This is a rare night where I have nothing new to add from City Council last night. They were pretty straightforward meetings just last night. The meeting before was actually about 75 minutes long two weeks ago, which I've not seen one that short before and talked to other couple staff members who've been here a little longer than me and they don't recall one being as short as 75 minutes either. Just going to kind of highlight a few things on here. Just a reminder, as you're out listening to people and encountering people, the micromobility expense, how do I want to say this, enhanced enforcement of the existing rules will be starting up on July 1st. Myself and the LLPD are doing a lot of work public education, letting people know what the rules are during these last couple of weeks, hopefully doing what we can to avoid people doing some unsafe things, as well as potentially having to pay a fee for impoundment or other things that the police could do to put a stop to people disobeying the regulations and driving these vehicles unsafely. So keep watch of our Facebook posts the next couple of weeks. And if you have any questions about what the rules are that I can assist you with to assist your conversation with people, let me know and I'll do my best to assist on that. Following up on the park survey, which a couple of you here assisted the staff with here about a week or so ago, the online version of that is currently going through staff review. My guess is that thing will probably go online around first of next week, possibly tomorrow, but it could be a little bit of a push to try to get it done that quickly. We were hoping to have that available for Farmer's Market for this weekend. I would still like to see that be the case, but it may be another week until that goes to the public for Farmer's Market. But I'll send you out a note when that one goes officially live. I think I heard like pretty much all summer.

In general, when you're doing a survey, you don't want to reveal where the results are before the survey is finished because that could influence people's participation. I don't think there's much of a problem with letting people know where we are on the number count participation. And that could be a way to encourage people to assist or be part of the crowd. Let your voice be heard. That's sort of a thing. Good question, though.

We do not have an official unveiling date. We did contract with, I believe it's Visit Spokane. Visit Spokane. I had two organizations in my head. I think it's a great partnership because we are already paying a yearly fee for them for doing services for the city. And our logo creation will not cost the city anything additional. The last I heard is they're working on some concepts which we may be getting, I think, towards the end of June. I'm guessing probably three concepts. And from that point, I still strongly advocate that we need to do some public engagement on this. So possibly get those three designs out to the public, farmer's market, other events, possibly online, et cetera. And one of the last steps on this is the city council does need to approve the final logo. So that's not going to happen until whatever date, you know, a Tuesday night meeting happens. So their last meeting of this month prior to July 4th was last night. Some of the members of the city council, I've heard Dan Dunn talk a bit about advocating for doing some kind of an unveiling as part of the Spokane Symphony Concert, which is an idea I like.

So apropos of the angst we're all feeling about the adventure with the city logo. After our April meeting, I left our April meeting feeling rebuffed or disappointed perhaps.

Yeah. So subsequent to that meeting, I spent some time with Robin. And we just talked about the experience that she had had and general views about the time we had both spent, but her in particular on the commission, because she and Mark are founding members, I believe. of the commission and comparing our perception of how we were being received and perceived relative to what we observed other commissions and committees doing. And we felt that the attitude generally was dismissive. I met with Mark McAvoy to share those thoughts and to get some of his perspective, which I always feel is pretty pragmatic and thoughtful. And I wasn't disappointed. Leah and I spoke also about where my head was going. And one of the things I appreciated most about that conversation was Leah's perspective about the recent engagements that had been productive. And it was important to remember that all wasn't flames and smoke, that there were some good things happening. And our input was we were making a contribution. So that was helpful. And so with that as backdrop, I asked myself the question, are there opportunities for us as a commission to become more, you know, I hate buzzwords, and I've been retired long enough that I should have forgotten all of them. but some of them are just ingrained in your brain. So I'm going to say things like proactive. If there isn't an opportunity here for us to do more, to take charge of the work and the direction of this commission. And that is why I invited everyone to just take a look at the... at the ordinance that established the commission. And when I read those, I think you all have copies of it, section one, establishment and purpose, I see things there that we could do that we aren't doing. When I read this, I'm left with a feeling that maybe we have been more passive than we needed to be, meaning we've been waiting for someone or others to give us purpose, to say, we need you to do this. Will you participate in this? Will you give us your input on this? Will you organize that? But I don't have in my memory And we have responded well to those, by the way. In fact, that was one of the frustrations, one of the reasons that Mark left the meeting feeling like he did, because the work that Robin and her group did was excellent work. And by the way, it is being proven out as we move forward.

The question that I would like us to consider among others is what kinds of things might we take hold of ourselves and initiate and develop, understanding that whatever we start with might not be what we finish with, but we could begin to do some things that would generate The words we use here are co-production. A word that Mark used more than once in our conversation was intelligence. Made me want to wear a trench coat and a fedora to gain insight and information that the city council and the other commissions on their own might not ferret out. So With that, and to avoid rambling, which I hate, why don't we talk about that a little bit? Ilya.

So reading through this, the thing that sticks out to me most is in Section 1, it says the Community Engagement Commission is hereby established and shall serve an advisory capacity to the mayor and city council. Of all the organizations that have asked us for help, the mayor and city council is where we gain no traction. We help with other commissions. We help with various city departments. They are all the ones that have asked for our help, but the council, the mayor, they never ask us for anything. Right.

Fair enough. I mean, we are established as an advisory capacity to the mayor and the city council, and they don't I guess most of us feel like they don't value our input. But various city departments and other commissions and things, when they need help, they reach out. So I was just kind of looking through and can kind of put some of our accomplishments assigned to the various sections. I feel like The logo thing that Robin put together, that would fit with Section A, recommendations regarding best methods to actively engage residents in co-production. She put together a very well thought out plan for how to do the logo and how to work through that process. And then Section B, advocate for the active engagement of all residents. We've promoted the city survey. We do the farmers markets and city events. And then section C, mobilize and maintain a sustainable network of community leaders, blah, blah, blah. I feel like the CFP 20-year plan and the sidewalk committee both fall under that.

And I agree that they do. I don't see any instance where we have created the mechanism for something where we have taken the initiative to say, well, And I even wonder what that looked like. I have imagined that we might among ourselves create a group and it could be quite fluid of people who have ideas or who want to be heard and we get together with them periodically or meet with them informally. And I don't, again, I don't know what it would look like, but Could we not become the generators of conversations about whatever these people want to talk about?

That is all because they don't know it. And so we are the people that are engaging citizens And we're active in that as much as we can be. And so it's, I agree that the council and the mayor are not, that's not the purpose. And I'm not sure that that's right there at all. It needs to be something to do with our role with the citizens, I think.

I feel like you're correct in that where they're having us engaging us in one of the two-way streets right there they want us to get their information out but they're not really interested in the feedback that we provide back even though our entire purpose is to serve in an advisory capacity so when we bring information to them it seems like it gets shot down a lot and i was really hoping that that would change or we'd get more engagement with autumn summer and um arlene on the city council um I think they just kind of forget we're there.

Well, we've had two, the last, well, last year we had two meetings with the city council. And the sad thing about it, though, the last one that we had went upon deaf ears, like you were just saying. um it was like when we were done with our meeting with with city council the last 45 minutes when we were done we all kind of walked out of there going that was a total waste of time unfortunately that's how we felt let's kick it to the end so you have to wait no no this was separate this was on a separate night okay and but um no it was uh it was disappointing but the others were more of a learning curve if you will because we were still in our Well, two years ago, we were still in our newness, if you will. And we were reaching out asking, what can we do for you? And we never got any answers back on that, unfortunately. And so we just kind of winged it. And what concerns me is I think what we need to do is become... more involved with the other commissions, because it's the other commissions that are using outside resources to do their surveys, to do their legwork, where that's our job. That's what we're here for. And we need to let them know that we're here for you. You don't need to pay the money for SC, whatever the name of that survey company is. We're here. And we're willing to work. Put us to work. And we just need to let them know that. And that's just my two cents worth.

And so whatever anybody's willing to take off their plates, they're happy to do.

When I look just a little further down in the ordinance, mobilize and maintain a sustainable network of community leaders who will work for a listen gain, or let's see, advocate for the active engagement of all residents through a variety of methods and platforms to ensure that there is sufficient and various opportunities for citizens to meaningfully engage.

It wouldn't look like a survey, but it might look like a forum that would invite people, maybe a core group of people from our neighborhoods, fluid, again, I don't know, that we would use as touch points. Either we could go out to them with questions that we decide should be asked, or maybe we could do that and occasionally say once in a quarter, get them together to discuss topics that we've mulled over and are not necessarily being driven by anyone other than us. Now, people could make suggestions if they know we're doing this, but our goal would be to ferret out concerns or opportunities for action or interest points that aren't bubbling to the surface in other ways. And we could evaluate and perhaps establish some kind of stream of information to city staff, city council, mayor.

Thinking about micromobility, I've been putting up these posts the last couple of days trying to let people know about what the rules are for e-bikes and golf carts before enforcement starts happening on July 1st. And if you look at some of those things on Facebook, particularly a couple of them today, because I spent more time than usual today having to go back and respond to people's concerns, comments, questions. My job here is not to lead anybody as far as what actions to take or advocate one side or the other, but one thing I can do is offer information. So the information I would put out to you folks is take a look at some of those Facebook posts on micromobility. What are people saying? You're saying two sides. There's kind of a debate going on. What are some of the ideas that are being brought out there? What are some of the concerns that are being brought out there that maybe you could start a conversation with some people and possibly take the comments from that conversation if so desired to, you know, city leaders, city council, you know, a city council member.

And, you know, particularly one thing I want to put out there is the schedule for the dunk tank to let people know, hey, we have a couple of CREM 2 TV news folks who are going to show up on the dunk tank off of your screen and into the dunk tank and some couple of familiar faces to the TV news viewers on that one. And then, you know, of course, promote the two bands, the picnic games that'll be happening. I actually did get a email about a week ago. Somebody wasn't sure that we were having the car show this year because they were used to barefoot in the park. So that's something we need to promote out there saying this is the barefoot car show this year on July 4th.
