Right. Uh we have one item on tonight's public hearing. Uh if you would like to speak on that item, uh please step the podium and state your name and address and you'll have three minutes to speak. Uh there's a a light system there that will u give you a countdown your time. Uh tonight's one item is request by JD and IOS for reszoning approval for about 1.31 acres and underass property on southeast tater pitter road from RR to IIL and W 3 plan commission recommend approval by vote of 90 at the October 28th meeting. This represents ordinance number 257317. Anyone like to speak on this? Okay, seeing none, I will declare the public hearing closed and we will start the city council meeting at six o'clock.
This is clock. I will uh call this city council me to order. Ask Lee Clark late invocation. Let's pray. Dear Lord, just thank you for this day. Just just thank you for the many blessings that you give to us each and every day. Just be with this council as they conduct the business of the city tonight. And as we enter into this Christmas season, just help us all to always remember the real reason for the Christmas season. In Jesus name I pray. Amen. Amen.
I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Roll call, please. Joy Carmarmac, Jerry Ashley here. Camille Berden. Chris Cra here. Tick Brian here. Phil Morehead here. Mayor Bell, you have a quorum. Thank you. And we also have some minutes to approve the first or November 6 work session. Approve. Second. Motion council Morhead, second with councelor Cra. Any discussion of those minutes? All in favor say I.
I. Any opposed? Thank you. And also for the November 18th regular called city council meeting. Approved. Second. Motion by councelor Cra, second by councelor Morehead. Discussion. All in favor say I. I. Any opposed?
Thank you. That's [snorts] time for communication from citizens. So if anyone would like to speak to us tonight, now's the time. Uh please step at the podium and state your name and address and you'll have three minutes to speak. Dodson 106 Chapman Drive. November the 28th, 1925, the 650 WSM radio origin of the Grand Opry began with Lebanon Area based Uncle Jimmy Thompson's fiddle playing. 100 years later, last Friday night, November the 28th, the 100red-year anniversary show began with Ricky Skaggs playing that fiddle. soon followed by longest oprey member at 64 years, former Coast Fairy Pike resident Bill Anderson leading Will the Circle Be Unbroken. Uh then later a song was performed that was voted number one country song of the past hundred years and co-written by Lebanon resident Curly Putnham. He stopped loving her today. in Lebanon. Over the next hundred years, many folks will still be talking about the insanity I'm about to address if y'all don't fix the mindless mess via stupid decisionmaking of the city council regarding the following brutal facts. Lebna City Council agenda July 1st RS9 reszoning request of only three acres with one house at 350 Lane Road which is Cra Lane near Hickory Ridge Road whereby the lender of the property is the bank led by councelor Cra and the property sellers were members of the Bell family. On July 1st and 17 at this mic, I made the unassalable case why the zoning code change being requested by the planning department was a bad idea, including that it will set a precedent for also the adjacent total third 21 acres on both sides of Cra Lane near Hickory Ridge Road. without any discussion by any of you uh on such a high impact
topic. On July 1st and 17, the council voted to reszone only 1.3 acres to RS9. 3 months later on September the 29th began the agenda of the planning commission and thereby now y'all's coming agenda pipeline is the outrageous resoning request of those adjacent 21 acres on Cra Lane 2. The request is for approximately 54 houses and over 80 town homes based on only one example of the future land use plan that has too much indefensible stupid zoning mapped out. And also it is insane that there's 21 acres those 21 acres are in the South Hartman overlay thanks to the recklessness of Chris Cra. Those 21 acres u of um the intersection of Cra and Hickory Ridge Road are the busiest cutthrough street in the city. And there is another 200 acres of undeveloped land own or near Leval Pike whereby the traffic of historic I'm sorry of the traffic of future developments will land at the intersection of Crow Lane at the residential area of Westland Drive and Blair Lane and Winwood Drive. And lastly, um, city council decision making regarding the future of the east side of Crow Lane and the future well-being of this city is among the most mindless that I've witnessed in the past 40 years.
Thank you. Anyone else like to speak? Bill Potter, uh, 116 Pennsylvania Avenue. I'm just here representing Lebanon Youth Baseball Association. Um, we do have sign up starting December 15th, so it's coming up quick. Last year we had over almost 100 teams. This year we're anticipating over 115 to 120 teams um, this coming spring. Um, so again, I appreciate the city's support and the uh activities at the uh at the ball field and we did put a bid in for the 12U Diamond Youth State Tournament and we did receive that bid. So in June we will host 12 to 14 baseball teams here in Lebanon, Tennessee and they're really looking forward to coming here. I appreciate you.
Thank you. Anyone else like to speak?
Okay. [snorts] Seeing none, I'll move on to my comments. I just have a couple announcements tonight. Um the first one is the airport commission, JD Lowry, who's been a longtime member. His term is coming up and he's agreed to serve another term. So, um I appreciate JD um willing to volunteer for that commission. Then also uh the board of adjustments and appeals. Uh Gary Renfro who has served on that board. I think he was first appointed by Mayor Don Fox. So, he's been on he's been on that board for a long long time. He may be the longest serving member of board that we have um here in the city. Um he came to see me the other day and he is uh he has decided that this December meeting will be his last and uh so um so we'll be looking for a replacement for him. Uh for those who don't know about the board of adjustments and appeals uh to serve that board, you need to you you need to have certain um a certain background. uh he was on it as an engineer. Um there are architects on it as well and uh and contractors too. So so we'll try to find someone to uh to fill that engineer spot. Uh so I appreciate um appreciate Gary and all his decades of service. And also u councelor Carmarmac did uh contact me today. He wanted everyone to know he's not feeling well tonight. So that's that's why he's not here. Uh but uh he did want me to pass along that message. So I hope uh hope Joey feels better soon. And that's all I have. So, councelor Rash,
uh, the only thing that I have is that today is Giving Tuesday and, um, the, um, Sammy Bees across the way is, um, donating portions of their um, proceeds to the Boys and Girls Club. So, if you haven't eaten, um, go to Sammy's Bees and it will go to a good cause, the Boys and Girls Club. That's all I Well, thank you. Well, speaking of eating, u I I I did fail to thank the W Lebanon Wils County Chamber of Commerce for uh for hosting a meet and greet uh before the meeting began out here in the lobby. Uh some Melody Mentor and Andrew Wilky and her staff, they brought some uh some really good food out there that Lavish enjoyed. Um Connie, is it still out there? It is. So, uh, so, [laughter] so if anyone after was I was going to say if if we can get if we can make this happen quick enough, maybe we'll still be there for for some other people to go out there and enjoy the enjoy the food. So, uh, thank you to them for for doing that tonight. Uh, councelor Cra,
mayor, thank you. Um, just to echo what uh was said about giving Tuesday, it it is an opportunity. I think there there's some other restaurants in the community and some other causes that we can go out and support and um I think some of those are readily available on social media, but um but appreciate the restaurants participating in that and all the good work that our local nonprofits are doing [snorts] as well. [clears throat] I uh on a bit of a a personal plug I guess and also for a local uh theater company. [snorts] The stage local uh theater company is presenting It's a Wonderful Life a live radio play uh this weekend uh Friday night twice Saturday and Sunday. Um at the last last uh production they had the mayor's wife Nicole Bell was uh a [snorts] participant prominent participant in that uh in that production of the Wizard of Oz. Uh, I'm going to be participating in in this one and um as Clarence and so uh I'm hopeful it's over a hundred lines and for an old man it's hard to remember sometimes where I put my keys much less my line. So hope hoping a man as Rick said he he knew the lines to the Wizard of Oz probably as well as anybody after after Nicole um was in that production and Amanda probably knows my lines better than I do. But uh it is a great opportunity to celebrate one of the the uh treasures I think of of uh theater in uh in our country and it's great to be able to celebrate the holiday season and and the best that it has to offer. So um [snorts] hopefully um hopefully we'll have a good crowd there and I I think even some of my fellow counselors are going to be there staff. So looking forward to that. Uh, otherwise just um wish everybody a happy holiday season and um um appreciate the opportunity to serve. Thank you, mayor.
Thank you, Councelor Brian. What was the dates of that again? I want to I want to come see you. I may bring some family members with me. Oh, no. [laughter] So, it's this Friday uh at 7. Friday and then Saturday at 1 and 7 and then Sunday is a matinea at 3. Okay. Okay. And it's going to be held where? Where's the performance? At the uh H Highle Fine Arts Center at Cumberland.
At Cumberland. Yeah. Okay. I've been there. Okay. Um I know uh Councilman Carmarmac is sick. According to the mayor, he called in sick. I just wanted everybody to be aware of this nano virus that's going along. I think I discussed it with several of you uh before I came in today, but uh my neighbor, next door neighbor was affected with it and um she went to a Thanksgiving dinner uh for about 40 people were there and 20 of them got this virus. So, including her. So, uh just make sure you wash your hands and uh with soap and water. Uh they say that this uh uh other stuff that you use doesn't kill the virus. Um so be careful out there. Okay. I don't want I want to see all y'all back in two weeks. That's all I have.
Thank you. Morehead.
I'll try to be brief. Uh but first off, I will in two weeks give a review of Chris's performance for Wonderful Life. We'll be there Saturday night. So I'll give a unbiased opinion of how he did. Um, I do want to remind everybody the Christmas parade is this weekend at two o'clock. So, uh, I think that'll be good time. I think a number of the council are going to ride on the float. So, uh, please come to the parade. And as far as giving Tuesday, uh, I'm going to put in a shameless plug. I'm on the board of directors for CASA. Uh, and we do have a donor that is matching up to $2,500 dollar for dollar. So if you got a few extra dollars in your pocket, CASA is courtappointed special advocate. It is uh we serve uh children who are in the system no fault of their own because either uh alcohol or drug addicted and people that speak for the children on their behalf when they go to court. So it's a great organization and uh could use the extra money. With that I'm done.
