Good afternoon. Appreciate everybody making it out here tonight for this uh D&D meeting. We uh want to make sure that everybody understands that the meeting is not about tearing down houses as much as it uh us uh encouraging uh houses to be worked on that are being uh uh pointed out by neighbors and friends. But I want to go ahead and call this uh meeting uh to order. Uh please stand for the invocation by uh Bob Wager and then uh the pledge of allegiance. All right, let's pray. Father, we're so thankful for another day that we can come before you and conduct the business of our city. We ask Lord that you would guide us and direct us with your wisdom and insight for the decisions Lord that would uh impact each and every one of us and be in the best interest of our community. Uh the mayor and mayor pro him weren't able to make it uh here. They had other obligations that they had to take care of, but we have a little bit of business to take care of. Tim, go ahead, please. Uh pursuant to council policy 16, when the mayor and mayor pro Tim are not here, the most senior council member will call the meeting to order. and and so that has occurred with Councilman Hampton doing that and now there has to be a motion to appoint a council member to preside over the rest of the meeting. Thank you. that u roll call uh was affirmative uh unanimously. Uh item number one uh that takes us to item number one under unfinished business. Uh uh adopt a resolution declaring the structures located at 406 Northwest Meetbook Drive to be dilapidated pursuant of section 651 Lton City Code ordering the owner to abate the nuisance authorizing summary abatement and authorizing the city attorney to commence legal action in the district court to abate the nuisance. John please. Council 406 Northwest Middleberg Drive originally came to council on 225 of 2025 and tabled on 325 2025 812 of 2025 uh to let the property owner work with insurance. Uh property owner has uh since then spoke to him. Uh his plan is actually to tear down the structure. Uh no permit has been pulled or work done to the structure other than the removal of the roof. Staff recommendation is for council to to have the structure declared dilapidated.

That motion uh passes unanimously. Item number two, adopt a resolution declaring the structures at 2334 Southwest Cornell Avenue to be dilapidated pursuant of sections f 651 lot city code ordering the owner to abate the nuisance authorizing summary abatement and authorizing the city attorney to commence legal action in the district court to abate the nuisance. John 2334 southwest Cornell Avenue originally came to council on 99205. The property owner stated that they had a contract to sell. The structure has damaged roofing, siding, uh damaged siding, damaged trim soffet, and broken windows. The structure was uh excuse me, I already said that. As of this morning, the same owner is listed with the county and no permits have been filed. Uh staff recommendation is to proceed with declaring the structure dilapated.

Whitlow Avenue for section 6111 108 section D that states after 108 days, the property will go back to the city council to to specify authorization by the council. John
1507 Southwest Dr. Charles W. Whit Low Avenue, originally brought to council on 326 2024. Uh the property owner started pulling permits on 726 2024. Um as you can see, no work has been done to the structure and no permits have been uh and no inspections have been called on this structure. Staff recommendation is to proceed with the demolition process of the structure. And we have had a public uh We have Yes, sir. Okay. Uh any questions or comments by the council? If not, uh I'll need a motion, please. Move to approve a resolution declaring a structure on the property dilapidated. I think what was your recommendation? I'm sorry.
Is to proceed to basically deny his extension of permits and proceed with agreement to my bad. Please continue. No problem. Public nuance and authorized Madar is set forth in the resolution.
Council, so the council has already declared this property dilapidated. That occurred many months ago. What's before the council now is this person had time to pull a permit and do the work and and what what John is saying is Jonathan is saying is that at this point there's been no progress and so we're now back to whether or not council wants to grant an extension or not. Staff's recommending no extension proceed with demolition. That would be the motion. That is correct. Okay. I motion that the the permit not be extended. and proceed with the demolition. Okay. John there there's been a public hearing.
Yes, sir. John, so 206 Southwest Park Avenue was declared dilapidated on 326 2024. Um, and the property owner has continued to pull permits for remodeling the structure and has had the adequate inspections done on this. The structure does have a new new windows, new doors, new roofing, siding, and trim. Staff recommendation is to allow the property owner to pull the permits to get this and get the proper inspections needed to have a CO issued on the property. Are there any questions and comments? So, right now it has currently has lights on right now and I'm just trying to understand I don't understand how it got to the D and D list cuz I wasn't informed properly. Um, did did you buy the property after it was put on the DND, sir? I bought it from the auction
at the Treasury or Rhonda. Okay. It would John was it already on the DND at that time? I would have to look. Uh, John, we have people here that are here to to to uh speak on some some of these items. And I guess we're going with 305 Southwest 19th Street first. Is that correct?
Yes, sir. 305 Southwest 19th Street does have an active water account. This structure does have damaged roofing, siding, and trim and has a damaged foundation. As you can see in the pictures right here, you can see the center blocks are actually uh portraying from the bottom of the house. uh put we posted on the property on 101 2025. As of this morning, no permits have been filed. Property owner want uh did speak to the property owner o earlier this week and they were wanting to remodel the structure. Any questions? the podium, sir. We need your name and address if we can. Uh, I'm Robert Bishop. I live at 610 Northwest 82nd Street. I am the owner of the the property at they're talking about 305 Southwest 19th. I inherited from my father years ago. Uh, I was a little kind of I've have other rentals and stuff and and had also, you know, neighborhood services. One time there, one of my renters parked an RV, got a call from them, got it moved. One of my renters set out some furniture and I had it moved. In fact, this the same structure here at Arm 30519 had some low hanging limbs. I went and took care of it. And so I was a little surprised when I got this letter. It says no, it's vacant structure. There isn't an active water account. So, I was a little I thought, well, so I called up my renter and I said, "Hey, are you still there? They saying it's vacant." And he says, "Yes, he's been there for 15 years. He's been living there for 15 years. Uh he's a kind of a he he has minimum wage jobs. He was, you know, he worked as a dishwasher for Golden Corral. So, I keep the the rent for I I really make nothing on on the property. I make nothing on it." And uh you know during COVID I let him stay there for nearly two years without paying anything. Uh I see that it did I did I did go get some paint. I called uh I went to once I got this I asked him about went down the list and I said do you have rodents? And he says no I don't. He says Mr. Bishop I hadn't seen a rodent two as far as a mouse in two years. And I says well do you have it in insect infestation? And I said, "Cuz you know that I'll have your house sprayed." I said, "I don't put up with roaches or bugs or anything." He says, "No, Mr. Bishop." He says, "I don't have
anything." I said, "Okay." I was a little surprised. And I said, "Well, the roof." I said, "Are you got a leaky roof?" And he goes, "No, Mr. Bishop." And I said, "Is the floors inside are sagging or anything wrong?" He says, "No." He says, "I'm very comfortable." He says, "My house is clean." Uh, and I said, "Well, they're they have it on destruction list." And he says, "Well, if they take it down," he says, "I'm gonna be homeless." And I said, "So, well, we're going to I want to see about taking care of this." So, I've got some paint. So, I went down to Owen Multi-purpose Center. Went in there and said, "Hey, I got this letter." And talked to the and I don't know his name. It was there was a big room and he was sitting in the center and I told him, I said, "Hey, this is an active I said, I got a renter that lives here." I said, "This is this is not a vacant structure." And I said, "He has an active water account." And he says, "Mr. Bishop. He says, he says, "We're going to check in on this and we'll get back with you." I said, "So, okay." I said, "I appreciate it." So, I I wasn't really kind of sure. I I went over there and saw some of the stuff, the how that's been pulled out. Has been that way for 15 years. It's been that way for 15. I remember when my dad was alive, I'd go over there and help him with it, mow the lawn and stuff, and it hasn't moved out an inch. The floors inside are not sagging, so I wasn't worried about it. the renter wasn't worried about it. So, I just really didn't do anything about it. But, you know, if if it bothers somebody in that neighborhood, it and I admit it does need some paint. It does need some work. And so, I did I did I've got some paint. In fact, when I went down to neighborhood ser, I said, "Hey guys, I got I went and got $200 worth of paint to paint this thing." You know, I I even got some cinder blocks and I went over there and uh and I got some cinder blocks and I took all those blocks, me and my my old wife, we got out there and we just pulled those blocks out and put some new cinder blocks underneath it. It
was it's an easy fix. And uh but I was really kind of taken aback that I went down there to Owens multi-purpose center. I made contact. He says, "I'll go out and let me know what I need to do." And he says, "Okay." The next thing I got, my wife, I come home, she's a little upset. She says, "I had a sign for this letter. They put you on the DND." And I said, "What?" I said, "I went down there and talked to him and they said, "They're going to get back with me on what I need to do." We already went down there and and we took the weed eater and we, you know, we did some cleaning up. There was some limbs and stuff that was out there. We hauled them off. And I want to know what I have to do because I was born in Lton, Oklahoma. I've been a citizen of Lton, Oklahoma. I've been working for the city since 1987. I'm almost been working for the city for 40 years. I don't want, you know, so I I don't want a problem with this. I don't want any problem with the council. I don't want any problems with neighborhood services, but I what I need to do because I even asked the the gentleman, I said, "Well, would you like to buy this?" Because once I'm gone, I'm I'm getting to be an old guy. I said, "Would you like to have this? I'll I'll do the rent to own. And I said, I'll keep your rent the same way. And I said, "That way you'll always have a home." And he said, "No." I said, "No." I said, "Man, this is a pretty sweet deal. I'm going to sell it to him for under $10,000. You know, I'm going to" And he I said, "Why not?" Kind of hurt my heart a little bit. He says, "Because Mr. Bishop, I don't have the money. If the city comes after me like they're coming after you, I can't I won't be able to fix it." and they'll the city will take my house away from me. And he said, "So, I'd rather you have it. Keep it up." I said, "Okay, good." Here. Well, what council, I'm just here to to let you know whatever I need to do, I'm going to do.
Yeah. It sounds like you've done quite a bit of of of work on this. Uh John, you guys have you guys been by since he's done all this work on there? No, sir. Not since. Okay. You we we we believe your story. It sounds like I said that's one of the things I I've I've tried to be being a citizen of, you know, an employee of the city of Lton. I try to be as, you know, honest. I'm an honest guy. Yes, sir. Yes. It sounds like sounds like a job that will have to check it o over again and take take a look at it. Uh did you have anything else? No. Like I said, I just like I said, I I my dad took care of this guy. I've been taking care of this guy. I just don't want to be be out on the out on the street.
Yeah. Sounds like the house is uh that you've done some work on the house and whatnot to go. Councilman Hampton, I I I recommend we table this for a later meeting and come back and revisit. Sounds like neighborhood services needs to go back out and check the property. So, I I think tableabling it is appropriate under the circumstances. Okay. Well, let me u Yeah. Good afternoon. Uh ladies and gentlemen, uh my name is Marco Franco and um I live in uh 2824 Northwest uh 24th Street. Okay.
So we bought the house um like two years ago. Actually my house when I my house where I live right now, it was I bought it from a foreclosure. It was a lot a house that needed a lot of work, but I fix it really nice because I do construction.
Yes. And uh I think there's a lot of house that has potential and I totally agree what the city is doing, you know, skipping the I've been living here for 15 years and I think the city is doing a really good job. Um so we bought the house two years ago and since we bought this house, we haven't we have a we have have a hard time because in that neighborhood there's a lot of homeless. So we always cut the the grass since we bought it. We cut the grass. We got a new roof. Uh there's always like a shopping carts from Walmart. We already took like two or three trips. So So we've been uh we've been working on the house like cables, um the grass, trees, the fence, and our plan is actually to fix the house like everything uh windows uh siding, whatever needs. But this one is been it's been hard. Uh I was telling uh Mr. Joshua he from the neighborhood uh uh he went there and we checked the house that uh yeah we were afraid uh actually the neighbors told me that there's always a lot of homeless there but so we got the the letter from the neighborhood services uh September 9 and so we tried to get the permit. My brother-in-law he went to the city but they told him uh that it was online. So, we were having a hard time um with the permits, but and then we went back and somebody somebody helped us at the city. So, right now we uh we we submitted the permit.
Yeah. You know that uh if uh uh the council puts it on D and D, you can still work on the house and and get it ready. We're not we're not looking to tear down your house. You have about six weeks if you don't have a permit yet to pull a permit and get with these gentlemen and they'll let you go ahead and fix your house. So, we're not we want the same thing that you want and and that's to get the house fixed. So, uh you you still have you do understand you still can work on that house uh and pull pull a permit put a permit on it. Yeah. Was there anything else? No. Yeah, we we working soon.

So uh did I hear you right, John? You said they pulled a permit on October the 7th. No, they applied for a permit on October 7th, but they had trouble getting it. So it's in the system right now. It's being reviewed currently.
So you got a contract under review right now. So that means that they have applied for one, but you still have to meet somewhere in that six week range to get started on bringing this up to date and then you'll be inspected and it'll be an ongoing thing. So we're not going to tear your house down, but we are I am going to make a motion that we put it on the DND. That means you have to get busy and keep up with getting it fixed up. How long have you owned the house? Uh two years.
Two years. I think it's time we get started. So, having said that, I'll make a motion to uh approve the resolution declaring this structure on 403 Southwest 25th Street a dilapidated public nuisance and authorize the abatement thereof set forth in the resolution. And before we get a motion, just so the homeowners understand, when Councilman says, "We don't want to tear your house down," but you do have to make progress. Hi, my name is Brian Cobb. Uh, I live at 1515 Southwest D. Have for the past four years. Uh, when I got the, uh, notice of hearing. I started working on the house and I've got pretty far. I I just recently got the money to start the roof. Um, I know it's kind of run down, but the mom left it to me for well, four years ago, and that's the only I got to go. So, uh, I really appreciate you letting me keep working on it.

So, thank you for being here tonight. Um, so, Andrea Morman, will you come up? And, um, Stavis, you want to come up, too? Now, come on up, Savis. So, come come closer. I won't I won't bite you. Um, Andrea has been an employee of the city for 24 over 24 years now. She is our deputy administrator um for arts and humanities. Her her husband Stavis also works for the city of Lton in arts and humanities. And Andrea is really um she's kind of the indispensable person in arts and humanities. Her boss Jason Pudriier is very good at coming up with ideas and making big plans. But Andrea is the one that puts them to uh puts those task and makes those tasks happen. and she uh she was such an instrumental part of the birthday celebration that recently occurred and the freedom festival. It was a wild success. There was a lot of different things going on with the drones and the fireworks show and but for Andrea's involvement with both of those events, they certainly would not have been successful as they are. And so Andrea is kind of a behindthescenes lady. She doesn't necessarily seek the limelight. Um, but we just felt that those events were too successful not to recognize her. So, please give Andrea a round of applause. [Applause]
[Applause] That brings us to uh item number two. Uh receive a presentation regarding STEM activities from community community-based organizations. Yes.
Okay. I'm Bernita Taylor and I am the facilitator for the nonprofits for our STEM uh consortium. So, we have five STEM sites. Abundant Life, Red Shield, spread the word powerhouse and Mike Community Development Resource Center, better known as Mike Technology for the kids. Next slide, please. So, um these are the number of students that were enrolled. You see a total enrollment of 173. Next slide, please. Um these are the the demographics for them. Um we don't have have all demographics because we only have a short time but you can see we were diverse um and we had 1273 and these were all diverse children on the norththeast uh west and south side of Lton. Next slide. Our teens are the youth who serve the meals at all of these sites. And um we had 24 teens this year and these are their demographics. Next slide. These is the number of meals that those children served. 8,245. Next slide. These are the costs for the camp this year. And just two bold numbers that I'd like you to recognize. The total reimbursement from you all, the city of Lton, was $52,776.31. The total cost that came through the nonprofits at their own investment into
this program was $83,443.17. [Music] And with that said, we'd like for our individual youth to come up and tell you what experience they had with this. You you know who you are. Quickly. Hello, my name is Antonio Gonzalez. I actually have five children that attend the STEM program. They all enjoy it. Um, I think it's beneficial as far as education, uh, science, math, and technology, uh, is taking over the world. So, it's always a blessing to see them have fun and and learn in the same time. Hello, I'm Maveris. I have two children that attend the Mike Technology Center. I really love all of the activities. The kids come home charged up, excited, showing me all of their projects. Science is big in my house. I work in the medical field. So, I do enjoy the fact that they do have these programs at my technology center. My name is Cletus Reeves. I'm a parent to two of the children that participated in the STEM group uh STEM camps this summer. Um we were at Abundant Life. Uh my children kept raving uh not only about the activities and excited about the what they learned but also about the meals, the breakfast, the lunch. They were really glad they came on and tell me every day what they ate. So uh I really appreciate you know the city and for what you did and I hope that it will continue. [Applause]
Good evening. My name is An Hamilton and I have two girls that participated in the STEM camp this past year. They've done it the previous year and they truly enjoyed it. I am in the finance field so I'm a little bit biased but they truly enjoyed being a part of the STEM program. So thank you for making this possible. You guys do fundraisers throughout the year and you raise money for school backpack drives. I understand that you guys raised money for um the Southwest Camper Center. So that's wonderful and that is wonderful community support. I think Miss Albertie wanted to add a few things. I did um some things left off but I do not I do know that whenever I call and avail yourself for the angel tree and the angel tree that I coordinate of is only for children with parents are incarcerated and so they come and help wrap the gifts for us and then whenever we call them to pick it up they're there to help us and it has been made it because sometime we have like overund kids on that on that tree so we're taking care of families the caregivers to help them out so they won't have to worry about Christmas toys.
Thank you ladies. That's wonderful community support. So let me uh read this proclamation for the mayor. He's in Washington DC otherwise he would be here and the mayor prom is nursing a a injured wing. So uh you got the B team up here tonight. So the city of Latin proclamation whereas deja vu social and civic club is a dedicated nonprofit organization committed to uplifting lot community through charitable giving and service. And whereas the members of deja vu social club or civic club work diligently to raise funds for local charities and host special events that promote unity, civic engagement and community pride. And whereas the members of Dja Vu continually demonstrate their commitment to service by donating school supplies to local elementary schools, preparing and serving meals at homeless shelters, restocking community blessing boxes monthly and volunteering their time whenever the need arises. Now therefore, I John Ratliff, city manager of Latton, do hereby proclaim deja vu social and civic club as citizens of the month for October 25 on behalf of the city of Lton. And we all know that with uh breast cancer awareness, early detection is extremely important. Does anyone have anything that they want to add before I jump into the proclamation? Um we stand here with cancer surviv. I am a cancer survivor. Um also we stand here on today commission as her fight is our fight. Whether it's a mother, a grandmother, maybe it's your sister, maybe it's your next door neighbor, maybe it's your best friend, but we let let you know that we stand with you in this fight. Put your fighting gloves on cuz we're ready to battle this battle and let you know that we care about. And I'd like to give a shout out to Cat O'Neal. She wanted to be here, but she's in a fight. And so, um, and others are in the fight, but remember them that they stay in the fight. Stay in the fight. Don't get out the fight. And we're winners. Okay. Now, that that's a really tough act to follow, but I but I will add that October is National Breast uh uh care awareness month and we have the council and a lot of council members have the pink ribbon on for breast cancer awareness. So whereas breast cancer is one of the most diagnosed cancers among women in the United States and remains a leading cause of cancer related deaths and whereas per oh early early detection through regular screenings, selfexaminations and increased awareness greatly improve survival rates and outcomes for those diagnosed with breast cancer. And whereas continued research, education, and access to quality care are vital to prevention, early detection, and treatment of breast cancer. And whereas countless survivors, advocates, health care professionals, and organizations work tirelessly to raise awareness, support patients and families, and advance the fight against the disease. And whereas during the month of October, communities across the nation join together to honor those who have been
affected by breast cancer, celebrate survivors, remember those who have lost their lives, and recommmit to supporting progress toward a cure. Now therefore, I, John Ratliff, city manager of city of Lton, do hereby proclaim the month of October 2025 as breast cancer awareness month and encourage all citizens to participate in activities that promotes awareness and support of those impacted by the disease. Thank you, ladies. [Applause] Okay, last proclamation. We have white cane awareness month. And we'll wait for their organization to come down. And um for those of you who may not be familiar with um the White Cane organization, it raises awareness for those who are legally blind or for those who are vision impaired. And in the United States currently, we have um six million people that are visually impaired and we have another million that are considered legally blind. Do does anyone want to say anything? I get to be the spokesman. Um my name is
Tom Love and um my wife is visually impaired, Kay Love. But that didn't stop her and that's why we're here for the White proclamation. Just because we have people that have problems with sight and that are blind and may not be able to see, that doesn't stop them from doing anything. And my wife is I consider a comet because she was blind and she completed college here at university uh at Cameron University. She finished it with a 3.87. She went on to U and was the first blind woman to graduate with a master's degree in social work and then she came back to Cameron and taught as counselor there for 24 years. Kay was also with working with the city all the time. She helped bring back the bus system to Lton, Oklahoma. And there was many other activities. But the Lton Council of the Blind is here to make sure everybody's aware of people that have a white cane to be watchful for these individuals. Christmas time is a deadly time, especially at Walmart when they're trying to shop, as you see going down the aisles and things like that. visually impaired people are just not noticed for some reason. And that's what we're here today is for people to recognize the white cane and sort of step aside a little bit or they'll sweep with a cane and maybe get you. But we would like a lot in area continue our stewardship together and the awareness of white cane and the visually impaired.
Okay. Thank you sir for sharing that. Whereas the white is used by lot residents who are legally blind to allow them to navigate our city and access public places, schools, and businesses. Whereas with proper training, people using the White Cane can enjoy greater mobility and safety by determining the location of curbs, steps, uneven pavement, and other physical obstacles in their path. And whereas the white cane has opened the doors of opportunity to thousands of blind Oklahomaans by enabling them to travel freely and independently in their communities. And whereas the white cane is now universally recognized as a symbol of blindness that improves the safety of blind pedestrians by alerting drivers when a visually impaired person is crossing a street, parking area, or other areas open to the public. And whereas Oklahoma law requires vehicle drivers to come to a full stop at least 15 feet away from a visually impaired pedestrian using a white cane or a dog guide and take such precautions before proceeding as may be ne necessary to avoid an accident or injury to the person who is wholly or partially blind. And whereas to honor the many achievements of the blind and visually impaired citizens and to recognize the white cane significance in advancing independence, the United States Congress by joint resolution approved October 6th, 1964 as designated October 15th of each year as White Cane Safety Day. Now therefore, I John Ratliff, City of Manager, City of Lton, do hereby proclaim October 15, 2025 as White King
Safety Day. [Applause] [Applause] That brings us to reports by the mayor and council. Uh let's start down there with Councilwoman Williams.
Okay. I just like to say um a big thank you to the Catlas Behavior Center, community volunteers, and myself. We have completed the W 7 painting projects in Lton View area. Thank you all so much. A big thank you also to the John and Cooks Real Pit Barbecue, Councilman George Gil, and myself. We donated free meals uh for the citizens uh who signed up for free meals for the senior center of creative living and the free wheelchair ramp. If you came on October the 3rd at the John the Cook Barbecue, that's where you got your free lunch, good delicious uh barbecue sandwich with a side and a drink. And also uh the free wheelchair ramps you can sign up through the law and ambulance chapter. We're thankful for they were there present. you was able to get signed up and 10% of the proceeds which we uh while we were there will be given back to the senior center of creative living in the louden box chapter. Also like to give a big thank you to our enhancement uh enrichment parks recreation department. They're doing such an outstanding job with our parks. Thank you all so much.

Thank you, mayor. I'd just like to say if I hope you were able to join us last Saturday at the park as we opened up the new kids zone. What a wonderful time. I tried to get in there and go down the slide and or not the slide, but the merrygoround and the kids wouldn't let me on. Uh but we had a wonderful time and it was great visiting with some of our fellow citizens. Uh thank you for sharing. you know, you shared well, you were so thankful to see this happen and be done. Uh, you know, as as a another fellow citizen, uh, who also is privileged to serve as your councilman in W 6, let me just say we're all thankful for the opportunity to celebrate events like that, which enhances our community because Lton is a great place to live and raise a family.

Uh, yes, I would be remiss. I had some wonderful green beans uh from the farmers market. The guy told me I got the last of the green beans, so I guess you guys missed out if you wanted green beans. Uh make your way out to the farmers market. It's a good time to meet people and get some foods. Uh uh on a serious note, I wanted to uh uh publicly welcome my son home from the war. He was over in the Middle East for the last six months uh uh in harm's way. I know that there's a lot of other veterans and a lot of other families that have family members that uh are serving and protecting our freedoms and our lifestyle here. So, uh I just want to say a thank you to all of them and welcome home Daniel and welcome home to all the other veterans that uh were out on theater. Thank you,
Mr. De. Glad he's home safe, Alan. Good thing he's home. Uh, so many things we'll talk about or could talk about, but we won't tonight. But I just want to bring you up quickly on our roads and our structures that are going on. We really haven't talked about all the uh uh water lines and sewer lines, infrastructure that Rusty's been heading up with his bunch and his engineering group over there. Uh over 150 million dollars worth of water lines and sewer lines we've been working on. And I'm sure you seeing a lot of ground tore up and a lot of roads halfway open because of that. Which brings me to 38th Street. It's getting about halfway done. So, it won't be too much longer that will be open, a complete new road. And bids went out this week. We're going to turn the corner on 38th Street on Lee Boulevard and go all the way to 52nd Street all along the front of the vote there. Well, that'll be a brand new road also that we're working on putting in. So, u things are really moving in Lton and uh we'll be able to get even faster to the farmers market. Allan.

Bit more. A bit more. Yeah. Listen, I want to about a week and a half ago, we had a big event over at the cancer center and we we could not have done it without a lot of volunteers we had, but also we had a great amount of support from the city of Lton. The fire department, the police department, uh streets and parks folks really helped us out and they couldn't have been any better. So, I just wanted to pass that on. Very grateful for their uh their help with us. and one other one other item. The ladies that were down here are gone now, but I've seen a bunch of them at from where I work on a norm on a daily basis anyway. And I just we really appreciate their support and it's an honor to serve not only them but everyone else who walks through the doors of the cancer center. So, thank you,
Mr. Manager. Mayor Pro Tim and Council, I'm gonna give Joselyn Wood just a minute here to talk about trunk or treat and steps under. Okay, go ahead. Hello. I was here just a few minutes ago.
So, yes, just to kind of give you guys an update. Oh, first of all, I'm Jocelyn Wood and this is Ralph Pew. Um, he's my boyfriend, but he also does the websites and he supports me with all of this and helps me with it. So, I really appreciate that. So, I asked him to come up here with me. Um, as far as Parkco Treat, right now we have over a hundred businesses signed up to pass out candy. Last year it was about 38. So, um, kind of been busting my tail going door to door to businesses and reaching out to organizations. And so, we had a humongous community support with this. Um, we have a lot more entertainment this year and it is this Saturday, October 18th from 2:00 to 5:00 in Elmer Thomas Park and Survival Flight. If there's not an emergency, they will be landing their helicopter to kick off the event. So, um, if you guys are able to, uh, come to that, just come on out. We've spoken about it before. Did you want me to mention anything else about Parkco Treat? Okay. If you guys see this flyer, please share it, but um, it is free to the public, so everybody's welcome to come out. Um, what I'd signed up to talk about this um this evening and invite you guys to is steps under stars and stripes. Um, I know I contacted you last year and invited you individually either by email or cell phone. Um, but I wanted to reach out and just come and and one just invite the public to it, but also invite you guys individually to this. What Steps Under Stars and Stripes is is it's a 24-hour walk for our veterans. It's to show continued love, support, appreciation for them and um basically organizations and individuals sign up for one-hour increments to carry the American flag. This event starts Friday, November 7th at 1 p.m. exactly, and it will end on Saturday, November 8th at 1 p.m. exactly. After um the flag stops moving, then at 1:30 we have a conclusion ceremony and the flag is going to be uh folded up by the Cameron ROC color guard and it's going to be presented to all the veterans that are there whether they um live at the VA center or not because that's where this event's going to be located is at the VA center on Flower Mound. Um but any veter any veteran that comes from the public, we present the flag to them and they accept it on
behalf of all the veterans around the world. Um it's a tearjerker. I know that um Councilwoman Serena came out last year. I know the mayor spoke last year. Um I know some of you weren't able to make it, but uh we do invite our governor, our representatives, our senators, and um our right sec this year. We invite we did invite the secretary of war and um the sergeant- major of the army fort is going to come out and speak. Um and I'm still looking for a guest speaker, but um we have as far as um the senior this year is Miss Oklahoma teen 2023. She's also currently Miss Brooktown and she won the talent award for Miss America teen. So, um I mean it's a really great event and it shows our veterans we we just support them. So, sign up for an hour to carry the flag. One thing that I do want to explain to the public and to you guys, if you go to the website steps under starsandstripes.com and you see like, you know, the hours one to two, two to three, three to four, any hour you look at, there are people that have already signed up to carry the flag, but you're welcome to still sign up with that organization or business. So like Representative Pay, he signed up for an hour to carry the flag. You're welcome to sign up for that same hour. So we could have 20 businesses and organizations carrying the flag in one hour. Um, and the flag cannot stop moving. It has to be passed off in relay style. Um, it's just there's a lot of symbolism behind it, uh, that I'll, you know, speak on at the event, but there's just a lot of symbolism behind it. And if you sign up, please come. Rain or shine. The soldiers never quit, so we don't want to either. Any questions about that event?

Yes, they did. And it it it was amazing because again, it's rain or shine. I mean, you commit to it just like the soldiers do, you know, and so um they they did. We had a tornado siren going off and it was pouring down rain and we still had veterans come out there with us and they hang out with us all day throughout the night and um the last couple years when the veterans have been down there with us. It'll be 10 11 o'clock at night and we'll say, "Hey, anybody want some pizza?" And we'll just have this pizza party down there by the pavilion when people are out there walking. So, it's a great time. Um on the pavilion.
Yeah. Oh, um Bars is providing 500 hot dogs. So the on that next day when we have the um the hot dogs are going to start at 11 o'clock on November 8th. It's free. Um and Arvest Bank I they I asked them to cook the hot dogs and they said yes. And then Pepsi provides 500 drinks. Um and nothing but cakes is providing buntinis um I guess little miniature bunts. Yes. In the morning. And then um yeah so if you can't walk you can still come to the conclusion ceremony at 1:30 to support our veterans. So, um, so Shandra is our new director of finance. Um she hails from Witchaw Falls. Um she is a proud graduate of Texas Tech University. Guns up. And she is a um dedicated and um professional finance public servant with over 30 years of experience. So I'll let her introduce herself.

And, um, but over 30 years of experience, I have public accounting, um, private as well as government. and I'm thankful to be here and I look forward to getting to know all of you and working to make an impact with lot and that goes for you the citizens as well. No. No, sir, I don't. Well, I just want to I want to take a second and thank uh Councilman Hampton and uh city manager for standing in for me. Um I didn't realize how many things you can't do if uh you don't have the use of your dominant hand, but um I I was very happy to see all the STEM activity tonight. Um, I wish that they were still here so that I could tell them how much I appreciate the fact that they are spending their time there. There you go. Spending their time um teaching our youth um different things that that they were they will eventually find that to be applicable to their lives. Whereas a lot of us went to school early on and kept saying, "When am I going to need to know this?" and come to find out 50 years later we didn't need to know that. Um but there's a lot of things that we did need to know that we didn't get told. Um and so I'm so very happy and I think we're really really making a a dent and having an effect on our youth in Lton Oklahoma through the STEM activities. Um that brings us to the consent agenda. Good evening. Cameron Good usually does this, but he's out on paternity leave. His wife had a baby this week, so I'm filling in. And so hopefully we'll uh we'll go through this nice and smooth. I know turn helps if you turn it on. Ah, okay. This is the south half of block seven of Len View edition. Um the applicant was Buller's Investment Group. They are the property owners of lots 22, 23, and 28 and 29. Um they have requested a resoning from R1 to R2 for some duplexes. Um you may be familiar with some of their development in that area. They've done quite a few duplexes in that area. Um during the review of this um staff recommended to the CPC that we go ahead and administratively approve or administratively request a resoning on the extra lots. Um it's the fill in. So it's not spot zoning and it does open up for future development um for that area. As you can see by this aerial, most of this area in this town is vacant. And so we figured if we could administratively reszone it, it would be developer friendly and we could maybe cut out a step for future development. Um, it's currently surrounded by R1 to the east, south, and west, and C5 to the north right up against Lee. And the proposed is a duplex. So on their lots that they own, they propose duplexes. Again, this is just one of the examples they have done in the area. They have done several. Any questions? Oh, I guess a public um public hearing was held in front of the city council on August 28th, 2025. The CPC recommended approval with a 7 to zero vote. Um notice of the public hearing was mailed to 43 property owners within 300 ft and was requested or was
published in the paper on September 21st. Any questions? Seeing none from the council, I would open a public hearing. Uh, anyone desiring to speak on this issue, please come forward. Front and center. Front and center. Hi, my name is Scarlet Russell. I live in the Lton View area. My question is the duplexes. Uh what is the criteria for getting in these duplexes? I hadn't heard anything about, you know, who they are built for. Are they built for the constituents that lives in Roen area or how we go? because we hadn't heard anything.
This is just by a private developer. The private developer applied for the reasonzoning. Um he's built several duplexes in the area and so he's just continuing um to build these. Most of them they're sold almost immediately and so they're um you I'm not sure exactly what the price is, but he does target the lower to moderate income. He's trying to make affordable housing and so there's a little bit smaller footprint but he's his goal is for affordable housing and redevelopment of this area.
Well, I I had a little talk with him. U he was the one doing the development. I asked him I said well any of these duplexes gone section A? He said absolutely not. So, uh, you told me a one bedroom is 1,200 a month, two bedroomedroom is 1,400 a month. So, I don't see how anyone in that area can afford that, you know, without a a good job. and all the tags that I see are people coming in from Texas, California that can afford these new application.
Yes, I understand. But I just wanted to know. Thank you. Anyone else like to speak on this item?
Yes, sir. My name is Timothy Loftess and I feel like these guys that are doing this resoning are not paying the people what their properties are worth. They're giving them $250, you know, and prices like this for half acres and whatnot. And they're not paying these people that the money that the properties are worth. And I feel like that's a unjust that's very unjust. These people are, you know, been living there for so many years and some for generations. And I feel like they need to be paid more for what their property is worth cuz my my mother her mother's house was torn down and she didn't receive any benefits at all from that. You know, it's just a dilapitated property. got destroyed and now, you know, she's not benefiting from it at all after her family's been living in that neighborhood for what 70, 80 years, you know, for generations. And there's a lot of those properties that are being paid $250, $200 to buy these properties, and they're not getting paid the money that they deserve.
And I appreciate you coming and and letting us know your opinion. Yeah, I just think they should get paid more. My mom, she she owns a property there and I feel like that lot is a lot worth a lot more money than what they're they're willing to pay her. Yeah. And that's definitely between her and them. Right. Any other individuals want to speak on this issue? Seeing none, I'll close the public hearing. What's the pleasure of the council? Um
Oh, I'm sorry, Sheree. I've had um several of my constituents to speak to me concerning the uh the duplexes and I just need to gather as their representative um more information. So at this time I mean if it's some action to be taken I'd like to have more information brought back to council. What information are you looking for? Um, they're wanting to know the cost for the duplexes. Also, why there's only uh two bedrooms instead of possibly three bedrooms and more information. Okay. Again, this is just a private developer. He's requested the resoning. Um, you know, those questions would be for him, but that's not anything that the city inquires um when processing a resoning application. And we do have a site plan. It is a binding site plan. So, he would be required to build those duplexes unless we had another public hearing went through the process. again. Um I'm not sure if that's um I'm not sure where I would get that information from, but if we do postpone this, um it does require another public hearing and other notices to go out. So it's it's not a quick um deal about putting this back on the council again. It take a little bit of time, but I can I can get with the developer and and ask um and we can we can go from there.
Okay. I'd like to postpone it at this time. There's a motion to motion to table this until January the first meeting January of 2026. All right. No, not January. December the 11th, 2020 this year. the second meeting in December.
So, Donald is the second meeting in December. That's that would be December 9th. Is that correct? I'm looking. Yes, December 9th. My
um Mayor Pertton, may I make a few comments? Um this information was also presented at the at the city planning commission and they heard the details of all of this. I I don't know if the developer was there. I think they they were not. Um, but I I I think that there's some some issues with potentially postponing it for this long. We want to encourage economic development in our community. I think this action potentially cuts the other way. And um I don't think the the questions Councilwoman Williams to your questions are going to change by delaying this process for three months. So, um, I if we were going to delay, I think the right time to have done that would have been at the planning commission stage, but they've considered it. They've reviewed it, and they're recommending that council approve it.
And my concern in it is, and maybe it's just me, but this isn't like it's the city of Lton expending CDBG funds or anything like that. This is a private developer that purchased property from a private individual that's going to build a private home and then either rent it or sell it to somebody. That's totally their prerogative. It doesn't have anything to do with what any of the neighbors want or think. I mean, if it if they were going to multifamily or something, I could understand, but it's not going to a a higher usage or anything like that. But that's just my that's just my take on it R2.
And also the this if we decided to go to the R2 zoning that does not affect any of the single family residents. Everything that's allowed in R1 is still allowed in an R2 zoning. Just to make that clear.

Okay. This is another reasoning application from the same applicant, builder's investment group. Um they are requesting a reasonzoning of lots 4 5 8 9 112 1314 U 1920 2627 of block 62 lot view. Again, during the review process, staff recommend to to the CPC that administratively reszone the rest of the lots to induce um reszoning in that area and it did go to the public uh city council or planning commission on August 28th and was recommended for approval of 7 to zero and public hearing was mailed to 49 property owners within a 300 feet area on September 22nd and notice was posted in the paper on September 21st. And this is that block. As you can see, it's mostly vacant. The surrounding zoning is R1 to the north and to the west, PF to the east, and R1 and PF to the south. Again, their plan is to build duplexes on the lots that they own. The other ones are remain unaffective. That's a long title, but it actually has everything that we're doing today. So um this is the you know the city of Lton has two active project plans through the local development act. The steady project plan which is industrial development and this is the original one the downtown lot um economic development project plan which was originally approved in 2006. So, uh, you all, the city council established TIFF one in 2006. Um, and later, uh, this was amended and we established TIFF 2 in 2010. And TIFF 2, as you, as you all know, are is the Lton, um, maybe I don't know. It's the um, what is it called?
Oh, um, the Totten Town Center. You couldn't you could help me. I know.
The L downtown center. Um and you know we see the dicks and the coals uh the Hilton Garden in all part of that development. It was it was a lot of work. I mean it was it concert with the um lot economic development authority, the city of Lton, the lot urban renewal authority to to get that project moving. Uh unfortunately there were some some economic downturns that happened about the time this was this was going forward. Um re revitalizing dilapidated areas is is a very difficult task and a lot of things have to come together. Now, the L town center itself and the Hilton Garden in um are doing pretty well right now. So, the the the the stores are doing well. Um we actually have some interest in in in some growths in the area. I mean, Hatch just opened what a couple of weeks ago. Um now, in July, you all are aware the Lon Economic Development Authority approved a purchase and sale agreement for a grocery store on lot 8, which is the north section of the Lton Town Center. Still vacant. Uh has been since since uh 2010. Um and so that process is still in due diligence. Um still moving forward. I that's that's all I can tell you, but it's still moving forward. Uh and um what this does is it updates our project plan. So, you know, lot eight is vacant for the last 15 years. And um what this does is it updates that that project plan for that area and the other vacant lot lot three which is behind the the Hilton Garden in the little vacant land next to that substation. Those are both owned by the lot and economic development authority been vacant for the last 15 years. And what this project plan does this this proposed amendment all it does is take them out of TIFF 2 which they're in now and kind of start them over again. We don't add any area to the project plan or anything like that. uh budgets are updated because obviously costs are higher now than they were then. Um but the project plan does two other things. Uh we're we're it's
we're expanding the project area, not the not the tiff district, the project area to include um Elmer Thomas Park and um Central Middle School and Lton High School. The project area is where you can spend money. Now, you don't take any money from there, but you can spend money there. Um and to include that and also um it's it's appropriate since you just had a a presentation here this morning or this tonight. Um it puts it provides for STEM funding. Currently the the downtown project plan doesn't have any automatic STEM funding like like the steady does. It provides 10% directly to STEM for any of the new TIFF districts activated. doesn't affect tiff one and tiff two, but you know the any new tiff district activated after that would it would have 10% stem funding. So again, all you're really doing tonight is you're starting the process. You're setting the um review committee. Uh the review committee is made up of Comanche County U Kamachi County, Kamanche County Health Department, Great Place Technology Center, L Public Schools, a representative from city council who serves as the chair. And then um the chair will that representative will will make a list of seven names and the review committee will pick three um from that seven names to to fill out the review committee to review the plan. Uh that's that's really all you're doing today is just getting that process started. But I wanted to give you a little background so you knew what we're what we're intending to do.

There we go. So, similar to last year, we're going to be uh trying to host this event again in November. Uh same guidelines are out there. Uh citizens can place their shopping carts in the city of Rightway, just like they do normally for their bulk waste pickup. Uh it's still going to be picked up on their bulk waste pickup schedule with the exception of the last week of the month, which is going to be spread over two weeks due to the holidays for Thanksgiving. Uh it's not going to count towards our four cubic yards of bulky waste pickup. carts must still be empty and if they are full then it's going to be charged as out of compliance. Uh it's no cost to the citizens and if any citizens carts are missed during their particular week then they can call a solid waste division and uh we'll get out there and get that taken care of. These are the areas with the updated dates for this year. Again area four uh for the east side of town that's going to be the 24th of November through the 5th of December. That is a two-e period due to Thanksgiving falling in between there. We want to make sure that we have enough time to uh to get rid to pick up these carts. Uh as far as the shopping carts are concerned, they're free to claim by the owners. They'll be parked out or uh they'll be stored out behind the public works yard. uh we will have until uh they will have until January 31st of 2026 to pick them up after which they will be considered uh they'll be considered essentially waste and be disposed of in accordance. This is the location where those bulk pickup carts are going to be at. And then as a heads up uh hopefully uh this will be our last no cart November. We are planning on uh we have a an ordinance that is uh assuming that we have a pending or favorable legal review
