Dear God, we thank you for this day that you've given us. And thank you for this rain that you've bestowed upon us, Lord. And we thank you for an opportunity to meet here today and conduct the business of Logan County's fiscal court. Just to give an update, the last school meeting we were getting, we had just, we're in the middle of a work ready boot camp, it was very successful, and the was partnering with Google Industries, just providing the students, but the forklift operator certification course went very well, and we're working on planning the next one. It's there, but it went very well,
As we plan those, I'll extend that invitation. You all are always welcome.
And then we also had our pre-release for the month of May. We do that every other month. We won't have one in June, but our next one will be July 17th from 2 to 4 in our classroom at the jail. Again, this is just some updates. they're on the drive just to follow up I guess to continue is any update from the on the roof he reached out to me

It would be awful close. I think it's a fair number. You know, it may be a little more or a little less, but it's not far off.

They stay on top of the maintenance every month and checking and try to look for upcoming issues as they see stuff. Whether it be a mower or whatever in case of a media fan.
So we got the problem fixed pretty quick.

I just wanted to share that I've been test driving a new platform for grants. We previously looked at one. It was going to cost us somewhere around six grand, this new one. And the first one wasn't really great for government. This new one is half the money has already identified $2.08 billion, with a B, in potential funding for the county. So I think we're going to have the next fiscal season. That's pretty much it right now on grants. on the archives and genealogical society side we are bringing to town jeff fagin we're bringing jeff fagin is going to present his revolutionary war in a trunk in july we will have all of that it's on the calendar for everybody that needs a reminder um it's going to be out there it'll be right here in portland we're also working with the sea museum to bring a mr covington to town to present William Wells Brown, How I Got My Name. That will be during the 8th of August celebration. And I'm currently in discussions with Nicky Hughes out of Franklin to bring his Civil War in Kentucky presentation to the county. We don't have a date on that yet. So we're working on those things. I also wanted to let you guys know that on June 6th, the Gloving County Archives will be closed. This is on the calendar as well. Because we will be attending the Kentucky Historical Society Awards Ceremony. celebrate Judy Lyon's selection as the Dr. James C. Carter Lifetime Dedication to Kentucky History Award recipient for 2026. She's very deserving of this award. If you know her, she has spent the better part of 50 years of her life promoting Logan County history, Kentucky history, and preserving it and teaching us how to do the same. Give me her name again. Judy Lyon, L-Y-O-N-E.

Well, so that's actually part of the ADA accessibility project. Ben Kimplin is helping us with that. He is designing a roof, a porch roof for that. the steps. Um we have submitted the OSA review and the um section 106 review. Those are both specific to making sure that archeological resources in the county are not disturbed and we're good to go on our property. Um so the next thing is um to just get the plan together, decide what the design will look like and so part of the solution will be .
And at that point, then, you'll bring it to us again.

I fully expected that when I got there this morning, we'd have quite a bit . So maybe that's what helped.

May the 29th is a concert at Carrico on the park, presented by the Chamber of Commerce. It's their kickoff concert. May the 30th, the clerk's office will not be open for normal Saturday business. May the 30th is the Animal Shelter fundraiser with Southern Falls, Friends of Logan County Animal Shelter. They'll host a car wash and a dirty dog special adoption event. That's 11 to 2 at the shelter on Morgantown Road. June the 4th through the 7th is the 400 mile yard sale on down 6880 that will begin. Please be careful and watch as traveling through there. June the 6th is Kids Fishing Derby at Coon Range Fish and Game Club. That will start from 9 to 11. Registration beginning at 8.30. All children are welcome. Bank fishing only. No boats. There's quite a bit of other there. June the 6th will be our Cows Testing, our monthly outdoor warning system at noon as long as we have good weather. Moving on to reports. Good morning. I don't know if anybody knows Courtney. Courtney is the assistant director. She's going to come up if I can't be here like two weeks ago, so... We're kind of behind the eight ball, but we'll go over our numbers for April. In April, we ended with 34 dogs, and that lost four dogs to one. We had 23 ACL pickups, 17 owner surrenders, three stray drop-offs, one transferred in, six trial adoptions returned. We had out 37 adoptions, with shelter 41. Year to date, we have 243 dogs brought in, 244 dogs have left with 149 adoptions. Animals at the facility to date is 42. Just a few things, more puppies. We have eight shepherd curb mix puppies ready for adoption. Plus, obviously, we have some amazing adult dogs. A couple things to go over. For facility maintenance, we got a grant from Who Will Let the Dogs Out, and that paid for eight kennel doors in the vinyl panels that we're looking for. I'm going to pass around. I was trying to get it. We just got it done yesterday, so we were closed. This is what they looked like before and that's what they look like now. So we're pretty excited to have that all done. the difference is night and day from what they had before where now the final thing they can't see each other so they're not trying to get at each other aggressive can be aggressive and so it was a huge huge deal for us for from who let the dogs out they bought and paid for it for all that it was 12 kennels in total so We're very, very grateful. And of course, none of it would be possible without the inmates. They came in and did everything. They did a great job. They're a huge help. So yeah. Yeah, it's pretty cool, the difference.

Yeah, and the gates, that's probably the bigger thing. The gates were all rusted and corroded and the dogs would bite it and it would get hurt. So we got all the gates. So that's pretty cool. We're excited to have that done. On another note, employees, we are in need of one kennel tech. It's a part-time position. per day, five days a week. If anybody knows anybody that's 18 years old and can pass the drug test, that seems to be the contention, but that's what we're looking for. A couple other things real quick, and then I'll get out of your hair, is this Saturday from 11 to 2 at the shelter with Southern Paz folks. We're doing a car wash fundraiser. There will also be a bounce house, raffles, bake sale. Maki Food Truck will be there, and we're gonna do pit bulls for $25. We do have an excessive pity, so we have some great pities, so please come on out and see them. In the last note, we were actually down to $31 at the beginning of the month. We were so excited to hopefully try to get under that 20 number, but unfortunately, we've got about $16 in in the past week or so.
Mainly puppies.
Eight puppies, then the rest, so about half and half, and they're just, they're coming back, so they're fast and furious when we try to get them out fast and furious, too, so. Anyways, that's what we got. Hopefully, next week, I'm going to have Courtney, she's going to present, but other than that, I don't know.

I need to call for a road hearing for the new section of Guy Candler up on Plainview Church Road that the church has built. And so I don't know what the possible earliest date we could have that.
We should be able to get it signed off. second meeting in June June the 23rd June 23rd are we adding apart and deleting apart We're going to be adding the new section and deleting the old section.
Let me refresh for the court. The old section went right up next to the church, and there's a hill right there. And they had so many near misses of accidents, people were going through their church parking lots so they could get a little bit of visibility. So they asked if they could change the road turn. before it got to the school and the church. And they have made a really nice road there. Pee-wee's checked it several times, Phil's checked it several times, and I'm always there. So I think Pee-wee said it's good to go if Phil was good to go and if Joe was good to go. And so, yes, we're actually, they've already paved everything. They're taking off the old section that goes next to the school, and they moved it down where there's better visibility. Much better. I did have one thing I wanted to bring up that we talked about. Of course, you know, we don't have countywide planning and zoning, so if someone wanted to build a solar farm or build something over here next to people's property, they can just, they can do it, right? So even though it's, some things are not wanted. You know, there's been lots of talk about data centers and the move that that's bringing Kentucky land and, you know, there's just a lot of There's a lot of disadvantages to that for rural communities like we have. And I know without planning and zoning, ordinances may not have much of a piece. But with that being said, I don't think there's anything wrong with us looking at an ordinance and talking about an ordinance for data centers. just just because you know what until we get to a point where we can if we had canon wide planning zoning we that would give the public a chance to come to a hearing and and express their opinion before something like that change but uh you know just like we did with the solar panel ordinance i would like to see us do something with an ordinance on data centers until we can get to a point of something more solid you know anything just to kind of let Let it be known that as of right now, with the unknowns and the disadvantages that I have sort of researched on, entire court to vote on that, but you know, as far as I'm concerned, it's not something that I want coming to Logan County. So, maybe... What do you mean?

So anyway, if we talk to Joe a little bit about it, you know, if we can find an avenue to go
I talked with Tyler a little bit by email last week and the problem is at least with solar farms the legislature has given you that option to do that without planning and zoning they haven't done that with data centers so if you passed an ordinance specifically for data centers it would not be it would not hold up if it got challenged if you want to try and figure out something Like I said, I think looking at regulating something else that goes along with that and like we talked, yeah, and water and electricity was what you'd thrown out and water was kind of what I was thinking and then looking at the KRS about what the fiscal court's powers are, 6783 gives your additional powers and preservation of natural resources such as water is one of those. In terms of electricity, if you turn over to subsection 3R electricity would be outside of those. So I'm for it, but if you're gonna do it, let's do it in a way that it would actually work. The only problem would be these are just things to consider, and I think there are questions we could get answered, but we would have to probably make it broader than just data centers. So it would have to be businesses that consume a lot of water, which is one of the outputs. these data centers and I think one of the things that people complain about with them is it drives up prices for the community and whatnot so my thought would be to involve our water districts to see you know if there is some sort of a process that a new business that's going to consume large quantities of water has to go through them we have we put that in some sort of a regulatory ordinance which would be a way that you could legally probably prevent those from coming in and disrupting our resources.
And like I said, I think the county-wide planning zoning is more of a right it's the best way to do it it's the best way it's more of a way to involve the public if someone wants to do put a data center next to a group of houses the public can come and say we don't want this as wine and you know you know more likely wouldn't happen but as of today someone can buy a piece of property and put a day center right next to your house or they can put a can facility right next to your house yeah or they can put a solar farm right next to your house.
We've got three or four things in my district right now that are a big problem. And Phillip, you sent this. packet of planning and zoning pros and cons excellent right so thank you for that because it will definitely make a difference for people to read these wonderful on the water thing you can reach out to the water district to see if they're what they take is on that yeah
that's something we can look at and look into but it's going to be take a little bit of time to get something like that correct but the end goal is is without planning zoning in this county we're never going to be able to stop everything
would this have anything to do with the possibility of well like what the people are dealing with now as far as the smoke and stuff that's in the books that would probably be something different but Nathan did at least start collecting some information on that this would be more of a
preventing it from coming in if you were going to be a business that took all of our water supply basically.
