Uh, hello. My name is Joel Lee and I'm the vice president of Carter Key Club. Danica.
Okay. All right. So, listen. The Carter Key Club is giving our clean sweep award. And as most of you know, our clean sweep award is all about acknowledging citizens and groups like the Key Club that once a quarter come together to pick up litter on a designated uh place and and the Key Club happens to pick it up close to my house, don't you? Right down Flower Mountain Road there between Cash and Gourd. And you do a great job and I see them out there often. But also I want to call attention to the fact that the MacArthur Key Club if they don't win state awards they ought to because they have great leadership and are so involved and doing great things. And when you look at these kids you say hey our country's got a future. These are these are the kids of the future. So let me read this clean sweep award. MacArthur High School Key Club. This special recognition honors community groups and organizations that actively contribute to keeping our city clean by regularly picking up litter that celebrates their dedication to maintaining a beautiful and welcome environment for all residents. Let's give them a big round of applause. You guys all might just take a minute and talk about the key club.
Yeah. Talk a little bit about what Key Club does for you.
So, I this is my second term as president for Key Club. So, we just kind of do service around the community. We are a studentled organization. So, we just try to impact the community as much as we can in different areas of need. So, we work a lot with food insecurity and we do a lot of street cleanups as the word kind of talks about. We do Relay for Life, which is a 12-h hour cancer fundraiser. In January, we do empty bowls, which is a service project that directly impacts food and security within our own school. So, we give back 100% of the proceeds to our food pantry. And we do that with ceramics, which is our program in our school, and we make bowls that you can buy for $20. and all of the proceeds go back to our food pantry. So, we're just blessed to be able to help our community and just try to make a difference and an impact in London.
All right. It sounds to me like the key club is building good citizens. Thank you. Another group that builds good citizens and it's a Sai epsilon Omega sci-fi fraternity. Come on up. This is the guys in purple and every time I see them except except right now that have young men with them and they're always teaching them about how to be good citizens. All right. So, let me read this and we'll learn all about Omega Sci-Fi. It's the first international fraternity organization to be founded on the campus of a historically backed college. Omega Sci-Fi Fraternity Incorporated was founded at Howard University in Washington DC. On November 17, 1911 by graduates Oscar Cooper, Frank Coleman, Edgar Love, and their faculty advisor Ernest Just the Sci-Fis Chapter. The Sai Upsilon chapter was chartered at the Patterson Center in Lton, Oklahoma. In 1952, the SC epsilon chapter Omega SciFi fraternity incorporated has maintained a commitment to the betterment of mankind, the enhancement of the community, and the enrichment of collegiate men through dedication to its cardinal principles of manhood, scholarship, perseverance, and uplift. Whereas the SC Upsilon chapter has carried out the goals of the Omega Sci-Fi Fraternity, Inc. and the Lton Portzill community by participating in events to uplift the community, including voter registration, scholarship programs, blood drives, and holiday food baskets for new families. Whereas during the fraternity's achievement week celebration, the Sai Upsilon chapter will celebrate more than 73 years of service to the law and Portill community in many diverse fields of endeavor. Whereas the scabs salon chapter Omega Sci-Fi fraternity will commemorate its contributions and promote its continued success during its achievement week activities during the
week of November 16 to 22 in 2025. I do proclaim November 16 the week of six November 16 to 22 SI epsilon chapter Omega Sci-Fi Fraternity Week with Monday November 17th as sci-fi chapter Omega Sci-Fi Fraternity Day saluting the valuable contributions of that me of that that members of the sci-fi chapter Omega Sci-Fi Fraternity that is a mouthful
it is has made in improving the lives of all citizens and I've seen it firsthand. Let's give them a big round of applause for what they do. Thank you very much. Thank you, mayor. First of all, it's indeed an honor to be standing here before you and to be recognized. uh as he said we we started in 1952 which is before I was born but achievement week is a very special time for us that gives us an opportunity to one recognize our members who contributed but more importantly we get to give back to communities just a little bit more things we have going on next week is that we're going to do do a blood drive also going to give supplies to hungry hearts ministry and on Friday night we're going to give out Thanksgiving holiday baskets to needy families. We will celebrate our banquet on Saturday night. And what I like about the banquet coming up is we have a member of our chapter who's been a member of the chapter since 1968. He's been a member of this chapter, contribute to this community for over 50 years, Brother Chick Ellis. So, we we do a lot. Uh we've given out a lot of scholarships to to uh students in this community, and we just want to do whatever is necessary to uplift the community. So if you need anything, reach out to the Southland chap because if we can't do it, no one else can. Thank you very much.
I like it. All right. Okay. So, y'all notice the tie. Everybody look up here. See my tie? Okay. It's Native American tie. And not only is this Veterans Day, it's Native American Heritage Month. So, this gift was given to me actually by the uh Julansky family. And yesterday when I was doing TV interview, I wore a different Native American tie that was given to me by the Kyway chairman, Lawrence Sputterberg. Also had a Native American tie handmade by Clary Yazzy, the young lady that you've seen here several times. And she does a she's a Comanche princess. And she uh also hand makes poppies to give away on Memorial Day. And then I had another one given to me the first year I was in office by the Cameron Native American Student Association. So that's why I'm wearing this and I've worn it all day and been able to talk a little bit about it. What's that doing better today? Did you know that no other people group serves at a higher rate per capita in the um armed forces of the United States than Native Americans? Isn't that neat? So, do we have any Native Americans in the room?
We got one down here. We got Miss Albert and she's going to come up here and get this proclamation. I guess normally we have several. Let's give Miss Albertie some welcome music. And we have other members of our reser relation commission here. So whereas the history and culture of our great nation have been significantly influenced by Native Americans and indigenous peoples, the contributions of Native American have been enhanced freedom, prosperity and greatness of America today. Their customs and traditions are respected and celebrated as part of a rich legacy throughout the United States. Whereas Native Americans are inexertably linked with the history of the United States. Yeah. Beginning with the pilgrims arrival at Plymouth Colony and continuing until the present day, Native Americans contributions are woven deeply in our nation's rich tapestry. During Native National Native American Heritage Month, we honor and celebrate the first Americans and recognize their contributions and sacrifices. Whereas Native Americans have influenced every stage of America's development, they helped early European settlers survive and thrive in a new land. They contributed democratic ideas to our constitutional framers. And for more than 200 years, they have bravely answered the call to defend our nation. Serving with distinction in every branch of the United States Armed Forces forces, the nation is grateful for the service and sacrifice of all Native Americans. Native American Awareness Week began in 1976
and recognition was expanded by Congress and approved by President George Bush on August 1990 designating the month of November as National American Indian and Heritage Month. And whereas Native Americans are a testament to the deep importance of culture and vibrancy of traditions passed down throughout generations, Native American men and women contribute to all areas of life in L Oklahoma, including but not limited to government, business, arts and sciences, medicine, education, law enforcement, and the military. Now therefore, I stand Booker, City of Lot, Oklahoma, Mayor City of Lton, Oklahoma to hereby recognize November as Native American Heritage Month and encourage all citizens to learn about the rich history and culture of the Native American people. I ask that you commemorate this month with appropriate program, activities, and celebrations. And let's give our Native American heritage a big round of applause. All right, our citizen of the month, Mary Fountain.
Thank you. On behalf of the race relations commission, we want to accept this proclamation from the mayor. And um Miss, like I said, Miss Albertie is is part Native American. Our lady um who is on our commission, Gail was supposed to be here today, but she is attending another Native American program. So, on behalf of the restorations commission, thank you.
All right, let's give another round of applause. And that brings up our reports by the mayor, city council, and city manager. And we're going to start down here with W 8. I just want to thank everybody for their service. Um it's it's interesting living in a lot, Oklahoma. I've lived here pretty much all my life. Um and it it becomes I don't know second nature. You just you just accept the fact that your neighbors and and everybody around you uh is is either in the military or has been in the military and has served their nation and you you end up owing your entire municipality uh thanks for taking care of you. Um, and I appreciate the fact that not everybody in the United States gets to have that honor. Um, there's a lot of places out there where they don't even understand the concept of veterans and and serving their nation. Uh, and I I I do just uh just want to thank everybody that has uh has and is serving the nation.
All right. I'd like to echo that what uh Councilman Warren just stated. Just like to say uh happy veteran day to all the veterans like to say thank you uh for your service and I'd like to say I am a veteran also myself. It's a blessing to still yet to be in the land of the living because when you've been in a combat zone for three different times, it's a blessing when you come back and touch the the US soil. Believe me, it really is. But um this was a very nice day to different ceremonies and things where we just actually uh recognize the veterans and thank you for all you do. And then for those who are still serving also

Thank you, mayor. I would just like to say as well as as my uh fellow council folks have said, we appreciate the service of our veterans. I've had the opportunity to be on three different continents at different times over over my lifetime. And having had opportunities to visit these three different continents, I've seen something that other parts of the world don't have, and that is the patriotism and the freedom like we have in America. Truly, we have been blessed uh first by God and secondly by our soldiers and our men and women that have served in our military. And it's a privilege to live in America. Thank you.
Uh thank you, mayor. Uh, without a doubt, I wanted to mention the farmers market. I had a uh Samoan uh breakfast roll with egg cheese and and it was a special samoyan bread. It was delicious. And uh I encourage you to go try to get you one uh if I don't buy them all up the next time I go over there. It was that good. But uh there's that that's an opportunity also to visit with other uh Latonians and uh to to to get some fresh vegetables. Make yourself out make your way out there 8:30 to 1:00. I do want to say quickly happy Veterans Day to uh some of my family members. My father who's passed away but he was in telecommunications. My brother who was in armor uh my son who is a uh attack PE in the Air Force at this time. my wife who was military intelligence. That's a tough one to live with. Was military intelligence and uh uh all the rest of the veterans that are out there. And I just want to say this real quick. You know, we go to fight for freedom. And a lot of people think that freedom is to do whatever you want to do. But that's not really true. Here in the in America, it's a freedom to live together and make decisions on how you can help your neighbor.
Yes. Okay. So, so I I the reason I say that is because a lot of times I've been hearing people say that freedom is to do whatever the heck I want to do. That's a very selfish thing and none of us fought for that. But we did fight for the fact that we could live in this country, live together beside our neighbors and choose to do what we can to help them. Thank you, mayor.
All right. And I uh have been to four events today. And so I'm not going to spend a lot of time talking about uh Veterans Day today because before that I had three more events. So it's great to live in a community that cares so much about veterans. And I have a picture of a veteran hanging in my office and he is a Medal of Honor awardee and his name is Henry Wear Lton. And y'all learn a little something about him because our city is named after him. And if you were at any of the events I was at today, you heard me give lessons on that. But I'll keep you in suspense and tell you some other time board.
Couple of things. I am a proud veteran and I want to say something good to all my brothers and sisters that are veterans. If it wasn't for the veterans, we wouldn't be speaking this language tonight. It would be a different language and sometimes we need to remember that. And ongoing with that, this is the time of Thanksgiving. So, we can be thankful for them as well as living in this great city of Lton. Been a lot of progress the last couple of years. I think everyone here has seen it. We've got a year coming up that's going to be a whirlwind with new projects, new roads, new streets. Uh, a lot to be thankful living in Lman. Thank you.
Word three. I feel very privileged that my husband who was a a Lutonian brought me to Lton back in 1967 as a new bride and after we had graduated from college and he was commissioned as as a second lieutenant, served his time, went to Vietnam, came home with three bron. So I I I love this feeling of patriotism that we have in this city that we just need to pass it on to other cities also. So I feel very very blessed with that. Thank you board.
Well, we we should all feel patriotic today and uh certain I certainly do myself. One of the things is so surprising this afternoon I guess it just continues on. I drove by the uh park on 38th Street and it's just amazing how many kids out and families are out there playing and drove by another park and it's the same story. I mean that's uh the work that was done on those you guys prior to me coming here for sure should be congratulated on that. It's a beautiful thing. And our veteran city manager John R.
Thank you mayor. Um, I I just want to acknowledge the um the veterans that are city employees. We have over 200. We're really proud of that. And um I want to give a special thanks to um Larry Parks and Robert Burns. If if those guys can't get you fired up, if they can't get you excited, then you must not have a pulse because that was a great ceremony today, guys. Appreciate it. I don't know if Kelvin Ingram's here, but he did a great job as well. They did a great job. Let's appreciate it. was a very program and I might add it was the biggest veteran program that I attended uh today. All right, mayor. I've got I've got a few other items.

Um so on Saturday we've got a community trash off event from 9:00 a.m. to noon and that's going to be in Central Plaza parking lot and this will be for paint, solvents, things of that nature. Um, so this is our fall trash off event. Um, you don't want to miss it if you've got some of those items in your home that are are difficult to get rid of. And then, um, finally, I'm going to call Jason Pudriier up to give a very brief update on, um, Holiday in the Park. We got a little bit of a late start this year, but I feel like we've got some good good momentum. All right. uh mayor, council, uh city manager. I just want to say that holiday in the park this year, uh kind of being spearheaded by the city of Lton employees, especially Larry Parks, Kelvin Ingram, our marketing communications department, as well as arts and humanities has really been working well with Holiday in the Park committee. Uh with also a little bit of help from the Chamber of Commerce, Matt Tranquil behind behind me. Uh what we've been doing uh having several volunteers out to the point that this past weekend, Sunday, we were like, you know what, volunteers, you can have the day off. We've got the tunnel almost completely done, which is the longest lit tunnel um with Christmas lights in the state of Oklahoma. Uh we have several of the displays up. Uh Larry Parks and Kelvin's guys have been out there um each day of the week kind of setting those up, putting them up with again guidance from one of our uh chamber committee members, Katie Madigan. And uh one of the donations that we received from Arvest in uh enabled us to hire on team challenge. Uh so it's one of those kind of we give we give and we give. So Arvis gives and we hire on Teen Challenge and then those uh those uh people get paid and then it also supports the community. So everything's looking great and we're just excited to have everybody out on November 22nd. That is going to be the parade and also Frost Your Fanny. Frost your panny. Um you can register today online uh swarts.com. You can also get information about the
parade if you're still wanting to enter the parade. But uh last chance to enter the run is going to be at 4 o'clock on the 22nd. It'll kick off at 5. And it's really one of the coolest runs in Lton because it's like running the Boston Marathon because you have all of those people coming out to watch the parade and they're watching you run and it's really just exciting cuz they run the basically the same path. So you have the Froster Fanny at 5 and then you have the biggest parade of City of Lton has which is at 6:30, the holiday parker parade. theme is misplaced boys. And Jason, Councilman Gil wanted to know if there's an age group for him for the run. Um I I'll have to have them extend the age bracket, but I'm sure we can do that.

So the consent agenda passes unanimously bringing up item 21 consideration and action upon a resolution of the city of Lton Oklahoma this city approving and authorizes the incurring of indebtedness by the trustees of the lot industrial development authority the authority to be accomplished by the issuance of its sales tax revenue bonds or other evidences of indebtedness in one or more series either in series names or others determined as needed on a tax exempt or taxable basis at a premium or discount in the aggregate principal par amount of not to exceed $95 million and no $100 $95 million. the bonds for the purpose of financing all or a portion of the cost of acquisition, construction, equipping, renovating, and improving certain streets and capital improvement projects which are expected to include but are not limited to a p a portion of or all of the costs of the construction and or improvements to the law and youth sports facility, Elmer Thomas Park, the discovery zone, and other acquisitions, repair and improvements relating to city capital projects. All for the benefit of the city and pay cost of issuance related thereto providing that the organizational document creating the authority is subject to the pro provisions of the bond in indenture authorizing the issuance of set bonds. Approving the award of the sale of set bonds on a negotiated basis. Approving the waiver of competitive bidding in regard to the sale of said bonds and approving the proceedings of the authority pertaining to the sale of said
bonds approving and authorizing a sales tax agreement. the sales tax agreement by and between the city and the authority pertaining to a year-to-year pledge of certain sales tax revenues and all matters related thereto including execution of all related documents there too. Dwayne.

Uh based on direction from council at uh meeting last Monday, uh this is the financial resolution, if you will, uh that we're looking for passage that will get us the next round of financing for the projects that you indicated you wanted included. uh primarily the sports complex and Elmer Thomas Park which will be addressed in phases. Um the package also includes funding for the park improvements, the museum lats fista construction loan and the fi or discovery zone. Um the total total project uh cost that we are projecting is 90.3 million and the budgets for those project was 40 million for the uh sports complex 24 million for Elmer Thomas Park um 2 million for the the park improvements 1.8 8 on the museum, 3 million for lats, 4.5 million for the construction loan on FISTA, and 15 million for the discovery zone. Hold the public hearing and receive a presentation regarding the proposed third amended lot downtown economic development project plan. the third amendment project plan for the purpose of providing information including an analysis of potential positive or negative impacts, receiving questions and comments from the public regarding the proposed third amendment project plan and announcing that a second public hearing on the proposed third amendment project plan will be held on December 2nd, 2025. Yes. Good evening, uh, mayor and council. I appreciate you being here and letting us, uh, present this to you today. I'm Rich Regalsy. I'm the director of the Lton Economic Development Authority. Um, we manage the project plans for the city of Lton. This is the third amended downtown project plan. This is the original project plan that came that the city of Lton put together, the first project they used with using the local development act that created a tact finance district. It has TIFF one and tiff two in it. So, they're the first ones. Um, however, we're looking at an amendment today and Lisa Harden uh with the Center for Economic Development Law. I mean, they've been part of this process the entire time from the very beginning inception of our redevelop from the inception of our redevelopment uh uh work. And so, we love Let Lisa Harden go through the presentation.

Thank you very much. Good evening, mayor and council members. I am Lisa Harden with the Center for Economic Development Law of Oklahoma City. I am here to present a third amended downtown Lot and downtown economic development project plan, which represents the next step in the city's continuing efforts to reinvest in and strengthen its downtown center. Although this amendment does not change the overall character or purpose of the original downtown plan, it does propose the creation of two new increment districts. And under the Oklahoma Global Development Act, that type of change qualifies as a major amendment, which requires that we follow the same procedural steps as adoption of the new project plan, which includes review by the review committee, the planning commission, and two public hearings before city council. And tonight's presentation is part of that process. So nearly 20 years ago, as Richard mentioned, the city adopted the downtown project plan, which was a bold effort to reverse severe decline that had taken hold of the city center. This first image shows just a sample of the conditions that existed in the area that made redevelopment not just desirable, but essential. This image taken in 2013 shows the site after significant acquisition and clearance activities were completed. This work transformed the area and under two separate development agreements came the Hilton Garden in and the Ltontown Center which brought national retailers including Kohl's Dick Sporting Goods, Petco and Alton as well as infrastructure improvements that changed the landscape of Second Street. Now, that plan accomplished a great deal. It revitalized Second Street. It attracted
major national retail anchors and funded key infrastructure. But the town center ultimately didn't reach its full potential. As economic conditions shifted and then came the pandemic, the pandemic impeding developers efforts to complete the town center and outpersonal developments or even maintain full occupancy of a shopping center. So, this proposed amendment helps position the city for new uh renewed private investment in downtown Watton. After more than a decade of limited development, a new private investment opportunity is in the works. Lita, the Latin Economic Development Authority is under contract with a developer for a full service grocery store and fuel station located at the 10 acres uh the north 10 acre end of the Lton Town Center. Now, this transaction is scheduled to close in early 2026 if everything stays on track and will represent a 16 to20 million in private investment that will bring a community need, new jobs, and renewed economic energy to the downtown area. The down the town center developer has expressed strong support for this project and fully appreciates its importance to the shopping center and the community overall. So this proposed amendment positions the city and Lita to move forward with the grocery store development but also lays a stronger foundation for future retail and mixed use growth. I should have had that up a second ago. So the proposed amendment provides four
primary things. It establishes two new increment districts by removing the two undeveloped parcels that are owned by Lita from increment district number two and establishing two new 25-year increment districts which is temporarily designated as tiff A and TIF B. TIFF A is the site of the proposed grocery store and fuel station development and tiff B is reserved for retail or mixeduse development. Number two, the amended plan expands the project area to include Elmer Thomas Park, Central Middle School, and Lton uh high school. This will ensure that future TIP revenues may be used to um for public facilities and school improvements. Number three, the amended plan reflects increased costs for public improvements and strengthens the ability to pay future project costs, including debt service and public assistance for new developments. You see, today incremental revenues for tip 2 have barely been sufficient to cover existing debt service, leaving limited capacity to fund any other project costs. So looking ahead, the new development opportunities will generate additional revenues, giving the city greater flexibility to fund those other eligible project costs under the plan. And number four, the amended plan allocates 10% of the increment revenues from the two new tiff districts to support the city's STEM strategic plan. These changes collectively make the project plan more flexible, more current, and better aligned with the city's long-term redevelopment goals. The proposed amended plan does not modify the boundaries of tip one or the
duration of tip one, and it does not amend or alter the duration of tip 2. The proposed amended plan is authorized under the Oklahoma Local Development Act, which allows cities, towns, and counties to use tax increment financing or tiff in areas that are unproductive, undeveloped, or blighted to stimulate economic development. TIF is intended for areas where development or growth is difficult, but possible when the tools of the local development act are utilized. The proposed project area and two new increment districts meet statutory eligibility requirements because they are located entirely within a state designated enterprise area by the Oklahoma Department of Commerce and qualify as a reinvestment area reflecting the need for public improvements to attract private investment and restore economic viability. The estimated budget of project costs represents the maximum expenditures that may be paid from increment revenues generated by the tip districts. These seven basic cate there are seven basic categories. six of which remain unchanged from the original plan. And those six are public improvements, project support for new development, school improvements, other public facilities, project implementation, and miscellaneous. A new project cost category category, which is support for the STEM strategic plan, has been added for the two new increment districts. For tip one, the total budget remains unchanged. For tip two, the budget is increased due to higher than expected public improvement
costs and lower than anticipated revenues to date. for tiffs A and B. Uh those um budgets are based on projected advalorums tax sales advorum and sales tax in increments expected expected from future development. For tip A, at full buildout, it's expected to generate roughly 200,000 to 300,000 annually in adver room increments and 200,000 to 400,000 annually in sales tax increments. Tiff B is projected to generate roughly 100 to $200,000 in both adul and sales. So, these revenues would fund the project costs such as assistance and development financing, public infrastructure, site remediation, school improvements, and STEM support. Together, these new districts will generate a steady and predictable source of revenue to reinvest in Lton's downtown and community priorities. The proposed amended plan does not increase the city's obligations or impose new costs on the taxing jurisdictions. Thus, the local taxing entities, the the Lton Public Schools, Great Plains Technology Center, Comanche County, and the Health Department are expected to experience positive fiscal impacts as new developments occur. The proposed grocery store and future developments will increase consumer activity, employment, and secondary investment within and around the L and Town Center. And based on our experience with other tiff districts throughout the state, we can anticipate a broad ripple effect with new or expanded businesses locating nearby to capture that increased traffic and retail demand.
So our next steps um in well before a project plan may be amended or approved the local development act requires three key steps. So first we have review by the review committee which is comprised of representatives of the city, the planning commission, each of the effective taxing taxing entities and three members of the public at large. They reviewed the project plan on October 24th. They assessed the eligibility of the proposed project area and increment districts, evaluated the financial impacts, and unanimously made a recommendation to city council to approve the proposed project plan. The local development act also requires that the planning commission determine whether the proposal conforms to the city's comprehensive plan. And on November 6th, the planning commission unanimously approved a resolution making that determination and a recommendation of approval to city council. Next, city council holds two public hearings. The first is to provide information and answer questions about the proposed project plan, which is on the agenda for this evening. At the conclusion of that public hearing, no action is taken. Then city council holds a second public hearing for the purpose of allowing the public to speak for or against the proposal. And that is scheduled for December 2nd, 2025. After that second public hearing, the city council may then consider approval of the proposed amended project plan. So that concludes the overview of the proposed amended project plan and required steps for adoption. In closing, the proposed third amended lot downtown economic development
project plan supports new private investment, expands employment and business activity, and strengthens the city's tax base. All without increasing costs or placing uh added burdens on the local taxing jurisdictions. While tip 2 has not reached its maximum potential, the grocery store development will generate significant new growth, creating fresh opportunities for the city to reinvest in downtown Law. Hello. Thank you so much for having me. My name is Angelina Baker. I'm the oncology program manager for the cancer centers of southwest Oklahoma and along with co-race director Lane Hooton. I'm one of the race directors for the spirit of survival. So very very proud of this event. Um it was a great year as you can see very short presentation. Um Saturday October 4th saw 99 cyclists leaving from Elmer Thomas Park. We'll kind of talk about the routes in a minute. Sunday October 5th we held all of the walk run events at the cancer centers of southwest Oklahoma. So 629 participants were running from the cancer center across Gore through Cameron University. It was a beautiful route. We had 326 participants in the spirit walk at 1:00 and then 399. We just needed that one more. There was one kid that just did not get out there at 2:00 on Sunday afternoon for the kids bubble run. So altogether a total of 1453 participants. That's about an 18% growth from last year. And we had participants from Arizona, Florida, North Carolina, and Colorado. All of whom reached out and said, "Hey, you know, we have family members here or we've come in the past precoid. We had we did take 5 years off. This was the 17th year. So, we are proud to be back. It was an excellent year. Very appreciative for all of our partners. U Major Taylor Cycling Club of Oklahoma. We could not have done those bike events without them. They were absolutely crucial. Kelvin Ingram, City of Lton, um, parks and wreck was absolutely amazing and just incredible. Cameron University again allowed us to use the campus for the 5K. City of Lton between parks and wreck, streets, the police department and fire. Everyone helped us pull together an amazing event. It was safe. It was enjoyable. The route, Lieutenant Malik from the police department was essential in coming up with that route last year. And then, of course, Comanche County Memorial Hospital. So, for those of you who don't know, we offered four
different distances of bike tours, 14, 27, 52, and 64 miles long. I can drive it, I could not bike that. The longest route goes up through Elgen, Fletcher, Suril, and Sterling. So, a chance for people to see lots of different parts of Southwest Oklahoma. We had a children's bike ride that actually stayed in the park. Again, lots of opportunities with the aquatic center. Lots of beautiful things to see in Elmer Thomas Park. And then Sunday's walk run events, that 5K again started and finished at the cancer center, went up through Cameron University. At 1:00 we had a spirit walk geared towards patients and survivors. And then at 2:00 the kids and all the bubbles. It was a blast. As you could see, pictures worth a thousand words, lots and lots of smiles, lots of appreciation from survivors, from people choosing to honor their loved ones. So it was a great event and we could not have done it without the help of the city. So again, thank you very very much. On behalf of the Cancer Centers of Southwest Oklahoma and the Spirit of Survival, we would love um to present you with a check in the amount of $5,000 as a donation and a way to say thank you very very much for helping us pull off another great event.

Thank you, city council and Mr. Mayor for having us. Uh I'm going to try to get through this pretty quickly cuz I don't want to belabor our time here. Um so as for our purpose here today um HUD requires grantees to submit um the consolidated annual performance and evaluation report which reports on the community development block grant and home investment partnership program activities um and accomplishments during the previous program year. This caper covers um 1 1 July 2024 to 30 June 2025. From fiscal year 2024, um here's what we are here's where we started. We were um awarded a total of $1.1 million from HUD. $742,497 was uh CDBG funds. 374,800 81 was home funds. Here are some of the um the direct services offered through housing and community development and their um economic impact in in 2024. ER average uh cost uh emergency repair average cost for fiscal year 2024 was $5,314. Um exterior home improvements average cost was about $14,400.
Whole home repairs um averaged $32,900 and we only had one uh firsttime home buyer to complete participation last year. Um total monetary impact for 2024 was $185,000. These are just some examples of uh some of the work we completed this year. This home um you can see uh was it the issue here was the um sewer line. So, uh emergency repair. We spent $7,000 to repair um this uh damaged sewer line. Um, other examples of uh emergency repair, HVAC, hot water heaters. Uh, and this home, as a matter of fact, is in the wood the Woodhouse division, the Woodhouse subdivision. And again, it cost $7,000 to repair. You'll notice here on the right, on the left, uh, the roof. Um, this is an, um, this is a, uh, exterior home improvement. Um, this roof placement, this roof replacement project on a home located in Southwest Park on Southwest Park Avenue was an exterior home improvement and paid for for at the maximum entitlement of $17,000. Uh, just to give you an example. Um and um in order for for uh citizens to qualify for such work um they have to live in the home. They have to actually occupy the home and live there. Um and they have to meet the um the low income threshold.
Um and we also do energy efficiency for windows and uh doors as well. This next thing, this next picture is uh a homeowner re a whole home rehabilitation that cost about $34,411. This whole home rehabilitation is located on Cherry, not to be confused with another city undertaking in the same neighborhood. So, don't get this confused with we had another project that we worked on this year as well. uh whole home rehabilitation assist assist assistance will be provided uh in the form of a forgivable loan. The maximum rehab uh assistance amount is $40,000. The forgivable loan has a 10-year uh period of affordability. Housing qualif housing quality um standards have to be met. Um um particularly city code violations, lead based paint hazards, regulatory uh requirements, and health and safety issues are first priority. And here's our home uh cherry. This is this was a lesson learned. Um uh this was a flip for the purpose of recovering funds lost due to um a missed um time timeline by hood. So don't get this confused with uh what we do as a as a division for uh homeless low-income families. This was just um a missed opportunity here. So a project finished as well. First-time home buyer program.
Through the first first-time home buyer program, financial assistance is provided in the form of forgivable loans to qualified firsttime home buyers. The forgivable loan can be used for closing costs and down payments. The loan is forgiven for up to 5 years from closing on a property. As stated earlier, um we had only one firsttime home buyer to complete participation this year. Um that home was purchased on Dearborn Avenue uh here in Lton. We assisted with the family's down payment and closing cost to the tune of $14,999. as for community service projects through CDBG and home funds PSOS uh were enabled to assist over 9,000 clients through the combined efforts of nine public service organizations in this uh FY tenant based uh rental assistance was provided for six clients and expanded and expended $79,831 uh in service to individuals and families. This is uh just a list of um our public ser our public service organizations here in Lton. Our top performer uh our our top top performing uh family was family promise. Uh, as far as our um public service organization this year, the HC King Center received $73,464 uh to renovate their kitchen this year.
This was the only public facility that uh undertook a project this year. Others were planned. HC King was the only one that that uh completed their scheduled work. Total administrative cost this year was 4,000 431,620 $20. Uh total expenditures for fiscal year 2024 81,57464. As I stated earlier, Mr. Mayor and uh city council. Our purpose here um was to uh hold a public hearing for the purpose of obtaining um public input and approve the consolidated annual per consolidated annual performance and evaluation report for federal fiscal year 2024 for submission to HUD and to authorize the mayor to sign all necessary documents required to submit uh the cap for this year. Uh in this particular case there was a trailer house on the west side that has been removed uh which was an issue. Uh second of all the photograph on the left is correct in the sense that it is all boarded up. Uh there is no access to the building. Uh there is a small piece of graffiti maybe this big on the one part which could be fixed in a few minutes. Now there is on the east side of the property a that right which used to be a container for uh tires. Now, that is not an accurate picture of it as it is now because it is completely cleaned out and all the people that were there have been removed and I do have a contract to have that portion of the property torn down. Uh, and that is going to be done and removed and I have no objection for
doing that. Uh, the other building, the main structure, uh, which is and the other two little buildings can be taken down is fine too. Uh, the main structure is completely secured. Uh there is no water, there is no electric on there because of course the city is very concerned that there might be a fire in that building. It is a concrete block building. Uh and it is not a fire hazard and we would be attempting to seek uh building permit and I do have a contractor to try to do the roof. I've had two of them look at it. It is incredibly expensive to have the roof fixed on that building. Uh but we are going to potentially do that. Now uh I have no problem in removing the other structures around there but the main building itself. Uh to have that condemned is arbitrary and capriccious at the least. Uh that is there is no need to do that. And if like I said we if it I I would ask that we give an opportunity to fix that uh through the timeline. My father paid properly. I think I think at the end of the day, you have plans to fix things up. You're okay with getting rid of some of it. Is that right?
Absolutely. And in fact, most of you all know that building. It's been there for a long time. And when I inherited that building from my father, it was a mess around there. And it has been vastly improved over the course of the last year. Uh there is still more to do, but it has been vastly improved. Uh the fact we're we're kind of I think we get the picture. The adjoining lot to the west is on a separate deed. Uh and that was the one that had the original notice. Uh so number two, there has been a considerable amount of boarding and stuff on there already and has been torn off at various different times because of course they steal the wood off of there. Uh my name is Mike Matson, 1305 Northwest Dash Avenue. We've been in a 2year lawsuit with the tenant that we've had there for seven years on this property. We finally finalized that lawsuit the end of August and we had to give him 60 days to vacate the property. We are under contract right now with this property be sold. Uh and the plan is whether they buy it, you know, uh close on it or whether we keep it is to demo the property. Panhandling has become quite a public safety issue. At one time we considered this to be an issue of homelessness, but none of our service organizations that work with homeless recognize the people that we all see panhandling at our busy intersections. Now, the challenge is when somebody's standing at a sign on a 45 mph road, even though there is the stop sign, they are either requesting that somebody get out of the car to receive the money, which is illegal, or they're planning to step in the street to receive the money, which is illegal. This plan, and I'm sure that you read it all, would limit where you could go. as well. We received a notification last school year. That's how long we've been working on this because there is a lot of concern about getting it right. But we received a request from LPS to limit panhandling around schools for public safety reasons. So now with that, myself and the attorney will be happy to answer any question you you have and if you don't have any questions, we would appreciate a motion.

Uh, as promised in our October meeting, uh, we mentioned that this is going to be coming in in November as a code ordinance for, uh, making shopping carts and or having provisions for shopping carts. As you know, we are currently in our no cart November uh, month or no cart November event. Uh, we are in our second week, which is area two. Uh, and this is basically trying to make it so that no cart November are a thing of the past and we have a forward thinking plan moving forward. Uh, and so we hopefully don't have this issue and we don't have to wait a year uh to to take care of these issues. Council, do you have questions?
Yes. U Mayor, Council Michael, um do we have enough employees or code enforcers to handle this policy as of now? So, it'll depend on how many shopping carts. Uh the hope is that by making this into more of a a retailer, putting more emphasis on the retailer that the retailers are going out there and taking care of these, thus putting less emphasis on the city workers. uh code enforcement as you know did increase the number of employees this last year to have one code enforcement person per ward but yes they do have a a heavy workload as well. Is it true that some retailers just don't want to be bothered with this?
Well council councilwoman Chapman I I can respond to that. Um, I I've been out in the community over the last couple weeks meeting with the retailers, um, socializing this ordinance with them because we need their buy in and we want this ordinance, um, to be more of a of a partnership. Like Michael was was saying, we want them to have more involvement because in the past over the past couple of years when we've had these conversations, it's been more along the lines of, okay, well, we'll just write the shopping carts off on our insurance policy. And there really wasn't much investment on the re retail side. That's not the case anymore. Um Walmart specifically rents a U-Haul um trailer every month to go around the city and pick up their shopping carts. And so there's going to be some more discussion from the retailers um in the town at the fee committee meeting next week and probably at that first council meeting in December when we talk about this is just the legal authority to pick up the shopping carts, but when we set empoundment fees, I I anticipate that we'll hear from them. Um, so that there's much more traction for this um than there has been in the past because um, you know, we've always had good partnerships with our businesses here, but I think that they're that they're seeing that it's not just a dollars and cents issue, it's a, you know, it's it's a community well-being issue. and and I I I think that there's more they have more skin in the game this time around if if that makes sense. But yeah,
other questions, comments or motions? Yeah, I have a I have a comment. Uh I I I too alone city managers have visited the Walmarts in my my uh in my ward and spoke with the managers. Uh uh u one of the uh important things I think uh and being a the chairman of the fees committee I think that this was important but one of the most important things I had been told at one time that they didn't care about the cards and and in my mind I thought they were riding mom but that's not true. uh she informed me that that that those cards are very important to them and uh they uh are probably going to come up maybe speak at the hearing, but but uh they they were at least she was very very uh engaging and really uh looked at this as being a a a partnership and and I too uh agree with that. I have done a bunch of research on it. There's many many states that have uh got uh shopping cart uh let's let's say to deal with this shopping cart problem and uh there is a a timeline as that needs to be worked out as to to when and how long the city is responsible for how long the the stores are responsible for as as as well as some type of of of structure for uh uh dealing with this. I when I spoke to her, you know, this is the the these ordinances that we make are not for the willing but for the unwilling. And so this really isn't uh something that uh we're doing to try to hold it over somebody's head. But but uh it is no doubt in W five, I take pictures of every car that I see sitting in an alley or sitting somewhere and and it is dollars and cents to them. So, I'm I'm looking forward to this being a a a very
good partnership with uh most of the uh shopping centers here in the city. Thank you, Mayor. And mayor, if I if I may add, um, one thing that that I think is also different this time around is, you know, in the past, we've just had the the Aldi example where they, you know, you put the coin in to use the shopping cart, but now you go to you go to Dollar General, they have poles in the shopping cart, so that prevents you from taking them outside. I know that Walmart has installed a locking mechanism on the wheel. So once you get it off the the premises, the wheel locks up. So the retailers are definitely doing more to protect their investment in the shopping cart. So So I really um I really feel good about the discussion we've had about this ordinance. Miss Williams.
Uh I did receive a um email from the Target manager and she was saying just need a little bit more time to be able to gather the parts because of the holidays that's coming up. Say that the Target manager, she did email sent me an email was just asking for a little bit more time where they be able to gather the carts up because of the busy holidays. Go ahead,

Um, I believe under the way the ordinance is written now, after some changes, the retailers are, we certainly encourage them to go pick up carts if they know they are theirs. But the goal here will be for the retailers to come and recover the carts in a place and after a process determined by the city manager. So, um, we think we've made it a little bit better, um, on behalf of the retailers.
I think I can explain that to what happened was originally this was presented that the stores would be notified where a cart was and they would have 72 hours to go get it. But the carts are on wheels and are typically occupied by somebody that moves them. So that didn't seem to be such a great plan. And we came up with this plan. Let's see how it works. Okay. Um so, our purpose here is to receive report from the housing uh from from me. um in consideration of tasks performed by the Lon Housing Authority and between the dates of 1 February 2024 June 30th 2024, Lton Housing Authority is seeking to recover uh $86,000 So, we were asked to um we were asked to look into this issue of this $86,000. Um and while we were looking into this issue, we found uh we discovered some things about this $86,000 that um that uh raised raised some questions. Um, first of all, there was no agreement from which to uh from which L Housing Authority could could claim uh the
$86,000. The agreement previous to uh the dates between uh between February and June of um the last the last agreement we found was 2019. Uh from September 2022 to December 2023, um the HCD had record of payments made to Lton Housing Authority. So they were getting money, but they're now saying they're owed um this $86,000 against no agreement. Um, the latest agreement between Lton Housing Authority and the city of Lton was signed three October 2024 and one amendment signed 6th June 2025 having no bearing on this um on this um issue on this $86,000. L and Housing Authority has requested that $86,000 um be refunded for the time frame one February to uh 30 June of 2024 again with no agreement. Um this was corroborated through phone calls uh to Mr. Jervis Jackson and Miss uh Anna Richmond who sent me an email stating that there was no agreement. Here you can see where we um where we found the monies that were uh that were allocated and um issued to um Lton Housing Authority. this 17420 two 174,222 uh dollars was was given to them absent a an agreement.
Um you will note the dates uh from February from 2021 there was no agreement signed between the city of Lton and Lton Housing Authority. depending your questions. This is my report. Okay. Has this been taken to the legal department? Yes, sir. Um we we we took this to um Tim Wilson two weeks ago. And has Tim made a ruling of where we are legally?
I I don't think so. Tim is out sick. Okay. Then I don't with and and uh Judge Akins has doesn't know anything about this. I don't see how we can even discuss it without the lawyers telling us where we are on this. Um Tim wanted us to originally we were going to bring forth an amendment to the expired agreement. Uh but since it really since there was no agreement for that time frame, Tim said it would be a brand new agreement that would backdate to that time frame.
We just had a backdate discussion concerning CDBG and home funds here about a month ago and I think there were several council members offended that somebody even brought up de back dating. So I don't know. I don't think that we need to be talking about debt back daily. Why don't we table this until Tim is available to give us his legal opinion of where we are on and we do not have a current agreement because we haven't received funding from HUD due to finishing up the caper and the environmental and government shutdown. So there's no current agreement with them.
Okay, I understand. Now, the other thing I think we need to do is make it clear that the Lton housing authority is not a part of the city of Lton. It is not an authority of the city of Lton. Exactly who it's authority of, I've never been able to figure that out. I've asked for a copy of their trust indentures. I could see who the beneficiary is and have never received that. potentially we need to file an open records request or they are if I'm not mistaken they're federal and it may be a freedom of information request. Can we do that? I'd like to know who the beneficiary is. We we can we can do that.
