Parks and Arts Commission - Regular Meeting

good afternoon my name is Nancy Hill and this is the city of Liberty Lake Parks and arts commission today is Monday March 3r at 4 pm um we'll start out the meeting with roll call going through it Nancy Hill that's me present uh David heimall is absent so I'll ask that he be excused Laura Frank pres Katie Ferris present John bear present Noel erson larco is she online see her Bob schneid Miller is he online also so uh Noel and Bob are not with us yet uh Joanie hay is she online or Audrey White either okay so please show that they are also absent with staff today is uh Tate Hunter and Mel Stevens and of course our wonderful support team of Evan going into approval of the February 3rd 2025 minutes has everyone had a chance to look at those and if so are there any edits or Corrections and or if not I'd entertain a motion to approve I move we approve the minutes okay do we have a second a second it's been moved in second in to approve the whoops February 3rd minutes as written all in favor I I and any oppose Nay please show the motion passes unanimously moving on to Citizen comments I know we have a couple presenters in the audience or are there any Citizens online wanting to make a comment anyone in the audience other than the presenters okay seeing none um we will need an amendment um to

adjust the uh agenda the Lions Club presentation the gentleman is running a little late so if we could amend the agenda to uh do his item when he arrives and then I'm recommending that under items six we move uh four five and six um up to the top of the agenda as soon as we finish the archery presentation um in case Laura has to leave so that we can have her report I'll move that we make the recommended agenda adjustments okay do we have a second second thank you John it's been moved and seconded all in favor I I opposed seeing none the motion of passes and we just adjusted the agenda slightly so we'll go right into our presentation from the dragon flight archery with Eliza JX if you could step up to the microphone um just state your name for the record and we hope that you can limit yourself to 10 minutes uh including some questions that will not be a problem um hi everybody my name is Eliza JX I am a currently um I'm a level four USA archery certified archery coach and also certified to coach and train coaches in the National Archer schools program I've recently started and established a nonprofit in Spokane that will serve as a full-time indoor archery range and an archery kind of program um and one of the things I've been doing is reaching out to the different parks and recck programs to see if there's something that we could do to do like an intro to archery type activities with the different um individual parks and recck programs I currently have agreements already with Spokane Spokan Valley Medical Lake and chimi and have been in discussions with Airway Heights and then Med medical a as well which is

why I'm here um to just kind of talk about what we've what and I have chatted about a little bit with doing this type of program um what I am proposing I'm just going to kind of go through what it looks like and then I have a couple copies of the curriculum that we use if would you like to look at it kind of at least gives you an idea thank you so that's thicker than what um you actually you don't need to read through it but it gives you an idea of kind of what we've got going on so um what this is is this is the official published explore archery curriculum which is a published and established curriculum through USA archery um and it's basically an introductory um program and there's different ways to set it up to do it you have to be a certified coach through USA archery in order to run the program when you are a certified coach through USA archery Additionally you have to pass a background check because we do work with youth and that has to be renewed every year and then we are also required to pass the safe sport training um so everybody who would be supporting and working in this program has passed those requirements because we all want to keep Kids Safe I am a former special education teacher of 11 years so I definitely understand the need for that um and just I have a really growing youth program currently that is also a USA archery program thus the need for an indoor space downtown um and then the additional kind of nonprofit program but what what I'm proposing with li with Medical Lake no Liberty Lake I have too many cities on my brain right now so with Liberty Lake is to do um a single like four day in a row or one week long

um explore archery program thank you and as Mel and I have kind of chatted one of the things that we've looked at is we were looking at some different parks and how to set this up so it would be safe and the the park that we've looked at remind me Rocky Hill the Rocky Hill Park um because it kind of has this backdrop that doesn't go right into a neighborhood um and basically it's it's a 4 Day 2 to three hour a day kind of activity where the and we max out at about 12 participants in a group um and we just go through this kind of Rory to Archer archery I bring all the equipment I bring the targets everything with me the program itself um has several different games and activities that go with it so that kids kids or adults are really learning some of the basics of like range safety and proper form and how to be safe and then how to have fun with it um the exploratory program also has them earning these little fun they're like little dog tag type tags there's five of them as they kind of pass off each of these five different things um and yeah I'm just kind of here wanting to promote and provide the opportunities especially to the youth um I've just seen this as an as a sport and an option for so many kids really do a lot of good for a lot of kids especially kids who don't fit in in other team sports or struggle with other team sports I have kids in my current youth program who are on the autism spectrum who have ADHD my special ed background gives me a really good feel on like accessibility and an archery is something that is extremely accessible to people no matter what your abilities are um so yeah that's kind of the really really barebones rundown of it but what questions I guess do you have questions I guess I would just be concerned about the safety part of it uh

you did mention that does this city of Liberty Lake cover some of the safety Provisions or you do you have insurance on safety Year yes so that's a really good question and I'm glad you brought it up I've never done this before so I'm like scattered um I should have written notes for myself as is my organization my nonprofit so all this would be done under dragonflight archery and with dragonflight archery I have requirements from all the different Parks and Rec programs for what they require in liability coverage and insurance coverage and then there's additional liability coverage that comes with USA archery programs um and so yes I would all of the liability coverage would be covered by Dragon flight and what age group are you targeting um age eight and up we don't usually like I'm not opposed to working with kids younger than eight the challenge with younger kids sometimes becomes the ability to focus and then it becomes a potential safety issue um explore archery can go younger some of the youth programs or a lot of the youth programs are 8 to 21 so they kind of eight is a good age range so that's kind of where I'm sticking for now but if there's folks who are interested in their younger kids trying it out then they can always come to me and my location downtown to try that out as well have you had these Outreach uh classes in Parks before then you said um or No Yes um in in kind of some different formats I've been on the board for the last three plus years with the Evergreen archery club which is another local nonprofit Archery Club in Spokane they run a beautiful outdoor range it's just an outdoor range though and for the last several years since I've been on the board I've helped run their intro to archery class which is like a one-day

thing just a couple of hours on a Saturday they do four every summer through Spokan parks and wreck um and then I've done several other like nasp style programs or um just general activities in park I coach the Collegiate Club out at Eastern and so we've done some stuff outside and in outdoor parks and outdoor areas there I've supported and been a part of um an Outreach that Evergreen does with a veterans group and we always every summer we they do this veterans Retreat and we go up and we do an archery activity and so it's kind of just you you you find an area that's safe that has the kind of proper backdrop for it and make sure that there's not a place where arrows can easily go over but you you also don't shoot so far away that they're going to potentially go too far and the equipment that we use is fairly lightweight equipment so especially with kids it can't go that far anyway it's only going to go so far and then we would make sure we had all the signage and everything right so what you're asking us for is the four days in July um and that would be would that is that a different group every night or it's the same group same group and then what's your ratio of people from instructors to kids um try to have so if we had 12 kids I'd have at least three instructors possibly four but um you know there's enough structure in what we do it's not just a come pick up a bow and free-for-all there's actually real steps before anybody ever picks up a bow and several things you do to walk through the the the safety there's we use whistle command so that people don't just come up and start doing their own thing um there's a process for every a whistle commands for when you can stand when you can shoot and when it's safe to go get your arrows um yeah any other questions Commissioners all you're targeting just doing the week you mentioned doing

weekly evenings throughout summer at other locations is that something you're interested in or just a one week um we we were talking for now just possibly one week but I'm also completely open to more than that um every parks and wck that I've talked to has a slightly different thing that they're doing or a slightly different thing that they want um some of them run like day programs where the kids are there all day during the summer and so I'm going to them as part of their to just do like a weekl long thing as part of their day program or some of them are coming to me and then they're just signing up through the parks and wreck um and that supports the parks and wreck as well as as my organization but it's kind of a mutually beneficial thing um but the interest is definitely there and definitely there for year round but obviously once it's colder the year it would be indoor at my space versus here yeah versus outside do you have any questions I don't have any questions but I was just gonna say this was if we do decide to move forward or commission does this would just be the very first try and see viability and see if the community you know has a real interest and then go from there where we could potentially work together and offer other classes or other types of programs archery yeah we're kind of treading new ground with this um the nonprofit that I've started and trying to expand on this is new um so I'm I'm really just we're learning as we go so we're kind of trial and a right now I mean not trial and air with like archery and teaching and safety but trial and error with how to structure these types of programs and opportunities and what works best for for everybody and for the accessibility from the community okay any other questions commissioner is this your first year doing the program or doing this program yes okay I was just curious if you've had much response from

the middle and high school age um I in in the last six months with my youth program I have had I get one to two calls a week from parents of kids from elementary all the way up through high school and then I get adults in college age students as well who are interested and they call me because I'm connected and listed with different archery places locally and they don't teach lessons or do coaching and so people will call me cuz these different organizations and some of the different Pro Shops will give my name out to people um to teach them so yeah there's there's quite an interest in it so if there's no other questions if you if your pleasure is to move forward with this pilot class and see how it goes then uh we could do a motion to do that and then turn it over to male to work out the details and make sure appropriate liability insurance and paperwork and everything is in place or if you're have more questions uh or need to research it we can table it it's your pleasure you are also welcome to show up at one of the other events through somewhere else if you would like to actually see see it in real time because that will all be starting after school stuff in April and then summer stuff will be starting as soon as school's out I think it'd be fun to do a trial class yeah I I had archery in high school I loved it you know we has a little segment on each thing we had a week or two of archery so yeah and it seems like if you're going to pick a park having the the back stop of the Hill yeah Rocky Hill would be perfect yep yeah so if you if you want to move ahead with the pilot project I'll need a motion to do so and then um turn it over to Mel to work out the details I'll move

that we do a child program with dragon flight archery the this summer at Rocky Hill Park do we have a second second thank you John it's been moved and seconded to move ahead with this pilot project see how it goes and uh turn that excited hang on all in favor I I oppose see you can tell I haven't done this before okay please show that the motion is passed unanimously so thank you details that sounds exciting is this Bill yes hi hi welcome welcome welcome we uh we just got done with the presentation and so if if you are ready to go if youd like a minute we can do something else first oh why okay so uh for the record we're moving on to the Lions Club presentation with Bill Ash and if if if if you could limit yourself to 10 minutes H you know time for a few questions that would be great wellow you want me to talk a whole 10 minutes no you don't have to I just don't want you to talk more have you seen our agenda I I just had a presentation that's why I was had to fill in for some so that's why I was a little late so um as you know Liber Alliance Club has been partnering with you for quite a while as far as the arborium is concerned we've put in um a sensory garden and then we have also um help put in some uh picnic tables down on the lower section yes yeah so we would like to embellish that just a little bit more by adding a kiosk down there that would uh provide both a a map of what's in the ARB burum and I'm assuming that your gardeners probably have a map of already what's there

but also any City information that could be there then along with that some information from Liberty Lake Lions Club so and to do that we would need a kios so we are hoping that you would accept um Liber allance Club creating that kios in that area and then this is we have this in our packet is this design here isn't that beautiful yes yes that is exactly what we would be building um we've looked at a couple different kiosks in the area and what they're constructed of uh we do have people that are on the club's um membership that would be able to actually build it out if you would allow us to do so and I I can't tell from this design bill is there a way would would a flyer or whatever materials you're is it going to be waterproof is there like a plexiglass little yes it would be plexiglass and we were looking at another design too that came to us um a little bit earlier that had some little flaps on the bottom so you could actually put in information for the city too as and us so that would flip up and they could take out a flyer that would be waterproof yes no I'm and this is to Garner um participants in the in the REM Memorial brick program it could be yes but it would provide some information about um not only the city but Liberty Lake Lions Club and and I'm looking at some QR code things we could put up to that would allow people to access our website and you could also have one that would access the Park's website also and you said that's going to be at the lower end of the it be down by the yeah we're thinking of down by where the picnic tables currently are okay yeah any questions commissioners

it's prettyy straightforward pretty straightforward yeah we pretty much pay for it so you doesn't sound bad right yeah well L there if you if you want uh to move forward with the the kios that the Lions Club is going to take care of for us and uh have room for some information for our citizens and I'll we'll need a motion Nancy yes um so sorry would it be built or is it one that you guys are purchasing and and then um well we have some people that are in construction so we would build it our okay and yeah and then so would you guys be I don't know with our rules and guidelines if outside we didn't have our staff install or not so that's something to keep in mind um and then the other thing is we currently it would probably have to have some type of it have to go to council the a donation request and then um we potentially may have to have some type of agreement where you guys have access to it because after it's donated it becomes a city so those are things to keep in mind as well so basically if if we like the concept from what I hear you're saying Mel thank you for chiming in we're just the fun people he keeps us in line but um if we like the concept and approve of it then it would have to go to council for approval because it is a donation we may need a dollar amount or something that you could attach to the project I'm assuming um that council could accept so we would have to ask you to hold off on the project until it went through Council and it could probably be on the agenda in what a couple weeks uh yes yeah oh that'd be fine so any thoughts so do we need to have a motion if it's a donation I mean we're just has that first step to have a motion probably for staff to uh continue working with Lions Club in regards to it yeah I think the motion is just that we support the project okay so I'll move to

report the liance club project of the new kiosk pending a donation form submittal and approval by Council we have a second second thank you John it's been moved and seconded that uh we like the project and we'd like to move it forward to council and it's the donation request so all in favor I I oppose oh I hear a voice online welcome Joanie oh thank you um is that going to impact you any Laura no I think I got thank you um so any oppose okay hearing none it's passed and you can work with male he'll he'll let you know about getting that through and getting the request to him uh that shows the donation and we can attach the the picture and then we'll get it on a council agenda awesome thank you you're thank you we appreciate everything you guys have done in that Arbor arborium area and we look forward to seeing it developed out further so thank you yep thank you well yeah I'm not going to stick around unless they have all right well we've already amended the agenda to move some items up to we want to keep with the amended or amended matters do we need to move to change it back or does it matter I don't think it matters um so if we just go down the the agenda as written we have the view of the 2025 road map which I've just been including every time and that's just to make sure we keep in line with the um the timeline and the budget so i' like to just take February on your spreadsheet and go down and make sure we're not missing anything that we're supposed to be

doing um I think most of the stuff we have ongoing and is in our agenda other than the policy review update and will that be something um when Jen comes back maybe next month we'll put that on the agenda and it could also we can discuss um because we have that Parks R master plan that is a portion that will be being reviewed with that master plan as well are you talking about the parks and arts commission yeah yeah so that is one of the things that will be reviewed throughout this year as well well so we don't really need to do it because it'll be done in conjunction with the master correct okay so we don't have to worry about that one and I I don't think there's too many budgetary concerns now so I think we're good unless somebody has a question or concern about our road map or which way we're going most of the stuff we're going to have a report out on okay seeing that none then we'll go to the review of potential Recreation programs and kale was that you yep and so I don't have much I kind of went over some stuff last time but um so I've started moving forward with the two spring programs and once I started doing that I realized we don't have a lot of rules and regulations to guide how we do our programming so since then I've been working on some guidelines just for example if someone workr a refund what's our guideline for that or if someone needs to cancel so we've been working on that as a staff uh the last couple weeks and then I have have been in communication with a couple other organizations or they've reached out and I just kind of wanted to gauge interest of the commission to see if they want to proceed and receive a um program proposal but uh core climbing out in Post Falls so near State Line portion of

Post Falls reach out the large indoor climbing company and they are wanting to see if we want to partner up and do some climbing classes so like introduction to climbing um so it' be a thing where they would potentially register through Us liy Lake Parks and wreck and then the program would take place at their facility oh so it's not inside the state it is fairly close I did find the next closest uh climbing would be the YMCA so if you look up on the screen uh the location there as the crow flies are about four miles out and then the YMCA is about 5.9 six miles away so I didn't want to have them just do a proposal I just want to see if the commission was even interested in potentially doing something like that and then they could put a proposal together if if we're interested in trying to partner up with some climbing glasses is that common for a city yes it's very common a partner with an organization in a different city and state uh I don't know about State I know City but because we're on we're all right on the border that would be I know for sure for different cities we'll do that Post Falls parks and wreck is coming out to the Powerball pickle ball that's in Swan Valley to do some summer programs but I know they're have different rules and regulations I don't think there's anything that would stop us from doing that but I can also find out more and do some more research but it is common to partner with organizations in different cities so would they they're registering through the city correct and then the parents or adults are driving the kids to their facility at their location there's no Transportation provided by the city or that facility correct it'd be similar to if we had say we had a community center in town that was ours or the Hub and we did a partnership with them we would take the fees we would do the typical split which is an 8020 split the city would get 20% the company would get 80 and then the location of the program is for example at the Hub and so

they would be dropped off there and picked up there and then their staff manages it with based off the agreement that we could potentially have with them how does that impact you guys administratively um not much it's actually quite been official where we can start offering programs where I don't have the staff to do things like I could not do this on my own I couldn't do a climbing class first we don't have the location second skill set and third staff to do it even if I did have the other two so there's just a financial benefit to basically being the The Entity that's taking the reservations instead of them going directly to correct and we typically you would see a slightly less fee to entice people so it's something we can offer a community service and activity in the community that we may not otherwise have but we can facilitate it because of a third party I personally love this idea I think especially where you're saying that we don't have the budget or the manpower to facilitate these things I think it just gives our community more opportunities but of course we want to see the proposal I'm just yeah correct and this didn't want the have them sent if there was no especially being a different state and then also outside the city I wasn't sure how the commission viewed those because kind of you guys are the the mind and eyes and ears of what the community potentially wants you live in the community well I mean it's good to keep you busy and I would that would this be like a summer thing or I guess it could be year round because there are facilities inside correct it could potentially be year round it probably be similar if we did move forward something similar with the archery where we do a test program and then go from there I think there's actually a lot of Liberty Lake kids that use that facility because obviously we're right on the border and it is the closest facility Well as long as M can confirm there's no problem with going and

partnering with a different state as Laura pointed out do you uh do you have an interest in hearing their proposal like we heard from the archery folks today I mean I guess I would this a little bit back to staff is this an area that you guys were looking to expand into or is this kind of added something else to your plate I think for me it is something that we can I think it's a benefit because we can start offering more programming based off our staffing that we couldn't potentially offer so it no it wasn't planned but when they reached out I feel like it is a good idea and a good thing to start looking at I'm just wondering I like the idea of it but I see there's also a pickle ball one so in terms of your bandwidth to start once we partner with one or two of these what does that look like moving forward and you know kind of having an idea of what that growth projection looks like and if that's something that you know you guys have the bandwidth to take on and manage th this is much easier bandwidth for me to take on and manage than doing things in-house totally trying to develop I've have done this many times in other cities that I've worked for and it's typically a good benefit for both because of the Staffing issue and then a lot of newer companies will tend to try and do this to help grow their footprint exposure I'd be interested in hearing and learning more about it I'm kind of jumping ahead because I see there's one for the pickle ball as well so I'd be yeah interested in hearing what that would look like from from both businesses um and then so with that um any other Rec stuff too is I have been working with a local U Music Company a school of rock out of mode they've reached out about potentially doing something so I don't have anything any proposals yet from them but that could be something that's coming down the pipeway as well some kind a movie Yes

movie so yeah that I mean that's kind of just my update of of this portion of the wreck um I'm kind of just working with some other organizations and you know slowly start bringing you guys some some things like that I think that you know definitely we want to use you as a guide on what's doable and feasible and what's too much and what we can't manage but if we can offer more programs you know giving our current uh levels of Staffing um it seems certainly worth hearing the proposal so why don't we looks like be nodding heads and uh why don't we go ahead and ask see if they want to present at the next meeting just let them know about the 10-minute limit and that will move us on do you have anything else okay move us on to the pickle ball Club proposal and what what can you tell us I saw the form what can you do you have any more information yeah I don't have a lot that I would not base too much on the form because his original thought process was postfalls parks and wreck so this is that new indoor pickle ball Club out in Spokane Valley um Post Falls parks and wreck is bringing they have a day camp summer camp and so one of those days they're bringing all their kids out to do nor pickle ball so he thought oh I'm going to reach out to some of the other cities so that way he just kind of mimicked what postf Falls is doing with them and when I spoke to him on the phone recently I said that probably won't work because first we don't have a camp we wouldn't be able to bring out kids with staff but I kind of brought up similar to the climbing that if would he be interested in doing something different where maybe it's a you like a parent child program for one evening in the summer or in the winter or even just like an introduction to pickle ball so the basic information on there who they are is accurate the the idea is a more of a floating idea that we would come up with something more concrete if the commission feels like that is another program that they would like to see move

forward we do have current agreement with another individual to do pickle ball however this is the last year I believe of that agreement and he only did it the first year did not do it last year and I've not heard anything from him so far this year was that the the pickle ball league correct corre he presented that time yeah he did present so that might be the only conflict um this power pickle ball Club that's the one on the uh on Sullivan in the old iton yes so yeah my my main thing is like I said don't look at at their proposal or the description but if the commission is interested that's another one that we could offer some type of program or class with minimal my staff availability and you know I just have to mention this is the an outside of Liberty Lake location and we do have the Hub Sports Center which has pickle ball so I was just going to it does have a youth pickle ball program too so I don't know if there's been any discussion with them on partnering with registrations or if yeah I I almost I can look into that yeah if you can look into that before we accept hearing this proposal because I personally would rather keep it in the city if that's an option we can yeah I will do that but why don't we table this um making a decision on a presentation or do you want to hear it anyway I think we should get more information if we can keep it in in within City Limits before yeah exploring outside of okay and and typically programming does work better if it's in the city limits but if there not available then that's when you would typically go outside the city limits okay well let's check locally first then thank you all right next up on our agenda is the update on the rotary room which is going to be problematic because we were needing Allison's report um just

historically we were looking at art um to go in the rotary room in larger frames similar to these which I think are the dimensions in your packet and we were looking at utilizing the photography uh class at Ridgeline high school and we would develop uh potentially a a rotating program for that as well and Allison was going to follow up on that so I think think until we hear from her and or we can reach out directly I'll one of us can reach out to her and see if she's gotten any information I think maybe we just table this for our next meeting uh to discuss I will tell you is um after the last meeting I remembered that uh that reminded me that our Student Art um outside the rotary room is a rotating thing so I did go ahead and reach out to the art teacher at Ridgeline and she uh you know also remembered and they're working on some new art to change out before the end of the school year so we'll rotate that out and get those uh that art back to the kids and she's aware of the the frame sizes and if some child or student has a picture that's a little smaller or bigger or something they can adjust the matting they have the capability to do that there so that's in the works and I'm guessing we'll see something and Ward the end of May because I imagine school's out in the first week or two of June June 17 I think it's a little bit later so maybe even early June but that that's in the works anyway so we'll move the rotary room art discussion um to our March agenda Nancy could I mention one thing I think Allison was concerned whether they could take pictures outside of the school like right go different places around the

city going to ask yeah so one other idea would be our our own staff person David goer maybe he's taken a lot of pictures of our events in Liberty Lake he might already have some pictures yeah if we wanted to highlight our events yeah I I guess I was hoping for some more professional looking artsy thing of course I I know that you know in a photography class they're learning about that versus just um you know social media pictures but that that's certainly a possibility I think we should write out the school thing first and then John is the photography club here in Liberty Lake still meeting and active it's a very active organization um so if the school thing falls through we we also could have that as a fallback position would that be correct I would think so um I'll follow up with them okay yeah tell them what I mean we're researching students and it's a nice way to Showcase them but if if that's doesn't come to frut Katie said you know if they can't take pictures outside the building then that that's a problem because I don't think we want pictures of inside of rine High School from the rotary room then maybe we can see if the photography club would be a willing participant I apologize I missed last month's meeting the discussion on this is um is the intent to keep it Liberty Lake themed or I would I was thinking just keeping the same thing that we've given the student artist which was Pacific Northwest okay so it it could be outside of the city of Liberty Lake We're Not Gonna there's not room in the room for a lot of P photos I was gonna um once we Allison got the contact information for the photography instructor and see it saw if it was a possibility to possibly meet over there like we did with the the

uh the art people because one thing we discussed is that we don't want too much competing on the walls so um we just want to keep in the Pacific Northwest theme of the building knowing that there could be a wedding reception in there or a business meeting or just about anything but not to just have you know blank walls with some some TVs and I think is there some pictures of the room yeah yeah so I photoshopped these pictures onto that like it looks like we already have yes so that was just to give a visual idea it's not necessar up to scale either but at least visual idea what it would look like on those walls yeah so we're not talking a lot I I haven't been in there recently whether it's four pictures or six pictures but it probably wouldn't be a lot did you get a feel for that I would say right around four pictures potentially five but probably no more than that yeah what level of involvement is there from Rotary on this project does there need to be or not no we discussed that the last meeting there's only part of the agreement with them is they do get access to the facility I think once a month but they have no saying anything contr over the artistic yeah yeah that I had that question too sorry no problem no problem it's impossible for all of us to make every meeting so we appreciate it when every when people are here so anything else on that we'll just reach out to Alison see if she's gotten any information and then John will check to see if the photography club club is a potential you know backup position for us okay okay so next up is the never forget Garden electrical box as you recall we got rid of the ugly plywood Tower thing but now we have an electrical box and so David reached out and I think he sent these images to you that you'll see in the pictures the DAR symbol and the I guess Tomb of the Unknown Soldier

[Music] um so we don't have David here to really know what was said so I'm I'm thinking we're going to have to table that item again and maybe we can get a I think you already have a picture of the electrical box so we can have that available for our next meeting but um something in keeping with the never forget garden and I'm pretty sure we'll just be relying on Dar to provide that and that may be you know what they're envisioning I know they had mentioned at the the time of presenting about the plaque that there's a very specific Rose have we looked at like wrapping that box and a picture like getting a closeup or some artistic photo of that Rose or are we kind of looking for the D to give us some input on what they might want to see well I think our original thought was getting their input which I think is where these images came from but until we talk to David I'm not completely sure okay because all I've seen is the images yeah having that Rose is just it makes it kind of blend in a little bit with the Landscaping yeah that's definitely a possibility definitely worth a discussion and that's a they can certainly provide that information I don't remember the name of the yeah I just remember her saying it was a very specific variety that was that they plant in those never forget Gardens and since the box is by sort of shrubs or something right that that would blend in versus I mean this picture is is a nice picture but it could distract from from the plaque itself yeah yeah no good point so um would you mind sending David an email and seeing if he has I can do that and maybe he can get that information um on the row before the next meeting because I think that's a great

idea okay next up is the um public engagement um piece of pavilion Park this year was our year to gather the information because the equipment install is scheduled for 2026 um I mentioned that at when Katie and I were at the report not uh that was January's report I guess and um Council had made a few suggestions they like the idea of the community input and somewhere there's a document in our packet I'm probably went by it it's just a little outline I made can I find it hold on near the end in the wrong spot it's also on the screen currently oh it's on the screen okay so since we have a community engagement commission I've made an appointment for us to present to them um that we need this uh feedback on the pavilion Park playground and so that meeting is scheduled for March 9 I forgot if it's at 6 o'clock I think I think it's six o'clock and um we're on their agenda and I made this little outline to kind of let them know what we're looking at and I put down these engaging the public because some of these suggestions came from Council at that meeting uh the farmers market uh Library events um schools and daycares in the area to get children's input Direct ly and then potentially uh an open house or some kind of a town hall meeting regarding that and then in our packet last month you had some questions because we found out I don't know if you

remember if you were at Barefoot in the Park Katie you were there yeah and we had the Post-it note thing and there was like a wild suggestions you know that kids came up with like I want a beach at the park and parents wanted benches those were or they wanted some crazy obstacle Commando course or the giantest slide in the world and there was very interesting so I thought if we could create a list of questions that would help engage in meaningful feedback and I believe you you made a list of those and I think we saw them last yes we saw them last time and then there were some questions based off that list that I have answers to as well I try to get that list pulled up super quick that um you know we could take that list with us to the public uh Community engagement commission and I'm sure they would have some ideas as well um I don't know too much of what I'm going to be telling them other than it's pavilion Park it's the playground right now it's one playground for we don't really have the younger age what's that like five and under we don't and then we have the older and um I think we also have you also have a summary of the feedback from Barefoot in the Park that you put together from the Post-it notes yes I do have that summary I don't so I mean we don't need to see it now but we could have a copy of that with us but um what go ahead Katie well at the last city council meeting one of the city council members mentioned that Liberty Lake Elementary is also replacing their playground this year and so we may want to contact them so that we kind of know what they're doing and we would maybe do something a little differently than what they're doing so I did call the principal today

I didn't get a call back but I think it would be good to get their you know basic plan and have a reference to that so we would be doing different things and what they're doing no that's a great idea instead of accidentally ordering the same thing yeah so but I know we discussed is you know having the two areas where a 4-year-old could play and an eight-year-old from the same family could play and the parent can sit on the bench they asked for in in between or something but then we run into a lot of problems about space and cost and everything else but I guess the first step is as finding out what the public wants so what what are your ideas of what we should ask the community engagement commission to do what to use you know this list of questions kind of what male put out I'm like I say I sure they have their own ideas I I I'm open to any suggestions and anyone that wants to I'm going to go to the meeting but anybody anyone that wants to go with me and chime in and have a discussion with them I'd more than welcome your participation yeah welome great thank you what was the date on that that was the 19th of March at 6 PM I think I think that's a Wednesday isn't it they meet on a Wednesday yeah the Wednesday March 19 6: PM do you know um is there a requirement from risk management that the older play structure and a toddler play structure have to be separated or I'm trying to think of it's it's been a while since I've really like looked at these parks with a critical eye but like

mchan park has just one really large area that has some smaller features Incorporated in the younger kids can plan while having so I can't remember exactly they do I think suggest some separation okay um so like mchu and park they do I think have like the sand pit in between I think that considers as their separation um they do have guidelines for us that we can reference um and I just referen those in regards to things that they don't suggest not to have at the playground so the 1950s that heater totters and that's all but I mean and then I remember some of the feedb back from Barefoot was that uh some of the parents don't like the Fallen Hero circuit course so close because little kids go over there and and others love it that's right yeah yeah it's hard it's yeah but I I definitely think it would be nice to have play equipment for the full spectrum that just makes complete sense so that a three or four yearold is not going to get hurt on a you know six and up kind of equipment and and have benches but he these at least these playground survey questions that Mel put together are starting point but I just worry that if we don't have a starting point then we don't have meaningful feedback say I think it's a good starting point and then based on the feedback that we get from that because this is a ful year project right then you can take a deeper dive on those those elements based on the preliminary feedback so I guess I see our meeting is giving them the little small outline that I had about some some of that which I got from Council giving them this draft list of questions and then maybe

giving them the results the compiled results from Barefoot in the part from the Post-it note um system and then see what they suggest and then have some dialogue surrounding that I I don't know what really what else we can provide them no I agree and I think you know question number five in terms of style because there there's you know drastically different options so I think that one is a really good one to to have in there along with the different Play Elements and how those would be incorporated because it also I'm sure will drive cost variations as well I mean we can go through all this and in the end you know is if it costs more than the budget and amount then we have a whole whole another conversation but and then as you guys stated the just to know ages of like who's attending the park who's using them is is very important with having the more toght playground if if needed or not yeah no I think it's a great starting point yeah and I I'm assuming I haven't spent a lot of time at the playground park at pavilion Park but I'm assuming in the summer it's probably fairly busy and then they have the little splash pad thing and trouble is it's just such a small footprint and it's kind of landlocked to some extent by um some of the other things and sidewalks is is part of this discussion still a potential expansion depending on feedback because I know that's what what put a pause in just ordering an in kind replacement was well this is you know a once in 20 year type opportunity right until we would have to replace it again so if we're going to make any footprint changes um that that's something that we would want to discuss now and I I know at the time it been mentioned like going on the other side of the the sidewalk so then you had your areas physically

separated in terms of if you have a toddler area and an older um child area that you would still have via bench that visibility of both sections I don't know from a city standpoint like are there boundaries on on any of this or is this purely a let's fact find let's shoot for the moon and then kind of reel it back in or um I think it's this is the just that starting off point to see you know kind of gauge what the community wants and then go from there I don't think sky is the limit but I also think options options could be available you know depending on the commissions what they feel like the community needs and then what council decides to do with that information after that point yeah um so yeah and then there's also guidelines that we can look at in regards to like you said the separation if the separation is too far and then the whole restructuring may have to happen so I think this is that first initial step that needs to be done yeah I mean we the starting point like you said got Katie I've noticed some cities uh for the younger kids like five and under they have some creative fencing so that I don't know if you've been around two year-olds recently but some of them just take off running oh so they can't escape yeah so it's kind of you know safety for the kids and the parents can relax a little bit more too knowing that their kids won't just sneak off if they just look sideways you know kind of thing so that's an idea to have some creative fencing around the little kid area where the parents can relax more and know they're safe and they won't kind of one way in one way out yeah so a lot of the public parks have that that's that's good to know I mean there's so many different creative things that they're doing in Parks now that have some artistic appeal when you look at it aesthetically and but are still functional and fun and creative and interesting so be interesting to see

what the community wants M all right well anyone that wants to join me that's where I'm going to be and Katie I look forward to seeing you and like I say if anybody else has time pop in I don't know where we are on the agenda but um I can find out and hopefully we'll be sooner rather than later on it all right that moves us to the Pilan historical Outlook and how's that coming along yeah so I'll try to be quick on these next three here but on the uh the historical Outlook we do have the top plate Dimensions now so the next step would be um and I guess Mel this is more of a question for you if we we don't have a set design so before we talked about doing the base frame still as a call to artist so that way you can get a few different proposals but they would basically design the stand for the top play um even though we have a an approximate like this is the look and feel we want it to have um so I guess just guidance on that if if it would be a call or just a request for a quote or however I have no idea but I can find out I thought I thought if we went with a a call it gave us a little more flexibility on choosing maybe not the necessarily least expensive but if it had met the artistic intent better but cost a little more but was within budget yeah I think that might be up to how commission wants it to look and and feel if we want that more artistic then it might be the I mean that would be the best route to go okay so we have one that we we use to get a baseline price to create the budget so we can just resubmit that because we just submitted that to a couple local um metal workers just to have an a rough idea of what the cost would be on that so so that can

with the commission's approval I can send that out and get some some sketches some proposals and um quotes that it seems like that's just part of the natural process to finish the project I don't even think we need a motion on that just I don't would go ahead with I mean you can make one that's just in case that we I I'll motion to move forward with a h call for artist for the historical Outlook um framework and do we have a second and is there any discussion on the motion because I just had one question would this would be suitable for a call to artist because the design would be so simple and it wouldn't take time versus the call for qualifications correct okay yeah okay any other questions on the motion all in favor I I oppose seeing none the motion passes so yeah that's great okay hopefully can we make that a quick turnaround it should be yeah yeah the ones that I talked to well this was a year or so ago it was a with I'd say six week would be a a long estimation on that okay perfect um for sure something that we'd be able to get done this summer but um so the next item the Kramer libery light together um mallerie and Colleen are are plugging away they had u a little bit of delay on their project that they're collaborating on for Riverfront Park um so that wrapped up they said they'll for sure have it or they are looking to have it before the end of spring so we had talked about a tentative April installation it'll likely be more you know I'm going to say June conservatively um but she's going to keep me in the loop on that I am meeting with them next week um to look at potential mounting options and to kind of talk about what they need from us in terms of the concrete platforms what

they are proposing right now is that each panel would be its own individual concrete mounting pad versus one large one um and so some questions I have is just um structurally what needs to happen because they're looking at basically having a concrete platform with I'll say like a a tube sleeve for lack of better term and then the panels would insert into there and then get backfilled with concrete or epoxy so it would secure it in that way um and also just getting eyes on we talked about not having it too close to the road and so just kind of looking at what makes the most sense from that standpoint so I'll for sure have more information to report out next month and if anyone's interested um I can send the meeting details if if anyone's interested in meeting with them um once the the location that that you guys think is best um then we'd probably have to do a locate to make sure no utilities would be yes underneath the spot and then when they do the landcaping for the uh what's the name of that road country Vista country vest yeah um then that according to what Lisa said that Landscaping would kind of tie into that I'm assuming it'll be some kind of easy to keep dry scaping that won't distract from the sculpture yes I think it was she had mentioned like dry scaping natural grass type stuff like things that are more native to the area that would complement the artwork and then the lighting and then once we have all that then we can talk about the electrical boxes because they've been released by do oh okay yeah and I know we had talked about trying to do something um complimentary to that or that wouldn't take away so um and looking back at some of you we have some artists that have submitted in the past that I think would work well for that type of thing that if we wanted to narrow in our search so at some point we'll have to do a call to artist on

that but I don't know if we could until the the sculpture was up because they really are going to need to see it or they could go off the concept yeah could probably go off the concept or once she has more pictures of the actual piece and progress that we could do that with the concept proposal so it have a a good idea and she did when when she sent me a note just kind of talking through what the mounting structures would look like she did just kind of transpose it into the site um but I think we can probably get something similar to that that we can release as part of the call for a wrap yeah so maybe we'll put on next month's agenda we'll do the a call for artist um motion or something once we have if you can have that information submit the conceptual yeah yeah so hopefully like I said I mean with her next week I believe it's next Thursday um the 13th um and so I can get that to Mel to send out to to the commission as part of the next month's agenda um any questions for me on that I'm super excited to see it I know I think it's the the work that they've said well just the class work in progress it all looks you know it's going to be really vibrant I think just brighten up that is their project now installed in River Front Park um I did not ask that question I don't know if it's been i' like to go see it I did drive I was uh on the North side and um got to stop and really look at one of her other pieces that had been installed and I mean it's beautiful and it's bright and it really catches the eye so I was I was excited to see it in person yeah um okay so the next item I have is the liy L together projects um super disappointing we only had one submission that's for the round Mission roundabout for everything oh the goat so oh and the Goat yeah so I I I

think you know I've been stewing over this for the last week or so I I think what I would like to propose as the next step is looking at and I don't know if we do this as a commission or if we can form a subcommittee some local artists and then picking a handful of those to submit to a panel and saying here's some samples of their work and then picking based off that but then reaching out directly to them not as part of a mass call for qualifications or call for artists and say we are interested in doing a commissioned piece kind of like establishing a roster of artists that we work with not that we've worked with necessarily but a roster of local artists that we like their style of work so that's essentially what we were trying to do right when we sent out the call we were trying to get them to send us portfolios so then we could say oh okay we really like the style and I guess it kind of takes some of the homework out from us right because we're asking them if you're interested in this project just send us some of your work we weren't asking them to do any sketches or proposals at this point just show us what you've done and I did get one gentleman that submitted and basically he had offered he has a piece going into the capital building um and said that he would do a scaled down replica within our budget that we could do in the roundabout but it's small and it doesn't really fit our theme I mean it's a cool piece but it doesn't really fit what we were looking for so um and I can send that information but I but that's the only actual submitt that we received which is disappointing because we had a I think a pretty healthy budget and the feedback that I got initially I had a lot of artists respond to the call saying oh this is exciting this is a great budget and then it kind of fizzled out

so so I don't know if we just need to relook at that so again I think from my standpoint if this is something that we want to to try to move forward with and I think we do the homework of here are some artists that we like um get our panel together and still say hey here's 10 local artists that we've identified that we'd be interested in partnering with and then reaching out just directly to them and saying hey we saw your work we'd really love to commission you for a goat statue or we' really love to commission you for some artwork for a roundabout and seeing if that's another way that we could do you know enough about City processes that I don't but I I think that's something probably should look into just in case yeah so so that that and I'm open to suggestions or if anyone else has ideas I was again I was disappointed we've really cranked up the budget on these projects um I thought especially the goat one at the farmers market I thought you know that that would be a really fun one that we might get a lot for um but but so that's where it stands so and we did have you know to try to get both of those projects done this year it was already a fairly aggressive schedule so um so sorry that it's a sad update but that's the update on on those two projects but I mean what we're doing is not working so I think we do need to Pivot if if M does the research and we can find out that we can do that that makes perfect sense I mean well I didn't know because my understanding was if if we do a call and so maybe that's it in terms of we we look at local artist and and Spokan Arts actually has a fantastic website that will take you by medium and artists and you can go to their website so you can see a lot of their work on that so again it would take some homework by um some

individuals on the commission however we wanted to do that but if we reached out to multiple people in terms of we're you know we've seen your work we have this project and then let the panelist you know the selection panel still select one for each project that we feel like we would want to move forward with I yeah I know it's a little nuanced in the process because it's not a straightforward procurement type thing but yeah I was hoping I checked again like right before the meeting because I was like maybe someone snuck in after when was the closing date of it the 28th was the closing on it h that is really disappointing I know so I mean there's well we like you said it sounds like we may have to Pivot and so I don't know if this something we can table for next month if you can do a little leg work on the city Side on what the procedure might be I might just send out another note saying hey we didn't you know receive as much interest as we were hoping for we're extending the the window for submissions just to see if maybe because it was a long window so maybe they forgot I we might as well extend it till the end of March because our meeting is April 7 yeah so I don't know we need a motion or anything to extend the date or to reach out again or I mean we could I think we just to make it clean we just make a motion to extend the date and then that'll give you time to research and if we don't get anything then maybe we have something to Pivot to okay yeah so if we have a motion all right so I'd like to move that we extend the qual call for qualification uh to the end of March do second okay thank you it's been moved and seconded um by Joanie all in favor I

I opposed seeing none a motion passes unanimously and thanks for your work on that I know it's a lot then it's crickets guess we're all should have gone into the sculpture [Laughter] business all right the next on our agenda is the smarty boards um so I that's that was ordered and the next step if I recall from the last meeting was determining a location uh to put it on and this is um for Rocky Hill and you have a diagram there m so park staff went out and they suggested two separate locations um both right next to fairly close to the playground one inside the boundary one right outside the boundary and then same thing I took the I took an image of the Orchard Park smarty board and then photosho them both into those locations just so that commission could have kind of a visual idea of what it would somewhat look like there I think either location would work if you're familiar with the park I'm wondering about the mounting height I know it was mounted at the incorrect height before and we know that and we mount it at the right one but if if we pick the one inside the playground area then you you have the curb versus which es Heights a little bit because it's a it's a front

and back board isn't it it I think it's the same information on both Sid so it would be at different heights yes I I didn't know um from a City Maintenance standpoint in terms of the lawn maintenance having it outside of the either one's finding yeah I like it outside simply because of the for an outside for the elevation but my only concern was the maintenance or the lawn care around it if that was an issue that suggested it so yeah no they're fine with the either location so any discussion other than what do you guys think I I just worried the other one the elevation is going to be wrong and I know Katie you know because your granddaughter was over and that was a problem when it was mounted too high and so if it's mounted at the correct height and it's front and back I think we should go the one outside the playground I like location one as well does anybody prefer location two or is location one work for everyone is the board in it is not Finance is still getting everything squared away I think there's some a little bit of delay in in shipping so last I talked Finance last week there were still something that we're trying to take care of I know once ordered I think it comes for quickly do you guys want to go with location one okay location one sound good all right next is the story walk and I know David had been working on that as well um but we were talking about location of the story walk and do you want to go over the options Mel

um so I think it came down to a lot last week G was or last last meeting everyone was discussing potentially Arboretum or the diamonds were the two I think major ones that we looked at and then the diamonds potentially would have two separate locations that they could be at um the one with the most space would be here um in between the two elementary schools along the pathway um and then that was got some measurements just to kind of visualize the Rocky Hill a story walk is roughly 250 ft and then the space there in between the two elementary schools is 440 ft so there's plenty of space to to put something there um there was some slight discussion of up here um that is only 200 120 ft so not quite as long as Rocky Hill fairly close and that's not as trafficked either correct so just say you get a lot of traffic on the country Vista Trail side there that's nice for families at the ball fields too to have a a distraction for their uh Park staff geared more towards this one was their preference the only thing they would have to look into would be where the irrigation line is if it's right along the pathway or not and there maybe have to be some adjustments to where the boards are placed I like that location I'm hesitant to do the Arboretum just because that's kind of a Lion's Club thing and there's a master plan and that's not in the master plan and and that does seem to be a pretty traffic area between the two schools and right by pavilion Park and as you can all tell I got my Photoshop software finally so I was playing I was having too much fun so that's kind of a visual representation of potentially what it

could look like there so what does everyone think yeah I think it should be at a most trafficked area where more people will look at it so yeah and like I didn't even think about that Laura but right there then if you're on your way to or from the ball field or your kids playing and your other kid is bored then I honestly can't remember where David was in the in the beginning of the story walk stands I believe if I remember correctly he was going to follow up with them again because it had been so long since they communicated to see if it was even possible for this school year or not yeah so I mean there's no rush on deciding it but I I I like the one along the um guess that's country country V Trail yeah I think that's a great spot so do you want to tentatively go with that unless something comes up and David will probably be at the next meeting and he can weigh in to okay we'll just make sure we put that on the next agenda so if he can report back we can maybe send him an email and if he could do a report on the next time um okay that brings us to the staff report all right so Parks didn't have anything currently um and then our next upcoming event would be clean green bulky waste cleanup so we'll be doing that April 26 at Town Square Park everything's all arranged for that just minus Goodwill I'm trying to get them to commit to being out there um other than that waste management will be

out there and her staff is ready to be out there as well that day uh Skyhawks super tots Challengers are the current wreck agreement um partners that we have I have all of their dates and times for spring and summer and the website has been updated our Parks website and all those dates and times are on there so people can I don't know if they can start registering yet but they can start planning to register for uh summer and then I believe they can register for spring already for those programs that we partner with uh we're working on have a lot of community event permit requests that have come in for the year um probably about four or five new ones that we haven't had before um a lot of them are just events that are passing through bike rides and things like that so uh we'll be be pretty busy in the community with some of those and we'll keep you guys updated do we have a date for Barefoot yet uh that first Saturday in August which I believe is the second yeah and then all our community events that we do uh we do have dates for um and then they are in the calendar as well and locations are saved or venues are saved um we did with the new budget this year get approval for uh reservation online reservation software so I've been in the training process with that company um and so hopefully by end of April which is kind of the thick of things already but we'll have on online registration for reservations for Parks uh Fields Sports Fields ball fields potentially moving forward community garden um and then when we start doing programming online registration for programming as well that'll be nice um and I didn't know I did put it in the packet but uh the question the last time for that survey for the

playground was what is what is okay and what is not based off our risk management if anyone had any questions with that I could answer that but not it's pretty straightforward um but that is in your packet as well and then lastly we have our own risk manager uh we have a company yes that we use and then we have a rep from that company that is ours um and then if you can see on the screen um and it's also in your packets the pickle ball an orchard did get picked up and rewrapped so there's some pict differences of the the old images and then the new so that it was just rewrapped exactly with the same as what was on there before F once they got it it was really quick and that is all I have for staff report unless there's any questions looks like in the next council meeting is March 18 uh correct does anybody interested in doing the report out at that one Katie I think I didn't hear her but I think she did an excellent job at the last one it was fun right I tried if nobody wants to do it I'll do it okay okay we'll put you down John I don't know maybe you can bend twist Laura's arms to do a few slides can do that do you want do you want to send her the ideas for the slides or do you want me to do that or what's your um sure you want to do it okay I'll just copy copy you in on it and thank you for doing that appreciate it and then email yeah so if I know there's some people having issues again with their emails so

if you haven't communicated with uh the city's it please do so and get your emails up and running um those that are here did you guys receive your emails through your city emails no no no okay mine's down for the count again so yes if you do have issues again logging in uh make sure to reach out to Evan and I think I did email everyone his contact information after last meeting that was going along fine until I wasn't I don't know if it's an issue for other Commissioners but April 7th is spring break week so I will be out of town but I don't know if that impacts April 7 maybe Noel is that oh April oh I'm still in a is that is the week of the 7th is that the the C spring break week yeah cbsd Spring Break um do you want to I don't know how many people would be I would say you don't need to reschedule on my account I have other Commissioners with kids I mean we could move it to the 14th what do you guys want to do keep keep the regular meeting and Laura you can email the any updates you have or yeah I can do that or do you want to move it I I'm okay with either one either one's fine I'm just trying to think of what other Commissioners might be no probably impacted I don't know if David's doing anything with his grandkids I mean it might because we're having trouble M making a quorum again in in the past we've moved them but all right well but again I don't know if if it only impacts me don't move it well we don't know you're right it could very easily impact two more Commissioners

yeah um does anyone want to make a motion to move it to the 14th I'll motion moving April's meeting from the 7th to the 14th a second it's been moved and seconded to move our April meeting from the 7th to the 14th all in favor I I oppose nay okay seeing none it's passed is unanimously so um check your calendars and I'm going to move mine right now so I don't forget I believe I think we've just looked ahead and I think we're going to be okay for Memorial Day but um I'd have to look again and then um Fourth of July is on a Friday this year and our meeting would be the Monday after that so I don't know we can sort that out at the next meeting that'll put us almost on top of the report outdate but we can do a quick turn on we'd have to do a really quick turnaround for Well we'd have a week I guess so would May 5th be the next one in in May uh our meeting our NE when would be our May meeting yeah um that would be the 5th the first Monday CCO de May you'll have to celebrate [Laughter] early all right anything else for the greater good motion to adjourn second second all in favor I I all OPP POS all right let pass see you later bye everyone we
