starts then start in February middle schools coldest sport it's way colder than football I ever thought about and for a lot longer I mean you start the end of February it's cold till April at night yeah see what happens weather doesn't really affect them but I mean even if they have to wait out a storm. Just play it as soon as it stops.

0:390

Oh, y'all busy this time of year? Is everybody sort of cruise control?

0:51 – 1:170

Well, you know what? Just put it that way. Yeah, I recognize the shirt. You know the difference between a woman and a burnout light bulb. That's terrible. That's what you mean. Daddy, I'm sitting here. They're standing up there like this. That's 100% right. Make things like this.

1:14 – 1:560

Desperation does not lead to great great decision making. But no. Uhhuh. Uhhuh. Uhhuh. done well. Get rid of them.

1:54 – 2:390

We've had, knock on wood, we've had pretty good luck with ours for the most part. I mean, we've had a couple of bad ones, but as a whole, it's not been near as bad horror stories I've heard from. John is running late. Oh, yeah. I've got some really good ones right now. One minute. I've got a duplex over by Sam Houston that we've had for probably nine years, and the same person's been in it the whole time. And now they rent. It was a parent grown son rented but he moved out. They just started renting the whole thing. He all he asked me was he said, "Do you care if I cut a doorway between the two?" He does construction type work. And he was like, "I'll even fix it if we ever leave."

2:41 – 3:240

He called me about three things that went wrong. If you'll stand, Chris Cra will do our invocation. Good to see you. Let us pray. Gracious heavenly father, uh we come before you um as a planning commission this evening to make decisions for our community. Uh we pray that your your spirit will guide us uh to make the decisions that you would have us to make for uh for the good of all. Uh Father, we thank you for this season of of giving and joy uh redemption. Father, we pray that uh your spirit will be alive in our hearts in the during the holiday season and throughout the year. And forgive us. We pray in Christ's name. Amen.

3:22 – 3:390

Amen. Please join me in the pledge to the flag. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, liberty and justice for all.

3:40 – 4:320

Are there any public comments at this time? Derek Dawson, 106 Chapman Drive. In a second, you're going to say, "Does anybody object to these being on the consent agenda?" One of them. I don't object. I just have a question about it. So, I'm going to go ahead and ask that question, which is on number two. Um, it's on it's Belair Beck with uh it's been brought back after many years. Anyway, it says two lot subdivision on 206 acres. I presume that to be two dairy farms, but uh obviously I'm joking. So I would just like to know since it's in an SP, what's the density? What's what's going there? Um you know, I have no idea if that's 15 houses an acre or four houses an acre. Thank you.

4:29 – 5:060

Any other public comments? All right. Not we'll move to staff reports. As always, in your packet, there's an update on all the staff reviewed items that we've looked at since our last meeting, as well as an update on the permits that have been issued and the council items that have been acted on. If you have questions about any of those, just let us know. Reports, anything new? Okay. Uh, any changes to the agenda? No changes.

5:03 – 5:440

We'll now call a public hearing to meeting uh to order. We have one public hearing, excuse me, tonight and it's on the proposed amendment to the subdivision regulations update to article 3 section B and section J to update standards for blocks to reference new connectivity connectivity requirements and update open space standards in the zoning code along would article 4 section a required improvements.

5:41 – 6:260

You'd like to speak to this item? Not we'll adjourn the public hearing and go to approval of the minutes. Uh first we'll talk about the minutes from November the 17th. Motion to approve. Is there a second? Motion made and seconded to approve the minutes of November 17th. Any discussion? If not, all in favor say I. I. All opposed. Minutes are accepted. We'll move go to the preliminary meeting December the 9th. Motion to approve. Second. Second. Second. Adrian. Okay. Motion's made seconded to approve the minutes of December the 9th. Discussion. Not. All in favor say I. All opposed. Minutes are approved. Consent agenda.

6:29 – 8:230

There's five items on the consent agenda tonight. So I'll read them all and then we can discuss them if we need to. Uh consent agenda item number one is request by Sorttera Technologies for site plan approval for Sortterra Technologies Lebanon Tienne, a non-residential development on about 20.96 acres at 400 Innovative Way. It's zoned planned business industrial park in Ward 6. Consent agenda item number two is a request by American Communities for preliminary plat approval for Bell Air at Beckwith, a two lot subdivision on about 206 acres at 50, 190, 284, 396, 420, 702, and 705 and unadressed properties on South Posey Hill Road. It's zoned Belair Providence specific plan and ward 4. Consent agenda item number three is a request by SB Barton Village LLC for preliminary plat approval for Barton Village commercial roads, a four lot subdivision on about 21.87 acres at an unadressed property on South Hartman Drive zone Barton Village North specific plan in Ward 3. Consent agenda item number four is a request by Wilson Farms 109 LP for site plan approval for Walmart Super Center, a non-residential development on about 33.51 acres at 123 Wilson Farms Boulevard zone commercial general in Ward 4. And consent agenda item number five is request by Common Man Trust for mass grading approval for South Hartman Drive at Hickory Ridge Road. It's zone commercial general in the South Hartman overlay in Ward 5.

8:210

Anybody object to these items remaining on the consent agenda?

8:32 – 8:460

Derek Dodson still using the same name. I object to number five being on the consent agenda. Anything else I should say? Why? No. Well, say why. While you're there, why don't you say why?

8:44 – 9:280

Yes, please. Um, if I were you, I would defer defer this for further investigation because this property sold then it sold 10 months later to the same address for a $2.9 million profit which was used to get a $2.8 million loan in 2023. And then just this year over 12 million in other loans from many different banks, none around here. And I could go on. Um I would investigate that or I would use the same scheme and all of you become millionaires.

9:27 – 10:000

All right. I need a motion to remove this from the consent agenda. So made. Is there a second? Second. Motion's made and seconded to remove this from the consent agenda. All in favor say I. I. All opposed. Okay. So we will u deal with the other four items on the consent agenda. I need a motion to approve. Is there a second? Motion's been made and seconded to approve the remaining four items on the consent agenda. Discussion. If not, all in favor say I. I.

9:57 – 10:420

Opposed. The four items on the consent agenda are approved. Uh and then why don't we just deal with the one uh now? That's where we had the question which was item number two business number one's request by common man trust for mass grading approval for South Hartman Drive at Hickory Ridge Road Zone Commercial General in the South Hartman overlay in ward five. Staff has no open comments about this item. I wanted to do to work with the one that we just took off of the consent agenda. That was it. That was it.

10:400

Okay. Good. All right. Anybody want to speak to that?

10:49 – 11:300

Jessica Gore Parad Design. Um I'm not sure what the financing of the property has to do with approval of the masquerading plan, but I'm happy to entertain any questions you might have. We've addressed all staff comments. Very good. Thank you. Anybody else? She said she's not sure. I'm sure it should be in front of the DA or the TBI. Anybody else? No further comments. Bring it to planning commission. Motion to approve. Second.

11:280

Motion's been made and seconded to approve this discussion. If not, all in favor say I. I

11:34 – 12:370

opposed. The item is approved. New business item number one. Item number one is a request by Gary Whitaker for reszoning approval for about82 acres at 718 West Main Street from RD9 to commercial mixeduse in ward 5. The properties to the north are zoned residential public institutional, to the east and south as RD9, to the west as commercial mixed use. Properties to the north are indicated as medical office, to the east and west as commercial mixed use, and to the south as mixed housing on the future land use plan. This property is indicated as commercial mixeduse on the future land use plan, which would support this resoning request. Staff recommends approval because it follows the future land use plan. This is a recommendation to city council. The expected city council ratings for this and all subsequent ordinances on the agenda are as follows. first reading and public hearing on February 3rd and the second reading February 17th.

12:35 – 12:530

Want to speak to this? If not, we'll bring it to planning commission. Motion for a positive recommendation. Second. Got the second. Motion's been made and seconded for a positive recommendation. Discussion. If not, all in favor say I. All

12:50 – 13:570

opposed. Positive recommendation passes. New business item number two and through four. Items number two through four. Request by Wilson County Road Commission for Plan of Services annexation and zoning approval for about 3.88 acres at of the Martha Leval Road rightway and zoning to RS9 to be added to Ward 4. This is a request to annex the remaining right ofway of Martha Leville Road from the current city limits north to the city limits along Highway 109. Road improvements are being made as part of the Waverly development and an agreement for the city to maintain the stretch has already been reached with the county road commission. The county road commission has requested the city to annex its territory to avoid confusion. Staff recommends approval to avoid confusion over future road maintenance and this is a recommendation to city council. Okay. Uh, I'm wondering

13:56 – 14:350

your name. Excuse me. She needs your name and address. Okay. Melinda Langford, 106 Gordon Drive. Budman, Tennessee. Okay. I own a triangle there where Martha Leville Pike and 109 is. And I'm assuming that's what you're talking about as far as putting it over into the city. I think it's just the roadway. The road. The road.

14:31 – 15:150

But I only own about.5 acres right there. It's hole in the ground. after they built the roads. That's all it is. So, if there's a I'm wondering what is the rightway there and they've been mowing it, okay, for years now and I just don't understand how it affects me. I've tried to sell it and there's been I've had no nibbles on it and they've got it appraised way on up there. Right. So, I know the appraisal doesn't have anything to do with y'all, but

15:10 – 15:500

Josh, can you comment on that, please? Do you need me to show you where it is? Uh, so this ride, this annexation request is just for the public rideway. No private property is being requested for annexation at this time. Uh, if she wishes to be annexed to the city, she would have to make that application herself. But this is not your property. It's just a little bit your property. It is my property. The roadway is not my problem. How far does the rideway go over? Excuse me, ma'am. The annexation is not your property. I got a letter saying

15:48 – 16:300

it's because it runs beside of your property. Anytime that it goes by your property, an annexation, they will send you a letter for that. Right. Anytime there's reszoning or action being taken adjacent to your property, you will be notified so that you can come to this meeting and be aware of it. Okay. Does that mean no put me in the city? That property? No, ma'am. This is not dealing with your property. That property is would come into the city. If this passes through the city council, you'd have to request your personal property to be moved into the be annexed into the city limits. Right now, this is just done with the roadway itself.

16:28 – 17:100

Or if you sold your property and they wanted to have it annexed, that could happen possibly. But this is right now. No change to you. No change to you at all. No change to my hole in the ground. Your hole in the ground. Yes. Still your hole in the ground. Going to stay in the county. Paying taxes on it. So I didn't want any more taxes on. Yes, ma'am. Yes, ma'am. Anybody else want to speak? Bring it to planning commission. Motion for a positive recommendation, please. Second. Chris, who is it? David. Okay. Motion has been made and seconded for a positive recommendation. Discussion. All in favor say I. Opposed.

17:07 – 17:500

Motion for a positive recommendation passes. Item number five. New business. Item number five is a request by staff for subdivision regulations update to article 3 section B and section J to update standards for blocks to reference new connectivity requirements and updated open space standards in the new zoning code along with article four section A required improvements. This is just cleaning up some of the inconsistencies between the new zoning code and the existing subdivision regulations so there's no conflict. Then also updating some of the requirements for uh development improvements along with the building permit process. Stay with us. Is that correct?

17:49 – 18:110

That is correct. So this would be final after you vote on it's not a recommendation to city council. Anybody want to speak? Is there a second? Motion's made and seconded uh to approve this discussion. Not all in favor say I. I.

18:05 – 18:440

All opposed. Motion passes. Number six. This item number six, a request by staff for zoning code amendment approval to fix Scrier's errors. We've run across a few items in the new zoning code that were intentional unintentionally left out from the old code that should have remained in and this is just putting them back in because they weren't meant to be taken out in the first place. So this is a recommendation to city council. You want to speak motion for positive recommendation?

18:42 – 19:000

Second. David motion's made and seconded for positive recommendation. Discussion not all in favor say I. opposed. Recommendation. Motion passes. Any staff comments? No comments. We are adjourned. Merry Christmas everybody.

19:15 – 19:270

We had a plan. I I went off with a plan. We lost the top of our microphone here. That's right. Oh my goodness.

19:43 – 20:000

Hey, I hope I don't break that. Exactly. sacrifice for the greater good. Oh man. I
