Well, I believe all of you have received a packet for what we about to talk about. So, it should be on your drive. Oh, on here. Yes. Yes, ma'am. So basically what we want to discuss just for a few minutes the last time we were here we were asked to go back and do some homework which we've done and during that time we have found out one of the things with the monument he got a sketch of the monument
due to his weight and also we found out due to a statue that was passed on the state of Kentucky I think it's 2024 or institute that Any structure that was erected on state property or a facility like your courthouse has to have wind rating. Has a what? A wind rating. Wind rating. A wind rating for your county for tornado or or anything like that.
Okay. So, dig doing some research, finding out information. our spot. Uh since we're considered in tornado country or whatever you want to call that, uh it's a category of hazard level three, which is about 128 mph winds. So that changed the whole concept of what the foundation would look like. So you should have diagram that looks like and it looks like Fort Knox. So it's a massive amount of concrete, rebar, steel bars, and it's been designed to take that land. So we that's what we put on. You can see that design. It's a lot of things, a lot of details involved that we probably don't need to. And that's our designer is a retired engineer. He's on a lot of department, Tom Gillum. He designed this horse and did an excellent job. So, we have that. You can see all the details for the concrete. We do have a bid out to H&M sheet metal to give us a hard quote on what that's going to cost. So, we're waiting on the I got a word of mouth type estimate, but I would like to have it in paper. You know what I'm saying? So, that out there. And also, you have in front of you, I can see that some of you talking about this is the concept of what the policy would look like. And I will let Matt, you want to talk about
Yeah. I mean, just if y'all have any questions, this is what we're submitting for our final design. And and there's still just a few like small tweaks to this, but nothing, you know, that we would have to go back and redraw. But if y'all have any questions, I'll take any of those that you got at this moment. It's going to be beautiful.
It goes from sidewalk to sidewalk to road to road. I mean, it fills in that. It's going to take down your whole space up. And what this is, and this is just one of those little details. So that does show a white limestone border, but it'll actually be as wide as what your wall is. You know what I'm saying? It'll be a nice 18 in that encapsulate all that paperwork and all the names and everything like that. The monument uh white limestone wall in the back with the capping on top of it that will match the uh front. Yep. That's a warehouse. Yeah. Matter of how how would the monument I guess dow into that foundation that you just
So you got if you you might have if you keep on scrolling over you might have some details on that um and it's going to look like this right here.
So there's pins that go all the way down into that footer underneath that monument that we template that will underneath that piece of granite. It will have those holes drilled and those pins are going to slide right into that piece of granite. That works in with the EF3 wind rating to make sure that that structure doesn't have any any reason to go closer. It's got the T type at the bottom of it. You can see it tuck across double cross that's going in around that this acre is going to go
so many inches below that and up into the monument and it's going to be at least 40 something in two line it's it's massive. They're inch and 3/4 and drill 2 in holes. The two on the outside will be slightly longer for us when we set it and line it up so it fits slid out. Okay. I think it's so this is one of those good things that keeps heaven more good things added more we know more about than we ever thought you would have to let me ask you do you have an idea what the difference in your cost is looking at now yes it's gone up quite I see
total number is the estimate on the foundation we were not expecting this but with this design that the verbal I had is $30,000 Okay.
Okay. We do know the stone itself is probably around let's see we were estimating 20. It's going to be about 25 right now. The stone itself that's including engraving and everything. Plus that includes if you notice on the drawing we have a uh two you see that base how it's made is two. Those are two granite slabs 10 in thick. Uh and they be staggered and they'll mount right on top of the foundation. And on those there'll be certain things engraved like the Benjamin Logan chapter uh the daughters of the blessed D chapter so forth. There'll be some other things that will engrave with the base and then all engravement will be on the front side for all the patrons identified that'll be buried. We'll have a heading. We haven't really decided on the heading yet what what how that's going to look and but we know on the back side you you may not have that the drawing that
well but I've seen it so Patriot farewell that's going on the backside be some other things you're going to it's going to be nice it's going to be nice it's going to be rough edged except for the bottom of course I love the shape of Logan County I think the citizens will love that too I like that you have Kentucky down here. So, you've incorporated everything. Yes. I mean, that'll be something that uh we we will get that cut uh from the stone out of earthqu. And then we're going to have the line. It's the original water lines um that encompass from I mean it it goes almost from like bowling ring all the way to Oh, yeah. Logan was huge.
That'll have it'll have a line on there that that shows that original border line. So, the unique position of this is going to be facing west. So my son, you know, Air Force Street, you're coming in there, you're going to see that thing. It's going to shine. And so it's going to very prominent piece of our community. I guess you said historical. What's your timeline schedule?
We are targeting to have this done by the heritage festival. Okay. It takes like 3 months for them to cut and engrave that stone. It's a place I we'll work through Joe Young Hall. They're helping us with this. And that's is that correct Randy? About 3 months. Three months to cut the stone all the grain and ship it up here. And what we understand when they ship it up here, they will have all the rig in place on the stone ready for it to be picked and set in place. And so the the holes for the rebar, these posts are going to already be in there. So it's just a matter of setting.
That's correct. We're going to make a template. who whoever does the foundation who does does all this will make a steel template that we will fit on and cut it out and send that template to Georgia and they will cut it out using my template. So everything okay be two inch holes and like I said the rods are I think inch and 3/4 so we got a little fun. So anybody else?
Um I think you guys have done wonderful on this. I know you, Richard, you and I, Matt, you and I, we've had a lot and the whole group, Randy, and we we've had a lot of discussion about it. Very excited. This Denise, of course, can't forget Denise on that, but uh you guys have done amazing. I can't wait to see this this project moving forward. Um I is there anything you need from the court at this point? This is how approved the final design and this is what we are presenting, then we're ready to thumbs up and move forward. Do you still have papavers that can be engraved available? Because I've had people ask you, I said, "I don't know if you're sold out or not." Yes, it's still available. You call it archives, you know? Yes. I could have called that like that. Okay.

I've got some u additions to add to this. Uh I'm going to bring forward. Uh John Swords with the South Central Workforce Development has something he needs to present to the court. Um to be honest with you, we didn't think about it until I saw him walk in the door. So, uh come on to the hub, John. John is with South Central work for uh South Central Workforce Development and does a wonderful job. Thank you. Welcome. Thank you, Judge. Thank you, Mattress. I appreciate you uh working me in this morning. I'm here on an administrative matter. Uh I'm seeking approval of what's called an interlocal agreement, and I'll explain what that is. Uh but first I'll tell you just a little bit about the South Central Workforce Development Board. Uh despite our best best efforts, a lot of people don't know who we are and what we do, but we are a uh we are organization that statuto statutoily created by law. And we are here uh to help manage federal workforce dollars that come they get um authorized by Congress and flow down to the state and then down into the region for workforce development activities. So, our organization oversees uh two Kentucky career centers in our 10count grad region and we manage federal workforce funding along with some other state funding and some local funding to uh to put people to work. We're here to help employers find the talent they need and we're help we're here to uh help people get back into the workforce. some of these to federal dollars that we uh that we get uh can be used to upskill people. And so we we off we we pay for a lot of people to go through CDL uh uh training. We fund a variety of different healthc care programs, IT programs and things like that for uh for people that need um that additional assistance to get back into the workforce. So the interlocal agreement um what happens in this in what happens is is that our organization is uh really supervised by all 10 county judge
executives and so there has to be an agreement in place a shared governance agreement in place that discusses the role that all 10 county judges have in supervising what we do. And so in the interlocal agreement um it it states that uh the judges appoint board members. So I have a 23 person board. It's primarily employer driven but we have representation from all 10 counties uh on our board but those folks get appointed by the judges. uh the judges approve my annual budget and so they're every time I meet with them I I generally give them a budget update on what we're doing and uh they approve it annually and then they also approve our fiscal agent. So uh by law we have to have a fiscal agent. This is an this is a basically a CPA type entity that helps us oversee the federal funding. A lot of the funding federal funds go for a reimbursement basis back to the state. the fiscal agent just helps manage those funds to make sure they're staying uh compliant and we're managing everything integrity and uh I mean we've had six years of very very good um the way we're managing these stuff on the same lines. Um, one other aspect of the interlocal agreement I I know you don't have front front of you, but there's a liability section [clears throat] and it talks about what happens if there is mismanagement of those federal funds. And what I like to point out to each of the fiscal courts that I'm visiting is uh you have there there is a there is a a scenario where it comes back to the fiscal court level. That is the fifth and final scenario. The fiscal court system is the backs stop. But if if for some reason there was a financial mismanagement, we were found that to to to have to repay those funds, uh the first way that gets collected back is through the through a contractor that we're using because if they mismanage the funds, they make the mistake,
they're going to pay it back. The second would be through insurance because generally those contracted agencies will have insurance. The third would be uh going back to the state and asking for relief on on on that decision. The the fourth would come to my level uh If we could handle it at the at the fourth, then it comes to the fiscal court level. And what and then what the document lays out is the 10 counties 10 county fiscal courts, the 10 county judges would have to figure that out. Um, now that's never come to pass and we hope that would never come to pass. But you as as magistrates that are voting on the agreement, you just need to know that is a scenario that does exist in the agreement. So this agreement is uh once we get it passed, this 2026 agreement will supersede the 20 2021 agreement that is in effect right now. No material changes to um to the agreement. And I'll just lastly I'll say the agreement is mandated by both state and federal law. Without it, I can't receive federal funds uh to come to come down into the come down. I'm assuming that these funds are allocated according to populations of your counties.

No. The way it works is when Congress appropriates money, they they they use a formula. It's a very kind of wicked formula and and that determines how much each state gets. But components of the formula can include unemployment rates, include poverty rates, and then uh then it gets really tricky. You may start really kind of dissecting uh adult and youth and and dislocated worker uh what's going on in those populations. So that formula is used to determine how much each state is and then and then the state when it comes into the Kentucky Education Labor Cabinet that the cabinet uses that same formula to determine how much each of the 10 workforce areas in Kentucky get. And so, um, typically out of the 10 workforce areas in the state, we're usually ranked number nine lower funding because, um, the Brad region is actually pretty prosperous, has good has very low unemployment, and we typically receive less funding than some of the more depressed or distressed.
Right. Well, let me ask you one more thing. Do you have any kind of idea in your head about how many Logan County citizens have been Uh, I did not bring information with me, but we track I track that very closely. I can tell you down at the penny what we spent on Logan County, how many hours we've spent in Logan County. Um, I didn't bring it into the today's presentation, but I'm happy to provide it back to you. Yeah, I'd like to know. They they do they do quite a bit of work with the jail also. Um, I was going to ask workforce.
That was something we'll bring up later. We're currently, I think, special. We're having our our work ready boot camp this week and followed by [clears throat] new training that is he's going to help us get next week all week and then we'll be conducting job fair. That's some stuff I want to bring in later but we're grateful. But that's going on that started this morning. So we're grateful for that. That's where I started my days. And and our two uh board members from Logan County is Teresa Hayes from Logan Aluminum, human resource manager, and division manager for Carpenters, Kelly Johnson. Those are our two board members that are on the South Central development board.
We've been doing a we did been doing quite a bit of work in Logan County High School this year, too. really working to uh identify work with the school to identify seniors and making sure they've got resumes and and they're prepared to enter the workforce when they graduate here in a few weeks. So, this is something we can let Joe look over and then I guess take action later in the meeting here. Yeah, absolutely. Uh do you have a copy of that? Did did you email it? I've got a very worked up copy. [laughter] Um I'm happy to share it when you judge. you should have got.

Um, first off, thank you for letting me speak today. Um, and thank you for when you got the grant from Parks that you did, you know, set aside some for each city and we finally got our project done. Yes. And I wish you all would come and see how many kids we had at that park. Thank you. Four nights a week and on Saturday morning, I've got three great grandchildren playing and the cars are parked everywhere. The next project we're going to have is buying more land because we don't have enough parking. Right. So, you want you want to give an update to the court about what that project was.
It's the concession stand for the park. The concession stand we had in the bathrooms off and so that was torn down by our people. Um, so that was no cost. And then having new concession stand built with got air and heat. Um, which is vital. I remember working those concession stands years ago and and it's so nice and the restrooms are so nice and the kids. It just does my heart good to think, you know, think that you all thought about helping us with that. And also um I wanted to ask for the I think you all give money each year to parks. Besides that, I'm asking for a lot of money and wearing different hats. So I asked for that today because we've got other projects that we need to go on on the park as well.
Mayor Blake has has uh given a letter uh asking for her contribution for the park. uh the the yearly contribution that we budget every year for that have Amanda and you know have we paid for the this fiscal year's or uh have we paid the part for this this fiscal year's contribution can you double check [laughter] I thought we'd set that up where the mayors didn't have to come ask for that but that was I kind of thought that no fine you I I just Yeah. Yeah. We We We've done that. Make it a reoccurring call.

Just a question. Uh Josh, how are we doing on the the medical thing? I just noticed, you know, that just keeps getting a little more a little more, a little more. It's $42,000, you know, the jail routine medical. Um, yes, we always pay a month ahead for for for each month. Uh, I thought a lot of these were like where
take time to be repriced. No, there's a bunch of them on here this month. I don't know if that's multiple months worth of people. It is cuz it's it's $42,854.15.
Yes, sir. It takes time. Once once that's turned in to be repriced, those prices are worked on. Our medical company helps us with that with the repricing and getting those bills from different facilities, different hospitals, different doctor's offices, and and works on those repricing numbers, but it takes it takes some time to get that get that back and get those turned in. 31 31 claims this month. Notice one of these honestly was dating in August of 24. Yes. Sometimes that's how long we take from the hospitals as well. But as soon as we get them, those are turned in.

So, we have an SRO that's going to resign at the end of the May at the end of the school year. uh his daughter is qualified for the Junior Olympics and is a bicyclist or something like that and so they are traveling a lot overseas to participate. So he's resigning for that to be able to do that more with her and his family. So uh but I do have a replacement already. He is a retired captain from the Franklin Police Department and he reached out to us when I posted the started posting the opening within 30 minutes. So what I would like to do is with court's approval of course is hire him to start May 4th so he can train under the current SRO and some of the other SRO as well. Um, I do have funds and salaries. I have a full-time open right now and I also have the part-time salary uh slot that's not field, but I would need court approval of doing that.
Will his salary be commensurate to the one leaving? Uh, yes. Yes. So, it's the same process. He's retired. Um, 15 years credit service if the board approves that. But I wanted to ask if I could do that first. So you're hiring him in as a road deputy. Then you'll move him to an SRO when that position comes open. That's how we need to do it that way. So what is the other guy's last day like the 27th or um it's the 28th and the last day of school? I think it is.

So he may [clears throat] leave a little bit before the end of the month, but he promised that since we had somebody in the court approved that he would stay on uh the last at least the last couple weeks to help with that transition. Uh, and that way he can learn some a little bit of the other schools, but then he can go and work with that SRO the last week or two to kind of get the traffic routine patterns, the you know, staff. I know they're having a new change of principle, but um, you know, it just kind of helps him fill in a little bit there. So, this is good. He's we're hiring what 3 4 weeks basically he's on the part-time role on the parttime slot.
Well, as long as it's I can put him in the fulltime slot that we have. We are going to fill that back into that. Are you looking at the We got position, right? I have the personnel asked me. I wanted to go over that part first before I presume to have a What did you put down for the uh May 4th is his start date? Yeah, but the position, what position do you have that? That was for SRO.
Yeah, that can't be SRO. We don't have an SRO position available. So, what do we do? You know what we have open, Tyler? Just a road road deputy or part time. So he's got two positions he could stick it in. But what is it? Is it the captain? Is it a road? Just road road deputy. Okay. So whatever that position is when you don't mark it is that Yeah. I mean, I hate to complicate it too much since it's,
you know, we're going we we're going from someone's already put their letter of resation in, right? So, you know, that they they're leaving. It's not like they're going to say psych. I'm saying, you know, so

I mean, he uh struggled with it, but I mean, I think I don't know if he's back yet, but she she does a lot of events in Europe, so they actually went last week and to Europe and he was over there. So, we're having to split SRO's from school to school to kind of cover while he's off. So, he you know, so he again that would help with that as well. But he he's he's legitimately gone and I understand that that that's pretty good for him to expect to be a part of. So So it's only 3 4 weeks. Is that what you're

Uh, first thing I have is the county clerk's claim for calculation motor vehicle and boat bills for 2026. And I always like to comment each year on vehicles, how many how many cards went out. This year it was 40,237 of them. Wow. I can remember there only being like 32 when I first started, you know, up here. Wow. So, we're we're growing. They need to be in by 6 PM on election day, which is May 19th. Um, they could also mail those back as well. And then we're going to move on. We'll have our inhouse excused voting, which means that you would come to the county clerk's office to do your voting if you have an excuse such as out of town on or have to work out of town all day and can't get away. Um, so we have that May 6th through May 13th. May 14th and through 16th is going to be our no excuse needed early voting out of the Lone County Extension Office 8:00 a.m. to 400 pm. So that's going to be a Thursday, Friday, and Saturday prior to the election. And then of course we have May 19th, election day, and you can vote at any location. Those are going to be at the Logan County Career and Technical Center, the Logan County Extension Office, Lewisburg School Gym, Advil School Gym, and Auburn School Gym. That's about it. All right. Good morning. As of this morning, our our count we had 88 county uh holding two out of county, 67 state uh 39 on our state side for 158. And uh Mr. Swords was up earlier. I want to thank him and and work force development. I'm grateful. It's been a a process of planning uh finding instructors u all the different resources and agencies they utilize for the classes that we do for people to be able to come on a given day or a given week uh together. Um it's it's a lot of coordination. It's a lot of effort on his on his part and a lot of work and uh behind the scenes but uh but he made that happen. But this week we are uh we started this morning but we'll they'll the uh the individuals that have signed up for that are going to complete OSHA 10 training and they'll receive certification they they'll complete first aid CPR AED training and they'll receive certificates in all those through American Heart. Uh they will do a soft skills and communications course. They'll do a financial literacy course. Uh they will build resumes uh that will be completed all to get ready for a job fair and this time uh different from before funding available through some resources to do a second week of classes uh and all of them will be fork truck certified operator certified. So we will do that next week. So I'm excited about that. And then I sent everybody a message. I talked to Mr. Schwords. [clears throat] I did have that new uh that new they helped create that flyer for the job fair at the end of the boot camp that I I I put together and go
around to all the businesses trying to get HRs uh to to come and participate that are second chance friendly in our job fair. So, I know we've got some some court members that own their own business. I would like to extend that invite if you're available. We'd love to have you. I I promise you you'll be touched by it. Uh, and you'd be surprised at at some of these men men and women's resumes and and what skill sets they have. Um, and we're showing them how to utilize that toward the positive to again to change change their lives, find the best version of themselves, move the forward and not go back to the past. But I I I would like to invite you all to that. But again, uh, the job fair uh, May 14th and I I text everybody that fly. I can email that and bring some hard copies for next time. Uh our next pre-release class where we do those every other month is uh Friday, May 15th from 2:00 to 4:00 at our classroom or library as we call it at the jail. Uh and again that's uh they'll receive a folder and individuals from from roughly 20 agencies from medical to education to uh uh to housing, sober living uh all those resources are there to give a couple minute overview of what their agency has to offer. And then they'll receive that that folder at the end with pamphlets, brochures, business cards to reach out uh to get that help uh when when they're when they're once they're released.
That's Friday. What? That's Friday. Uh May 15th. May 15th. It's the third Friday of every other month from 2
for the pre-release. And then uh for for the ones of you that were able to participate, our revival, our uh spring revival went very well. We had at least 54 saved that week. It it it was fantastic. Uh I'm still working on that total number, but we had several different uh people we talked to, but it it was fantastic. And we will have a we we will have a uh a fall revival. I don't have the date yet, but in October cuz that's very important. Uh expanding religious services and you can't change the mind till you change the heart. Uh, and then if you would, uh, I don't know if they would want me to bring this up, but I ask that you keep the jail family, all of our staff in mind. U, we've had several staff members that's been hit hard over the last few weeks. Uh, our former programs assistant director is now our class D coordinator. She lost her mother. Uh, my one of my office assistants lost her brother. Uh, and then one of our that's also a part-time, she's fantastic, a city council member as well as a Logan aluminum employee, but a fantastic deputy that works part time. She lost her husband last week and that funeral is I [clears throat] ask that y'all keep uh keep uh our jail family in your prayers, please, cuz they've been hit hard over the past few weeks. But but I thank you.

Well, right now we're doing um a lot of I guess you call it the grunt work for the phone system. We're doing everything, getting it ready. They've got they're building it. They're going to ship it in and we'll be installing it, which can't come any sooner. We need it. We need it now. We had a um a problem last Friday where the current phone system crashed and it was I was in panic mode. But just to let everybody know when our system goes down, we do have a plan in in intact. All the 911 calls go to KSP and they're calling us on our cell phones and we're dispatching calls. So calls are getting answered when the phone is down. It's just not the ideal situation. And once, oh, sorry. Once the once the radio system gets uh the work done that we're hoping gets done and we get a little further in this pro progress, might I say, we're hoping that our calls will be able to transfer to uh Todd County versus to KSP.
But we uh this week we're just doing a lot of busy work getting everything ready. And I'm excited but nervous at the same time because anytime we put in new equipment, it always makes me nervous. Do you have an end date for when those phones might be uh they're looking at probably they'll be in by the um they probably by the end of the first week of May for sure. Wow, good job. But we originally had thought they started out with March and then you know things started not being able to come in. But they've got everything built. It's in Knoxville. They're just ready to bring it here. So that's three days. Three days they'll be up. Really? You think?
No. The the first week of March of May. First week by the end. Oh, I thought you said first of May. Well, I wish I wish. All right. End of first week. It takes a little bit of time. Yeah. We're we're also working on some stuff with EPB to make things more efficient. And so it's just been a lot of different conference calls and trying to make sure everything is good to go. So that will be basically everything new and then it'll be time to start. You know, as soon as you put something in, something else has got to be replaced. But always

Daily does the entertainment. So, I want to clarify and address an internet situation from last week. If you saw it, there was a post made about somebody stealing a historic marker. Didn't steal it. I picked it up because tourism office called me and said, "Hey, do you guys deal with these?" I said, "I know who does. Let me deal with it tomorrow." Following morning, Peewee from the road department called and said, "Hey, I got a call. There's a sign broken. It's down. What do we need to do? I said, I need pictures. I'll go get it. Got my pictures, picked up the sign, took the sign straight to the road barn. Then I went to the archives and I contacted the people at the state who actually deal with those. So, Mr. Jim Severs from the Kentucky Historical Society has responded to the email. Due to the damage the st the sign has sustained, that sign will be considered totaled. It will be picked up by the state road mark at some point and they will dispose of it. It will the the sign is the Reverend Valentine Cook sign. It is now on the list to be replaced repaired. However, it will take years for that to happen. The last one that was repa uh replaced was the Morton uh no molding station out in uh Shako. It took about 3 to [clears throat] 5 years for that to get back in place. They only have the funds to do about 12 in a year and the new signs take priority.
Okay. Can you leave the old one, no matter what condition it's in, can you leave it there? No. No. Because of the way it's broken. It there's each one of the signs has a bell and they're they're they're cast aluminum. Okay. So, it's all one piece and the bottom bell that sits on top of the post, it's snapped off right at the top of the bell. And so it was just leaning against the sign. You're gonna get more calls then. Somebody would eventually steal it like legitimately steal it. But like what you did?
Yeah. Like what I DID [laughter] [clears throat] in this case in a potential case they would probably try to recycle it there. There may be some sort of I don't know melt melting down or something. Right. So, just to put it out there to the court and to anybody who might have saw the drama or believe the lies, it's on Proctor Mill Road. The sign was not stolen. It was picked up and placed at the road. Okay. What caused the damage?
Well, my understanding is that someone may or may not have allowed their children or neighbor children to climb and hang on the sign, but I do not have proof of that. Um, that is just what was said to me. But those I mean those signs the majority of the signs that we have those historic signs have been up since the late '60s early '7s and they're cast aluminum. So it takes something pretty substantial to break [clears throat] one. Um, and this one stands in the middle of a yard.
I saw a video and the the final fall of it was the wind the wind took it. I don't know what happened with that. [clears throat] Yeah. I mean, it's a shame it takes that long for us to get a, you know, we want to remember our historical areas and our markers, and it's just a shame it takes that long, but it's out of our control. We don't we don't manage those. The I guess if there is any good part to it is that those signs are typically um I think in the past 2500 and up per sign. And usually you have to raise the money to have those repaired, replaced, whatever. And now um a few years ago the legis the general assembly um passed that they fund those so we just have to wait for the money to become available
through them through them and through the Kentucky Historical Society for that to be cool up the list. Okay. To be replaced. Well, I like that. Well, we appreciate you going out there and stealing the sign. [laughter] Does anybody know? So, it didn't line up on somebody's wall in their in their in their living room as a marker. But, right. Does anybody know this person? I was like, [laughter] she's a thief. Yeah. Like, I don't know anything. That's too funny. I I actually got the screenshot of it and sent it to the sheriff just in case his phone started blowing up or getting calls, he was ahead of it. So, we appreciate everybody keeping an outlook on our stuff, though.
Absolutely. If there's any more that are broken, we do need to know about them. I don't think we excavated one of them, but we're carrying the sale from we're asking if any church or any organization would like to set up a shelter if they ever let emergency management know so we can report it to the state and get it out on the website so people don't to respond. So, but other than that, I want to bore you with the rest of the stuff we do. It's the boring stuff. This is the fun stuff. So,
is there any question? What's the requirement like for a shelter? Like if is there like a structural requirement that y'all have for the for the area room that store people in, you know, basically restrooms and necessities. Our church looked into that. Excuse me. I'm sorry. Am I correct? Our church looked into that, but because we've got windows all the way around the sides of that gathering room, it was said no because that would be just as dangerous. Right. Okay. That's what I was going to say. I think that's what I understood about our offer.

Good morning. I just want to take a few minutes to clarify information some information that was that we put out last week after talking with the judge and Joe um about Southern Paws. Southern Paws has now become Southern Paws Friends of Logan County Shelter, also known as Southern Paws folks. Uh I just want to make sure everybody has that understanding what it is. Basically, they're keeping their same role, but now they're going to uh to their rescue work. They uh their focus is straightforward. Raising funds to support the needs of the shelter, advocating for the shelter and its mission within the community, and assisting with programs and resources that benefit the animals in our care. They are a separate independent nonprofit. There is no contract, no agreement or financial obligation between Logan County and Southern Paw folks. So, just want to make that clear. That's why we didn't have we had to come to the court to get approval because they're an advocacy group for us. They're not there's nothing that we do for them. Um uh just to be clear, this is not an exclusive to one organization since there is no contract. Um any rescue or nonprofit that wants to support the shelter, advocate for the animals, or help raise funds is more than welcome to do so. and we would definitely take the money to help with the shelter. Uh I also want to be transparent obviously uh my wife serves on the board of cells folks and my daughter is the president. Because of that I understand the importance of maintaining clear separation of operating with a high level of transparency and that is something we take serious that I take seriously that um we'll be 100% transparent of everything that's going on. We have I have been and I know that they they have been um from a funding standpoint. The county
previously contracted with the rescue to operate the shelter at a lower cost. Today we since we took it over it's obviously the cost has gone higher for the county by bringing in a fringe of organization. Um what that's going to help do is allow us to start raising money, getting um donations, and then having that being taxed right off to help for the needs of the shelter, you know, as the projects we're looking to do. And we're trying to get grants for, you know, upgrading the shel the uh kennels and getting all that paid for instead of having taking county money and taking taxpayer dollars. We're trying to raise funds and trying to get the money other, you know, outside of taking money from obviously from the budget. Um the goal obviously is to um improve the care working, reduce long-term costs, and ease the burden on the lowcoming taxpayers. Um just from an operational standpoint, over the past two years, we have focused heavily on improving efficiency and outcomes. We have reduced our average dog population from over 60 dogs down to under 40. We're actually at 34 today. Um, and that is not due to reduced intake. Um, it is the result of moving animals through our system more efficiently and effectively. Our average length of stay has gone from over 60 days to 130 days. That means better outcomes for the animals and more capacity to serve the county when new animals come in. Um, I'm proud of the progress the team has made and the culture we have built. Um the shelter is doing great things and having the addition of Southern Paws folks to help us raise money into uh healthy animals. Um I'm proud of that fact that we that we've grown into what we've got what we've gotten into in our partners with Butler County with um with Warren
County. Uh they've been great helps to us. So on top of all that, we've we've spread out and we've worked with a bunch of different shelters. Uh and then lastly, if there any if there's ever any questions about the operation of the shelter, I'm always available to answer them. Um I won't get into a Facebook fight with anybody, uh I will answer them directly and if they have any other questions, they can obviously come talk to me personally or by phone. Um but I do welcome anyone to come see the work that is being done firsthand. We're very proud of what we've got what we've done there and we're uh happy to continue what we're doing. But I just want to clear everything up so there's no confusion and so everybody's on the same page and know it and transparent as as possible.
Yeah. At the end of the day, you know, the goal is, you know, we have you will always have a population problem with with stray animals. And the goal is to in the most humane way control that population by adoptions, by raising the money, by getting them to families, by getting them to other areas. And uh and it's also the goal is also to have the least burden on taxpayers while doing those good things. Um [clears throat] at the end of the day, I mean um I can't blame for I can't blame the public this taxpayer, you know, this office of taxpayer fund. I don't blame them for wanting an explanation or or being curious. They have that right. And I think uh but overall, I think you've done great. And I think uh whoever you're working with has done great. And I think that um I appreciate you being transparent about it and and uh that's our job is to let everybody know what's going on. And uh but at the end of the day, I think uh I think it's great what you're doing. I think you're moving these animals. uh we're no kill level, you know. I mean, it's great and uh I do appreciate you being transparent about it and and and letting the public know and uh [clears throat] 100%. Yeah, that I mean and like I said, it is family, so I get people understanding that it but with that being said too, we're even more cognizant of being transparent and being above board and being, you know, 100% to to make sure that we're doing the things right. As far as ethics go, you know, with the issues, Joe and and Phil have dealt with those and they've looked at everything and have confirmed that there should be no ethics problem there. So,
I mean, my understanding is this is a group independent of us that wants to use their resources to benefit us. I he's disclosed it. If you all don't have an issue with it, I don't see an issue with it, but quite frankly, uh, take the rescue stuff aside. I mean, if they wanted to raise funds and then donate them to us, I don't know that we would be able to stop them. That was kind of my view of it. Uh and I recognize that people have u issues with the family connection, but um who else would do it? I mean, other than somebody that loves Eric and he loves this shelter. Uh, and you know, my view of it was, uh, as long as we're not getting into a partnership, we don't have to micromanage it nearly as much. You know, we had a long-standing prior relationship and those things got murky because we did intertwine so much. And we had some power, but we didn't have power in other situations. But here, they're totally independent of us just giving stuff to us. So, I didn't see an issue with And you made a on your Facebook post you made I I think it's worth mentioning that you said your daughter takes no no salary, no compensation and she works for Spark outside of doing this to to pay her bills.

Good morning suite. Also, uh, just as it was mentioned, uh, I wanted to say for Eric Eric, she helped us out at the recycling center over the weekend with some stuff that we need help with. I just want to give a shout out to him real quick on that. U, just a couple things I wanted to mention. Uh, we do have our county electronic recycling day, our East Scrap Day coming up before the next court, May 8th. It's a Friday 9 to1 and I know it's in the announcements but I just wanted to put that out. It's in the recycling center 12:30 Morgantown Road. Everything is free except TVs and monitors which are $10. It's the same as it's been in prior years. And most items with a plug are taken. Large appliances aren't, but most items with a plug are taken. We don't take tires. I get that question sometimes. We do have a county tire coming up as the plan is due to funding in July. July. [clears throat] That's pretty much what I have. All right.
That That's it. I had mentioned to you I had a question. Yes, ma'am. A lot of people have been calling because they get in the line to go to the um free dump day. Okay.
And they're seeing out of state, they're seeing all kinds of licenses. And the question has been put to me, are we not checking that? And I said, now here's the problem. They get paid by the pound for taking these things. Is that not true? I want to be telling them the exact truth. And I said, "We want the I'm talking about our people up at uh Scott Waste." I said, "We want them to continue to offer this. We don't want local dumps that we have to clean up. And if this is a way to keep that from happening, then it's open to the public in Logan County." And they said, "But we are all the way out 6880 for over an hour waiting to get in there behind cars and vehicles." I said, "But you don't know that those cars and vehicles aren't borrowed by someone in Logan County." And I said, "I don't it will be a it's already hours long wait out and it's not pretty to see all these um garbage setups all along 6880 on those days. However, to put someone out there taking license uh from the people that are driving would just delay it more. Now, if you have something more that can make that easier for me, I would be grateful.
I don't know that we can do anything a whole lot easier than what we're doing, unfortunately. They do check those sometimes, but yeah, I can't say that they're going to check it every time. And I know that we we've talked about this. There's nothing necessarily that would keep them from having other people come in on that day, too. There's nothing in the contract that would say, "Hey, if we want to take people from Tennessee and charge them on that day, then there's nothing we can really do about that." So, it is unfortunate the lines are long. Of course, it's spring every that's usually the busiest time for all this. Sometimes the lines are not that bad. Uh I try to tell folks, you know, you go at the very beginning, it will be it will be rough sometimes if you go right at 8 at 7:30 they're lining up. Yeah. So, and ends up all the way out poorly.
What I can do is I can talk to my contact there and she works those days sometimes. I will I will ask her if there's anything else that that could be done, but at this point I I don't know what it could be. Well, we want Scott Ways to continue to offer it. So, we won't have these illegal dunks. And I think the end result's better than the alternative. Yes, ma'am. However, you know, I I promised I would bring that up and so I just did. You don't have to talk to me after court because I just did it here. I'll look into it and I'll see what I can I'll get back with what we talked about. Thank you very much. And I realize there's complaints. We realize that folks have to wait and sometimes it's just one of those things especially this time of year, but I'll get back with you. All right. Yeah. You know. Yeah. There's the dumps opened and people can go business. So, you know, we're a business and we can take our trash there. We pay. We don't ever do it. But not everybody is.
We don't We don't never do it because it's not worth the wait. But if we were in a pickle and needed to empty a trailer, we get in line, we go through and you know, we have to pay. I mean, I mean, it's not even an option for us. I mean, they don't like motion us through. We have they know we're bald and Ruben County and you know, trucks clearly say that we go in and pay. Well, see that that's upfront and nobody would find fault with that. The problem is is when they line up and they see these out of state vehicles and they think, "What's this?" And then nobody's checking them. are watching. Nobody's checking them. And I think, well, I will bring it up. And so I did. We're done. I don't want to hold everybody. That's it.

Uh May the 2nd is the countywide outdoor warning system. uh May the 2nd at noon in the event of inclement weather the test will be rescheduled. I've seen where someone heard that and was trying to figure out what was going on the other day and thanks for people who pay attention to that. They were able to tell them exactly what it is. Also, May the 2nd, that's this Saturday beginning at 200 p.m. for those uh is a Range Fishing Game Club and it starts at 2 1283 Range Lake Road in Lewisburg. Uh there's a membership drive, meet and greet, uh food, drink, uh live auction items, and uh music by Nick and DD Reed. Uh May the 3rd, Auburn Fire Department is holding their annual meeting from 2 to 4 at the fire hall located at 114 East Main Street in Auburn. Uh come enjoy light refreshments, desserts. All right. My name is Dale West. I think you know me. Yes, sir. Well, I have a problem. I had two farms out in the South Union area. Yes, sir. And one of them has a wedding venue right in front of the family house.
Okay. And this is just a drunken barn every weekend is what it is. And I I've done talked to everybody in the state about it. I can everybody keep saying there's nothing can be done. But I believe there is something can be done. I mean the houses is within 200 ft of the bomb. And I've talked to the sheriff about it. And it's on a one- lane road 6/10 of a mile off the main highway. And they're urinating in front of the the kids in the house. They're throwing their shot glasses in front of the house. Everything. And I mean, I hate to say it, but there's a deputy that's working guard duty out there to make sure my kid stays straight, you know, and he's not saying he ain't that. I mean, every weekend there's a bunch of drunks leaving the place. And he's not saying that he's not worried about the drunks leaving the place, you know. That's not his job. His job is to make sure we're not making noise and causing trouble. And I believe something can be done about it. The state representative says there state law says they can do it. It's called a a venue entertainment venue, but it's I mean I find this with Miss Crawford come out there Saturday night. She knows. And and you know how it was some uh wasn't some bad Saturday night. in the middle of night getting married be love but they were still getting drunk in the park and they started on Thursday now the wedding wasn't but a Saturday night and a couple of weeks ago they had a party and the sheriff's department was called out there over my kid making a noise with a cow we call or something well because the sheriff department showed up [clears throat] there were five vehicles left in the parking lot the next morning because they were probably drunk and you they were afraid the sheriff was going to
kill them. But there's got to be something to be done. State law or not, y'all. There was a wedding menu in lower green was shut down because the residents didn't want certain the difference between Warren County and Logan County is Warren County has planning and zoning. To correct that, Logan County does not have planning and zoning. We don't have that. They they've opened a business. They met every requirement for a business in Logan County about the alcohol stuff. Well, Joe, you care to help me on this one? Cuz we've had this discussion before. Um,
so somebody's going to get, you know, somebody going to get sued later. I mean, you got people coming from all over the county that's not familiar with that role. They get drunk. I I would say in terms of getting sued, you might have civil remedies that you could pursue through a private attorney. So, I think the problem could be here that you're asking the government to handle the issue and without planning and zoning, there's nothing that would prevent them from doing this that that I've ever been presented with. You also were having law enforcement officers out there. So, if there was indeed a crime being committed, even if he's working there privately, he would have an obligation to step in on that. So drinking within
he knows is going on. I I can't I can't deal with what you perceive he believes the issue that he what he knows. And but you mean you can't pass some kind of you know within so many ft of somebody's house or something? I think it would probably be problematic to do that since the venue would be grandfathered in for the fact that it exists prior to
Are you going to just speak over me? I would say planning and zoning would be the best way to address this. It prevents different types of properties from intermingling and that's something that's been discussed a lot. But on the whole, people want the independence to do what they want with it. But again, if you feel like you're being wronged, you have your your rights to civil remedies. It just would not go before this court or a criminal court. So, you must be the county attorney. I I am. Yeah. You don't want to talk to me. I can't give you legal advice on a matter. That's I wouldn't ask for legal advice. That's why people talk to the county attorney.
Mr. I ain't got buddy. I I can hire a lawyer. We'll do something about it. Listen, every person that needs something that they hope the county can help with should always come and talk about it. That's what I've been doing. I've been I've been on the phone for the last two months and I went out talking to the you my lake. I don't I don't remember him being out there. He said he knows. Well, that was that was years ago when I worked for Logan Telephone. I was out in that area. That's the only time you and I ever had any interaction till you called me the other day and I told you everything that we just told you today.
Well, I'm trying. That's all I can. But I did go out there and I stayed till 11:00 and listened. So, what I'm saying is you're not doing the wrong thing by coming to court and asking for help. People on this court are listening. People in the public are listening. But I said I just can't understand why you can't do something about that. I mean, I really can't. What What do you want us to do? Shut him down. Can't go within 200 ft of the house. I mean, it's already established, sir. You just started last year and it ain't like it's been there for So, you just want him just to throw everything, all the money he's invested in, the whole thing. Just throw it away and just walk away from it.
Well, what do you want me to My asking you what what your I'm asking you, sir. What? She can't she can't do it. Every s I mean this but a couple of weeks ago they was off on a trip. They come back 9:00 to normal at 10:00. Get back to the house. All the drunk drivers come down one lane road. [clears throat] Well, I also know that they have uh in their their contract they have shut things down at what 10:00 I think is our contract. Look at their thing. It says 11:00.

I've never been back there to a venue. I've never been back there one time. I can't say I can't say that. But uh you know, I was just looking for what your thoughts were, what you was expecting us to do, what you expect this, uh business owner to do. Now it ain't like he I mean matter of fact I called the BBA guy about he didn't know nobody seemed to know nothing about it you know but he had a lawyer said to my kid nasty letter saying you better not be making no noise at that place and the deputy asked me one time what my son-in-law was doing behind a house cutting a tree up while they was having a wedding you know something just crazy.
You look like you got the right to cut a tree whenever you want to. Right. Right. But he's a ras every weekend. I don't know about that. You can't call it one way and then call it another. Strickler or something like that. They got the right to have a letter saying there not be no noise coming from from that property. Well, I haven't seen the lawyer. I haven't seen anything about it. But as as our attorney has uh said, it's you've got more of a civil than than anything we can do here. That's what I have to do.

allow a temporary overlap as a court, and then as pending as long as this person's LA, he's already put his resignation in his last days, the last day of school, which is May 22nd. And uh you know, we vote to to bring him in as a road deputy. We got to come back and vote again to bring him in as a SRO. just it's just complication for something that's just temporary, right? Yes. Yeah, it actually left a little bit out. I think it was the same form we used last year. Uh it more relates to uh since the last time you all set my salary and you only set it once every four years. Um we added the responsibility of the code enforcement stuff on that and that is uh something that is picking up. Um we did not address it last year with Elizabeth's uh seeing that that was going to be an increase because we were going to wait and see. Um, and so basically just looking at a I think it was about 25 2,600 uh dollars over what the cost of living increase would be for me and I think it was a about 3500 or so for her. Uh because we are having to stay later on these days. Um, and I'll just say from the last one I went to, it is definitely going to pick up um, in the next four years. And so trying to look at something would be reasonable uh, to account for that. Um, Nathan, last time we didn't have any cases to present, but um, it looks like we might have 8 to 10 hearings next month if people continue to do those. So that would be the increase in the workload. Uh I would say just knowing uh what people make in my position from the counties across the state uh it would still be uh fairly in line or under a lot of counties of a similar size uh and workload. Judge, I I want just to ask this question. And and this doesn't apply just to ambulance care. It's sort of uh Thomas and I was having a conversation the other day about you know annual bids and whatnot. But specifically to ambulance how how will we determine I guess our evaluation process of that? I mean I know it's had a call this morning you know with concern about the service that we currently have. I'm not, you know, I know our emergency personnel people probably have way more understanding and incidences, you know, to to sort of evaluate that, but uh I know the [snorts] caller, you know, predominantly was suggesting, you know, that it shouldn't be solely about cost obviously.
Agree. And uh I guess I just wanted to at least share I hope that we have some sort of evaluation process if we get more than one bid, you know. Agreed. That you know it's not just well they're they're the cheapest, you know. Yeah, we did that on one of the last things we did. We did a bid matrix and we graded it based on like five different areas. One cost, you know, needs to have the most weight in my opinion. And I guess is our does our advertisement stipulate out what our expectations are or is it just a blanket? You give us a proposal.
It's pretty much just a blanket to be honest. Um and and I guess I say that cuz that makes me a little concerned about how we, you know, truly get the apples and apples to where we know what we're looking at. you know that that it it's going to mean x number of manpower always in the county or x number of trucks always. I don't know. I I'm really speaking way over my head cuz I don't know that business. But you may be following my concern.
I I do. Um you know when the contract is wrote that says that we'll have two two ambulances every round clock basically. Um and I have to I have to read through it. I mean, I see so many of these contracts, hard to tell everything on it, and I would expect every one of them to follow that procedure. Uh, we I've been asking John Holder for reports, and he's been giving them to me, his run reports and and such, and I'm looking at those, too, uh, to know. Now, as far as your evaluation of current, you know, I'm pretty much in the public's what the public brings to me is all I hear. you know, I I'm I'm hearing from from different departments, you know, things that the ambulance service is doing. Unfortunately, I'm hearing wrong more than I am right. I occasionally hear the rights, but for the most part, I'm getting the the the negative comments and that's usually one phone call and I get an explanation of what was going on. Um, unfortunately we we only have only contract for two ambulances. And so when something happens late at night, we have to call out from other counties or other ambulance services we have agreements with. Uh, you know, if those two are busy, unfortunately, sometimes we have to do that. We don't like doing that. But to add a third ambulance, I just don't think would be I just don't know if if we'd be willing to to swallow that pill. I'll just say too, I mean that we've never gotten a competitive bid yet. Maybe we do this year and I think if you were, you could do what uh Tyler said. UM AND YEAH, we still got to have the best bid and price has to be a big part of that, but doesn't always mean the best bid. Um, so it might be something that if we find that we've got competition this year that you do a more uh detailed one, but
I would honestly be a little afraid that um if you change it too much, you might get a higher bid and still only get one provider. So, but you could always give them the option to give alternates for a third ambulance. But
yeah, I mean that that's always an option. I guess what I'm really getting at is I'd really like to sort of see any any sort of minimum expectations like the metrics in essence but you know that we clearly say we want that in the proposal so that we can at least have a baseline uh for that evaluation. Obviously, we have word of mouth. We have track records and we have feedback from our emergency personnel. But obviously, you know, just the I I've got I don't witness it firsthand, but honestly, I'm just sharing the concern that was brought to me. So,
well, and I and I 100% understand that when you call and you you expect an ambulance to be there, and I do understand that. The unfortunate side of it is is it can't always get there. Logan County is a big county. It can't always get there as quick as we want to as far as their part of their bid packet. It wouldn't hurt if there is more than one vineyard. Like we I don't know that we've had a more than one and I don't know how many years we've had the one response to it. I've never seen I've only seen one. Yeah,
we had in the early years we we had a company from Ohio and one from Indiana and they bid several years in a row until they finally just quit betting. But it's probably been at least 5 years since we've had them. I think that might have been your first term. Might be that far. I don't I don't remember since 2012. We could put in there. We have a summary from EOC of how many calls we have every year. How many,
you know, we we we can we can do that. But I I think honestly that if we do get more than one bid for this that we need to put a group of you guys together to help evaluate that. I mean, I I I appreciate your confidence in me sometimes, but sometimes it makes it really hard for me to be the one making that decision. Well, it wouldn't hurt to put that metrics together already. I think it's fair to have that. I agree. Prior to opening the bids agree uh so nobody can call that, hey, you're building that metric to favor one vendor. Yeah, I I definitely do not want that to come out.
You can put that together in anticipation that you are getting more than one bid and um that way if we do then you got something to start working on. Yeah. And some and you can have pre- bid meetings too. You can have it to where anyone that might be interested in bidding can come. We might do like a Yeah. pre- bid meeting and and this is our call volume and this is the response times you know and this is our expectations of you know like you said there's some metrics there that we So we own the two ambulances that are that are on call 24/7.
We actually own we own I think six. So why don't we have three ambulances just for the manpower personnel? Yeah, we we we may pay for the ambulances, but they're paying for the personnel and just having the personnel available is where So in our contract, it says to staff two ambulances to enforce that. Correct. They have two ambulances, a day truck and then on call.
Yeah. Yeah, we have the on call. The day truck is one that that uh comare at this moment has taken pretty much on themselves. Correct. Yeah. And uh hey, as I said, if someone wants to help me put this together, I'm welcome the assistance on this because I don't I definitely don't want to put something in there that isn't needed or I don't want to leave something out that is needed. So, anyone that's wanting to volunteer to help me put this together, I or any three of you that want to take it, I would gladly gladly hand it over to you.
Make us two ambulances around the clock. That's three shifts. You know, that's what we're getting right now. and then one on call. So it's four four staff members I guess per shift, right? We have two embassies every available all time. So it's potentially 12 12 staff members they got to have to do around the clock I assume. So, but you know, like I said, we put it out for bid and I understand what Chris is saying about maybe some some of the expectations if if first we got to identify what problems that we we think we have that we want to address with new contract whether whether it's the current person gets it or the new person. If we we have a repetitive problem that we want to address, we need we can address that as part of a metric. And if the problem is is response time, then you know we need to put in there what our expectations is on response time. So I don't know how you do that. I mean, you know, if you have if you have a bad night, you you know, if you had five, you know, ambulances and there was things going on everywhere. I mean, there could be a time, you know. I don't know. I would say if you're going to use response time, I mean obviously there's no way you can contract to enforce that, but you could use that as a basis to terminate the contract if there were sufficient enough
instances instances to give you all that discretion to do that. And you've got Ginger who knows when the call is put out and knows when the call is returned. So, not saying you do that, but that would be the enforcement mechanism for Has there been a lot of requests for a third truck? I I've not had one. Has anybody else? I I I've got one right now. Somebody's watching and texting me. It's like, you need a third truck. But that was first time that's ever been requested.
I've heard it from a few people, but like I said, the cost allocated with a third truck, you know, is is is big big pill to swallow there. and and I've actually asked John Holder to to give us a an estimate of what he thought a third truck would cost. And uh that was a couple weeks ago and I haven't seen anything since. So, and I'll also say does he still have u that kind of floating truck. So, you might actually contract for a third truck and not get that much more service than you're already getting because they are providing their own because they service more than just us in this area. Yeah, that's right.
Requiring three three trucks or three amplites to be every shift, that that's two more staff members per shift, right? So, that's six plus another truck. Plus another truck. So that's six more employees. I mean that could potentially be $300,000 more dollars a year if if the whole package for an employee was 50,000 is doing it for easy, you know, would potentially be $300,000 a year. But but if we're having response problems, if we're having, you know, multiple times when there is issues to where we can't get someone picked up because we don't have enough ammunition, we can't
we can't uh let people's lives be in danger. So, but we need that data. We need to know if you know if there are times if there has been some a lot of instances or you know any instance to where someone has not been picked up by an ambulance because we didn't have enough ambulances
and and the big problem I think is is that is such a floating mark that you never really know when you're going to need that third ambulance. You know, you could say third ambulance floating around, but you never know when you're really going to need it unless you're planning on staffing that 24/7 a third ambulance. You know, it can get very costly real quick. Not to get too far into the weeds, but I I wonder could you do Ginger a list of ambulance runs and see if the most come I would assume they come on the weekends because most of the time people are at more likely to be at home sleeping or at school during the uh weekdays. So that could be a middle ground if we could figure out if there are days statistically that we have more runs like the weekends we ask for that as an option.
I can kind of look and see. And of course you've also got to think about the fact that just about everybody who's brought in to Logan a lot of them are transferred out. Yeah.
So, I mean, then we've got another run transferring a patient to Bowling Green or Nashville, which ties up the ambulance, which I hate to speak out of turn with John not being here, but then you've got an ambulance that's tied up in Bowling Green so it can get back. And I mean, and then then if the other ambulance takes an emergency call, that's like a heart attack and has to go straight to Bowling Green. You know, you never know. And it's no, it's kind of there's no rhyme or reason. You know, used to you could say like in dispatch, we could say we're going to be busy on Friday, Saturday nights. We're going to schedule extra people. Now, we might be busy on a Monday afternoon. You you and I mean Stratton is the same way. You can't there's no rhyme or reason. But I'll be glad. I mean, any complaint that the judges received, we have pulled the pad,
looked at the times and done stuff like that. But I mean it just it's unfortunate that you know and and we feel as helpless as the people there on the scene because you know until we can get a first responder there or something like that. It's an in progress call. I've got a dispatcher on the phone with them, you know, until then. So
yeah, we can't forget about the supplemental help we get from the fire department. Well, I mean, you don't realize how much the volunteer fire departments help EMS on those runs because like you said, I've seen them where they were in Nashville, the one then the second truck went to Bowling Green, they call the on call crew in and they're still shortly united. Uh, and that can happen in two hours and then they get another run for two hours. I mean, they're totally set and waiting. So you go from high to low constantly. It's it's so unpredictable. But again, uh our EMS or our fire services. Oh yeah.
Really taking a lot of burden off of them being on those on those lag times that just can't be up sometimes. And you can count on it. If it's storms, you're going to have EMS runs all night long. Nonrelated to the storm, especially bad weather everybody. And there's so many like full moons if it's if it comes a thunderstorm they will have labor pains, chest pains, falls. I mean they answer a lot of people falls can't get out and have nobody to help. People start getting frantic and start moving around to do something that's
so I mean our volunteer fire department are go get go get milk and bread. I go get milk and bread at the store. Never thought the weather would affect the place.

Thank you for the last meeting the judge and I had with John, there was nothing uh alarming that I saw in the data of call. you know, we had a meeting because we I did receive some complaints about how many runs they were making in the Bowling Green area and uh you know, we had a discussion about that and they do make runs in the Bowling Green area with their truck. They do.
And uh there is a lot of things that our current carrier provides for us free of charge. Extra staffing, extra equipment, extra trucks. You know, I know there's not meeting everybody's needs, but if we had to bid out everything that is currently being provided, you're paying double what you're paying now. I bet so.
I'm just telling you the truth. Okay. you got spare trucks and day trucks and you know they're pulling resources from Todd County when needed and vice versa. You know, I mean even more if they need something from Logan County and you know there's an emergency. I mean we have an interlocal agreement. We we help each other out and uh but the sheriff is correct. We could not do it without the,
you know, the emergency management and first responders and volunteer fire departments. But the question is, how much do you want and how much are you willing to pay for it? You got your budget in front of you. If you want twice the service, just double your cost and we'll bid it out. But you got to you got to come up with the money to
tell you a quick story that someone I know was at an event and it was in Illinois. This is a different state, okay? in Illinois and and just a kind of comparison of the problems they have versus the problems our problems that some lady passed out the floor and someone there was was helping them, you know, resuscitate them and whatever. They kept them alive, but she died because it took an hour and a half to get there for any first responder. Hour and a half. And that's what and I don't know that Illinois from some of these areas don't do our our volunteer firefighters and those kind of people. I don't
we're we're in Logan County if it wasn't for for the volunteers to do that 100%. And and also the other thing that that we have to look at is that the laws that that ambulance services have to go through on where they can and when they can't charge and what they're regulated to by insurance companies is one of the big driving forces of why it's cost so much. So until we can get stuff like that fixed, we're always going to be I mean we're in the same boat with these with ambulance services that we are actually with the jail about the cost that we're having to sue by laws being wrote but no financial no finances to back those laws.

You know, every call we get, they could be tied up on something really that in my mind does not need an ambulance, but whenever they're called, we have to send an ambulance. They're out there dealing with something really minute and then we have something serious come on the other end of the county, but they can't just drop this patient
and go. [clears throat] And you know, as far as you know, then you've got them in Bowling Green, which they are using the home care truck to do the special rounds in Bowling Green, but they're already up there. Sometimes they'll be picking up a patient, you know, we pick up a patient from Bowling Green, bring it back to Len County. So I mean it's and you know of course there'll be for every you know one complaint there might be 10 15 20 calls that there's no complaints you know but it's always you know scream loudest and you know I'll be glad to pull any calls that y'all get complaints on pull times but
one of one of the things I have asked John to do is to pull his data and find out try to establish a a prime time on when that third truck might be needed the most of asking for that. He's working on that to my to my knowledge. And that will give us a little better um idea of when a third truck might be needed, when we would it's all it's a gamble. Let's just be honest with you. It's a gamble when you have that third truck on it. So, um, one thing I I'll share that the meeting that we had with John, a couple things that there's a lot of assists, fall assist, you know, they they call and, you know, they have to go and so they they go and
a reasonable amount of times when they get out there, the person's already picked back up and, you know, there was no need for them. Well, the volunteer firefighters have done it already, but you know, there's a lot I'm just talking about for them. and they show up, they show up and
the person is already and nobody bothers to call back and say, "Hey, we don't need you." And there's been multiple times, this is what was crazy. I almost hate to mention it here on YouTube, but that somebody will call and ask to be taken to the hospital in Bowling Green. They schedule it and pick them up when they can. When they go to bone green, they get out of the ambulance and they take off walking and go somewhere else. Never go never intended to go to the hospital. They needed a ride. Yep. Yep. And they came multiple times that so you also have to remember that person should be arrested and put in jail.
Okay. You are jeopardizing lives doing that nonsense. Yes. and causing the taxpayers to sit here and talk and have conversations about spending $300,000 to add a third ambulance. And we got people who will call the ambulance service. Doesn't happen a lot, but it's happened more than once and just for a ride to Bowling Green. Yeah. Cuz they'll schedule ahead of time for doctor's appointment for doctor's appointments. Some people have to go by ambulance for their doctor's appointment, but they don't have any other way to get there.
Well, some people, of course, they can't. they don't have another way, you know, they can't get in the car or anything like that. But they'll take a lot of scheduled transports, diialysis, different things like that. Of course, that ties up. That's why they have the day truck, but of course, you know, that takes care of doctor appointments. But at night, you know, we're running back and forth to nursing homes and the hospitals and people's houses and and I mean, our county is huge. You know, it's kind of like the sheriff. It never fails. If we get a call on Iron Mountain Road, they're on. I mean, it's, you know, it's it's just very unpredictable and um
they do deal with a lot of nonsense calls sometimes. It seems like I mean we but that's public servant work honestly. You know, we we get it too. We you know, you come get this raccoon out of my [laughter] and we go through it. End up being the hood. Yeah, no smoking. [laughter] I didn't know I could call you raccoons.
When I said the cost, you know, of adding those people 300,000 rough estimate. I mean, it's worth mention mentioning that what we give them every year is not their only revenue. I mean, they they build insurance companies. They have another revenue stream. So, that 300,000 or whatever would not be there pushing it all to us. the the the county contribution just subsidizes what they get in billing because when they show up to a residence as as was said to help someone get up or or just show up, they can't bill and and they refuse to and they don't take the ride. It does they they can't charge for that.

I just I my whole real point of bringing up was really if we have a minimum list of expectations and requirements, I just want to make sure that everybody's in their pricing is for at least meeting those, you know, and that's that's where I was really going with the conversation is I just want to make sure if we have concerns and our expectations are different than they were the last time we did this, whatever, that those are clearly outlined. And I don't know what those are. or I mean I couldn't even get to write the first one at this moment but I just want to make sure that if we do get two bids that we do know that that pricing me is implying this is the price to meet your expectations.

Uh this would be like I said uh taking the 8020 bridge money that's available to us and using this hopefully it would be the 2526 money. you. Uh this is one of the three places left in my district that you drive through water. Whether it's raining or not, water, it's not a bridge. Water just runs over the
