see that the court can see the concepts. Um, and I'll mention this in a minute, but there's two concepts if y'all want to pass them. And um, so we're also and there are a few minor tweaks that had to be done to those concepts as well. So, I'm getting them back to the judge um today. But uh but we are happy to announce that on November the 18th starting at 4:00 till however long it takes you know 7 or 8 7:30 or 8 was you know how we stay how long we need um we're having a public event for community come and we'll present these concepts to the community and the amenities available um in the

park and um it'll be a community involved event to where they'll be able to look at the concepts and give input on the amenities they like the best and the concept they like the best and u it'll be a a great time exciting time to to move this forward and um I know so November 18th is a Tuesday night and it is at the CTC uh Logan County Career and Technical Center the CTC um but uh yeah so has serious meaning and that's where we take your time and we go to enjoy yourself.

Real excited about it and it's a really good I I'll add to that and um you know these these two master plans are sitting at about 99% complete. There's two or three small changes that uh the architect is working on now. So, at that event that Tyler just spoke about at the at the CTC, he's going to do a couple things. Number one, they can look at the two uh conceptual master plan drawings and make uh comments about which one they like best or what they do or do not like. Hey, I like a better, but I wish that, you know, the disc golf was, you know, a little more challenging or something like that. So there'll be a place for you to write in comments. U also there'll be a QR code that you could scan and type in uh different comments and leave your feedback. If I can borrow this one for just a minute. Okay. There there's going to be a a larger form of these are just 20 some things that are going to be proposed to go into the park and it gives you an opportunity to vote on your one you like the most. which one would you and your family more than likely partake in if it was in the park? You know, so it kind of gives us an idea when we go to unless somebody writes us a a check, you know, this will be done over phases. It's not going to be uh okay, we're going to build the park and build it all out. You know, that's not really foreseeable. It'd probably be one, two, three phases before we could get those things done. infrastructure obviously being the first phase. I just think it's all my name is way and I am with international. Um we are based out of Minneapolis. I'm here from Portsouth Ohio where I live and active in my local club. We once had a quant here in the area and then it went away and we're trying to bring it back because the need is still there to help the the local kids. Um has been around since 1915. We're in 83 countries around the world and we're all about the kids. We not only want to help the kids, but we want to uh teach the kids how to give back to their community. Um we're very well known for our service club. If you've ever heard of Key Club, that club turned 100 years old back in the spring and they are the largest studentled service organization in the world. And we would love to have Key Clubs here at Russellville and Logan County High School. We met with both superintendent already this week and um we're excited to bring us back to the community. Um our goal is to um get service clubs, other service clubs started as well. We not only have Key Club, we have Circle K for the college level. We have Builder's Club for the junior high and middle school level. We have K kids for the elementary level. There's a really cool program with that called Bringing Up Grades where you reward students for even if they raise from a D or C, you know, you do something fun for them to reward them and incentivize them to do better. And then there are action clubs with a K A K T I N for clubs that are for disabled adults. So we have something for everyone, but the first step was to get an overarching adult quantis club started back in the community. Our goal was to get 15 members before we could form. And under the Quantis umbrella, some of the advantages are that you can apply for financial funding for grant funding for projects related to the kids. So my club

We were able to get a $15,000 grant from the Kuanas Children's Fund, but the grant requests do have to come through a Kuanas Club. Um, this area sits in the Kentucky, Tennessee um district of Kuanas. The governor of that district, um, Larry Dobson will be on the ground today. Uh, we have Chris Laneir from Clarksville, which Clarksville is sponsoring the build of this new club. They have 150 members. They have a radio every year that raises $100,000. Every penny that is raised in a community [clears throat] club stays in the community to assist with the kids. Uh we are a membership duriven organization and that all the money that you would raise here in this community would stay right here. And there's just a number of things that you can do to um to inspire the kids and to help them and teach them how to give back. Um so Chris will also be the coach of this club. He's the lieutenant governor of this division. Carol Wisdom, who's the membership chair for the Kentucky Tennessee District, is here this week as well. And we would love to come by and talk to any of you who were interested. Um there's also um a foundation in the Kentucky Tennessee District that grants can be applied for. Uh there is a million dollar liability insurance policy that um covers Quantis clubs. So if a kid breaks his arm at Aquinus event, it doesn't come back on the club. I want to make everybody aware that due to the growth in uh the number of programs that the library has been able to offer over the last few years and needs of our other community organizations and partners, the library is proposing an expansion of our main library in Russellville. We know this going to be a huge benefit to the community. Uh some of the key takeaways for that are the ability to conduct simultaneous programs for different age groups. Uh so we can have parents and kids being able to go to their own programs while they're there. Uh hosting any desired library program there on site, saving staff time and capacity and being able to support other community organizations that need public meeting space. Uh the plans we've developed are directly in response to feedback we've gotten through community surveys, strategic plans and frequent requests by library users in our community. So some of the planned additions include a nearly 3500 square ft indoor programming and event space. Um a 3900 ft exterior programming and event space which will be in the form of an open air pavilion. uh outdoor reading area, 40 additional parking spots, larger staff area, two vehicle garage to accommodate libraries, outreach vehicles. So, also under roof, we're talking about an addition of 13,000 square ft. Uh at the same time, we would do a remodel of some of our uh existing interior spaces. So, team space uh that has grown tremendously uh in usage since we've been in the new building. Uh so we want to provide plenty of space for study and social activities to be occurring. I want to expand our local history and genealogy room, public services desk, and multiple staff office areas. And based on our feasibility study with our architect, the estimated cost of the
