Start free trialRESOLUTION SUPPORTING FEDERAL FUNDS BEING SECURED FOR CONSTRUCTION OF MEMORIAL PROJECTS AT THE NEW YORK STATE VETERANS CEMETERY – FINGER LAKES
WHEREAS, the Livingston County Board of Supervisors strongly supported the creation the New York State Veterans Cemetery – Finger Lakes (“Cemetery”), formerly known as the Sampson Veterans Memorial Cemetery, and endorsed its establishment by the New York State Department of Veterans’ Services as the first State Veterans Cemetery in the National State Veterans Cemetery system; and WHEREAS, the Friends of the New York State Veterans Cemetery – Finger Lakes (“Friends”) is a nonprofit organization raising funds to enhance the quality of the memorial as a place of honor recognizing the service and sacrifice of our Nation’s veterans. Specifically, the funds will be used to construct a memorial gate, a more fitting entrance way, a memorial honor wall, and a memorial obelisk; and WHEREAS, the Friends have requested United States Congresswoman Claudia Tenney’s advocacy and support to secure federal funding for these memorial projects at the Cemetery; now, therefore, be it RESOLVED, that the Livingston County Board of Supervisors hereby supports the efforts of the Friends of the New York State Veterans Cemetery – Finger Lakes and urges Congresswoman Claudia Tenney to support allocating federal funds to construct the aforementioned memorial projects at the New York State Veterans Cemetery – Finger Lakes.
AUTHORIZING THE CHAIRMAN OF THE LIVINGSTON COUNTY BOARD OF SUPERVISORS TO SIGN THE FOLLOWING CONTRACTS FOR THE LIVINGSTON COUNTY CENTER FOR NURSING AND REHABILITATION: CROSS COUNTRY STAFFING, INC. DBA CROSS COUNTRY HEALTHCARE SERVICES, UNIVERSITY OF ROCHESTER MEDICAL FACILITY GROUP & VNS CHOICE DBA VNS HEALTH PLANS
RESOLVED, that the Chairman of the Livingston County Board of Supervisors is hereby authorized to sign the following contracts for the Livingston County Center for Nursing and Rehabilitation, and any future amendments to said contracts, according to the terms designated, subject to review by the County Attorney and County Administrator: Contractor: Cross Country Staffing, Inc. dba Cross Country Healthcare Services, 5201 Congress Avenue, Suite 160, Boca Raton, FL 33487. Term: Commences 5/1/2026 and continues for one (1) year, automatically renewing annually thereafter, unless terminated by either party. Amount: Fee Schedule. For: Supplemental Staffing Contract. Funding Source: Operating Budget. Local Share: 100%. Budgeted: Yes. Procurement Method: Exempt Prof. Services. Contractor: University of Rochester Medical Facility Group, 601 Elmwood Avenue, Rochester, NY 14642. Term: 5/17/2026-5/16/2027. Amount: $1,802.00/mos. AMENDING THE 2026 SALARY SCHEDULE: DEPARTMENT OF HEALTH & REFERRING THIS MATTER TO THE WAYS AND MEANS COMMITTEE
RESOLVED, that the 2026 Salary Schedule is amended as follows: Department of Health: Create one (1) full-time Deputy Director of Community Mental Health Services at the salary range of $80,000.00-$82,000.00 on the salary schedule. For: Replacing the full-time Mental Health Clinic Supervisor position that is currently vacant with this full-time Deputy Director position. The Mental Health Clinic Supervisor position will be deleted once the Deputy Director position is approved.
RESCINDING A PORTION OF RESOLUTION NO. 2026-104 (AMENDING THE 2026 SALARY SCHEDULE: DEPARTMENT OF HEALTH)
WHEREAS, Resolution No. 2026-104 created one (1) full-time Clinical Aide position to replace three (3) part-time Clinical Aide positions; and WHEREAS the Department of Health now desires to rescind the creation of the full-time Clinical Aide position, keeping the three (3) part-time Clinical Aide positions in place; now, therefore, be it RESOLVED, that a portion of Resolution No. 2026-104 is hereby rescinded.
PROCLAIMING THE MONTH OF MAY 2026 AS MENTAL HEALTH MONTH IN LIVINGSTON COUNTY
WHEREAS, mental health conditions are real and prevalent in our nation and all Americans at some point in their life face challenges that can impact their mental health. Mental health is essential to everyone's overall health and well-being; and WHEREAS, prevention is an effective way to reduce the burden of mental health conditions and there are practical tools that all people can use to improve their mental health and increase resiliency; and WHEREAS, effective treatment can help those individuals with mental health conditions recover and lead full, productive lives; and WHEREAS, each business, school, government agency, health care provider, organization, and citizen share the burden of mental health problems and have a responsibility to promote mental wellness and support prevention and treatment efforts; now, therefore, be it RESOLVED, that residents of Livingston County are encouraged to commit to increasing awareness and understanding of mental health, including the steps individuals can take to protect their mental health and the need for appropriate and accessible services for all people with mental health conditions; and be it further RESOLVED, that the Livingston County Board of Supervisors hereby proclaims the month of May 2026 as Mental Health Month in Livingston County.
PROCLAIMING THE WEEK OF MAY 6-12, 2026 AS NURSES WEEK IN LIVINGSTON COUNTY
WHEREAS, registered nurses in the United States constitute our nation's largest health care profession. These professionals meet the different and emerging health care needs of the American population in a wide range of settings; and WHEREAS, a renewed emphasis on primary and preventive health care will require better utilization of all of our nation's registered nursing resources; and WHEREAS, the delivery of the best quality nursing care to all County residents is the function of the Livingston County nursing staff; and WHEREAS, the nurses in "our neighborhoods" are employed in a variety of areas where their expertise is in specialized skilled nursing services and have the ability and knowledge to coordinate services to meet individual needs; and WHEREAS, the Adult Day Health Care, Center for Nursing and Rehabilitation, Hospice, Immunization Programs, Livingston County Jail, Mental Health, Lead Program, Early Intervention, Children with Special Health Care Needs, Maternal Child Health Team, WIC Program, Foster Care, Communicable Disease and the Center for Sexual Health and Wellness are the "neighborhoods" where nurses provide care to children, adolescents, adults, seniors, the sick, and the terminally ill; and WHEREAS, professional nursing has been demonstrated to be an indispensable component of preventative health and the safety and quality of care of hospitalized patients; and WHEREAS, the demand for registered nursing services will be greater than ever because of the aging of the American population, the continuing expansion of life-sustaining technologies, and the explosive growth of home health care services; now, therefore, be it RESOLVED, that the Livingston County Board of Supervisors hereby salutes the LPNs, BSNs, RNs, Nurse Practitioners, Nurse Midwives, and Advanced Practice Nurses for their leadership and contributions to the health care system. All Livingston County residents are asked to join in honoring the accomplishments and efforts of these registered nurses and show appreciation not just during this week, but at every opportunity throughout the year.

RESOLVED, that the Chairman of the Livingston County Board of Supervisors is hereby authorized to sign the following grant award contract for the Livingston County Department of Health, and any future amendments to said contract, according to the term designated, subject to review by the County Attorney and County Administrator: Contractor: New York State Department of Health, Corning Tower, Room 2748, Empire State Plaza, Albany, NY 12237. Term: 10/1/25-9/30/30. Amount: $330,031.00. For: Children and Youth with Special Health Care Needs Grant. Funding Source: New York State Department of Health. Local Share: 0-20%. Budgeted: Yes.

PROCLAIMING THE MONTH OF MAY 2026 AS FOSTER CARE MONTH IN LIVINGSTON COUNTY
WHEREAS, May is National Foster Care Month, a time to recognize and appreciate those who support youth and families by being a resource to children in need; and WHEREAS, the people of this County have a longstanding tradition of opening their hearts and their homes to support children and their birth families so they may safely reunite whenever possible. Said foster parents strive to improve the quality of life for children in their care and to make a lasting impact in these children's lives; and WHEREAS, Livingston County wants to encourage families who are willing to become supportive resources for youth in our community to become a foster parent, respite resource, or volunteer or mentor. Livingston County residents interested in any of these fulfilling opportunities are urged to contact the Livingston County Department of Social Services for more information; now, therefore, be it RESOLVED, that the Livingston County Board of Supervisors hereby proclaims May 2026 as Foster Care Month in Livingston County and all residents are encouraged to recognize and celebrate the valued contributions of foster parents.
