Maynard I'm Horn Springs Road and I got a few comments to make about the sewer site first of all we on Horn Springs Road are puzzled at the fact that you the City Council formed a committee to study the sewer site locations The committee went through their process, spent a lot of hard work doing that, a lot of abuse. And through that, they had three sites. The two city sites were picked ahead of the county site. So we're kind of puzzled why we're still even being considered because, as you all know, the county has been very firm about the fact that they do not want it in the county. So we're kind of concerned about that, obviously. But just look at the facts. There's a bunch of reasons. There's a million reasons on why this should not go in the county, mainly dollars. On 6-2-26 this summer, the committee, their first recommendation was that Site 7 was too far away from the main line to be considered. Obviously, that changed through the process from the lack of sites. The second thing is road improvements. I worked in the asphalt pavement industry my entire life, and I calculated up, because we all saw what happened to Horn Springs Road when the project out on Highway 70, the department site, when trucks started driving over it, it went away real quick like. So by doing the same methodology on that, I've come up with the price of $1.5 million just to get Horn Springs Road back to the point to where it is today. The second part about that is also is we all know that the county before, if you choose this site, There's no way the county is not gonna force you to request you to do some road improvements. The road is only 21, 22 foot wide at the widest. I measured it seven or eight different spots. I got 19 feet and the widest I got was 22 feet. So everybody knows that the road is, it's a narrow, crooked, winded road. It's not made for construction traffic. And so when this project gets started, there'll probably be four or 500 people working at it. The third thing is just the cost of this property in totality. You know, there's a $2 million, a brand-new $2 million house on it, a new barn.

1695 Horn Springs Road. I would like to publicly thank Ms. Santana for granting me a meeting with her yesterday. She gave me the opportunity to learn from her about the progress that's been made in the search. and the need for a new sewer plant. She shed some light on some issues that we had questions on. That said, I believe that the technology does exist to utilize the Rockwood industrial site, along with the current wastewater plant site to achieve the city's goal of 20 million gallon day sewage treatment plant. I've forwarded the current research that we had to her and her team, and I truly believe that she considered those options five years ago when this process started. She advised me that the companies that do deal with building new technology sewer plants would need to have conversations with Steve Jones at Water Management Services directly for any technical information. I have forwarded that information to them so that hopefully they can assist with options for our treatment plant. I look forward to finding the right solutions for our city and all of our residents. Let's keep the sewer plant where it belongs. And to continue with what Mr. Maynard was saying You know, I believe on the June 6th minutes, or sorry, whatever, that one, they talked about, you talked about $28 million just to extend the piping to the Oriole site. That seems quite excessive. Thank you very much.

68, Horn Springs Road. Adding to Mr. Maynard's points, I went up and down Horn Springs Road today. There's approximately 18 different curves, hills, blind spots, and whatnot. We got a lot of new neighbors out there, and some from out of state. Don't know how we do things around here, but... We got a new resident. His name is Mitchell Robinson. He used to play for the Knicks. And one of his family members was struck and hit by a car. I understand it's a very serious injury. We do not have any updates. It was at 6 o'clock this morning. He was out running. He might not have realized how crazy we drive down here. At first, it would seem to be a hit and run. and in the efforts of our police department apparently they found the gentleman he didn't see him is what he said it was early in the morning but um it's no excuse for nearly killing somebody anyway getting back to all this wonderful road that we have out there the speed's gotten bad the traffic's gotten worse because the county's allowed us to build a lot too on our side of the fence We've got a lot of new neighborhoods. We got, what was it, Watermill and a few others. And some people adhere to the speed limit. A lot of them don't. They're rushing to work. They're rushing to school or whatever or rushing home from work. So right now, we just don't feel this is ideal. This area is not ideal. It wasn't intended to be an industrial area. So keep thinking about it, fellas and ladies.

I'm Candy Rucker, 414 Huntington Drive, Farmington Woods. i looked on the city of Lebanon's website under zoning code classification and under chapter 2 section 5 a sewage treatment plant is listed as an extensive impact facility which is defined as activities that have a high degree of impact upon surrounding land use One of the matrices on the site selection committee was compatibility with surrounding land use. Site 7, 22, and the Carver portion of 13 are all zoned residential in our neighborhoods. I have several questions related to this. Can you explain how a wastewater treatment plant could be compatible with residential sites the city's own definition is a treatment plant has a high impact on surrounding land are you going to change the zoning are you going to give notice of zoning change and have hearings to change from residential for industrial. According to the minutes of your meeting on May 27, the Rockwood site is 99.8% in a floodplain and has 100-foot gas easement through it. How is this going to be a viable site? If it's raised, the elevation of the treatment plant is going to have more odor Is this going to be a good solution for the neighbors? Since a system type hasn't been selected, how do you know a smaller location wouldn't work? Are you considering the best system or one that meets a budget? I do not feel that this process has been transparent. Some folks found out about these sites through social media. and some people are still unaware. Furthermore, the sites are identified by numbers. How is this a clear process to inform the citizens of Lebanon? We wish that the council would revisit industrial areas for possible sites for this plant. i feel if residential sites are chosen the city is setting itself up for possible litigation thank you thank you anyone else

Per the very large body of evidence, it is no coincidence on the same day locally summit developments wayne miller created llc in my hand maple hill ventures then after maxwell earned her transfer to a country club prison on august the first 2025 this local llc regarding maple hill road was created on the same day and i'm withholding the name on that llc this barely scratches the surface of the body of evidence in july through january of 2026 rather than read you just a short list of the applicable stealth money moving llc is created in december of 2025 i've instead prepared y'all an eye-popping copy I will now share one of those deceptively created LLCs moving money by stealth. On December 18th, Donald Summit Holdings, as in Donald Trump, was created. The next day, the Epstein files the release deadline for the DOJ. On today's preliminary planning agenda, of the, I've already said that, planning agenda was this, a request by Summit Development LLC for preliminary Pratt approval for 246 acres on Maple Hill Road or sewer plant site number 22. Those acres have not been sold to Summit. I intend to be spreading a lot of my spending a lot of my future time at this mike documenting how counselor carmack previously helped facilitate financial frauds in behalf of organized crime regarding maple hill road acres once again that's site number 22. it'll be on the planning commission agenda next tuesday at five o'clock good evening thank you anyone else

OK, seeing none, we'll move on to my communications. And I have one thing tonight. On October 9 and 10, there's going to be a big event at the airport, our local Lebanon airport. It's called the Music City Stole. And this is an event that was recruited here by Heather and the airport committee. This is an event that's taking place in another airport in Middle Tennessee, but they decided to move here. And STOL stands for short takeoffs and landings. And what that means is that there's a competition out there for airplanes to see when they land how quick they can stop and when they take off how quick they can take off. They'll be on the grass runway. They have special tires. This brings thousands of people in. And so this is an event I think will be great for our airport. And great for people to go out and see something that's a little bit different when it comes to aviation. So mark your calendars for October 9th and 10th. And that's something the airport is really excited about. And I hope a lot of people show up and a lot of local people show up and check it out. So that's all I have. Councilor Carmack.

um jerry that um farm to table does uh benefit our historic main street and downtown so i do encourage if y'all have never been um to get tickets next year and go it's a great night great food and a lot of great company uh lee i wanted to ask you about um the quadrant on the square that had some problems uh look like Could you update us on that?

Yes, we started repairs on that today. I talked to TDOT. We had TDOT get involved yesterday and look at it with us and gave us recommendation for the repair. And we started that today, put some flowable fill in it, and we'll be coming back, paving it probably Thursday or Friday.

So is it not a sinkhole?

We couldn't find anything. Not for sure. Even when I talked to TDOT, we couldn't exactly find anything that had a sink, you know, that let it fall through.

Okay. So you think with repairing it and getting the state involved, we're good?

Yes. That's what I'm saying. We had a spot similar to this about four years ago over on the West Main side, and we basically made the same type of repair, and it's held up great.

All right. So when should it be finished and people can park there?

We hope to pave it probably Thursday or Friday. Okay. Hopefully have it back by the weekend.

All right. And then our lighting, where are we on that for the square?

Looking for other options for my, for the ones that I had, we just didn't, didn't suit us. So I'm trying to explore some other options.

Is it an option? And I'm sorry to interrupt you. Is it an option that we just run the lighting on the other side since that's creating so many issues, electrical issues on that side?

Well, and I think we were trying to run some lighting on both sides. Yeah, I understood.

Trying to make it sort of uniform. I understand. I understand. It just seems like it's creating a lot of issues.

It has been a challenge, but, yeah, we're trying to, like I said, trying to find something that would work on both sides so that we could do college, East Main, and like we talked about before, sort of that one leg off each direction. Right.

Thank you, Mayor. I just want to, I guess, show my appreciation and mention the event that we had here last Friday to commemorate the 25th anniversary of September the 11th. I thought that was a very meaningful event. We had people in attendance who were actually in New York on September the 11th, 2001. And the honor guard with first responders, obviously, honor the the police and fire folks among us here locally and uh remembered those uh brave souls who tried to save all the folks they could on that on that particular day and uh so i just want to show appreciation the mayor also had some great comments uh that day and and about how you know There were more souls lost that day on September the 11th than there were at Pearl Harbor, and that still kind of blows my mind, that whole thing that happened. But anyway, I also wanted to... of tie that into the experience i've had over the last several days getting out and and going door to door and seeing my constituents and talking with them face to face on sidewalks and in their front yards and wherever wherever we could talk and it's it's really interesting to me how our world is today. When you have an opportunity to just sit down and talk to somebody or talk to somebody in a more casual setting, most of the time people are pretty reasonable and you can have a conversation. But when things get wound up on social media or in some sort of text message or whatever, it can sort of take a life of its own. And so it's kind of restored that. my faith a little bit in humanity and certainly in our community and being able to have that direct personal interaction that I think means means so much to people. I think people are starving for that today, maybe more so than in a long time. Just being able to have having a personal interaction with somebody about an issue. So again, that event last week meant a lot to me, and I think it meant a lot to our community. And so I hope that in recognition of that terrible event, that we can recognize that we may have disagreements in our community, but we are not the enemy. and you are not the enemy we're not enemies in our own community we may have disagreements and and different thoughts along the way but um uh but we are a community we are eleven and we are wilson county and we're here to make this this community a better place for everybody and uh so i hope we can continue to continue to have a dialogue me with certainly with folks in the the ward that i represent but you know across our city and across our community so also thanks to everyone who came out tonight regardless of your concern we're glad that you're here and appreciate your input thank you mayor thank you mr bryan mayor i don't have anything thank you council morhead

Just a couple of quick things. The airport stole thing that I think will be a great time. There will be food vendors out there. There'll be soft drinks out there, restroom. Yes, I have a discussion. Okay. This doesn't really seem like very good business that we are taking a 2025 car and trading it in for a 2027. Can I get some information about why that would make business sense to do that?

When we purchased the vehicle, we purchased a small Toyota pickup truck, and we've just ended up more parts and picking up vehicles that we've been taking to different dealers to work on, taking more people to get to pick things up. is what we're trying to do is just something that we could carry more people in when we go to nashville or go to mount julia to pick something up we can carry two drivers instead of carrying one you couldn't put two drivers in the truck well and then trying to have some more room to carry that third per a driver and two people okay

I just think this goes back to updating our auto policy and and maybe in this scenario it makes sense but I think as a regular business trading in a two-year-old car makes makes no business sense and we should again we've been asking for an update on the car policy the take-home policy and the car policy since January of last year that'll be on the October 5th work session okay gotcha But again, I think that in general, this is something that we should address about trading in cars this quickly.
