APPOINTING THE PERSONNEL OFFICER ACTING AS THE HUMAN RESOURCE DIRECTOR FOR LIVINGSTON COUNTY: EMILY A. STEPHENSON WHEREAS, the office of Personnel Officer became vacant on August 7, 2026; and WHEREAS, the County Administrator has recommended the appointment of a Personnel Officer acting as the Human Resource Director pursuant to her powers and duties as specified in Section 4(C) of Local Law 6-2007; and WHEREAS, the Board of Supervisors wishes to make an appointment consistent with these recommendations; now, therefore, be it RESOLVED, that the 2026 Department Head Salary Schedule is amended as follows: Personnel Department Appoint Emily A. Stephenson of 406 Haverling Street, Bath, NY 14810 as Personnel Officer acting as Human Resources Director for Livingston County, for a term commencing April 6, 2026 and terminating December 31, 2029, at an annual salary of $130,000.00.

PROCLAIMING THE MONTH OF APRIL 2026 AS COUNTY GOVERNMENT MONTH IN LIVINGSTON COUNTY

WHEREAS, the nation's 3,069 counties serving more than 330 million Americans provide essential services to create healthy, safe and vibrant communities. Counties fulfill a vast range of responsibilities and deliver services that touch nearly every aspect of our residents' lives; and WHEREAS, like so many counties, Livingston County takes pride in its responsibility to protect and enhance the health, wellbeing and safety of its residents in innovative, efficient and cost-effective ways; and WHEREAS, each year since 1991, the National Association of Counties (NACo) has encouraged counties across the country to elevate awareness of county responsibilities, programs and services, highlighting county leadership and celebrating the role of county government in connecting, inspiring and leading intergovernmental partnerships at all levels; now, therefore, be it RESOLVED that Livingston County does hereby proclaim April 2026 as County Government Month in Livingston County and encourages all county officials, employees, schools and residents to participate in county government celebration activities.

WHEREAS, after proper legal advertisement seeking bids for the Livingston County ConnectALL Municipal Infrastructure Program Service Area 3 Labor, four (4) bids were received and opened on February 17, 2026; now, therefore, be it RESOLVED, that the following contractor is hereby accepted as the lowest responsible bidder and, if applicable, the Chairman of the Livingston County Board of Supervisors is authorized to execute a contract, and any future amendments to said contract, according to the term designated, subject to review by the County Attorney and County Administrator: Contractor Henkels & McCoy, Inc. 5230 N. RESOLVED, that the following member is hereby appointed to the Western Regional Off-Track Betting Corporation’s Board of Directors: Name Address Rep./Title Term Shannon Griese 8 Knox Street, Dansville, NY 14437 Livingston County Representative 3/25/26-3/24/30 and be it further RESOLVED, that the Clerk of the Board of Supervisors shall forward a certified copy of this Resolution to the Western Regional Off-Track Betting Corporation, 8315 Park Road, Batavia, NY 14020 via certified mail.
