Approval of the August 18, 2026 Planning Commission Draft Meeting Minutes
Recommendation: Staff recommends the Planning Commission approve the draft minutes.

PROJECT REVIEW
Hearing to consider a request for a Conditional Use Permit Modification and Site Plan Design Review Modification for a California Water Service (Cal Water) new drinking water well and associated improvements for a treatment facility. The project will include site grading, generator relocation, site piping and a reinforced concrete retaining wall in order to accommodate the proposed facility.
Recommendation: Staff recommends the Planning Commission adopt resolutions: 1. Finding that the project is categorically exempt from the provisions of CEQA under CEQA Guidelines Section 15301, Existing Facilities. 2. Approving Conditional Use Permit Modification (CUPM) 26-001, and Site Plan Design Review Modification (SPDRM) 25-012. 3. Directing the Planning Manager to file a Notice of Exemption in accordance with the provisions of the California Environmental Quality Act, subject to project approval.
MATTERS FOR CONSIDERATION
Planning Staff request for direction on Matters Initiated by the Planning Commission.
Recommendation: Staff recommends the Planning Commission discuss and give direction to staff regarding Matters Initiated MIP26-004: Changes to the Accessory Structures Standard. For context, please review the attached letter and analysis from Livermore resident, Michael Atkinson, who submitted his request at the September 1, 2026 Planning Commission meeting.
