Yes, they are. Present. Present. Okay. We'd like to welcome everybody to our Lehigh Planning Commission meeting on 05/14/2026. Call this meeting to order and move ahead to item two for the consent agenda. I will make a motion for item two point one and two point two, approving the minutes from 04/02/2026, as well as 04/23/2026, as they have been presented. And that's my motion.
I second it.
All in favor? Aye. Any opposed? All right. Let's move into the regular agenda.
Okay. So item 3.1 is public hearing and recommendation of Symphony Homes request for preliminary subdivision review of an update to Heritage Meadows, now a 15 lot residential development located at 1250 West 800 North, including density in lieu for connectivity. This item was tabled at the April 23 meeting. The applicant has incorporated a trail connection and bridge into their layout. The subdivision has increased from 13 lots to 15 lots.
Can I stop you for a minute? Can we see audio, video? Can we see what we're presenting?
Yes. Thank you.
There you go.
Kate, there we go. Thanks, Kate. Sorry. Keep going. No. You're good. Eight of the 15 lots still meet the r one twenty two requirements, And there is flexibility in the minimum lot sizes and frontages when there is density in lieu according to the Lehigh development code. The density of the subdivision is 1.72 acres, which is below density of 1.75 acres. There were 10 red light comments from the DRC, including to add a note on the preliminary and final plat that the density bonus of two lots was granted for the pedestrian bridge connection and trail right of way. Please consider all DRC comments in your motion.
The Planning Commission will give a recommendation to the city council for the extra lots. The city council will make the final decision on whether the two extra lots will be approved. This is a public hearing. There were no online comments for this. So turn it back to the commission for any questions.
Thank you. Staff, is there any questions for staff? Seeing none, we will open the public hearing. Actually, sorry, is the applicant present? Please go forward.
Hello. I am Russ Wilson of
Symphony Homes. And I don't know if I have anything else to add, but happy to answer any questions. Any questions for the applicant? None right now. Thank you. All right. This is a public hearing. We open the public hearing and invite anybody who would like to speak to this item to come and do so. Seeing none, we'll close the public hearing and bring it back for further discussion or a motion.
May I entertain a motion? Yes. Great.
M3.1, I move that we approve the oh, forgetting to state the the address. It got a little rusty there. Symphony development's request for preliminary subdivision or at the review Heritage Meadows on the 15 lot residential development.
So that's my plunge. Thank you.
Sure, sure. We'll add that to the motion. That'd be great. At 1250 West 800 North. I know that we approve. Note the DRC comments with the findings that it's in accordance with general plan and goals of the city.
Yeah, I'll second it.
JAMES Motion and a second. Before, though, I just want to clarify, are we recommending approval?
JAMES Yes, yeah. This will go to the city
council. I'll recommend approval.
JAMES recommend approval.
Alright. Motion is second. All in favor? Aye. Aye. Any any opposed? Oh, sorry.
My bad. Jumped the gun.
Alright. 3.2.
Okay. Item 3.2 is public hearing and consideration of Michael Southwick's request for preliminary subdivision approval of Southwick Estates Plat A, a two lot residential development located at 477 North 200 West. The existing home will be removed from the property to facilitate the lot split. Both lots will meet the 8,000 square foot size requirement. The density is four and onetwo units per acre, which meets the maximum density of six units an acre.
There were 11 DRC comments, but they were primarily technical comments relating to the plat. But please consider all DRC comments in your motion. This is a public hearing item, but there were no online comments. So tune back to the commission for any questions.
Thank you, staff. Any questions for staff?
Do we have a map that shows the setbacks for lot the North Lot?
Yes. Let me see. I don't think we do. So, typically, the setbacks I can pull up the setback setbacks. They're just not shown on this plaque here. But me see.
And then this is after what was being shown is or the comments were to adjust the plat to make sure it's correct. Do the numbers still match after the plat's been adjusted and corrected?
LIZZER Like the zoning requirements and everything?
Correct, Yeah.
Yes. Yeah. They're mostly just relating to just like a utility comment and that there just needs to be, like, some spaces that need to be short. Oh, sorry. This is the wrong one.
Let me get to the right one here.
Yeah. So, yeah, it was mostly just comments relating to, like, on the final plot to make general notes and changing things and adding a signature space for the planning commission chair. It wasn't anything related to the actual size and layout.
Okay.
Any other questions for staff? Is the applicant present? Tony Train. Tony can't make us last night. Good morning. Just visit with you tonight. Short meeting. That's good. But any questions? No. I don't think so.
Yeah.
Thank you, Tony. This is a public hearing. We'll invite anyone from the public who would like to speak to this item to come up and do so now. Seeing none, we'll close the public hearing and bring it back for further discussion or a motion.
I'm good with this one, so I'm ready to make a motion unless anyone has any discussion items. Alright. Seeing the nod for approval. Putting forward motion for item 3.2, public hearing consideration Michael Southwick's request for preliminary subdivision approval of Southwick Estates, Plat A, a two lot residential development located at 477 North 200 South. The motion being that we approve the proposed preliminary subdivision with the findings being that the proposed subdivision does meet the requirements of Lehigh City's development code in regards to subdivision approvals. And please include all DRC findings.
Second.
Motion and a second. All in favor? Aye. Any opposed? Alright. Cooking along. Number 3.3.
See you next time, Tony.
Thanks, Tony.
K. Item 3.3 is public hearing and consideration of Gardner's request for a plat amendment to the View 21 East Platt amendment splitting one lot into two located at 3543 West 1940 North. This amendment is to facilitate the construction of future commercial development. The Platt amendment meets all requirements of the commercial zone. There were seven red line comments from the DRC, many of which were technical for the Platt.
But some of note include to take the trail width to the ramp at the Hardman Way Intersection and that the trail right of way needs to continue up to the property line. Please consider all DRC comments in your motion. This is a public hearing item, but there were no online comments. So turn it back to the commission for any questions.
Thank you. Any questions for staff? We are very talkative.
So much talking. Well
Is the applicant present? If you would like to add anything, may. You're not forced to. Any questions for the applicant, I guess? Dave Dennison with Gardner Group. I don't know that there's anything else to add. But if you have any questions for me, I'm happy to help you answer them.
We're just happy to bring more retail.
We have a lot of words tonight. We're just holding them for the end. Lots
of googles.
No, thank you. Thanks. This is a public hearing. If anybody would like to speak to this item, this is your chance to do so. Seeing none, we'll close the public hearing.
A comment on any of
And I will entertain a motion or further discussion.
Listen. I feel like they're just easy tonight. There's not much to say and that it meets the requirements. Right?
It's nice when they come through pretty clean.
That's exactly where I'm at. I mean, these are administrative items that
Let me attempt this one. Yes. Do it. I'll do it. Motion on public hearing 3.3 and consideration of Gardner's request for a plat amendment to the View 21 East Plat amendment splitting one lot into two located at 3543 West 1940 North, that we approve the proposed plat amendment. And we include all DRC findings.
I'll second it.
Motion and a second. All in favor? Aye. Any opposed? Thank you.
Hey. That's my second one.
Thanks. Hey. Hey. That was very clean.
Nicole, the last one's yours because everyone's made a motion tonight except your item.
I made I only made one. You did? I did. You did. You missed
it. Okay. That's right.
I'm ready. Alright. 3.4. Sorry. Go ahead.
No. You're good. Item 3.4 is public hearing and consideration of Grow Development's request for a plat amendment to the Gardner Point phase one parcel h plat amendment, adding an additional lot located at 3625 West 1500 North. This amendment is to facilitate the construction of a future commercial development. A concept plan was previously submitted in 2024 that showed this lot as being part of the master development plan for this development.
The Platt amendment meets all requirements of the commercial zone. There were three red line comments for the DRC, again, many of which were just small corrections of wording that need to be made on the Platt. But please consider all DRC comments in your motion. This is a public hearing item, but there were no online comments. So turn it back to the commission for any questions.
Any questions for staff?
K. I will talk this time. Uh-huh. If you would, Katie, help me understand. So Lot 2, Lot 3, and then also this obelisk looking thing down here towards the center bottom. What's are these commercial? Are they residential? Do we have any idea?
They're all commercial.
They're all commercial.
Okay. Mhmm.
This this one, this kinda weird looking one, is already platted and actually is being built right now. They're just wanting to plat this one to get an additional building permit for that.
Awesome. Are they just doing the outside walls of the building? Is that their lot? Sorry. Like, are they just doing the outside walls of the building? Is their lot there?
Yeah. So they're mostly just pretty much yeah. They don't know exactly what the building is gonna look like, whereas they had a better idea of what that first lot, like, outline was gonna
be. Mhmm.
So they just plotted it as such. K.
Lot Number 3, is that a building,
or is that something So that is just yeah. We actually have a DRC comment that they need to change labels Lot 3 to common area because it's just gonna be parking lot.
Open. Okay.
Yeah. There's no more buildings that will be able to go on there.
Oh, so it's Lot 2 is okay.
Yeah. Makes sense.
We're asking about
Lot 3. There was a lot of discussion about connecting to that neighborhood behind it.
We can yeah. Mhmm.
They have to for the connectivity standard. Was there a did they come to a grounds where they put a crash gate or anything, or is it gonna be a open through way?
Let's see. You know, we didn't really discuss that on the plat just because
I know that's not in the scope of what we're discussing, but I was curious.
I'm trying to remember the site plan. I believe it's just open access. I don't believe there's a crash gate or anything there.
Yeah. That's right.
Yeah. So
Okay. Any other questions for Steph? Is the applicant present? He
should be online, potentially.
Applicant, are you there?
You might not be.
Did anybody have questions for the applicant? No.
No. No.
Alright. Well, applicant, if you can hear us, we cannot hear you, but you are off the hook for now. This is a public hearing. If anybody here from the public would like to speak to this item, you're invited to do so. Seeing none, we will close the public hearing. And I'll entertain a motion for further discussion.
Okay. I'm ready. Public hearing, item 3.4, public hearing and consideration of Grow Development's request for a Platt amendment to the Gardner Pointe phase one, Parcel H Platt amendment, adding an additional lot located at 3625 West 1500 North. I move that we give approval to this request and with the findings that are mentioned. I can do that right. And please include all DRC comments.
Second.
Motion and a second. All in favor? Aye. Any opposed? Alright. City business.
No city business that I can think of. Just the next regular meeting is the twenty eighth. Yeah. Kim was supposed to be here, but he just had a new grandson. So congrats to him for that. But yep.
Great. Okay.
Quick meeting tonight, guys. Well done.
Motion to adjourn.
Second. All in favor.
Aye. Any opposed?
Alright. Good night, Hey.
