14:31 – 15:09Speaker 8

Johnson 106 Chapman Drive. I commend the impressive efforts of mayors Bell and Hutto for their attempts to stop the largest prison in The United States from landing here. At this mic over the past nineteen years, I've been in in play potential negative long term outcomes for Lebanon whereby, thankfully, 85% plus were rejected in this room. An example being one of my two topics at the last council meeting on March 3. Thankfully, applicable city officials have since resolved the project issue on Old Murfreesboro Road near I 40.

15:09 – 16:13Speaker 8

I now again address the area of 1544 Rutledge Lane, thereby the front setbacks of future houses on the two future sections of North Hartman Boulevard, a coming major traffic artery. There are half acre to a third of an acre neighborhoods of plenty in Lebanon with a minimum of 70 to 80 feet front front foot set 80 foot front setbacks from the neighborhood street such as West End Heights. Same said for future setbacks on North Hartman between Coles Ferry Pike and 231 North 80 feet. At the future North Hartman section from 231 North into the Doctor Horton section of Idiot City front setback planning, the 80 foot setback wisdom on North Hartman between Coast Ferry Pike and North Hartman via prior city officials is not being applied by all of you who just don't care about being part of such idiot city planning with councilor Carmack being the lead idiot. The d r Horton houses are only 42 feet from North Hartman.

16:13 – 17:35Speaker 8

I'm standing approximately 40 feet from that wall, from North Hartman while nearby by a different developer a different developer is Hartman Crossings whereby houses were planted with adequate setbacks while the coming adjacent Walker Estates houses will not have adequate setbacks from the major traffic artery nor will the 1544 Rutledge area, at only 50 feet. On March 3, councilor Carmack's nonsense sensical comments are in essence that rather than him care about trying to do the right thing for Lebanon's future that instead fences can be put up as buffers so Lebanon can look and be more like New Jersey. February 26 work session, mayor Bill stated that whatever might be built on the TRW site would have to look good and in light of the property being on the main traffic artery square his comment with planning North Hartman Drive from 231 North to about this line. A total of 700,000 is being considered for signage and landscaping at two I 40 locations and 600,000 has been allocated to the town square project mayor Bell. How much is being allocated for buying four lots from Walker states at North Hartman to fix city officials inadequate setback it is Idacy so that big rigs can't be driving 50 miles an hour only 41 feet about from here to that wall from houses front doors.

17:35Speaker 4

Thank you, Derek. Time's up.

17:37Speaker 8

Via d r Horton. There are now currently 38 houses already built on North Hartman.

17:44Speaker 4

What else I'd speak?

17:54 – 18:13Speaker 9

Evening. I'm Josh Roland with Kimley Horn representing Suncrest Real Estate and Land. On the first three items of all business, just wanted to let you all know that we have worked with planning and council lady Berdyne over the last week or so, just clearing up some issues. If there are any questions that come up this evening, we're here to answer those.

18:13Speaker 4

Okay. Thank you.

18:16Speaker 6

Anyone else?

18:20 – 18:46Speaker 4

Okay. So now I'll move on to my comments. And the first thing I want to announce tonight is it it's time for spring spring cleanup again, and that'll go from April 6 through April 17. And we have a flyer that we'll post on social media, but just wanna read to give our everybody some details about spring cleanup. This is for residents who wanna discard unwanted items from their residents.

18:47 – 19:15Speaker 4

So please place all small, loose items in trash bags and separate the following items, wood, metal, and other. Refrigerators and freezers, the door and compressor must be removed, and the volume should not exceed the load of a standard pickup truck. There are some other other rules as well as far as vacant lots. And if houses not be picked up, we will not pick up construction and commercial waste. Items brought from other addresses also are not picked up.

19:16 – 19:40Speaker 4

Tires and hazardous waste including chemicals, paint, wet batteries will not be picked up, and also mattresses, box springs, carpet, and carpet padding will not be picked up. We'll be doing this for a couple weeks. So week one, items should be placed out by 6AM on April 6. And then if you missed that time, we have the second week, which is week two. Items should be placed out by 6AM on April 13.

19:41 – 20:25Speaker 4

So so this spring cleanup time. So if you have things you wanna get rid of, please follow those guidelines and that schedule, and we'll be around to to get it. Also, on April 1, our brush pickup will resume monthly their monthly schedule. Since winter storm Fern, brush pickup has been has been, I guess, an overdrive. And and so we know the winter storm hit the January, and and Lee told me that since that time, the street department has picked up over a 150 knuckle boom loads of debris, which is over 2,300 tons of down limbs and things like that. So, Lee, anything you wanna add to that?

20:26Speaker 2

Well, if anybody still has brush out to be picked up, we'll continue on our normal monthly route starting back April 1.

20:35 – 20:46Speaker 4

Alright. Thank you. I also have a couple more analysis tonight. One, ask everyone to remember the Jewell family. Sammy Jewell passed away last week.

20:47 – 21:28Speaker 4

She was the wife of Bobby Jewell, former mayor of Lebanon, and her son, Lanny, served as council for Ward 1 before Joey did. And so please remember Lanny and his siblings, Rainey and and Mark, and keep them in your prayers as as I go through this rough time. You know, I've I've I've heard, you know, growing up, you know, Sammy and and Bobby were very well known in town on a signed company that that's still operating. I've run that for decades. But one of the things people may not know about them, my mom told me when when she was in high school with them, there's a skating rink right down the road here next to where Oak Hill Subdivision entrance is.

21:29 – 22:03Speaker 4

And Sammy and Bobby were the best roller skaters in high school. So so every every time I every time I saw miss Jewel, I would I would talk to her about roller skating, and and she always she always smiled and laughed at that. So please remember the Jewel family. Then also, on a personal note, my wife, Nicole, her her father passed away last night suddenly. So I ask that you keep her and and our whole family in your prayers as well as we go through that. It was very unexpected. So, councilor Carmack?

22:03 – 22:21Speaker 10

I want to keep the Jewell family your thoughts and prayers as well. I spent a lot of time up at the sign shop as a kid, and then as I was running, talking to Lanny about when I was gonna run and whether or not he was going to or if I was going to. So keep them in your thoughts and prayers. And, Kristen, can you address some of Derek's, I guess, you'd because they comments. We

22:22 – 22:44Speaker 7

did some information on this that, sent to mister Dodson earlier. There's about 34 houses that we counted along Hartman Drive, that have those setbacks. Hartman Drive is an 80 foot right away. There's there's grass strip and sidewalk, and there's additional grass strip outside of that, and then there's the setback to those houses. So it those meet, the codes that were in place at the time of construction.

22:45 – 23:28Speaker 7

So that's where we're at with that. The one that's on the agenda tonight for the annexation, some of those setbacks from those other developments were related to conservation districts. This one is probably not gonna be able to meet those, just the size of it and the layout of it. So they probably wouldn't be able to get those same setbacks, so they would have more setbacks than those other ones if they even choose to different houses on the Hartman Drive. But it is part of our major third floor plan. If safety is a concern, this is not uncommon. Other cities have this. We have we have some that have setbacks close to this. Even West Bank, we have houses, closer than that. So we'll we'll work through it. We always consider safety, and we'll we'll keep that in mind as we move forward with the

23:28Speaker 10

We are gonna do the buffers that you and I spoke about, and I told Derek about as well. Correct?

23:35Speaker 10

I always feel like I'm doing something right if Derek's upset about it. So there we are. So that's all I got. Thank you.

23:40Speaker 4

Thank you. Councilor Ashley?

23:42 – 23:55Speaker 5

I think the only thing that I had is I just wanted to get some clarification for the spring cleanup. So does this mean that we're gonna cover the whole city? So they're gonna come back by every house on week one and two. Is that what that means?

23:55Speaker 2

Yes. We'll make two trips across the

23:58Speaker 2

Perfect. One each week.

23:59Speaker 5

Okay. Perfect. Gotcha. That's all I have.

24:01Speaker 4

Okay. Thank you. Councilor Burdon?

24:05 – 24:24Speaker 3

I wanna thank Lee and Lee's department for getting up our historic signs in our historic neighborhoods. They look great. We've heard some positive feedback from them, and we appreciate the hard work that y'all are doing to get our city looking good. That's all I have today.

24:24Speaker 4

Thank you. Councilor Crowell?

24:26 – 24:52Speaker 1

Thank you, mayor. Certainly, pass along condolences to to the Jewell family and, mayor, to your your family, in the time of loss here. Sorry to sorry to hear the the news. Wanted to just kind of update the council a little bit. This sort of hot off the press, and I'm not gonna go into it in great depth.

24:52 – 25:32Speaker 1

But I am the the liaison council liaison to the planning commission, and we had a concept rollout today that I think will be helpful with the SP process. You know, Josh and Kristen and Paul and Christy spent a lot of time on on the tool, and it's something that we'll be we'll be seeing more of probably in the coming, weeks and months. But, it is a difficult process sometimes to figure out, what works best for us in terms of annexations and, in the SP process and what I've seen so for so far. I really appreciate the staff's work on that. So Yeah.

25:33 – 25:52Speaker 1

Look forward to that. And I noticed that this is restaurant week in the city of Lebanon. Noticed that from the chamber years ago. I think the chamber used to have a open house bill. I know some of us have been involved with the chamber a long time, remember, on Saint Patrick's Day.

25:52 – 26:23Speaker 1

And so I think they've sort of converted that into a weeklong celebration in our community where we can go and and patronize restaurants in our community. And that's certainly a way that we can keep our dollars local and, you know, sometimes it's you know, you may have other plans during the week, but if you can go and buy a gift certificate or get something to go, we certainly plan on doing that in our family this week and and would encourage encourage everyone to to do that on the council and in our audience as well. So that's all I have, mayor. Thank you.

26:23Speaker 4

Thank you. Councilor Bryan?

26:25 – 26:38Speaker 6

Thank you. I just want to apologize for my phone going off, and I wanna make sure everybody has their silence because I I obviously didn't have mine silenced. That's that's all I have. Thank you.

26:41Speaker 4

You. You've got some more ahead.

26:42 – 27:03Speaker 11

I just wanna offer my condolences to the families that have lost loved ones. I've been through that many time, and it's difficult times. So my thoughts and prayers are with them. And I know my wife loves to cook dearly every night for me, but we tend on going out a lot during restaurant week just to support the patrons. It's gonna break her heart, but we're gonna do it. That's all I have.

36:11 – 36:42Speaker 7

Sure. They should be in your packet. And we, we talked about this at public infrastructure that may have been when you missed it. Yeah. Sorry. So, we went we did go through all of them. We've, compared ourselves to our other neighbors to see what they are just to try to keep up with with the growth and inflation and the time spent on these and the regulations that were required. So this puts us in line with some of our, our other other competing agencies, I guess. We haven't updated these, and we did some of them partially five years ago, but a lot of them haven't been touched in fifteen years.

36:42Speaker 7

So these are the planning related fees.

36:45Speaker 11

Looking at those, there was shockingly, number of fees, how far out of line we were compared to everybody else. So the idea was just bringing these in line with everybody around them.
