All right. District three. Uh Peewee, I got a request at 79 Stephanie Road uh requesting to clean out the ditch and open the culvers uh to try to keep the water in the ditch. Uh it's overflow on the sides and flowing towards the house itself. Uh so if you would to look at that and then also the last uh five roads I guess I've had paved, I wasn't sure if you all had come back and addressed this. Grab the show just yet. Some of them I know were back in the spring so I didn't know I had looked at those but I just listed them. So I just want to mention that otherwise I appreciate all you all doing.

Um I mentioned Harris Road where for whatever reason the pavement just is not holding and um bringing it up today. I'm hoping we can get that just repaved in the future with funding allowed. Also, um there has been some concern about uh Long View Lane where the pavement has buckled or not far from where it connects to Liberty Church. So, I think that was something we had talked about before and whatever can be done, I'm not sure. Yeah, I I got out there to look at it, but I will get out there and figure out what
it's right in front of that house. I think some big equipment may have run over it when it was fresh or something. I'm not sure what caused it, but if we can fix it, I'd be grateful. So how how much were your bids to do all that? 22,000. But I wound up with way more shelves than I got. So what I had bid. So, we actually got enough to pretty much out it's outfitted the whole D room. No more of those. Well, we have one big logger bench, but we got rid of those. It were taking up so much more room and got it more ADA compliant. They might still have to have a little bit of help from us behind those big post, but otherwise we got it where everybody can get in and out. It looks It looks great down there. Great work. Good morning. Very good today. We had 86 on the county side, 64 state, uh 34 on our state work side, holding four for out of county and one for out of state for one page five [clears throat] and give some updates. The next pre-release class is going to be this Friday, January 16th uh from 2:00 to 4:00 p.m. at in our library in our classroom. We we'd love to have you uh have you all attend if you're available, but it gives uh our our individual inmates that's about to be released within the next couple of month 2 3 months uh an overview of all the resources that's out there for them. and they'll receive a a folder with those resources, but each person that's representing an agency will give that overview with a with a pamphlet and a brochure and a little bit of information that will be in that folder. But
that's his Friday. That's his Friday, his ma'am. Okay. And then currently working with John Swords uh uh on the next dates for work rate boot camp hopefully in the next couple of months. And then uh I also have a uh a personnel action request this morning. A gentleman that comes to us from the the prison but had worked in local local jail as well. So it's a What time is that pre-release class?
2 2:00 p.m. is the start time. It It's scheduled till 4, but it's kind of depending on the what the questions and what's shared. It may take a little longer, a little shorter, but Okay.

You have anything else going on, Josh? Yes, sir. Uh,
go ahead. I was uh I was going to give an overview and then I had Miss Fuller come up and help me with some programs overview from last year, but uh but I just wanted to give you some numbers from from 2025. Uh since taking office in 2023 uh based on training and just implementing a verbal judo and definitely communication goes a long way. We we've reduced the uh use of force incidents or response to resistance by 76%. Uh we've also reduced the total number of all incidents by 63%. Uh it's a huge benefit for safety for both of our staff and our inmates and uh I believe Mr. Ross can add too on potential litigation on lawsuits and things filed. So but we worked hard to to implement that. It's uh you don't have to agree with why somebody's there, but you need to have some empathy to understand. You don't know their backstory, but just hear them out. Communication and just that goes a long way to to cut down on potential incidents and altercations. And that's that's what we're trying to do. We're not there to judge. We're there to to oversee, observe, try to offer some mentorship, some education [snorts] and things, but uh again to communication is key, but as well as each employee at Log County Detention Center uh is required by DOC to have a minimum of 24 hours uh a year. On average in 2025, uh our staff received 61.8 hours of training. So we we've tried to go above and beyond that and it means a lot to us again and that number reflects with the amount of the incidents being cut over over time.
Did you say 73% for use of force? What was the other one? 76% by use of force and then the total number of incidents we reduced by 63. Thanks.
That's great Josh. Yes, we and we've reached out to several different states to find out more beneficial training and best practices uh to help improve our facility and the training for for our staff. Um and again this is evident with the reduction of use of force incidents and overall incidents uh by implementing more training and better training. We have also had a 76% retention rate for the year uh 2025. Uh we we do everything we can to to try to reduce that loss. Uh we try to be real selective on who we hire. Of course, the job is tough. It's not meant for everybody.
And uh and last year, uh hours worked by our class A class D inmates uh have saved the county 65,280 work hours. uh for a savings as you figure up the state looks at minimum wage. If you you look at that at the minimum wage rate that save the county $473,280 based on that. However, the new proposed minimum wage is $10 and then the state is is looking at the proposed minimum wage by 2031 is going to $15 an hour. So if you look at a manual labor job, the average salary cost $15 to $20 an hour. That's between $979,200 in savings to $1.3 billion in savings in manh hours. So, we're working hard to to try to to try to get our guys out working in the community, saving saving the taxpayers. And our literatement crew covered 331.7 miles of roadway last year, picking up 3,120 bags of trash and 33 tires. the jail deputy work hours supervising was 558 and a half hours um and then uh 194 hours and 3/4 hours for inmate work hours for that but again we we work hard and uh Mr. that was that in data was help compiled by Mr. there as well. But we we work hard. Uh our staff works hard, the inmates work hard, but we're trying to uh to do that for for the county to save. So,
Well, it makes a difference when you're driving along our county roads. Yes, ma'am. If y'all haven't been out, you can tell because the trash is there. Yes, ma'am. And we do everything we can. [clears throat] Usually even with transfer trucks and things if they're not covered escaping content sheriff can vouch. We got several complaints when I work the road but uh you can pick up and then you go back through and stuff blow out but we try to stay on top of it as much as we can. Thank you.
And Miss Fuller if you would would you care to join me just giving some overview of our our programs and some numbers from last year. I know there's some uh there's a lot of talk about state inmates and where where the that uh that work training and and things goes, but the majority of the people that we have slash currently is uh is Logan County inmates that were county that have become state inmates that that is in our program. Um we did a um just of I think it was Friday um we did a figure of how many actual inmates that we have in the jail that are state but that are from our area. I noticed that there was an increase. I've been doing this for years and you know I was before the state inmates were 88% of our state inmates were local. So we're needing to give them every opportunity we can so that when they get out they're not repeat offenders. And that's why we're so um that's why we want to give them every opportunity. all of these classes, the pre-release classes, uh the boot camps, because that makes a difference. Every dollar that we invest in them is going to help our county in the long run because that way they're going to have jobs. They're going to be productive citizens. They're not going to be sitting in the jail and us paying to keep them in the jail. Instead, we can get them out, get them productive. So, um I was um we do serve about 19% comes from Warren County and the rest is from other counties throughout the state. Most of them are like 4% here, 4% there,
whatever. We're going to have them regardless, but we need to really focus in on our local people that we've got. And um by doing that, we can help everyone. we can help those that are from another part of the state at the same time we can be helping our local people. So I thought that was pretty interesting that we had 38% of our as of man um I think it was Friday when I did this um 38% of the state inmates were local people. So we really do need to start focusing in on them and doing what we can to help them with these programs that we've got. [clears throat] Um right now we're doing um we've got five classes going on. Uh we're doing um um also we've got um our I don't have my paperwork here in front of me that folder I had. Yeah, we've got uh two new classes. We've got employment and we have um a let's see we have a trauma class. Those are brand new. We've just started them. Part of the reason we have started them and dropped some of our other classes is because our numbers are low and they have all took all of the classes that they can. We've got some people that's had five or six classes that they've already took. So, we're trying to get new classes to give them. Um we have um three that are starting um our college classes. Yeah, we have three that are starting our college classes. Here it is. Um, we have three that are starting our college classes of yesterday. One of those, this is his third class. The other one is two and then we have a brand new student. So, we're happy to say that they're staying in the classes and they're uh they're getting uh working towards getting a degree. Um, we really feel
that that's important because some of these people, uh, they just got off on the wrong track. They're good, productive people. They've got education, but they kind of get off on the wrong track. And so, we're trying to help them as well. Um, we've got um right now we haveund for the whole year. Last year we did 106 programs. That's people that actually graduated from classes. Um, in anger management we had 29, thinking for good, 24, untangled relationships 21. Portals is 13. MRT was 18. And then we just started the new classes. And then we had a graduation for GED. We had one on it. Um, so we've got four people that have actually um [clears throat] went through the Skyrise program that we uh have followed up that are continue their education at this moment. So um u they follow them even if they go to another part of the state. Um Skyrise follows them and keeps them on on task so that they don't fall away from their school.
Used to be called Sky Dive, but that's the college program through Skych. Okay. So, but some of the classes are eight weeks, some of them are 10 weeks, some of them are 12, some of them are 24, but it it it takes a while to for them to complete this. So, we have one that is wanting to um she had some college, but she's wanting to get her degree, so we're trying to help her out as well. What degree? Just curious. Yes, ma'am. What's her degree? Hopefully. Um she's going to go She's getting a degree in science. Oh, yeah. Which is kind of an interesting one. Wow. Okay. We need researchers all over. So, that's a good good deal.

And the the last thing that's but certainly not least, something that's very important to me is uh is the way I look at it. We can't change the mind till we unh harden the heart to help these men and women find a new path. So in December u with the the churches and volunteers I put together a a revival that was going to be on a smaller scale but I didn't want anybody to miss anything that was shared. So I invited the whole jail that was offered every night. We had uh we had all but maybe 10 that participated of the entire jail population. Uh it was cold but we we set up heaters. We did everything we could but once we started they didn't feel cold. It was uh the atmosphere. Mr. Harper came about, he was there one of the nights uh uh was great. Uh we saved 94 souls uh at that revival. That's very important to me. And as long as I God has me in this seat, uh I will not forget that in Matthew 25:40, it said, "Whatever you do to the least of these, you do unto me." And I will not forget that. But I thank you.

I don't have a personal action request, but I did want to let y'all know that I filled my last full-time position. She started this last week. So, she's a 18year-old girl just out of high school. So, real excited about that. I just wanted to give y'all some numbers from last year so y'all could kind of see where we stay what what we do. Uh we took a total of 42,131 calls. Uh Darable PD had 30 or 3,662 calls.
Auburn PD had 1462 calls. Lewisburg PD had 244. The sheriff's department responded to 17,570 calls. RPD 12,346. [clears throat] Animal control had 1,073. Adarable fire had 284. Auburn fire had 518. Dunore, which just covers a little part of our county, had 43 calls. Leber fire had 240 calls. had 62, restful rural had 388, restful city had 925, search and rescue had 30, and EMS had 5149. So busy, busy year. That shows how much goes through the non center.

So, we'll get through that. Thank you, Jinger. Um, let's go to um uh emergency. I don't have anybody from emergency management animal shelter. Eric, I see you sitting on the front row. Good morning. Uh numbers seems to be the theme. So we'll kind of go through our numbers. Uh for the month of December, we'll say we ended with 44 dogs. That was a net gain of six dogs for the month. We had 10 acco surreners, 16 stray drop offs, uh and two trial adoption return. Uh out of all then we had out we had 23 adoptions, four transferred out uh five owner pickups and one euthanized. Uh our average daily dogs at the shelter is 40. Uh so for the year we can kind of go over for the year with everything. Uh we had 565 dogs brought in. We had 569 dogs that had left the facility. So, we actually had a net loss for the year, which is great. Uh, with 291 total adoptions. To date, we have 52 dogs at the facility. Uh, we did maintain our no kill status for 2025. We were excited with that. We had a 95% save rate, so that was pretty good. We're happy about that. uh speaking on uh the calls from uh we had 1,073 total calls and of that the breakdown of where they came from Russellville had 589 Auburn was 197 uh Lewisburg 161ville 67 13 Allensville 7 and Rockfield 1. Um we had
[laughter] Got uh 76% of our dogs brought in by the ACL or straight or straight drop offs were left unclaimed. That's a was a pretty big number. So, however they're getting to us that only 24% are being reclaimed, owner reclaimed, um which is a pretty big number. I was pretty shocked by that. Um, and 40% of the dogs brought in were owner surreners, but I believe that number to be a little higher. People don't like to
admit admit that they're surrendering it and saying that it's a strike, but um, we had 257 spay and neuters for the year. So, that's kind of what our numbers were at and where we're at today. Um, next month we'll have a little bit higher rea euthanized rate. We had to put down a whole [clears throat] set of puppies for our room. Y, but we saved it and we had it blocked so it didn't spread. So, we're pretty happy with that. It's just sad that we had to do that. Absolutely. So, anything else for me? Thank you. Thank you. Mr. Nathan Copper, do you have anything for [snorts] us? I know you do, actually. Good morning. Good morning. See all students here. My wife thinks I'm looking junk man because I got all preach to you today. [laughter] Here we have um reports there for again as others have shared some end of the year numbers. Uh I'll show the recycling first. Uh we did have at the recycling by the end of the year 17 bales. Um and for the end of the year of 2025, we had 172 tons that came through the center and that was a 2.3% increase. And so we're we're proud that we're every year since the pandemic, we've been been able to keep it increasing. So, we're very thankful for that and appreciate, of course, the Tim and the jail crew out there. They've done they're always a blessing. So, so and then we'll have something else to say about that down in the agenda as well. Uh the voter abatement report, I did want to give that for December. Uh we did have 54 miles, 528 bags, and 12 tires. And for a cold month, uh I had probably more nonprofits than I ever had. And also the jail fans in the jail crew were working hard out there. So, uh, I just appreciate all that and I will have a summary for 2025 by next court meeting, but we did spend all the money. So, I'm very thankful that we we have to send back $0 for that grant they give us. Good. Good. Uh, nothing there. I'll keep going, keep rambling here. We have um one recycler that was that I inspected this time. Uh, and that recycler is Mike Shu's Cars and Auto Parts. And that's a recycler out on 68 West. I will, by the way, I will have a complete number of our recyclers and haulers. I'll have that to you by next
court as well, just a complete list, so you can go down through that. But Mike has been a longtime recycler. In fact, they recycle more than they used to. Uh they recycle foods now, which is something a good service for Logan County and everything checked out really good there. So, I do recommend them for renewal. Mike's Yes, Mike's used cars. Where's the the four lane out there? It's just what, two or three miles outside of town. used cars and auto parts. Auto parts. They didn't have a complaint this year, but I felt like they handled it in a professional manner uh about some trash flying off, but they seem to have worked on that. So, I I would go ahead and present them for renewal as well.

And so I talked with the state about we didn't want to send back about $3,500. So, uh, we have enough money for an e-waste event in the spring to use with that money. So that wasn't a surprise to me, but we do the money is still here with the county, but I have to file. So there's a couple of things with this. The money is still here, but I have to file an application as like an extension and and get permission for the judge to sign that. So I need that from you all. And in addition, you have three quotes on there for that escrap event. And uh the cheapest quote was from uh Scott Recycling out of Knoxville for 2,850, which is the exact same price they charged us back in October. And you may recall they bailed they bailed us out of a real jam. And so I would very much like to recommend to go with them again.
Make a motion that we have a escrap event and let Scott host that event $2,850 and allow the judge to file for the extension of the application for $3,500. Second motion is second. Welcome. So absolutely. So what each scrap is is basically the way they define it is most things with a plug in them. And so a lot of so you're dealing with computer parts, you're dealing a lot of electronics, some other types of things, maybe small appliances, not big appliances, they don't really like that. And a handful of other things, but yeah, there's various types of electronics that that folks might have. Uh it's all free except there has to be a charge for TV. TV. I was going to say how much of a TV? It is $10. had several a lot of people are trying to get rid of their They're pretty generous to take a lot of things more than even some other companies.
Okay, I'll keep rolling. So, this is something we were asking the pleasure of the court for uh code enforcement contractors. Um, so you may recall that we one contractor and three contractors were property clean up for our new code enforcement ordinance and uh they were not they didn't end up being needed cuz we have some of the different properties moving through the process and none were actually used at this point. We did have some volunteer work that was done but none of that but now of course they were just approved for 2025 and now 2025 is over. So, um, we don't think we're going to spend I talked to Olivia judge about it and the the county attorney's office and we don't think we're going to spend $40,000 on it. Uh, so we maybe could bring in quotes instead of bids, which is what we did a bid process back over the summer. But, uh, would would the court want to do quotes again or should we do bids like last time? And if we did bids, I would ask if possible to have some mechanism for easier renewal next year. But just want to put that out there. The bid process seemed a little tough though last time. It's hard to compare apples to apples on what
right people were saying they wanted to do. So I don't case by case quote would not be the best idea. I agree. I I agree with that that the quote part is going to be a whole lot easier by by individual basis. Do I need permission from the board for that or I think you just need to bring it bring them back and get their their approval once you have them. Sounds good. We'll get that get that to you soon.
And unless I'm missing something the alter call. Yeah, just I do want to say this since you brought that up. Uh some of our folks who are working with inmates and some of our folks work with the jail and that revival, they've been revived. That's okay. That's just a quick update on something we tried last month that I think is going to be very beneficial, but obviously I need the court to buy in. Um, we have discussed in the past expanding ambulance coverage, needing some more ambulance on the street. Um, obviously there's an associated cost with that. It can get kind of pricey. We start adding staff. So, um, something else that we've talked about in the past are like mutual aid requests. That's typically for emergencies. A county next door has had emergency needs some help. Well, some of the requests we get are for transfers, help with patients being moved from hospitals. And in the past, we've always turned those down because we've been busy, that kind of thing. Well, we got to looking at the numbers and the requests to help with transfers we thought were the volume was high enough to potentially offset the cost of adding some staff. So, what we did is we uh spoke with the Auburn Mural Board, who was awesome to deal with. They allowed us to put there's an Auburn EMS station there we used to store trucks. We put a new ceiling in some new furniture. We kind of revamped the place. We put a concare truck there. And what we've been doing is when we when we get those requests for help with transfers next door, particularly in Warren County, that's where most of them are obviously. We've been sending that truck up there to help on some of those transfers every once in a while. What that's allowed us to do is staff a truck in Auburn sometimes.
So last month we tried it and we averaged we had a truck there during the day. the first 12 hours we were able to to keep that truck there three times a week um that month and we made a few runs it, you know, we incurred more cost than we came in, but it's still feasible. Um so our intention is we don't I haven't staffed any right now cuz I want to talk to you all first. Our intention is to keep doing that. I think it is feasible. I think it is a benefit to the county. Uh last month we helped them with nine transfers up there, but that allowed that truck to be in Auburn and make 28 runs in the Auburn area. So, they're making exponentially more runs in the county, but we're paying for it by going over there and helping them every once in a while. Um, and the reason I want to bring this to you is I did get a call from a concerned citizen who he said, "Hey, how come one of the Logan County ambulances picking up patient Warren County? We do most of that traffic with with the compare care trucks and not on the county fleet." But if I've got a Logan County truck in that county dropping off already and there's one of those runs that go across town, I let them do that. Operationally, it doesn't make sense for them to come back unloaded and send another ambulance up. So yeah, we we used a Logan County truck to do that a few times. Um the Comare truck also had some injector issues and it was down for a few days, so we let it make a couple of those transfers. Um but it's exponentially better for the county in far as far as run volume to to allow that to happen. Like I said, we made nine of those runs for them or eight of nine of those runs for them and 28 runs for the county. So that's how kind we're paying for it. My intention, unless otherwise directed, is to continue to do that. I think it's feasible. I think it's a big benefit to the county. We found a way to pay for it. It's working,
but I want to be, you know, fully transparent on that and and tell you what we're up to and and see what you think. Oh, everybody in Auburn's thrilled. They said, "We're seeing activity." And I said, "Yes, you are." I said, "We'll see what happens with that." And today you have answered that. Thank you. They're all watching. Good. I hope so. Yes. Uh we're not ready to commit to having a truck there 5 days a week just yet because of the volumes, but if it's okay with the corn, we're going to continue down this path and see how it shakes out. Right now, it's a good deal for everybody.
John brought that idea to to to me. And the reason I had we kind of wanted to trial it before we we didn't want to put it out. John and I were talking about this. We didn't want to put it out there and it failed miserably and then we have to come back and go, "Well, that's not going to work." So, we kind of put it out there just to see what would happen. And it looks like it's worked really well because the amount of runs that they're making with that extra truck that says what do you think your average time we we've discussed is this in all I looked at I looked at Auburn nursing just cuz that was a nice clean sample size to check right there in town and the response time went from an average of 12 minutes to an average of two. Yes. Wow. Hard to argue that. No. So
it's good having that. So you're the things you're doing are you're providing quicker better response time for our citizens of Logan County by doing that. That's correct. My name is St. I spoke with you last week and I emailed you last. I'm very nervous about being here and I apologize if I get upset. I have been intimidated by Mr. here at Harper. I have over the last year tried to with um first and foremost my knowledge. Um I'm a retired vette. I love animals. All of them. Um, my concerns right now is not being able to deal with the public appropriately and being intimidated when we offer our help and being turned away. I understand. I commend Jim also. I want to commend you on everything you've done. Um, I'm concerned that we don't know enough about our new laws that are being passed. one and foremost Ethan's law, the cruelty to animals law. I want to make sure we are getting the correct training that we need. I want to make sure, you know, I know when there's investigations going on, the public are limited on what they can and cannot find out. I get that. That doesn't mean I can't come in and help some way or somehow with investigations and lack of being intimidated when I can cause it my house being yelled at. [clears throat] That's not appropriate. That is not. So I'm asking so that I feel comfortable knowing that our animal shelter is getting the appropriate training. I have filled out a request for their training records and I would like to see those.
Not I'm not a starter. I'm not excuse my French crap starter. I don't I just want to help. I'm I'm retired because of breast cancer. So, what better way to spend my time than something I love to help out with? And if the public is in fear of offering their help, what do we have? What do we as public citizens have? We can't do that. And the fear of retaliation or being called at your own home. And that's all I have to say. It's always good to be a part of our government whether it's local, state, or national.
Allow myself to come here today. You must never feel intimidated. It might not always be resolved. It's I know it's not a perfect world.
Well, it isn't. No. But every citizen needs to feel comfortable to come to their legislative sessions, whatever that is. What level? You've given strength to people who may have felt the same way. I know it's not a perfect world and there's some babies we're not going to be able to help. I kid. But we need to make sure we're doing all that we can to help the ones that we can. We need to make sure we're fatter charging those who break the law. When I know some people I didn't intend to do that. I get that. But if we can show Logan County citizens, hey, we're not going to stand those kind of abuse or if I can offer my assistance in any way, not only with investigation or anything, any part of it, building, you know, standard operating procedures that are adequate enough to help with outbreaks of paro, my knowledge of cleaning, it's just not the one thing. He was everything I wanted with. So why do I turn around? I'm not I'm not going to lie about anything. That's a fact. I can show things that I've said. I since have taken them down because I'm not a Facebook basher or social media basher. If you thought that was bashing, I apologize. I'm not. I will just state facts on things I'm told. What reason do I have to lie? What reason? Give me a reason why you you and I had spoke about this on the phone and we spoke back and forth email and the case that you're
individually talking about was a criminal case and we could not have you in there on a criminal case and I apologize for anything happened. you and I spoke and I thought we were good and I appreciate you coming today. Uh Eric is in charge out there at the animal shelter. He's done a wonderful job out there of making sure everything is good and I'm I'm sorry you have these feelings towards that and you're you're welcome to call me anytime and I'm I'll talk to you anytime. But at this point, the individual case you're talking about was an actual criminal case. Eric had spoke to the vet as I as I discussed with you. He had or as I I sent you in the email, he had spoke to the vet individual and the vet had very little concern about the animal at that point. And and I hate I I don't mean to push this this way, but the truth of the matter was the vet had the call at that point. She was not worried about the animal that we're speaking of at this point. I appreciate you come forward. I you're you're welcome to call, email me at any time and I'll I'll sit down and talk with you or you can come by the office, whatever you want to do and and I'll I'll gladly talk to you about any situation. But the the the the position that you're talking about individual was a criminal case.

Um, what your my question to you was this a phone call to the vet because I Dr. Ellie is my vet. I've worked for vets. I don't know one vet that will say a dog is okay over the phone without an exam. And that's where and again that's where and I'm I don't want involvement I I understand criminal investigations. I get that public can't be involved in that because it's an Yes, ma'am. Yes, ma'am.

But in these investigations to help build the cases, let's go through the proper channels and get these exams or these X-rays when something happens to one of these babies. I do want to say though that the last two cases that people has saw circulate on Facebook, I mean the sheriff's department was on top of it immediately called them, charged them and so forth. Real quick, I said that the last two cases that was circulating around, I mean, the [clears throat] sheriff's department has caught the people, you know, with the help of Yeah. cameras and stuff and they've been charged. Yeah. I want to give a huge thank you to the sheriff's department for helping us out with that and it has been a huge deal and I think we are getting some traction and people understanding
that that's not right and they are getting charged with it and it's and I think you know and I think it's a great deal that that's happening right I think that people are starting to understand hey maybe this we shouldn't be doing this and what we do and just so everybody knows knows our proper protocol. When we have an incident like this and we don't know the person, we'll put it out on Facebook and then as soon the second we find out who the person is or what it is, we pull it off Facebook, right?
We don't need to be bashing people or that's not what we do. We do it to find the person once we find the person we pull it. And then so when people ask, you know, are we defending the person? No, we're not defending anybody. But what happened and how we got to the person is all we need. And once that's done, then it it goes to the sheriff's department and then to the uh county attorney and then it's in their hands. So we're not we're the shelter is not here to abuse anybody or to, you know, take anybody's name and and run it through the mud. That's not what we what we do. So as soon as it's it's it's gone. So I don't want the public to be like, you know, we've had some people say, "Why'd you pull it down?" right? This guy should be shamed and this and that. I said that's not for us to judge.
You know, our our job is to find the person, get to the proper channels, and then then we're then it's out of our hands and that's what we do. So, I just wanted to so everybody knows that Facebook and when we do that stuff and we we post it and then we pull it. So, it's been a great help and it's we caught two people on it and we pulled them we and we leave it at that. So, just wanted to give us an update on how we do that. Pat Bale and I work part-time at Logan and part-time at the jail. First of all, thank you, Tyler, for doing a study of the wages and all. And I know y'all give where you can, but we've got one that just left. I worked uh yesterday that's going to another jail making $2 or more an hour. And I challenge each and every one of y'all. Like last Thursday, we had about 4749 coming to court. And uh it's a hard job and there's a lot of training and we're losing a lot of good employees that have had this training. Then we got to start uh Jaylor Tumi has to start all over interviewing and they got to go through this process. So when you book them in and book them out and all the questions, fingerprinting and everything, it's a lot of hard training. I would not want to work 12 hours every day and do it. You have to put up with a lot of crap. So, I've been asked u you know by some of the newer employees wish we could make more and I don't have a problem with speaking and asking. So, if y'all could consider or look at that, we would greatly appreciate it. Thank you.

Josh, you have some recommendations for us, please? There was several factors take into account. um one selection on what was offered, the the items offered, the the brands specific on what what people, you know, request and what they what they want to purchase. And uh and then uh the the charges of those amounts and some companies set their own and then some allow you to actually set your own commissions at a lower charge. uh you actually sell more that way because the prices are more or you know are better. Um I mean we budget shop around right and in the end the individuals that's that's that's lodged they're not the ones paying these prices. It's mom and dad brother sister or kids or grandma grandpa. Uh and I and I see that and I want their kids to have things not you know and not lose all that with commissions and things. But having said that, we put together a spreadsheet and uh the cost and uh uh the commissions, the items, the everything. Uh and I'm going to recommend that we go with carousel for several reasons.
Did you put the spreadsheet on here or you did this? But uh but there's several things that's offered the software and things and uh with the other we've had nothing but trouble the the the internals of the the kiosk and people put money in the lobby and driving up they have trouble with the online not everybody has computer or access the internet uh that can do it. So they come up and then we have issues with a kiosk and we end up having to help them with it time and time again. I don't know how many times the internals of the kiosk that we currently have with a with a different vendor has been changed out, but uh Tyler can speak to more [clears throat] savvy than I can, but it's just been constant issues and struggles with the internals and it's not working and people drive up that can't get online again and uh it's just it's it's been a real headache and uh but to try to move forward and get past that. uh the local they're a local vendor. They could be here within a matter of minutes with uh where the other is, you know, on the other side of the state and you don't see them very often and it's you don't get much help. Uh so, but I like I said, I would like to uh to look at moving to carousel for our commissary.
As far as the contract goes, is this just like a one-year? Is it is this a one year? We will I I assume so. I I I didn't Yeah, it's re-evaluated. If it wasn't advertised as a uh and I can't remember, it's been so long. If it wasn't advertised as a uh a reoccurring, then it'll have to be a one year. We were in the 97 percentile of collection. So very very good. So more people utilize the online payment process as well. So that seems to be growing and being a valuable option. So we survived on fee for that. Just the percentage thing is that like 2 and 12% or
Yeah, I think ours is we switched I think you switched to two and a half. Okay. I think that's two and a half across the board everywhere
everywhere pretty much. Some places are 3% honestly on the big deal I get but it's a lot of people don't live in the state and some of them utilize it some just utilize it for whatever reasons but I mean it's it's it's an option it's worth it to think twice you try to beat that deadline you know the post office things I think we're going to see a little differently the post offices uh postmarking mail now when they process it not when they receive it. And so a lot of people mail in close to the end of the deadline thinking it'll get postmarked early early and then we get it we have to acknowledge
the postmark even if we didn't receive it till after the penalty that's going around the nation. Yeah that's the nation. So, uh, we're seeing I think we're going to see that a little bit more and that's going to take a little time to get people used to of, you know, mailing it out late. I saw that that was going to be people just don't know that that's probably happening. And then when we start sending, we'll send a letter back stating, you know, why this can't be accepted. And you know it'll be some frustration at first, but we apologize. Did they call your postal service?

I left, went down. I was in front of him. I stopped into the turn lane at the stop light to turn on the 100. I was stopped. This guy was a good 200 y behind me. You know, I stopped. Vehicle went through. driving through 55 mph. That That does have a wor I I'll check. Doesn't it have a flashing light up there?
Okay. Okay. I just don't know how you can stop that. It's just, you know, you can't Yeah, we got the other day that was posing as a federal officer. He he ran that red stop sign, too. He ran three stop lights. Uh the little flashlight over his window [laughter] almost almost in a truck 68. Oh you ask him where the emergency was. He couldn't explain it just [laughter]
I don't know what the solution would be. I mean, you can't make people pay attention. There's no doubt about it. He just let it go. I have observed and I'm not going to name the uh department, but there are there are uh nonlaw enforcement vehicles with blue lights on them, and they shouldn't be. There should be no blue lights, law enforcement vehicle, sheriff only. I mean, you're the only law enforcement that the county has that has blue lights on. I I'm I'm pretty adamant about that. This is not even close to being
And you've seen this? I can take you right to it. What it is? [laughter] It's a truck. We have a ton truck with blue lights on it. There don't need to be no time truck with blue lights on. just take a look at our [laughter] faces and there should be, you know, especially this day and time where you're talking about people impersonating law enforcement and you know I've educated I I raised girls okay and you know don't make any difference girls or boys but ain't lights
just keep on tracking on and call 911 put your flashers on. We that that's been a topic that it gets brought up a lot and you know it kind of comes and goes with unmarked vehicles. You know that if you're not sure, call 911, continue turn your flashers on, reduce your speed and acknowledge that there's a situation and then try to figure it out. So we understand that. But if you don't reduce your speed and do some things that indicate I'm acknowledging, but I'm not sure that's where people try to blur the lines with it. So, but it follow you. I know the public hated the cameras, but is there a possibility of putting cameras on your worst spots again? Um it it move we move all the time consistently. I mean we've been install we we work you know where we can these cameras run by Wi-Fi run by internet. So if we don't have a strong internet situation it limits but we you know we move them. Uh I know there's there's there's a question of flocks um integrity with the data but there's a private sector flock and there's the law enforcement sector flock. So nobody mentions that part of it. It's just flock is bad. Flock does this and it's there's two different identities there. law enforcement side seizes compliance which is what we have to be as law enforcement which then is securing the data and it's not but I I would even say that like Lowe's green I don't know if that's a law enforcement lock cameras or that's Lowe's camera because you can get those as a private citiz
or identity. So there is your blurred lines of is that d that data is safe or not. I can tell you is a clock has been very on top of the public scrutiny of that of that situation and explains it very well. So um but they do make cameras that will take your picture and issue a ticket. So I mean you know is that something Franklin Road needs? you know, I mean options of how we can help control that is very limited other than hosting someone 24/7. I mean, you know, and we do just very frustrated people just I'm I'm not in favor of having to prosecute All right.
Well, wait a minute. But I think what you're dealing with is it's been it's been very and honestly a lot of town cases we've had that has been a factor in when we've solved other crimes. Uh arrested drug traffickers on warrants and you know that were they were potentially eluding us in ways that it allowed us. It's just an extra option on the tool. I mean, the most recent one that I saw where y'all um got somebody that had a warrant and and they had fel. Yes. So, well, actually, there's we uh we suspected he had a gun and he ended up having one. We we figured that out.
But he had fentel and that fentel could have been the next hand could have could have been dead, somebody's kid, somebody. So, I mean, it's a great tool. I just if I have a trial, I want a witness. I can't take a computer to trial. So, well, that was my question. Even you said I don't want to prosecute with a camera and I'm thinking there's got to be a reason. So, you just I mean, so like you the due process for who's actually behind the wheel, you know, somebody else is in your car. that whole thing like um I think it's a great tool and I'm glad we have them but I don't like those places that have the speed traps and the cameras that you know a lot of times they're just money-m tactics anyway. Well, I wondered. Yeah. Yeah, that is I mean it's it's just
Thank you. Not the greatest option, but it's I think we're doing all we can do as long as we progressing in that direction. That's what we can do. And I think Thomas probably just wants to bring it up for community awareness. So absolutely. I mean it needs kind of appreciate it. I don't look at it. You can always get a billboard Thomas and put right there and say a lot of people put these lights intersection. You can't put billboard. You can't put a sign of any kind. So what this is about. So at the recycling center about 90 about 90% of we use cardboard and um the current horizontal labor that we have out there processes that cardboard and it's we've had it for 15 years since 2011. and it's done well, but the mechanical issues are mounting on it
and there's been some things it's seems like we're sending more and more money into it to the point that we we would like to see about a new Baylor. And so what we're doing here is asking to put out for bids. Uh it will likely be over $40,000, which is the limit. So we want to request to put out for bids, but this is what this is for is for the Kentucky State Recycling Grant. And so that grant will cover something like this, a new banger or like what was put in the agenda there like new banger and that that grant is due April 1st. And so we need to go in and start working on some bids to see um what we can get. Several companies are interested in bidding. I've talked to them about it and I also putting in for that in installation of that which I believe me we might remember some of that from all the way back there. It was a chore is what I was told really hard to get that in that recycling center. And so they're going to we're trying to put out for that as well. Um we like the bay we have now and so the specs will reflect pretty much what we have now. We don't have a problem with having one or two items, but it's just trying to get something new that doesn't have mechanical issues. And uh on this grant, I do want to put a caveat. This grant does have a 25% match with the recycling. And so in other words, if you have it he could be $100,000 for Baylor, you know, that's $25,000 we got to put out. and we can have in kind matches with Tim and the inmates working. Can we make that much? I'm not sure about that. So, if it goes up, then there could be a possibility the county would have to be out some money. So, I have to say that.
So, if you don't get the grant, it sounds like we need a bailor anyway. So, do we have we plan B? I guess we try to start working on repairs. I guess trying to repair what we got. And uh even just in some relatively minor things that we've done, there have been several of those the last couple of years. It's been, you know, $1,000 here, a couple grand there. You throw in that down. We would I would rather look at this. And the state recycling rate doesn't cover repairs. I can't get it to cover repairs, but it will recover, you know, pay for another um or at least used. Is this a replica of what you have now? That's so you've got the footprint already. I love the specs on on here. That's amazing.
And that's what we're putting. The only real note that I put is we'd like a larger shoot to put the bigger boxes in. Uh, the Department of Transportation has a surplus list of of material of uh, equipment that they use, buy, and use, and uh, when they get done or they get a certain time, they put them in. This one was a is a little bit different that they had bought this brand new. It has less than 200 hours on it. Uh, what do we say? The brand new cost was $180 $190,000 on this brand new
machine $189,000.
So $190,000 essentially. Uh what has happened is uh they bought this for one of the counties that has less than 200 hours on it. U it basically rolled off of the trailer uh and done some cosmetic damage. Um, we sent PeeWee and a couple of his guys went up and checked out the machine. Mechanically, the machine is 100% okay. It's all uh it's all cosmetic damage. Uh, we've spoke with couple of places and we think we can get all the cosmetic fixed for less than 10 grand is what we're thinking. $10,000. So, we'll have about $70,000 and $190,000 machine. Um when I went and looked at it, I was up in Frankfurt uh for some meetings and I went by. I always go by and try to just see what they have in case there's something that can benefit the county at a at a heavily discounted rate. Uh they had this and I first thought that it was going to be too high. There's no way that we would need this. But when they called and told me it was only going to be well, they told me it was going to be $60,000. That's when PeeWee and I immediately got on the phone and we the next day the him and his operators were and mechanic were up there looking at it. Uh mechanically everything is good on it. Correct.
Yes. Everything ground. It's all like 38. I mean once you get back, right?

And it's it's more of a machine than what we we had actually started uh just going around getting quotes and trying to figure out what machine because we knew we needed a new Mini X and we were actually looking at a smaller machine um because of cost uh and it was 140 $150,000 120 to$1 150,000 depending on which ones we were looking at. They came in, they did the evaluation, they they basically engineered it using uh the Kentucky Department of Transportation specs. Uh they drew up the plans, we went in, we quoted it, we turned it into that 8020 bridge money. It it worked and that's that's how we got that.
That's like what I considered. that I got the same way it means like when it rains there's water going across it's got a bottle now but but after the last spring flood it it undermined and it's just rough let's do this uh we've got the 20 2526 uh 8020 bridge money uh we've been working on a project in in Jason's district right now uh for that 8020 but we'll have the 2627 bridge the 8020 bridge money if we can look at maybe doing that for for campground
