Uh he's supposed to come back the first meeting of June, I believe. Um from talking to residents that they don't I don't think they made any changes out there. Um I've been catching it from them. Um, so I just want the public to know that I will be looking into some type of ordinance to make the quality of life better for the residents in that community toward the whole county. Uh, I'd like to get course permission to take out of the current budget that we're under. Uh, try to squeeze out that money through that budget that we have today. and uh and buying those. Um they are used uh Missouri Highway Patrol is one of the quotes. That's a quote I like. They're very good cars. Um they uh they're taken very well care of and we've used those a lot in the past. So, uh they'll be good starter cars for the new hires to start out in. So, you know, we're we're growing
growing pains. I guess
it is growing pain. It's a good pain. Uh we uh it's again, I've said before, you you can't get people to apply and then all of a sudden you get really good applications. So, we're down to like one position at the agency and that's not us. We've never gotten that close to being completely full. I it's just and we've been blessed that we we really been able to save the expenses of reusing equipment from the past, but now that we're at capacity, uh we're just going to have to squeeze out what we can and buy some new equipment to to get two two more people on the road. So,
and this didn't I'm sorry. No, go ahead. This didn't with the with the the leasing program. So with the leasing program, it it it fixed what we had and and what we currently have. Again, we don't budget or prepare for new hires. We just buy, you know, so we've never So we've replaced all of our stuff, but these we don't have any spares. So with the new hires, we're we're having to add those cars.
And these can't be added to that. we can. I just felt like we we have 18 county owned vehicles and 11 leased vehicles and um you know I know we just got that contract going and started so I felt like going with the le these cars they're used they're very dependable uh and then that gives me time to figure out the next couple of years of maybe adding to the lease if that's an option down the road when we when we went into the lease program We knew we was going to have to buy a vehicle every year probably and maybe sometimes buy two. So he's looked at his budget and he's he knows he can get
I can do this now and not have to budget for it next year. Correct. Just for the public um resertification. The money for this would come out of your existing budget and it won't come out of further taxpayer burden. Okay. I I will not have to increase the upcoming budget to do this just you know that needs to be Yeah. No, I mean that's that's you know deserted.
It is financially the best way to do it and and for me as the budget that we do it this way. I mean I can squeeze a little tighter and get it done and you know I these are good cars so I don't mind going to this cuz it is a little bit less expense. You had cuz you got three. Yeah. So, well, this is Missouri highway controls. They just list everything. Okay. So, what I'm looking at on here are the 2023s with and they're all
Yeah. These are all the basic mileage. These are all 25,000. They're it's a little bit higher than those, but these are Well, I mean, these these are the 20 they're 21 ones as well, but I apologize. place of your mileage. This is what that's what I could find another 2023 Dodge Charger. Same as every car in your fleet. Thank you.
Yes. Yes, there is. I have a 2011 Ford Crown Vic is my spare and it's a great car, but it's just it's a go-to class car. Right. So, you know, if someone has a shop issue, they drop the cruiser off, they'll take that one. So, no, we've every vehicle is utilized. And again, like I said, we the lease program fixed what we had. It was current, but with the growth and again, you know, we're always probably going to have to buy a little something here and there, but uh next year we won't. So, I get to save a year. So, two of these.

Uh, as of last night, I don't know if much of you know, uh, Billy Poo used to work for us. He been a public server forever. Was in a bad motorcycle collision yesterday. Uh, but as of last night, he's got some broken bones. uh dissected aorta but he's spleen and kidney damage but he's stable and but in critical and intubated in ICU so uh just kind of keep him it's all prayers for you he's uh he's he's doing better than we got operationally yesterday so uh no brain injuries no skull fractures but a lot of road rash a lot of broken bones uh so he's he's going to be out out for He's just retired long ago. So, just keep doing all.

Uh, this is going to run through again the the election plan because we are running out of options here. Tomorrow will be the last day uh for excused in-house voting. Uh we'll start Thursday with our early voting out at the extension office. Uh that's going to run 8 to 4 and again that's out at the extension office. That'll be Thursday, Friday, and Saturday. And then we'll see everybody on Tuesday, May 19th. That's our big election day. Again, those locations, Logan County Career Technical Center, Lo County Extension Office, Lewisburg School, Aarville School, and Auburn School. As of this morning, we had 89 county uh 65 state, 39 or 37 on our state side. holding the one for county accounting for 155 and I just wanted to give uh some updates. Uh last week we it was kind of between one week and and the next finished up our uh our work ready boot camp. It went very well and uh we've started our new venture which Goodwill Industries has always come in and helped us with our pre-release and they offer numerous resources through their career center but they they look for a partnership with any any any jail that would uh just allow them to come in and offer their resources uh and funding. All you had to do was supply the students. Uh we we started today or I'm sorry yesterday with forklift operator certification. uh that they're that they're covering covering those costs. So, we've got 12 students in the class. They will do classroom. They've got a VR simulator uh set up that they set up in the classroom and then they'll do the hands-on with the fork truck itself. I'm looking forward to that, but I would love it's very it's pretty awesome setup, but if you all have time, please come by the jail and check that out. That'll that'll go on all this week. And then just uh just a follow up from last court meeting some of the court uh had own their own business. Uh if you're second chance or whether you are or not, we would love for you to stop by and see our job fair. Uh at the end of the work boot camp, I always put together a job fair for our for our guys. Trying to get them back in employment. That's what we want again to where there's not a burden on the taxpayer, but they're they're they taxpayer themselves and that that's what they want too. They don't really go
back to their old ways. Uh but May 14th, so this Thursday from 2:00 to 4:00 p.m. uh come by the jail. We'll have that that job fair set up. Uh they they will be dressed. They'll be ready to answer questions and they build resumes. Uh and again, they take this very serious and they look forward to this. So, I would like to just extend that invitation to you if you can stop by. So, and if you can also come by just to check out the classroom, set up and and watch them go through that full truck certification. They're they're very excited. I'm going to go ahead give a small update. She's not here today. Uh they are actually finally starting the install for the new phone system at the EOC. Uh she's nervous as she can be, but it's going to be successful moving forward. Archives and grant updates. Denise shoulders as our grant writer. Can you give us some updates about that?
I got numbers. I got updates. All right. So, since September 2025, we have submitted $2,627,641.30 countywide for everybody that I have helped. Um, we have won 145,571 so far. Oh, that's great. Um, we have let's do archives now have started. Great. So, let's do it. No, no, you can go. You Hey, it's your time. You do however you want.
Well, my notes are all over the place. Um, okay. So, we the archives the archives applied for a grant with Kentucky Humanities Council yesterday. Yesterday afternoon, we got a yes. So, it was that quick. So we are bringing in partnership with a whole lot of people around the county physical court tourism library museum s paper radio we've got all kinds of support to make this happen. Um on July 10th at 6:00 p.m. here in the boardroom and this is in the calendar for you guys. Um, we are bringing Jeff Bagot to present a speaker bureau presentation on the Revolutionary War in a trunk. It will be a free event. It is open to the public. We encourage everybody to come out and learn a little bit more about Revolutionary War service and what these guys may or may not have had and how it was used and what it meant. And then we're going to follow that up with a presentation, a Kentucky presentation by William Wells Brown called How I Got My Name. We are coordinating that with the Seek Museum to take place during the August 8th celebration. More information on that will come out once time and location is confirmed. So, we're pretty excited about those team those two things to kind of tie in the fact that Logan County was settled as military district and then also to um acknowledge and give people more um information and understanding on enslaved people becoming free and that part of our history. All right. We're excited about it. Um, we're also in the process of working to become a Family Search affiliate location. If you're in research, you know what that means. If you're not, I'll explain. Um, Family Search is the Mormon Library, the Church of Jesus Christ Latterday Saints. It is their um mission to make Family History freely accessible to the public. To be an affiliate, all we have to have is a static IP address and a dedicated unit, a computer station in the office. It is free to us, free to the county. They're not going to give us anything. They're not I've already checked with IT about this, so we're good to go. Um, all it does is give us more access to their website. There are some things that you can only access in an affiliate library. Um, there are three history centers within 40 miles of us, but all of them have limited hours. There are two affiliate locations within 30 to 47 miles of us. So, we're kind of in a dead zone. And by us becoming an affiliate, it opens up a lot more access for people who are close who can't make that travel to these five locations. So, we're pretty excited about that.
When do you hope to get that up?
Working on it. Um, I started working on it yesterday. Ran into some problems. I've already been working on it this morning. I'm with their tech department trying to figure out because I get there's four pages. I get to the bottom of page one and it just sits there and doesn't respond. So, we're actively working on that hopefully by the end of the week. I would love to say by the end of today, but I have grant reading one. So, we'll see. All right. Grants, we have um one that's due Friday. So, I'm asking for permission to submit. This one requires multiple steps. So, this is a pre-application. This is flood mitigation assistance through FEMA and it is um to reduce claims against the National Flood Insurance Program. The priorities are capability and capacity building activities, localized flood risk reduction projects, and individual flood mitigation projects. The only thing that we need to submit are numbers on cost and PB is working on that now. So we would like permission to submit this one um on Friday or at least by Friday.
Oh yes, I second that. That's wonderful. You never know. Motion by second by the road project is the one that we've been been working on pretty quick or pretty heavy. I didn't realize that was available. How much will it afford us? Um, we don't know yet. Well, I trust everything you're doing on that. The notice of the notice of funding is 60 pages. So, 60 pages. We just had a say on what he would charge us, but I think we're going to have to do it out ourselves. So, it's going to be 42. Now, I asked a couple other people come and give a be that never showed up. This is the only bid that I received from Eddie. So, uh I'm sorry I ain't got no, but if they don't bring them to I can't bring them to y'all. I honestly think this is a fair what it is. We're just going to build an all in over our door because if it's pouring down rain, we get called, we got to unlock that door and you time it get soaking wet and then now you're already wet before you even got out there and done anything. And so we had them come and do this. I've been talking to judge about it.
Mhm. And uh I told I just bring it to the whole court. I could probably straight through him and brought it to you, but I just I like y'all know what we're doing to which he would have told you. I know we would have, but uh the main thing I'm just asking for permission to do it. I've already called 811. They're going to come out and check all the lines and stuff. Uh and we did get approved for our grant, which y'all may already know that for our backup generator. And I'm working on that now, trying to get it more quotes. But, uh this is that's going to look similar to what Russ rolls out. Same guy. Same guy. Yeah,
that looks good. I think it's going to make a building look a lot better. Number one, it's going to make the building look a lot better. Plus, as he says, if you're coming out into the power, right, with our structure, you know, support, plus trying to unlock that door in the rain, you're end up getting a shower. Just uh we're looking at doing an open house sometime. All the way from see the changes we made on I don't judge them out there. I think maybe even I can't remember. Y'all are want to come out and see what changes we done. We had to tear out some rooms. We added a new kitchen. We got some sheltered rooms for sure, which we sheltered our nice rooms to people. And uh that's why I need to get this generator in because we lost power. I was going to start setting up generators all outside building run covers. Good morning, friends. I'll brief, but uh been a lot of public outreach and interest since the last board meeting as you command for the annual service and uh I think an interested and engaged community is really important. So, I think that's commendable and I appreciate that. I appreciate the calls. I've said it up here a dozen times. We're completely transparent and I do genuinely appreciate when they reach out to me even even when they're mad at me. I get it. And uh I just appreciate that. Before I mean, as we move on and talk about bid specs and coverage models and subsidy amounts, things like that, a point I would like to make for the public is the men and women in the ambulances don't make those decisions,
right? And those folks are out there doing really hard jobs. Um it's a very uh physically challenging, intellectually challenging, emotionally challenging job. and those men will do a fantastic fantastic work every day. We have a a class one ambulance service here in Logan County. And for those who don't know online, that means that we respond to everything. So, as terrible a medical or trauma scenario as you can imagine, these folks go through it every day and do a fantastic job. So, so just want to make that point that if they don't make these decisions, man, they're out there working hard for us and we all be proud of them. Um, kind of in regard to some of the calls I've been getting and some of the conversations we've been having, been working closely with you guys, giving you a lot of data, things like that, so you can make an informed decision and I appreciate that. Um, we we being comare obviously this ambulance service came here in 2009. This will be our 17th year here. We showed up when the county kind of abruptly needed an ambulance service. things going to happen fast. And we responded to an RFP, a request for proposal at that time to provide two ambulances and ALS ambulance service around the clock. That was that was 17 years ago. Um we're still responding to essentially largely that same RFP. We're still asking for an ALS annual service with two trucks. And u as Mr. only pointed out last time in that 17-year period, we have consistently provided more coverage than we're contractually obligated to do. And the reason I say that, I say that for the public, I want them to know that we're doing everything we can with what we got. There's not a service in this whole world who can make more than one run per truck. So, I know sometimes when response times are a little long and we've got four or five runs hold, people are like, "Where are you at? How come we didn't get here quicker?" man, you can just make one one at a time. If you got a truck, you can make one run at a time. That's all we can do. So, that being said, I want to be very clear that if the court decides
they want three ambulances, we'll provide it. I can staff them. I'm telling you, I can. If you want five ambulances, I can staff that. We will give this county what what everything we can. That's what we've been doing. That's what we're going to continue to do. And you've got that commitment for me. I'm a native of this county. I'm a third generation public servant here. and uh I'm invested in what we do here. I want y'all to know y'all have that commitment from me professionally and personally to provide whatever this board needs. I just want to make sure everybody.
Well, John, I appreciate you coming up here. I I think u that article that was in the paper after last meeting was very not it didn't take the whole story. It took parts and pieces out of the whole story. And the problem is is people that that read that story did not get the full story. They didn't get everything that was was was in what was said at this meeting. It was taken a lot of things were taken out of context. It made the whole myself and the entire court looked as though that the only thing we care about is the cost. And I want you everyone to know that that was not the leading discussion on that meeting. cost was something that is very important to the entire court and myself and it's not that I think a that there's not a single life out there it's not worth it that has nothing to do with it it's just it's our responsibility as leaders of the county to watch every dime that leaves and comes into the county so I want that to be said before we move forward Chris uh I know we have a time for reports but I think now is a good time to actually talk about a couple of things we've been talking about as far as bid specs and go ahead and get them out of what we got John sitting here and what we got public listening. Uh do you want to give a update as far as so uh Chris Tyler and myself met uh last week and we sat down and we decided after all the discussion that we had here we decided to go ahead and let's talk about what we can do and what it's going to take to improve and what we asked for. So what we're going to do in spit bid specs is put put out in bid. Chris, you want to go ahead and lead since you kind of helped as much if not more. Actually, you did most of it. So,
well, we we discussed the met last Friday and uh discussed, you know, basically putting out uh four scenarios. I think
uh one of we the first is just the same basically providing a proposal for the same service that we have now with two ALS uh ambulances. um with each of those ALS uh staff with a paramedic on each one. Uh the second proposal will be with three ALS 24-hour services. Third, I'm sorry, I'm going off memory here. The third is uh two 24-hour ALS plus one 12-hour ALS. And then the fourth proposal really just a userdefined proposal. You know, just leaving it open-ended. Uh, you know, you you pitch, you know, you pitch your own thing rather than, you know, I know I know part of the reason we started this discussion last meeting was really to try to just define um, you know, some basic requirements, basic expectations so that we know that when we do look at those prices that those prices are all providing the same thing. But obviously uh we may, you know, me and the judge and Tyler are are not in that business, you know, and so obviously there could be a uh business model, if you will, that we're not even thinking about or considering.
Correct. Uh so we sort of let that option be, you know, create your own. Yeah. You you look at our volume, you look at our needs and and pitch something. you know, that's obviously going to take a little bit more time to evaluate, you know, if we get that kind of proposal, but but that's that's sort of what we uh we came up with. Uh the plan is the the advertisement to be in this week's paper. Yes. It'll be the advertisement for be Thursday bid packets that are available to be picked up. Okay. Then we have the bid
and then we're going to then we're going to offer a pre-bid opportunity or honestly just a an opportunity to know if they want to come and see our facility. uh but not get in the way of day operation everybody know if anybody wants to come and see what we own see how where we operate out of uh offer that and then uh take receive the bids on a non-cort date on the June June 2nd I believe and that way then we then a recommendation sort of analysis that happen over a week's time and then present that to the first court meeting
exactly that that that opening early gives us time to sit down and really evaluate what we're doing and be able to bring a a hopefully a more educated uh decision back to the court. Um we we've listened we've listened to what's been said. I've got the calls. I know everyone here has gotten calls and uh we're very appreciative of the community and their concern and I agree with them 100%. Um we're going to do the best we can for the county. We always have and always will. Um and and so John, I appreciate everything you've done. You and I have sat and talked multi by a lot. Uh
was core too. I mean, you know, I know I think all three of us said we've all sort of gotten the same feedback is, you know, with the volume and stuff that we have that we definitely need to consider having at a minimum three, if not even more than that. We're doing 30% more runs now than we did when we came in 2009.
See, that's data that that we need to know. I mean, you know, when we when we redid our uh ambulance uh bid last last year, you know, we were we were actually under the the impression that, hey, we're we we can make this work again. Let's see where it goes. But now it's it's become a need and it's become it's become evident that we we need to look at a third ambulance. And and I will say this, and I hope the paper doesn't just quote this part. We have to look at the cost of it, too, and see where it's at. And I hope as I say it one more time, I hope the paper isn't the only quote that I get on that. Uh well, and we want to be good partners in that too. We we try to run the most efficient email service we can. Um and to be fair, we you know, we welcome that. We we feel like we're running a pretty good amount of service and it's going to be very difficult for anybody to do what we do any better than we do it with what we have is what I mean.
So we want to be good partners that also I'd be remiss if I didn't mention we've been out there holding the line for 17 years of what we got. Yeah. Giving you more than you've asked for, working hard. So, maybe keep that in your consideration when we have some out of town folks coming in to run the the ambulance service. We've been here doing you a pretty good job with what we have. So, anyway, again, I'm committed to whatever y'all need. If there's data, any opinion, perspective, I'm involved with the state and there's not a model annual service out there I haven't seen. So, you have given us a good synopsis here. Yes, ma'am. Is it though something you'd rather not say about whether or not you think we need a third one?
As a citizen of this community, I would welcome a third ambulance. I can tell you the men and women I work with are working themselves pretty hard to make ends meet. And as we grow, obviously this didn't happen overnight. We're talking about a 30% increase in the last 17 years, right? So at some point it's just natural to grow into your population volume. So, I'm not trying to cast any disparity in remarks for me, but I would certainly welcome a third truck. I know the paramedics and out there on the street would definitely welcome a third truck, and I think the members of the community would.
Well, I got a call recently and they said, "You need to know that when we are running Reagan, Mr. Holder will take the truck." He said, "That's not what the man that called me." He said, "Do you realize how uncommon that is?" But the man in charge to take a position like that to keep things going and the public needs to know that you are that committed to making our county safer that you are actually doing some of the runs yourself. So, I wanted to personally thank you because it was brought to my attention and I was unaware of it.
Well, I appreciate you saying that. What I do is is a fraction compared to what those folks see every day. You know, I used to be a paramedic. I think I used to be a pretty good one. So, every once in a while, it's not it's not a bad thing to get on here. No, they gave you lots of lots of kudos. John, we appreciate you coming and explaining everything. But, you know, I mean, we know as a community grows, you know, we're growing and things are changing and as we grow, we've got to make changes. We know the current model is not working, right? So, it's not totally working. I mean, it's it can improve. Yes, sir. So, but I know y'all are doing everything you can what you got at the current contract and I'm looking forward to to putting it out there and seeing what we get back on bid. So, appreciate y'all. I had a I had a question for Chris and the judge. Um, not in favor of opening those bids on a non-cort date. I I know it's not for the lack of trust. It just I think opening them during a regular court meeting, it gives you know there's several out in the crowd today who are first responders and are involved in you know different aspects of that and it helps if we do it during a regular court day that and I know not everybody gets to watch it you know live but they'll go back and watch it in time but there's just a lot of good to get that dialogue and that information when we do it in a open court setting where it's a recorded, you know, people can watch it later and b there's somebody in the crowd that has a little feedback that they would like to say, you know, hey, you know, of those four options you just did, you know, and me as well. I'm not on that committee and I prefer to have at least two minutes to say, you know, a couple things and then there's no rush, right? And then y'all take it then y'all can do that process after we open it and open court and come back. You know, there's no urgency to make that
decision today.
I I don't I don't I don't disagree with anything you're saying. I really don't. It to me it's just I just look at it more as an efficiency step, you know, and you know, you can even YouTube the the opening, you know, you know, if you wanted to. Yeah, we I guess it was just more of rather than having a lot of u discussion at the table and us, you know, filtering through papers and trying to find this, you know, just try to make that review and evaluation more efficient, you know, you know, it's it's open to the public. Anybody wants to go and watch as open the bit as they can and if if you ch if anyone wants us to, I mean, we have no problem putting it on YouTube for people to see. We're not hiding anything. I didn't know that at all. I just, you know, it just it's just a little bit of dialogue that sometime you know will occur, you know, because you know, you have a crowd full of people. Uh the dialogue is different when somebody is sitting out there in the courtroom versus when they're not. That's just a fact.

In all honesty though on the bit of the day the only dialogue really that should be is just you read the the quote out loud and that's that's the end of it you know but then you have your open dialogue in your meeting you know but I'm just taking that from my own perspective of my own bid openings that I've done but I mean I don't die on the hill of not having on the same day I just if we do it on the same day more likely we want to table it anyway. and since we don't meet again until the end of June, you know, and then we're starting a physical year on July 1, you know, I guess that was sort of the thought process was to have that bid open, read it aloud the week before, check your numbers, check references, you know, whatever, and then come back on the next court date with the recommendations. Well, and then you know because of timing, you know, next time we need to back it up probably another 30 days, but you know, because of timing, we should, if you are going to do it on a noncourt date, it should be up here. It should be publicized. It should be on YouTube. It doesn't matter to me when we do it. as long as we do it live on YouTube and we do it to for the public to come and they can discuss it and and we and we put it out for people to know that we're going to do it.
And it's of enough importance to me that I think it should be a special called meeting, not just come if you are able. It should be this court should be present uh you know at a at a special called meeting. Yeah. Well, the bid opens June the 2nd at 11:00 a.m. I mean, if that's the favor of the court, we'll call we'll make it a special called meeting. We have plenty of time to get it advertised. Well, I just think we should all be here and it should be a public, but also know that on that day event and I never would did think there wasn't going to be a time where we wasn't all going to be here do the bid opening.

Uh we had that on Friday and we had a double I would say the attendance that we had back in the fall.

So there is a $27,000 match but most if not all of it should be accounted for by it kind matches with Tim and the inmates working on the neighbor. Uh some complaints did come in from the community on this and the gentleman out there, the owner, Mr. Harris, worked on a fence and we talked about some clutter and needed to move and he did did that. So, uh, one of the issues dealt with is several vehicles out front. He does register, uh, some on 17 vehicles and three trailers with the clerk's office and has them insured. The ordinance specifically allows this. So, that just I wanted to note that if there were some concerns uh, still in the community and so we we we talked about it and I presented his uh, a write up sheet for approval for this cycle.

They'll be able to fill you in on anything that's going on. May the 16th, also the Graphen Ree Corral uh, presents Notes of Nostalgia. Um res lo county residents can dispose of items at the transfer station located at 55 Pleasant View Drive in Auburn. You are limited to one load containing trash, furniture, construction debris, and electronics, and it should be covered. They will not accept tires, free on containing appliances, paint that is not dried, or hazardous chemicals or car batteries, which car batteries are recyclable. Hello, Mr. Speaker. How are you doing this morning? My name is Brian Thirstston. I am from here. I used to work for 11 county MS off and on for about 10 years. I've been in some form of public service most of my adult life here after my time in the army. Um I want to reopen a little bit of discussion about the EMS. I want to expand a little bit on what Mr. Holder has brought to the court. A third ambulance is not a wish or a want. It's something this county has to have. Like I said, I live here. My family lives here. Your all's families live here. When you have to respond to a call from Russellville to the lake, it's in our county. You go to Lake Malone, 25 minutes. That patient wants to go to Bowling Green, that's an hour drive. Then you got 25 to 30 minutes coming back, not even counting the fact that the hospital may be busy and you're standing there waiting to transfer your patient. So that's time that ambulance is out of the county. Then you've got a 25minut ride back and you got to restock if you had a rough run if you've used a lot of supplies. So having a third ambulance, I know I talked to Chris several times about it this last couple weeks and we talked about want to compare apples to apples. These apples are not the same as the apples we had 17 years ago. So the cost, while that is a big issue, cost, I get it. I definitely get that. However, we've been getting the steel of a deal for the last 17 years. We've only we went up 5% last year. I believe the last year's was $236,000. Compare can't make money off of that. They're relying on your Medicare and Medicaid reimbursements. And guess
what's happening? that's going down the tube too. I'm Republican, Democrat, Libertarian, wherever you are, the big beautiful bill has killed a lot of that. So, in saying that, when we do open for bids on the 2nd of June, don't expect us to get that low of a price ever again. And if you do get a price lower than $236,000, if you get a price less than half a million, you're going to get a very subpar service. You can talk to the fiscal court up in Cwell County who was utilizing compare and they decided they wanted a different service to come in there cuz they underid compare. They were not happy within the first 90 days. 90 days is all it took for them to realize we made a mistake. So Bogen County doesn't need to make that same mistake. There's been discussions about med center coming in. They're looking at probably $800,000 to run a county our size. So you know you're looking at an an AMR which is one of the national companies. They're not going to do half of what Compare does for you. healthcare can take care of this county if you'll give them the money to do so. So, that's what we need to be concerned with. I get the cost is a thing, but it cost $250,000 to get an ambulance on the road if you buy a brand new ambulance. I mean, it's not cheap anymore. It probably never was cheap to begin with, but I've been doing this since 2015, and the only thing is the cost is going to go up. So that's basically the gist of what I'd say. I can come up with more to say in a later date if we need to. I can
tell you time. So um we have several providers that have left and gone to other services because we're not paying enough to compare. They didn't pay that provider. Brian, you got to realize that Comare turned in that bid. They told us the price. We didn't say this is the the number that you want to work with. So, so, so I just want to make sure that that's known. The last thing they given to us was given us by them. That's like if you was to build me a Porsche, you tell me it's $1,000, but it should have been $3,000. That's not my fault,
right? So, so I'm not arguing with you. I'm just saying, you know, I just want to get that clear. I'm passionate about this. I'm trust you and I spoke about this. I'm in my mid4s now, you know. So heart disease and all that other good stuff is going to start jumping in. I already have high blood pressure as it is. So you know I I have to worry about that and I have to worry that am I going to wait for if we don't have enough well as I said I just wanted to make sure that that was out there that that yeah the paper the issue with the paper and what was in the paper and all that good stuff. They didn't help with the right people.
You're right. Absolutely right. And older can say a whole lot of great and wonderful things. He has to because he works for Compare and he is a part owner of Compare. That's great. He has he can be as honest as he can be. But as a citizen as a citizen of the county, we're going to say more than what what he can say. He's he has business to run. Absolutely. Good morning, J. The reason I came here today is to introduce myself. A lot of people don't know who I am. Some of you do. My name is Rick McCormick. I'm the commander of the Low County Honor Guard. What we do is we provide full honors funerals for veterans in this in the county and the surrounding areas.
Right. A lot of people don't know that. A lot of people because what I found out the military don't always show up. My son parked on a funeral home in Lewisburg. I went to make my final arrangements. He told me they don't show up all the time. I can't handle that. They didn't show up for my dad so many years ago and I can't do that. So I formed Logan County Honor Guard. And the reason I'm coming here, I need the community's help helping me recruit. We're starting to get busy. We just finished last week. We just did our 36 funerals. And I've got I've got 12 guys now. We we can't show up everywhere because And for this, he's one of my guys. Uh we don't have enough people. I need people.
So So you So you you got 12. You've got 12 uh volunteers at this point. You've got a you've got a bus to transport. So, all they have to do is show up. What's your qualifications for being on the army guard?
They have to be honorably discharged if they were in the military. Right now, if I can't get military, I'm going to have to slip out and get dependent of military people that want to honor the veterans. I really don't want to do that because this is for the veterans. Uh, I've got two funeral homes, one in this county, one in Bowling Green. They don't do nothing but call me because the job we do. And like I said earlier, we're starting to get busy cuz now we're starting to do some color guard stuff. We this Saturday actually, we're doing a color guard for Mission Barbecue in Bowling Green because they're doing a veterans thing for veterans. And then we've got six games. We're doing a national anthem for at the hot rides gates. So, I need people I need the community's help to help me get these people. Any way you all can, I would deeply appreciate it. And if you have any comments, talk to me. She's my secretary, honor guard secretary.

because right now a lot of funeral homes are not offering a full honors funeral. They'll get two guys to fold the flag, one to play taps. We do all three phases. We fire the weapons, we fold the flag, and we play taps. Do you um put this out to your uh local veterans uh organization? Yes, the Legion. Most veterans in the Legion are older than I am and they can't physically do it. So, I'm looking for younger veteran, you know, veterans that's there's actually quite a few out there.
Yeah. Like Ron, I mean, he's he's a veteran, but he's younger than I am and stuff like that. So, anybody anybody will help, I would appreciate it cuz like I said, what happens is the funeral home gives me two-day notice, they'll call me. I get a hold of my vice commander. He sends out a group text saying, "Hey, we got one at this time. Here is where it is. Can you make it?" And I just need more people to fill that void that way. Cuz right now, we had two. We did it. I actually We pulled it off a couple weeks ago. We did two at the same time. One in Bowling Green and one cuz you had enough people to split. Yes. But I need more. I need your card. apparently we weren't done with citizens participation. So, if anyone else would like to speak Hey, I'll be real quick. Uh, everybody knows me, but to kind of go back to the EMS side of it, I've been in the emergency services in Logan County since 2008. I started with the fire department. I worked for comare for part-time 8 years, 9 years, I think. And when I started there, we had two 24 ALS trucks a day. And at that time, we were able to run this county very efficiently. But in those 17 years since they've been here, times have changed. Volumes are going up. I know data may say certain things, but one thing we got to remember is probably I don't want to throw a bunch of numbers out, but I'm going to say well over half of the patients they pick up on 911 calls are not coming home. They're going to an out of county hospital facility. So that's taking those trucks out of pocket for Logan County 2 hours sometimes depending on the nature of the run. So uh a third truck is definitely needed. I'd like to see it get back to where the Logan County trucks are staffing Logan County. We don't have to rely on another county. We can get back to that, but it's going to take some money. I know budgets are tight right now, but this is something that should take precedence. it should move to the forefront of it and anything else it should go down to the bottom of the list and stuff like this should take precedence. Thank you for your proposals that you looked into Chris. I will say one thing I don't like the open-ended one. I think I do like the current one because we got a baseline and then we got what we're wanting the open-ended. You're not you're not if you got two services bidding they're not bidding that much. Well, in just I mean we knew
that but we also like I said the three of us you know we started talking like we we had just talked previously that morning talking about bank proposals and uh one of the bankers presented something you know that we never thought of. So we were sort of like the same way like we may be looking at trying to look at this the same way it's always been looked at for 17 years and maybe there's a different way. So we just didn't want to close the door. So really, it's we did not get any responses to that fourth option, but we just left the door cracked. That way, if it was enticing enough to read and it was worthy,
then we could ask more questions, go down that road. But, you know, I have no idea what to expect. And and the only thing I ask if you do get a bid for that fourth proposal, put it back out to where they say, "Okay, hey, company A, company B, company A, answer to this fourth one, or we give you an opportunity to answer it, too." That way it's comparable to that. Uh because if company A puts a bid in, company B don't know because they're not bidding on the same thing. So at that time somebody turns one in the Illinois needs an opportunity to try to match that
and we sort of did it just think like hey we we may get a better deal better service for a scope that we're not even thinking of you know that and that's I'm hesitant like you I really like to be black and white I like to compare this to that. That's why I even brought all that up by court meeting. But I didn't want to restrain him, you know, to something that I'm not even fathoming to, you know, that that's
Hey, this this is no disrespect to you in 7 days. You all never worked in emergency services. You don't know what we need. And that's that's understandable cuz you've never done it. But you have a lot of valuable resources within this county and people that's done it for a very long time. You know, I know I've talked with some of you all. also go talk to other emergency emergency service personnel within the county or even at the county. I just sometimes I think we need to look at maybe how these committees maybe adding an outside citizen that's done this for a living to say that's done it specifically in our county saying hey this is what we're running into this is what we see this is what we think we need that way you got an outside source looking into it too and John Oer is a very good friend of mine when I started in this service he helped train me and you have one of the I'm not trying to chew his horn but you have one of the top EMS guys in the state of Kentucky right here at your fingertips. Use him. He's invested in this county. Born, raised here, raising his family here, lives here, loves it here. So, he's going to do everything he can to fight for this. Do I have grievances with Conquer? Sure, there's some that I have, but it's nothing me and him have not been able to talk talk about and work out and come to a conclusion. So I think we just need to keep everything open. And while money is an issue sometimes, I think when it comes to this, it don't need to be the deciding factor. And we need to put this at the top of our priority list and put some other things down at the bottom. So that's all I got to say. And any of y'all that want to talk to me, I'll be willing to talk about anything, give advice, ask your questions, whatever. Cuz like I said, I've been doing this for a long time. I've worked for them. I'm in the first responder world. I know what they need. I've been there. So, I'll be willing to

Answer any questions that you might have. We did have three members this year. We have our Southern National Bank, Independence Bank and South Central Bank. So highlighting the major differences between the three bids. Are you talking about you talking like you were highlighting out of those bullet points?
Yeah. Sorry. Uh I will tell you that the committee did did meet and uh uh review all the bids and appreciate Amanda putting all the time into bringing the highlights here as noted. But uh in our opinion and our recommendation would be the the last bank there which is South Central Bank. Uh their option number one which uh was the highest percentage rate uh uh which is a fixed rate of 4.07 with a APY of 4.15. It's 100% uh insured of all funds. The what's different about this one that we uh had to spend a little time research which Amanda did it. She called the auditors and everything. This is a sweep account. just basically means at the end of the day they do sweep the money into one general account. That's how they're able to pay, you know, a little higher percentage rate on Amanda's end. Doesn't cause a lot of extra work a little bit. There is a second statement that'll come out that'll show all the activity every day of, you know, what was swept out, what was put back in. And uh so a little bit and there is also a little bit of work that uh not a little bit a reasonable amount of work that they have to do anytime you do switch a bank you could imagine switching your checking accounts and what all you have to do there and we have several of them and uh so I forgot how many it is total now 20 I was going to say 21 but 20 yeah so you know that's going to take some doing but it is significant dollars by our estimation. It's about $187,000 more in interest income compared to the next best offer.
So, plus some savings on the expense side on the check side, too. Yeah. Right. They offer pre-checks to us at no cost. Freechecking all all accounts from all uh those who quoted it was free checking. Used for that. So it would be uh our recommendation and I put that in a form of a motion to accept the uh option number one from South Central Bank. A second. Um so the health insurance committee has met they uh to go over all of the different options um insurance this year. Um everything is staying the same with the health insurance except we are planning to move to a different reinsurance company. Um last year we wor with a company named Symmetra. Um they are their um premium was going to be quite a bit more this year than last year. So um we got a quote from a place called Sunlight. Um it's going to be to where our insurance premiums essentially stay flat which was really uh good news for us. So that's uh the main change that we have from the insurance committee. Um we're currently with McGregor and Associates for FSA and our HA. You know fees about that are going to change and we do plan to hopefully stay with that. um employees that get that waiver insurance, they currently get $400 in um waiver funds that they can either take in taxable income or they can use it to pur addition uh purchase additional policies um that uh we intend to stay the same as far as I'm aware with our health plan. We do offer um employer paid health uh vision insurance and you get that at the same level that you enroll into health insurance. So if you have your children on your plan, you also get the vision for your children on that plan as well and that is paid by the county. We currently contract with ACA prime for our um affordable care act reporting. Uh none of their premiums change. So it would uh that has been working out really well for us and they keep up to
date on all of the changes with affordable care act reporting. So we do um appreciate that. Right. And then the last piece to our wellness program and let me grab my note.
It's nice we can look at this as you've condensed it. Thank you. Uh the last piece is the wellness program. Um the pricing for the wellness uh plan will not change next year. Um and some of the insurance committee members can speak to that. Um we did discuss the possibility. Uh right now we charge $25 for employees that do not uh part uh complete the wellness program but do take county health insurance. And the discussion is um on Janu July 1 of 2027 increasing that to $50 per month July 2026, right? 27 27 I'm sorry. Yeah,
you will do it. Yeah, I Yeah, it is. It is my fault.
Um wellness is so very important now because we are selfinsured. When we were fully insured, we were sending our money to Anthem. if we had claims, it was their issue. If we didn't have, you know, a whole bunch of claims, they got to keep our money. Um, with self-insured, as most people know, these are county taxpayer dollars that are paying all of the claims. So, it's extremely important for people to go get their wellness checks. I did do a breakdown of of our wellness program. We have 123 employees that are currently insurance eligible. Not all of them take it, but they're insurance eligible. Um, we had 19 people that completed the wellness program to get one day off. We had 37 employees that completed it to get two days off. We had three people that met your requirements, which is your blood work, your annual physical, and your HA. We had 26 people that actually waver insurance. They're not required to do it. They can do it, but they're not required to do it. And we had 38 people that didn't do it at all. Um but and I do have a breakdown by department if you all are interested in that. But that is the gist of so just to speak a little more on the wellness program. That's something that the county opted to do. We pay $9,600 a year for this wellness program and we encourage all of the employees to be proactive and do the three steps. Uh, and if I'm not mistaken, they can do that on company time. Am I correct by saying that? So, if you choose to do it, you'll be uh you'll get a bonus of 2
days paid time off which you can sell. So, you're not only getting paid to go do it, right, on company time, you're also getting rewarded to do it. And if you don't do it and don't see that it's necessary for you to do, it will just cost you an additional $50 per month starting in June of 27. So they have from uh July
things that our wellness cut off on April the 30th. So if you went on May 1st and you had a dermatology appointment that can count toward next year. So anything May 1 to April 30th of next year can be counted toward next year's wellness plan. A lot of people um and we've tried to drive this home. Yes, we do hear people say, "I can't use my paydays off." Well, you can use the money in your pocket and which you can sell those two days of paytime off. So, that is money in your pocket. So, um yeah, and if you can't use it, I will be glad to it's it's a great benefit for all the employees of the county and anyone should try to take advantage because doing the wellness helps us so much on the actual cost of the insurance. All right.
Couple of things I I'll just say is everybody looks at the motions that are fixing to be made. Um you know that that I serve on a lot of committees and have for 20 years and this is one that just really you put a lot of time and effort in and you can see some reward for that. We've worked really really hard in 20 years to keep health insurance in check. Uh, I mean, I can remember the days when I'm gonna pick on Kelly. He would come in here two months before renewal and say, "Man, I got bad news, man. It's going up 25%." And he come back in here the day the day of renewal and say, "I got great news. It only went up 12." And I said, "Kelly, we're not happy about that. I know you think we're supposed to be happy about it, but we're not." And so we really started to deep dive into how can we get this ship turned around because we're playing a game that we have very little control over. And a couple things that happened, you know, and one of the biggest ones was we have to get employees engaged into their wellness. And that's a whole mindset. It's almost like recycling, man. You know, if you've never recycled and you took your trash out back and you burned it and buried it in a sinkhole, I mean, I'm just telling you, that's a generation of getting that ship turned around and and you know, we're seeing healthcare the same way. We're making slow strides, but we we got to get people engaged because our goal is to not have that big event, a major heart attack. you know, if somebody needs to get on preventative maintenance, that's what it's all about. Because at the end of the day,
you know, those are the things that, you know, the last two years in a row, we've had a laser of $250,000 and above because we got singled out for a big event that happened in our, you know, in our group. And it's, you know, just there's nothing you can do about it. You can just say, "Well, no, I'm not going to pay that or I'm going to cancel that line item." It doesn't work that way. So, you know, we're not trying to punish people by saying that, you know, it's going to now cost you $50 for your health insurance. We're just trying to get people's attention to let them know how important it is that they spend some time and do three little things. We encourage you to do more. Do all eight, 10 of them that's on there, but these three minor things. And one of them is just simply giving your blood work done to help educate you that you may have something going on that you could check out to prevent you having a major event. The other thing I I'll note out, you know, it was a big deal and a big step for the court to go to selfinsure. Okay? And we started out with zero dollars and now you know you can look at the daily average, but we're averaging 1.5 1.8 8 million, you know, in our in our daily average. And if you take that and, you know, not not only is that just premiums that you would have sent to a corporation, you know, which was fine. I mean, that's what they charge you for, we were able to keep those dollar here, dollars here. And that that balance, if we're remaining, will drive down future increases. you know, we're just a few more dollars away that we can say, "Hey, you know what? We will fund, you know, because it'll get to a point that we just can't, you know, right now
we're right at $950 per employee for health insurance. Well, next year it's $1,200. What are you going to do?" Well, now we might have a pool of money that we could pull from and say, "You know what? We're going to offset $200 of this through our reserve money over here to do that. Very limited in what we can and can't do with that reserve money. And the other thing I'll note about that is that's going to bring in about $62,000 in uh interest just just because we're holding our own money. We wouldn't have had that, you know, four 4.15 1.8 8 will be 60 plus thousand in interest money that we can use to do other things with. So
I appreciate the port supporting that endeavor. I know um that was a big risk and and hey that can all go away tomorrow. You know it's just one one or two bad claims, you know, could really drive that down. But well, we're insured to 100,000. Our max out of pockets is 100,000 per employee. But you know, I feel comfortable speaking on behalf of the insurance committee. No one is saying do not use your insurance. Exactly. Go use your insurance. We want you to. We understand things happen. Use your insurance, but just do your wellness, too, please. Yes. That's right. Okay. Anything else? No.

Employees who do not do not complete the wellness program in fiscal year 2627 will pay $50 per month for the employee portion of the health coverage on July 1st, 2027. Employees may additionally participate in other wellness functions to earn up to two days of paid time off which may be taken or or sold during the 2026 2027 fiscal year.

So a total reduction at 1.8 I appreciate all the elected officials and department heads being willing to work on their budgets and and taking some stuff out, adding some stuff where needed.
Yep. Made it easy on the budget committee this year.
Okay. Uh right behind it on the next next one over is a budget change in there and that basically is for that uh there's some that the $109,000 that uh Nathan received for the grant is also to be added to the budget change. That'll be in and out. But yes, it's a Z effect. Exactly. But it has to be put into that budget. Sure. This is money that's been taken out of it's just changes made to the to the budget that's two slides over there.
So we take the judge and he's real good about this. He takes the budget and lays it out kind of like a wish. I mean like this is how it preferably would be and then you know if if we come in over budget or we have to move something around then we just have to start looking through and pulling money here and there to get it to balance out. That's that's a balance in the budget. Yeah, all all the elected officials, we we met with all of them, including myself, and we all made cuts that were necessary uh to the budget and we were we were in the end, I think, okay those those cuts for our department. I mean, we all want to keep the money up there, but we also have to look at the responsibility of the taxpayer dollar.
Just to clarify, I guess one, the road surface asphalt contract is going to go from a million to half a million. Yes. And so we It's 185,000 more than what it was last year, though. Is it? I'm sorry. 115,000 more. It was 385 last year. But we're having another budget committee meeting. I'm right. Confused about what you mean. Of new money. Of new money. Okay. 385. I was thinking like the budget before that was five. Last year it went to one. It was like 800 some odd thousand of those carry over. Yeah.
So, so it was it is going to be more. It's not where we want it to be, but you know, like I said, as Jason was about to tell you, we're this is just first reading. Oh, I just just clarify that that's that's one of the uh line items that we're looking at having some money back to. And then we've got a couple other things that we'll have to find some.
That was the biggest one, Chris. And the the other biggest, you know, which that one's a cut. So you cut it and it just doesn't get spent, right? That one's easy. Revenue is a another wishful thinking uh thing. And uh you know, it's it's a big ask for uh jailer Josh and he came and met with us and uh he's he's optimistic that he can get it done, but you know, we have seen state prisoner income go from 1.3 down to, you know, $800,000. And we just have to get that back up because there's so much level expenditures. You know, payroll doesn't change, you know, when we get that up. If it does, it's very slight. You know, utilities, other overheads stay the same. And so we ask him to get that up to about 1.2 this year instead of 800,000. And he's optimistic that he can get that done. and uh has a new coordinator I think you said ISD coordinator that's really knocking it out of the park thus far and Amanda even confirmed that uh May's or April's payment was or May's payment whichever one was significantly higher than the month before so we see it trending in that direction but you know those two line items were of the $1.8 8 million right there. You have half of it in just those two line items.
Josh, I got this may be too simplistic of an of question, but when you say earlier that you have 37 on the state side, does that mean you have an excess capacity of 43? So, you got 43 more slots that could be there. Yes. I just make sure I'm understanding those numbers right. Yes. We're going to pick up three or four Thursday and then we got more in the works. Uh what we've decided what we've wanted to do is change this to a pro-rated system, meaning that they're prorate the longer you know that they stay. Uh I had a couple employees that kind of brought that to our attention. They're wanting to get their CDLs, but you know, they're it just it's going to work out, make it easier for us to hire employees out there. Well, it would apply it grandfather thing. There's a minimum a year request. Yeah, it's almost been a year. Well, not quite. They'd be having to wait till next fall.
Well, that's a long time when you've got work crews on wait. I'm sorry, but the summer and this coming season is work ready time. You wait till the fall and then you're possibly going to have an for their school. They're redoing that and they're on hold. I don't think that's going to jump. Okay. I really don't. No, they won't pay. No, nobody will pave the road. I mean, you got four or five people that live on the road. They're not all going to split after the subdivision. I get it. Developer making money, whatever. I don't see you adding another county road after this passes. Nobody ever counter. Nobody will. Not too many people have the funds to pave 2/10 of a of a mile with, you know, 6 in of base,
you know, gravel, crushed, compacted, and then ditching, drainage, 2 in of base and 1 in of surface, you know, I I don't know what the current rate is, but $150,000. It's pretty significant. Not too many people are going to be able to do that. So, number 12 was my only concern. I I'm for it. Uh well,
one one thing that I I would ask to consider after the first reading that we consider an effective date that was sometime in the future. So it would give all these people a time to like if you want to make that a county road and you've been talking to this constituent or a group of constituents along this stretch of road and they've been doing some things, you put a timeline on them and say, you know, 90 days from now, 6 months from now, whatever that date is, you can make it up. It would maybe take a little heat off of you. And I'm not trying to take any heat off of you. I'm just trying to be fair to the people who have started the process, this road you're talking about.
Oh, it's done. And you you say you got 90 days to get this completed. If you wanted to make this a county road, you know, you got 90 days to get all these things done.
Why don't we then Chris might have a great idea. Why don't we pass with it a list of roads that have already been relied upon the old road system and rename those specifically because what I wouldn't want is to give that name and then have a bunch of people start doing the work now and then we keep pushing it out so we can come back at second reading and have the roads listed specifically set out and it would be you know your alls too and whoever else has got them uh and we could even give them more time would be my thought under that if they are people who are doing it in good faith, almost like an an equitable um resolution to it. But I think anybody who hasn't had that conversation with you today, we probably just need to move on from. So that'd be a good one. compromised everybody's
I mean I'm not a huge fan of paving dead end roads but you know if this dead end roads paved and it's got three houses on it and then two years from now this road four or five houses is on it I mean they pay the same taxes everybody else does and they'll never be able to get it on the county it'll they'll never be able to get it on the county subdivisions would still come on without you all right subdivisions do ensure There are a lot of other lines and everything.
That's a I mean that is a whole different story because you know that's a forprofit. A subdivision is built for profit and then these people there might be a 4,000 ft road with five houses on it. Well, they're they should qualify if other than the asphalt part, they should be able to have their road taken over because there's another road that's only got two houses on it. I don't disagree with that. But I will say there are a lot of subdivisions and there are a lot of people that build houses for the same profit that way that just do it slow enough that they avoid the subdivision regulation. So
I like the idea of listing the exceptions but then also in like what Tom was saying like basically we make this go in effect January 1, 2027. So we we had heard from you had a road criteria or road hearing up by January 1 of 2027 and basically anything that's not on that list. Yeah. Yeah. Baron County at the current moment, I spoke with a judge at Baron County and deadend roads, they refuse to pay, but they will chip and seal.
