City Council - Regular Meeting

I'd like to go ahead and welcome everyone out to our Layton City Council meeting this evening for July 2nd. Our start time is 7 p.m. We appreciate those that are here in attendance. And with that, as customary, I'd like to start all of our meetings out with a ceremony, which includes the prayer and the Pledge of Allegiance. And we take turns up here on the dais each time, and so a new month. So I'm going to turn the time over to Council Member Bloxham to lead us in that ceremony. Thank you.

Thank you, Madam Mayor. I'm going to offer a prayer and then we will stand and recite the pledge. Our Father in Heaven, we're grateful for all of our many blessings. We're grateful to meet together as a governing body and we're grateful for the blessings that we have in safety and peace and prosperity in our city. We're grateful for religious liberty. We're grateful for the founding of this country and we are grateful for the freedoms that we enjoy. We ask you to please help us continue to defend those freedoms and to carry those freedoms along for our children and those who we associate with. We're grateful for our great city and we ask you to please bless those who work for our city and those who in the public service, both in the fire and police and public works that make our our life easier we ask you to please bless them and their families we ask you to please bless us as we discuss the affairs that are on the agenda today that we can have the guidance of thy spirit to make decisions that are pleasing to thee and that would be in the best interest of our residents and we say this in the name of jesus christ amen amen okay stand and all right i pledge allegiance to the flag of the united states of america

Okay. Thank you, Councilman Bloxham. Council, do any of you guys have any municipal events or announcements you'd like to share at this time?

Yeah.

I got one. For all those that aren't doing anything tomorrow night, get your grandkids, if you have them. If you have kids that are younger, bring them to the puppet show. It's over in the amphitheater. It starts at 6 o'clock. You'll love it. If you don't, I'll refund all the money since it's free.

OK. Anything else? I do have one from the Leighton Communities That Care. We are hosting an event. It will be here at the Leighton City Hall on July 29th at 7 PM. And it is titled The Teen Brain. If you've ever wondered what's going on in the mind of your teenagers and why they do some of the things they do or why they don't do some of the things you want them to do, we've got some information about behavior and healthy brain development. It is free, but we are asking for you to register. You can go to the dbhutah.org website and register, or you can go to tinyurl.com. TEEN BRAINS, AND THAT IS A WORKSHOP THAT WE'RE EXCITED FOR THE WHOLE CITY TO BE A PART OF.

OKAY. EXCELLENT. IS THERE ANY OTHERS? Okay, I just want to quickly mention, though, that obviously this is the beginning, this, our semi-quincentennial celebration has started. We actually started last week, and we've had a lot of good concerts, acknowledging our hometown heroes. We had the Threads of Honor concert that was just fabulous that was very good and both concerts were pretty much a full packed house so I appreciate that but certainly there's a lot of activities we still have going on such as council member thomas mentioned for tomorrow night but there's a ton of them on saturday so please come and join us we start early six thirty you can start with your breakfast right here in the bowery the rotary will be uh... PUTTING THAT ON. WE DO HAVE A FLAG RAISING CEREMONY AT 8.30. AND THEN, OF COURSE, ALL THE FESTIVITIES GETS GOING. OUR PARADE WILL START. TECHNICALLY, THE PARADE WILL START AT 10.30. HOWEVER... LIKE THE COUNCIL AND MYSELF AND SEVERAL VOLUNTEERS WILL BE GOING OUT EARLY PASSING OUT PROBABLY THE BEST TREAT WE HAVE SO FAR. AND SO YOU WANT TO COME EARLY AND MAKE SURE YOU HAVE A GOOD SPOT ON THE PARADE AND DON'T BE SHY. WE HAVE PLENTY. WE HAVE SOMETHING THAT REALLY SCREAMS AMERICA. WAITING FOR YOU THAT MORNING SO MAKE SURE YOU COME OUT AND ENJOY THE PARADE AND THEN OF COURSE THE FESTIVITIES IN THE PARK AND WE WILL BE HAVING A FIREWORK DISPLAY THAT EVENING AS WELL AND I'D LIKE TO CAUTION EVERYBODY WE HAVE ALLOWED FIREWORKS TO TAKE PLACE IN DESIGNATED AREA OF OUR CITY ANYTHING EAST OF FAIRFIELD PLEASE DO NOT DISCHARGE ANYTHING BUT ANYBODY DISCHARGING USE YOUR CAUTION. BE CAREFUL. WE ARE EMPOWERING YOU TO MAKE THE RIGHT DECISION, AND YOU KNOW WHETHER YOU ARE DOING IT RIGHT OR NOT. SO JUST EXERCISE YOUR FREEDOM AND BE SMART ABOUT IT. SO WITH THAT, I WANT TO GO AHEAD AND CONTINUE ON WITH OUR agenda tonight. However, we are very lucky that we have a youth governing body that is part of our city. We have our youth council and tonight I have London Black that is going to sit with us. So London, do you want to just briefly introduce yourself and tell us what you like about the council?

Hi, I'm London Black and my favorite thing about youth council is probably just the opportunity to meet people and get to know the community better.

This is, like I said, a fun part of our meeting. We appreciate anyone who wants to address this governing body. You're more than welcome to. Just come up to the podium. Make sure you state your name and what city you're from. Okay, seeing that there's no comments, we'll go ahead and move down to our consent item this evening. Actually, we do not have a consent item, excuse me. We just have a public hearing tonight, so I'm going to go ahead and turn the time over to Weston Apolloni that will present our items on the rezone request for the Layton Farm.

Thank you, Mayor and Council. Okay before you tonight is a reason request for approximately 10.4 acres of vacant land located at the intersection of Gordon Avenue in 2025 West. So here's 2025 West this road here and then Gordon Avenue, it's hard to control with the mouse here. Here's Gordon Avenue right here. The red area identifies the property we're discussing and then up at the top is the rail trail. THAT SHOWS YOU JUST ANOTHER SHOT OF THE AREA WE'RE TALKING ABOUT WITHOUT THE ZONING ON TOP OF IT. THE PURPOSE OF THE REZONE IS FOR THE DEVELOPMENT OF A SINGLE FAMILY HOME SUBDIVISION. THEY'RE PROPOSING AN R18 STANDARD SUBDIVISION. THE APPLICANT HAS PROVIDED A CONCEPT PLAN. THIS CONCEPT PLAN SHOWS THEY'RE PROPOSING 32 LOTS. You can see some different colors on here. The red areas, really, this is just a conceptual plan. So this is them working out setbacks and making sure they're compliant. So this isn't necessarily indicating anything specific other than them trying to figure out where the homes can fit within the setbacks. The green areas are really just identifying clear view through the road. But again, it shows the network of what they're planning on doing. The Planning Commission reviewed this on June 9th, 2026 and voted unanimously to forward the recommendation, excuse me, voted unanimously to forward a recommendation of approval to the City Council for the rezone request from agriculture to R18 single family residential. Staff supports this recommendation. Be happy to answer any questions you might have.

Council, any questions on this? I just have one question. Well, maybe two. The first one is, is there a required size of home that needs to be built on these lots?

Yeah, they have to be average to 8,000 square feet. But there's no specific size for the home itself.

Okay, so yeah, and that just leads into my second question. So you said the areas that have the kind of highlighted pink area, that's just working some things out. So if homes had to be smaller on those lots, that would still be okay?

Yeah, this is a good example right here. So this red area is showing that they actually didn't include the setback correctly on that lot. So it's the red area showing you actually have to have a rear yard. So that's just them identifying some errors that they need to correct.

West, if I remember correctly, there's a tesoro easement that runs along the trail, so that's that line set back quite a bit. That's right. Yeah, so I'm assuming, I know that's not a very... It's fairly shallow natural gas pipeline. So is there any consideration or we'll look at that as we move forward with the development on that and their requirements from Tesoro?

Yeah, absolutely, and typically we'll be required to put notes on the plat of if they have requirements of no trees, no accessory structures, whatever the case might be related to their easement. It'll be on the plat as well.

And if I remember correctly, the trail, kind of the stormwater off the trail kind of comes off and then runs along the trail there. Is this property, this development going all the way to...

the right-of-way of the trail and I mean that can be addressed and I'm just I guess I'm noting it that we need to look at that and address that yeah, absolutely We'll definitely be looking at that through preliminary and final as they go through those phases And and I will mention I didn't note this but right up in the corner up here There is a rail trail connection that will connect through the subdivision as well Okay good anything else
