I'd like to get courts permission to purchase a equipment for one of the 2023 Dodge Chargers that and the other one is rich there so it printed on both sides so you can flip to find the total price they are all similar equipment I kept flipping them like I don't understand where it's all at is closer uh and they are a hundred dollars lower but they did really well um well when you've got a wreck you know yeah They're trying to get their foothold in a lot more law enforcement vehicles, so they're very over the top. Good morning. Good morning. On your tablets, there's the Litter Abatement and Recycling Center reports. We did have 43 miles, 225 bags, and five tires of litter pickup. Thanks to the jail crews, the boat that grew off of it is a litter pickup on 6880. We do appreciate all the work out there. The Recycling Center, they worked on it. how much was left if you could give the court an idea of the old Rockwell cleanup as described.

And it's been there an approximate number of years.

They are renting the facility out to other individuals at this time, but they're looking to do more with it. They're working on it. Judge Baker might be able to comment more on that. There's a lot out there that's going to need to be cleaned up.

16 owner surrenders, 11 stray dogs lost, one that got transferred into another facility, and then five child adoptions that were returned. Our adults, we had 13 that were adopted, zero went to foster, six got transferred, there was 13 owner pickups, and then unfortunately, one missing child. Our average daily dogs in the shelter is 39. Our yearly kills, we have

Well, we have 252 dogs have lived, and there has been a total of 154 adoptions.

The animals in the facility today, as of today, is 47. And then we still have a lot of puppies. So if anybody needs a puppy, please come in.

I noticed in the paper they had this pick up, I think it was 44 cats at a residence where the lady had become disabled and was unable. Oh, here it comes.

Yeah, so there's been two. There was one in Lewisburg and then one in Adairville. So there's been two areas. The Humane Society is taking care of the one in Adairville and Southern Paz is taking care of the one in Lewisburg.

I'm going to move on to community announcements that used to be judges announcements but it ended up being all community I've got a whole list here June the 12th and 13th 13th that's this Friday and Saturday at the search and rescue building from 7 to 1 correct they will be doing their yard sale the search and rescue building is at Thurston Lane in Russellville June the 13th is Logan County's free dump day 55 Pleasant View Drive this is for Logan County residents Also June the 13th is Colonel Benjamin Logan chapter of Sons of American Revolution is holding a grave marking service for John Danks at 2 p.m. at Elk Lake Baptist Church. June the 13th is also the Summer Nights Cruise Inn here on the square from 5 to 8. Auburn Tourism's Party on the Square with Andy and the Rockers Saturday at 7 p.m. That'd be rough. Bring your lawn chairs and enjoy the music. June the 14th, the Russellville chapter of Daughters of the American Revolution will be holding a flag retirement ceremony. That's Sunday at 2 p.m. here at the historic courthouse. Residents are encouraged to bring worn or tethered flags to be retired June the 20th fishing with kids at lake marma state park that's a great event for kids please come out and support them from 6 to 11 30. it's a free event from ages 15 and under sign ups are from 6 to 8 a.m For more information call Mike Kirby 270-725-1086. No good news, but just to say that as a neighbor, here's what we're dealing with. Smoke. We've had one outbreak since the last, I think that was two months ago. For breathing problems and smoke on the house, that's always a concern. The noise is, it's unbearable sometimes. The lights, because of I live right up above the hill there. The big tall lights they put in are kind of level with the house. I wondered if they finally could have some kind of shield or something directing the light down. If you haven't seen the lights, you should come out and see them.

Your magistrate sent us pictures that you were seeing every day. And that was very helpful, and I knew you'd appreciate it. She was trying to keep us abreast.

Thank you. the trucks with the compression brakes and the we would like to think that there might be some speed limits on that road right inside our house all those things you know it's just just to say again it's there sometimes it's sometimes it's lets up for a while it's sunny mornings it's weekends And then there'll be periods of time where there's, you know, peace. But I can never be on my porch or outside without living with it. That's the way it is. I just wanted to say thank you for everything you do.

Is there anyone else that would like to speak?

I have a letter. We want the public to know that we have not come to physical court immediately. For over three years, we have repeatedly attempted to contact the plant manager, Jamie Webster, and the owner in Alabama. We are grateful for Judge Baker, Majesty Jamie Goodwin, and the physical court for your efforts to bring this matter to a resolution. After the meeting on April 14th, acknowledging the concerns and assuring the problems would be addressed, we were very hopeful that the noise and the slow would finally be resolved. Little did we know that the next month after the April meeting would be the absolute worst month over the past few years. Due to extended hours of the operation running all night long, we have heard the humming noise inside our home for approximately 30 out of the last 54 days. On Mother's Day morning before 6 a.m., our granddaughter came into our room asking what the noise was that she was hearing. She was sleeping in the back bedroom. The noise was real. Other people hear it and it's affecting our daily lives and our quality of sleep. For the past seven days, we have not heard the humming noise at all. We do not know whether it is quiet down, not running at all, or if additional power bill is just not being used. As mentioned in the April meeting, Mr. Webster informed us that the enclosure around the processing plant was completed and it had run all weekend overnight, which we did not hear. However, something has changed since then and we're hearing it loudly during the day and at night. We have been neighbors besides C&J Moats for almost 30 years without hearing a single noise. If the amount of moats which is being processed today is similar to what exists It is also difficult to understand why a company with decades of experience in this industry and suddenly want to be a good laborer and positive member of the community would allow nearby residents to endure these problems for over four years. It seems reasonable that the concerns involving the significant noise and smoke impacts on neighboring residents would have been addressed before the operation started. We are simply asking for answers and a path forward. What's the cause of the noise we're hearing up until a week ago? What should nearby residents expect in the future? Will the noise return? What are the operating hours of the equipment we are hearing? Are additional operation changes planned? Is there a permanent solution for the noise? the physical court consider additional oversight of operational restrictions including noise and hours of operations, zoning review, or other measures. If the operation today is substantially different from what existed under C&J Lodge as evidenced by complaints, should there be a review of whether the current operation remains consistent with what originally expected for this location and its surrounding neighbors? We are simply asking for the same peace and quiet that we have enjoyed for 30 years before Santa Barbara took over. And I want to have to say, it does look like he is trying to get the fires under control, like I haven't seen him smoke. But he's about drove us crazy doing it, with the running at night. And you know, I was kind of moshed last night. I'm not a pretty easy going guy, but I'm getting fed up with it. When it starts thick in your sleep, it's a totally different story. We don't lock in during the day. We have it running 24-7. So it needs to be something done. And I kind of look at it this way. If I was going to go somewhere and start a cattle business, another cattle business, And I bought a piece of land. And I went in there and didn't check any fences. And just turned cows out. They started running all over everybody. That's how I see it. It's what they did. They come in here without all this in place and put all this out on all the community. And I appreciate y'all helping us to kind of get something done.

Mr. Scales can I get a copy of that letter when can you email me a copy of that letter yes thank you thank you did you say Mr. Scales did you say I'm just so I understand you say I think you make statement that since we had them the meeting where where the representative from Sims spoke and you guys spoke and told your concerns he says gotten it was like worse

of the four years because they started running all night okay they still they fixed the one machine that's been a hundred thousand dollars i don't think we're hearing that machine it's something it's a it's about the same thing it's not the largest layout during the day but at night with that type of humming it just comes through your walls and we got tvs going we got fans going and i'm almost deaf in one ear and i can still hear you you stand you were standing out on your back porch and you made a video and it sounded like his central unit was i said is that your central unit and he said no that's the hump

And I said, that's continual? And he said, yes. So, I wouldn't, I mean, like, your property, I mean, like, you pay property tax.

That's not, mm-mm. And before the April meeting, Jamie texted me and said, did I hear anything? I said, no, about my weekend. He said, well, we're running all night. so I said well good it's fixed and I mean I thought this was over with I was thanking the lord you know maybe it's over but it looks like to me that we just got all gassed up and let down thank you thank you sir is there anyone else would like to speak to this this matter on the public side if not Mr Webster would you like an opportunity to speak

Last meeting was April 14th when I was here and spoke. Let me just say I hear the complaints. I acknowledge. I heard the voice complaints. Since the last meeting, I apologize I couldn't make it to the to the May meeting, I'm just going to give you some facts. We started on this project in the November, end of November last year, first December. Due to our busy season, it's kind of like farming. We're busy during the, you know, when it's harvest time, we're busy. So we finished completion of that project. It's only been one project and that's the process of planning. That's three-by-selected with a fireproof enclosure. We've fully enclosed it. The 5% that was left that we had not completed at the last meeting that we were at was leaving The stuff leading into it, the conveyors going into it, sealing it up, covering those conveyors, lots of things that sound could escape, right? So I'm just going to give you some facts. That is complete. We have completed it. But as of, I don't want to tell you, May 30th and Saturday was completion of that project. Which project was that? On the low end, we spent $150,000 to do that. So I'm just going to give you some desperate reasons. At 150 feet of that enclosure, standing right in front of it, in line with Mr. Scales' house, which is the way the crow flies, is roughly 1.13 miles. And I'm standing 150 feet away from it. This morning it was running, it was 65.7 deciliters. Okay. The normal conversation is 55 to 65.

This is after your May 30th revision of work on it.

And then Mr. Scales said there ain't been no noise for seven days.

A vacuum cleaner for 77 So, well, it's 65.7 decibels, 150 feet away from it, and he's 1.13 miles away from it. I mean, there's lots of things we can do, but there's lots of things I can't control everything. All I can control is that that same number before april before we started the enclosure we were in 85 missiles it's like 85.4 pistols and now we're at 65.7 as of this morning so we actually did we also put where you can use some of our totes we have some uh to build even to build a wall in between us and him We cleaned out some of our tubes, and we filled them up full of water, and we've actually made a wall in front of our processing plant. So I mean, that's on top of everything else we did.

What are you using to measure the decibels?

It is NIOSH. It's the National Institute of Occupational Health meter. OK. It's recognized by the CDC in the ocean. OK. It was early April, sometime after our April meeting. I think that the smoke thing we've got under control.

How do you have, what have you done to control it?

Well, like I said, the things that I give at the last meeting that we were looking We haven't had an issue with it. I haven't had a complaint. And I will say this. I've had several people calling wondering why I was up here in the first place and thought I was If the judge would like to come out, he can take his own. I mean, I can show him the things we've done as far as that goes. But we've done everything I said I was going to do. I believe we've lowered the decimals, 20 decimals, and it's within the range of a vacuum plant at 150 feet.

One of the complaints that I've been receiving is the backup beepers. Um, you know one of the houses is a good three quarter of a mile away and it's just like it was in their back door and I heard it and it's not Mr. Scales it's the far other side of that entire neighborhood I've heard that they're talking you know they were talking about the smoke I mean one of the plus sides for you is we've had a lot of rain in the last little bit that will control that smoke I mean it's just obvious I mean after the rain we had yesterday that does that's going to take care of a lot of that hopefully for a while you know as I said I spoke to the other facility I spoke with the judge executive that has the other facility in eastern Kentucky and one of the things that he said to me is they are constantly running sprinklers out here and you know I know you said that you didn't think water was part of the problem, would cure it, but I mean water's always putting out fire everywhere I've been around. So I think that's something you need to look into is putting in some sprinkler system on this to control the smoke, to control the fires.

Let me just speak to that. I didn't mean that water wouldn't put the fire out.

I understood. I apologize for that.

So let me just be clear about some of the same water bubbles and still got some old irrigation heads that we've used till you so i do have a spread version out there okay how often how often are you running them right now we're right now we're only running one okay but we have a very small pile we're at our smallest inventory right now okay

Have we looked into anything with the health department? We were talking about doing something looking at the health department.

I know the Kentucky the Environmental Protection Agency of Kentucky has been contacted and they contacted me.

I might have heard you wrong. I don't know. But I want to say you're here because the community and the people around Sims have concerns. And you're the one that that is the plant manager so you have to answer the questions my my concern is i've driven back there several times turned around sat there and watched and when i did used to go to cnj mulch a lot because i used to landscape for a living and there would be tripods with water spraying and I've seen it spraying when it's been sprinkling rain um you said you had well a well back there or something that used to be a quarry so I'm sure you've got an ample supply of water and I haven't every time I've been back there and I've been back there several times to turn around and just sit and watch I haven't seen any water spraying and again C&J Mulch always sprayed water and they, we did not have fires, nothing like we had. You have control of the fires, um, or smoke and I think that, I mean that's, that's a plus, I understand, um, but, um, the water situation is one thing the my question is do you sell your mulch the bag mulch because you do not sell bulk anymore like C&J mulch did do you sell bag mulch to the community like can anybody go back there and buy like could I go back there and buy a pallet of mulch so much okay the community to the community okay are you I think that I remember if I remember correctly you were running two hammer mills that's what we've always had that's what you've always had so the first stage was water and fire proof enclosures and so you put these totes up full of water and that has that's just a second that was just so you enclose the hammer mills to stop the noise and so in the last seven days the scales and the neighbors and stuff they haven't heard any noise so that's what's that's what's contained this noise the completion of that was uh on may 30th may the 30th may 30th excuse me okay so i'll um yeah i wanted to um those are some of the concerns the the the lights I mean it is it's lit up like a football stadium back there um on the nose back there and then um like say the beep the backup beepers and um on the pork trucks which I know safety and OSHA requires stuff like that I get that completely um and then the jake brakes the speeding coming out of Charles Mack any of this would be greatly appreciated if you can help take care of this because like you said you want to be a good neighbor they want to be good neighbors I'm sure Logan County wants a business and wants good neighbors but personally i wouldn't want to have to you know i wouldn't want to have to deal with it i mean i'm just being honest with you i i mean and i get phone calls and texts from these people and pictures and i feel for them uh having to listen to it and and it's it's it's it's it's a serious situation absolutely so you say you come back here and see if there's water back there but you're not

Mr Webster one thing I'd say on the lighting I don't know what it's called somebody on the corridor here may know but like there's this directional lighting that they use on ball fields I don't know if you've ever seen it I've gone out there when it's dark and seen and it is just like the Sun you know it's a glow and it's going everywhere they use them on ball fields and their directional lighting and I mean they'll light up the ball field but you step off the ball field and it's dark it's pretty neat how they do that I know Judge when we were talking about the park situation there or plans for the park we were talking about that type of lighting and you know and I know I'm not sitting there trying to tell you what to do but I think as you look at adding lighting or hopefully replacing some lighting number one it'll probably pay for itself because of the energy savings of the type of light y'all running in this directional lighting that man it makes a big effect the reason they use it is because there's houses next to ball fields and you know they're running ball games at 10 o'clock and 11 o'clock at night and you know the neighbor's yard is dark but the ball fields lit up it's pretty neat i would look into that that would greatly help the lighting situation there i appreciate that

Item number six discussed ambulance service bids received on June 2nd, 2026 at our special called meeting for fiscal year 26-27. The Ambulance Committee and myself have met two times now dissecting these bids, bringing them to light on what is and isn't available and just basically breaking the bids down continuously to make sure whatever we choose is the best for Logan County. As of yesterday, we still have not come to a complete conclusion. So I'm going to ask that we table these bids and give us a chance to go through them a little bit further so that we make the best informed decision for Logan County. Would you two like to make any, I'm sorry, just a second. I have a question.

when the committee meets and they look at this it's been asked of me to ask does the contract include offering training for the first responders yes this would help get their hours

absolutely John can you come in yeah John actually had a we talked about this yesterday with John and what we talked about last night we have never once turned an agency down who wants training anybody who's ever called and asked for training they can come to our house and do it we'll go to their house we've got a training rooms at the station that's fully outfitted and will provide any training that they need. And we're staying committed to that and we'll put it right in contact with the church.

Good. First, I mean, like, for example, like, if a day were, you know, the first responders at a day were to come and say, hey, we want training, and it would count for their hours.

I mean, that guy, the Logan Kennedy Superhero, I've watched that fellow work 100-hour weeks, come in all hours of the morning, full call, make back-to-back runs and do everything he can to make ends meet. And so if we have the opportunity to have that expanded coverage, and we can fly away before he can get that third truck, it would just be a real shame. He's an example of one of the women you guys have down there, and it would just be a real shame not to let them have the opportunity to have that third truck. It's going to make a lot of difference.

Like I said, we've got a great committee. The sheriff, Curtis Tyler, myself, and two community members that are very that are very outspoken and understand this and are very very neutral and biased is one of the most important things when we made that decision and very knowledgeable they live in the community they work for the most part in the community and they understand how this works and we've spent a lot of time talking and discussing and know whatever decision we made will be what we consider to be the best for Logan County

Go ahead. regardless of what decision you decide to make on on that obviously we have to fund it okay and i i agree with what i've been told about a third truck would be great and that's what we need to do i do think the most prudent thing is ask for more time so not exactly sure when this contract is up is it july 1 my first request would be to the court to extend the existing contract I just don't know that you're going to make a correct decision in thirty days especially if you're wanting to add more than what's already in the budget okay don't know that that can be done that's between Joe and the judge the existing provider Comcare you know but that would be my first request that y'all extend the existing contract ninety days six months I don't know you know but something reasonable that we get a little more breathing room because honestly as we've dealt with many things before we should have been doing this six months ago or three months ago we didn't nothing we can do it's not the end of the world Comcare is going to work with us they've been working with us for 17 years I am confident that they're going to continue to keep working with us to resolve this and come up with a good decision but we just need time to work through that but regardless let's go to the money part of it we just got 1.8 million dollars out of what we wanted in the budget okay we started with our wants And we had to cut $1.8 million out of it. And we did that. That's the reason I made the comment to the jailer's representative here. It is very critical that they increase revenue by $400,000. If not, you're going to have to come up with $400,000 out of your operating money. to have a balanced budget next year okay so you know I use the term a lot selling widgets he is got one widget he can sell and that is putting staying inmates in every bed that we have in our jail that creates revenue if he doesn't we got a revenue problem okay that we're going to have to deal with as as the court goes goes along so as you're looking at what you would like to do you have the bids as you look and say hey we like this and that's going to cost an additional three hundred thousand dollars you i'm all for that you're just going to have to let us know where you want to take that three hundred thousand dollars Okay? Because we don't cut 1.8 out of it. And for me, it is not prudent to take that money out of your savings. These are everyday reoccurring operating costs, and you can't take that out of savings. It's not like I had this one event, and the roof started leaking, and I need $200,000 to put a new roof on. I'm going to take it out of my savings, and I'll put it back over time. We know once we start it, it'll be an additional $300,000 to our budget every single year moving forward with an increase of cost of living you know that $300,000 turns into $320,000 $320,000 turns into $350,000 so forth and so forth I'm 100% for adding it seems like the third ambulance is the right decision based on conversations I've had with the judge Tyler and Chris and I agree with that I've even had multiple discussions with John and he thinks it's the most prudent thing for us to do and so I have to lean on y'all's recommendation but you know when you're asking for the money it's easy to sit here in court and say that's what we want and I guess we're gonna do it but nobody wants to have the discussion about where the money's gonna come from and that's gonna have to be a whole court decision okay I'm not gonna sit here and just vote for that and make everybody feel happy and fuzzy you know you're gonna have to have discussion where the money comes from I think if you give us little time 60 days 90 days 120 days I think we can come up with some better ways to crack the egg and get that third ambulance and just do it a little different way but it takes time so hopefully that can happen I'd hate to be pushed into

Is the third ambulance going to are they are they still going to do that or is the third ambulance what is going to stop the waiting process or i don't know there's no good there's no right or wrong answer for that no i mean i'm just you know that was that's a concern that i've had some phone calls

I mean, well, the Comcare at least has said, you know, they will continue to monitor, you know, what their loads and their schedules are. There are opportunities to do transfers. They will do transfers, but the commitment is always to the 911 aspect of it. However, we can never be fully equipped to handle every scenario, you know, and we have had scenarios, especially with two that, uh, two that'll be on a 9-1-1 run. That's why they call it a Knicks game. I think if the committee was really honest, you know, there'd be consideration for more, but I don't think we're, we know we can't make that jump.

We voted to table this and I think honestly let the committee meet again and let us come back and maybe meet with the budget committee one more time and then we'll come back with it and Joe and we'll come back with a recommendation from there. Everyone good? Hearts and minds clear?

it's a crucial decision it's a very important decision for our county and I do not want to take it lightly and I do not think it's something we need to rush into we've had less than two weeks or right at less than two weeks to try to make this decision and I just don't think we owe the county more than a quick let's get it right not just do a one time fix and we're going to take money out of special reserve and fund this and not have a plan

Let the soil get a plan, get it right, get the funding right, and that way it can just move on year after year after year after year and we don't have to continue to crack that egg every single year. I don't want to kick the can down the road and have to deal with this again next year.
