Update on the Draft Lewisville 2035 Vision Plan
Public Hearing: Consideration of an Ordinance Adopting the FY 2026-2027 Operating Budget and Authorizing the Addition of up to Three Firefighter Positions, Two Police Officer Positions, One Detention Officer Position, and One Public Safety Dispatcher Position Over the Authorized Number of Positions in the FY 2026-27 Budget to Alleviate Understaffing.
ADMINISTRATIVE COMMENTS: In accordance with state law and the City Charter, a public hearing is being held on the proposed FY 2026-27 budget (available on the homepage of the City's website and in the City Manager's Office) to provide an opportunity for public input. The proposed budget includes changes made by City Council at the budget workshop held August 8, 2026. For the Lewisville median home value of $400,000, the City portion of the property tax bill in the current fiscal year is $1,676.04. The same property would owe $1,745.52 if the FY 2027 proposed budget is adopted or $1,702.38 if the budget was funded at the no-new-revenue rate. Additionally, in conjunction with the adoption of the budget, City Council annually authorizes the overfill of three firefighter positions, two police officer positions, one detention officer position, and one public safety dispatcher position over the authorized budget. Staff requests approval to overfill these positions due to the rigorous and lengthy recruitment and selection process necessary to find qualified applicants. Texas Local Government Code Section 102.007 requires City Council to take action on the proposed budget at the conclusion of the public hearing. Approval of this ordinance adopts an operating budget for these funds beginning October 1, 2026, and ending September 30, 2027. RECOMMENDATION: That the City Council approve the ordinance as set forth in the caption above.

APPROVAL OF MINUTES: City Council Minutes of the August 17, 2026, Workshop Session and Regular Session
Approval of an Economic Development Agreement Between the City of Lewisville and Moonshot Electrical & Controls, LLC, and Authorization for the City Manager, or Her Designee, to Execute the Agreement.
ADMINISTRATIVE COMMENTS: Moonshot Electrical & Controls, LLC (“Company”) plans to occupy Building 3 at 1100 Spinks Road that will provide a facility with 500,000 square feet of office/warehouse space. This will be an expansion and relocation of their current facility in Denton. The agreement requires the Company to make a minimum investment of $8,500,000 in real property improvements and $10,000,000 in business personal property improvements on the property. The agreement also requires the Company to maintain a minimum of 290 full-time employees throughout the term of the Agreement, including relocating 90 existing full-time positions to Lewisville, creating 200 new full-time positions by June 30, 2028, and conducting a minimum of three outreach events and/or job fairs targeting City of Lewisville residents. In return, the City will provide a 10-year grant equal to 75% of the real property and business personal property taxes paid to the City of Lewisville for years 1-5 and 50% for years 6-10. The City will also provide a one-time waiver equal to 100% of all fees paid to the City at the time of applying for a building permit. RECOMMENDATION: That the City Council approve the agreement and authorize the City Manager, or her designee, to execute the agreement as set forth in the caption above.
Approval of Bid Awards for Disaster Debris Clearance, Removal, and Management Services to Garner Environmental Services, Inc. (Primary), Southern Disaster Recovery (Secondary), and DRC Emergency Services, LLC (Tertiary); and Authorization for the City Manager, or Her Designee, to Execute the Contracts.
ADMINISTRATIVE COMMENTS: Timely and efficient clearance and removal of disaster-generated debris is an important component of the City's emergency preparedness and recovery efforts. Having contracts in place for disaster debris clearance, removal and management services will allow a timely response to a natural disaster or other emergency event. A total of eleven (11) proposals were received and opened on May 12, 2026. Based on the evaluation matrix included in the request for proposals, primary, secondary, and tertiary awards are recommended as the best value to the City. It is anticipated that any future costs from leveraging these recovery services would come from the risk fund. RECOMMENDATION: That City Council approve the awards and authorize the City Manager, or her designee, to execute the contracts as set forth in the caption above.
Approval of Revised Policy Statement 2.0, Human Resources - Section IV - Employee Performance Evaluation/Compensation Plan
ADMINISTRATIVE COMMENTS: This Policy Statement outlines the types of pay that employees receive in addition to base pay. Proposed revisions are related to an increase in Field Training Officer pay for both Police Officers and Firefighters as discussed during City Council workshop on July 6, 2026, adding License Pay for the Utility Line Maintenance division of the Public Works Department, and other smaller edits. RECOMMENDATION: That the City Council approve the revised Policy Statement as set forth in the caption above.
Approval of Revised Policy Statement 2.0, Human Resources - Section XIV - Tuition Reimbursement
ADMINISTRATIVE COMMENTS: This Policy Statement outlines the employees eligible for Tuition Reimbursement and the maximum allowable each fiscal year. The proposed revision increases the maximum tuition reimbursement available to eligible employees from $1,500 to $3,000 per fiscal year effective October 1, 2026. The increase, which was discussed with City Council during the July 6, 2026, workshop, updates a reimbursement cap that has remained unchanged for 10 years. RECOMMENDATION: That the City Council approve the revised Policy Statement as set forth in the caption above.
