PROCLAIMING 2026 AS THE 250TH ANNIVERSARY OF THE SIGNING OF THE DECLARATION OF INDEPENDENCE IN LIVINGSTON COUNTY

WHEREAS, April 19, 2026, is the 251st anniversary of the "shot heard 'round the world" in Massachusetts, which marked the beginning of the American Revolution; and WHEREAS, on July 4, 2026, our nation will commemorate the semi-quincentennial anniversary of the signing of the Declaration of Independence, which occurred on July 4, 1776; and WHEREAS, the State of New York played a fundamental role in the Revolutionary War, and the actions of British forces, loyalists, colonial revolutionaries, indigenous people, and others forever shaped the future not only of New York State but also of the United States as a whole; and WHEREAS, Livingston County, New York, is part of the complex tapestry that makes up New York State and the region developed in the decades after the American Revolution, becoming home to many veterans and their families after the Revolutionary War ended in 1783; and WHEREAS, this commemoration of the 250th anniversary of the United States' declaring independence reminds us of our responsibility to respect and defend the US Constitution and offers the opportunity to recognize our nation's unique history by honoring all the men and women who believed in American independence, fought to establish a new nation, and have continued building that nation to the present day; now, therefore, be it RESOLVED, that the Livingston County Board of Supervisors does hereby recognize 2026 as the 250th anniversary of the signing of the Declaration of Independence in Livingston County and encourages its citizens to reflect on our nation's past, honor the contributions of all Americans in all of our communities, and nurture future generations, who will carry forward the unalienable rights of “life, liberty, and the pursuit of happiness.” Dated at Geneseo, New York March 25, 2026 Public Services Committee Ways & Means Committee

WHEREAS, the nation’s 3,069 counties serving more than 330 million Americans provide essential services to create healthy, safe and vibrant communities. Counties fulfill a vast range of responsibilities and deliver services that touch nearly every aspect of our residents’ lives; and WHEREAS, like so many counties, Livingston County takes pride in its responsibility to protect and enhance the health, wellbeing and safety of its residents in innovative, efficient and cost-effective ways; and WHEREAS, each year since 1991, the National Association of Counties (NACo) has encouraged counties across the country to elevate awareness of county responsibilities, programs and services, highlighting county leadership and celebrating the role of county government in connecting, inspiring and leading intergovernmental partnerships at all levels; now, therefore, be it RESOLVED that Livingston County does hereby proclaim April 2026 as County Government Month in Livingston County and encourages all county officials, employees, schools and residents to participate in county government celebration activities. APPOINTING THE PERSONNEL OFFICER ACTING AS THE HUMAN RESOURCES DIRECTOR FOR LIVINGSTON COUNTY: EMILY A. STEPHENSON

WHEREAS, the office of Personnel Officer became vacant on August 7, 2026; and WHEREAS, the County Administrator has recommended the appointment of a Personnel Officer acting as the Human Resources Director pursuant to her powers and duties as specified in Section 4(C) of Local Law 6-2007; and WHEREAS, the Board of Supervisors wishes to make an appointment consistent with these recommendations; now, therefore, be it RESOLVED, that the 2026 Department Head Salary Schedule is amended as follows: Personnel Department Appoint Emily A. Stephenson of 406 Haverling Street, Bath, NY 14810 as Personnel Officer acting as Human Resources Director for Livingston County, for a term commencing April 6, 2026 and terminating December 31, 2029, at an annual salary of $130,000.00.
