I'm just asking to use the Lawrence Field next to the Popham School, August 15, for the Back to School, Chico Samachuda Back to School event. This is an event I do every year. So this is an event I do every year. Chico Summer Shootout is a basketball league in my son's memory. He passed away 12 years ago. And under the league, we do this back to school event. Every year in different parks, so this year we're going to do it in the Lawrence Park and East Havel Street, so in Prospect Hill. We have food, hot dogs, hamburgers, backpacks, school supplies. We got a clown, we got music, and that's about it.

And my son did a league, a summer basketball league. And then under the summer basketball league, we do the back to school Easter event for children with special needs. And we also give blankets out to the homeless during Chico when it was his birthday in October. So we give blankets out.

Thank you very much for this event that you do over here. And even though what I'm going to ask you is maybe it's probably related with this, but how are you collecting funds and how you guys are doing all this while your league is actually struggling with the location that you have right now?
We usually have people, well, my family donate the supplies and stuff, and my friend, they donate the hot dogs, the hamburgers, and even my coworkers from here, from the city hall, they, everybody pinching. I usually do bingos and basket bingos, and I do like every other fundraising just to, to get through this.
But Chico basketball, the actual tournament, when it do well, you get funds from there to buy supplies and stuff like that to do your events?
Not really, because the league, we have to pay the referee, and this year has been more hard, because they forced them to go inside, and the school is charging them $11,000, and the police is charging them $9,000.
So it's a budget of $20,000.
And we have to pay the referee and the score girl and all that.
And you still want to do your backpack in the name of your kids?

I have food like hot dogs, hamburger pizzas, nothing special. You know, it's just my first year doing it. So I've been coaching in Lawrence for 15 years. I coached in Lawrence Hurricanes. I coached at Greater Lawrence. It's my great Lawrence Tech. I'm the freshman football coach there. I've gone on four years. I'm just trying to do it from trying to test it out for my first year.
Are you directing this to a specific institutions or you're calling out for public?
No, it's for public, it's for the kids, for the city, for the kids in the city. Okay.
Do you know that any speaker that you had on the ground you need to put a tower to the people who are attending, not to outside, so to bother the resident of the area. That's part of the things that we are asking. Cancel that, Rosario.
Coach, and what is the age of the flag football?
The age is going to be from... I'm doing third or fourth grade, and then I'm going to do... Older kids, I'm like 13, 12, 14 years old. Do two games and then like a little tournament type team, you know what I'm saying?
And you said you already have four teams, so like how many kids?
I'm saying four teams now, but it'll probably be more the day of because, you know, kids show up.
Roughly how many kids do you think that you're going to have? Roughly, just roughly.
I'm probably going to say probably about like 40 to 50 kids probably. Hopefully more, you know. I'm going to have a little couple, probably 100 book bags, so.

Good evening, councillors. Thank you. Elias Reyes, 360 Merrimack Street. Thank you for having us. So we're really excited about this. This is the Vision Zero resolution. I've been here before, we've been here before to talk about the Safe Streets and Roads for All grant that the city received to create a comprehensive safety plan. And so under that, or one of the contingencies to create that safety plan is to create a Vision Zero for the city of Lawrence. Vision zero means zero deaths due to vehicle fatalities. And unfortunately, the last five years, and my colleague can correct me if I'm wrong, but it's been, the last five years we've had about 15 fatalities due to vehicle injuries. and so Vision Zero is to have a safer Lawrence, and we have here tonight TEC, who is the engineering firm that was contracted through the Safe Streets and Roads for All grants through the Federal Highway, and they have been actively working with the city to create the Vision Zero plan. So they will be presenting tonight the resolution, and we're excited to be here.

Good evening, councillors. My name is Rana Samifat, 282 Mary Mack Street. I'm a transportation planner and designer with TEC. As Lily mentioned, Am I not? Okay. TUC is a consulting firm helping the Office of Planning and Development to develop a Vision Zero Safety Action Plan. So the city is recipient of $250,000 funding to actually develop this action plan through the SS4A that Lily mentioned, Safe Street and Roads for All program, and I would like to explain what is Vision Zero, why is it important for the city of Lawrence, and why we are asking for your support in adopting the Vision Zero resolution. Can we see the slides, or?
So what is Vision Zero? So it's a commitment that no one should lose their life or suffer a serious injury while traveling on our streets.
And it recognizes that mistakes happen, and people make mistakes. The pedestrian might misjudge traffic, and drivers might get frustrated or distracted. We want to make sure that our transportation systems are designed in a way that those mistakes do not result in death or serious injury. And Vision Zero is a proactive data-driven process, so we focus on crash data. and looking at the hotspots. And instead of waiting for the crashes to happen, we want to see what are the trends and what happened before to understand the safety challenges on a roadway. And it also, it's looking beyond just engineering fixes. It also looks into policy changes, enforcement, targeted education, and land use policies and operational practices, and community engagement. The goal ultimately is develop a transportation safety action plan that would be tailored for the city of Lawrence And it will be a follow-up to a study that Merrimack Valley Planning Commission did, and they reviewed the Merrimack Valley and then Lawrence was included. They identified some areas as part of that study, but this study will be just focusing on all the Lawrence area. And so why Vision Zero? So the need for this becomes clear when we look at the data. We looked into the recent crashes, and over the last five years, there were 15 fatalities. From 2019 to 2025 are the most recent crash data that we got, and 10,478 crashes happened. 200 of them approximately were serious injury crashes and about 1600 were minor injury crashes with 800, about 800 being possible injuries. So maybe like people involved, they did not seek medical attention at the time of the crash, but if we count those as some sort of, if it was a minor injury and they went to the ER after, they would all count into injury crashes. So we wanna know why are these crashes happening, and we also want to, recognize that the roadway safety is influenced by many factors and we want to know that what are, are there any social trends or any behavioral trends that are contributing to these safety issues And also, are there any roadway designs that are causing the issues? And are there any policies or development practices that unintentionally is causing issues that will end up in fatality crashes. And be mindful that our streets should be designed that when people make mistakes, it does not cost them their life or cause them any serious injury. So when this resolution is adopted, our work begins. So basically, TEC would, over the coming months, TEC would closely work with the city staff and the public and regional, the planning agency and safety departments to develop this safety action plan. Our work would include analyzing the crash data and looking into the areas with high risk locations. And we want to evaluate equity considerations and engage with residents and develop practical recommendations for improving safety. We will also look into existing policies that are in effect and want to identify new policies that would, procedures that can support safer transportation system in the city. And the work must be completed by the end of this year and at the end of it, it will provide city with a roadmap for improving the roadway system. So what we started, we didn't start from the scratch. So as I mentioned, Merrimack Valley Planning Commission, they prepared a study and also the city of Lawrence were investing in many transportation improvement projects. So highlighted in this map, you can see some different color circles, small circles, and then lines. Those are projects that are in design or under construction or completed within the city. And the green ones are the areas identified in the NVPC Vision Zero plan. And the little black squares are the locations where a fatality happened. And we will build upon these efforts and it will help us prioritize locations that we see urgent and we think will have greatest safety benefit. And this will allow the city to also coordinate improvements within each of the departments you know, coordinated better instead of just approaching single projects at a time. And it will create a more strategic and efficient process for any future investments. So this is the same map again, but here we're looking at locations that were not included in any other improvement projects. The more yellow you see, that means more crashes happen in those areas. And as you can see, some of these areas have single intersection have crashes up to 155 crashes over the past five years. And some locations may require engineering improvement, but they also might benefit from operational changes or enforcement efforts, public education, and policy changes. And the action plan, decision zero action plan would determine which solution is better for each of these location. It might be citywide, it might be specific to each location. So the action plan would help us identify that. So I'd like to clarify exactly what this resolution does. When this resolution is adopted, it doesn't require the city to commit to major capital spending or any construction projects. Instead, it would establish the city's commitment to transportation safety. And it formally adopts the Vision Zero principles, which is zero deaths, zero severe injury crashes, and supports a data-driven decision-making by looking into the crash data. And it encourages collaboration between different parts of the departments in the city. and eventually authorizes the development of a comprehensive safety action plan. So we're gonna, when the Vision Zero resolution is adopted, then this will allow us to move forward with developing that safety action plan, which we already started working on it. We have a task force and we are working to engage more with public but this is the first step that needs to be addressed before we can move forward with the rest of it. And just as importantly, adopting Division Zero strengthened the city of Lawrence's ability to compete for future state and federal transportation safety requirements. safety grants and many grants programs now look upon those communities who adopted Vision Zero and have a safety action plan in hand. the city can, you know, this resolution, when it's adopted, it positions the city of Florence in, you know, an advantage, you know, to take advantage of those funding opportunities. So with that, I respectfully ask for your support for adopting this resolution, and please let me know if you have any questions.

I love the plan, but there's nothing, there's not, I love when they contract the company, the company goes with data that is already in there and they collect the data, but the best data knowledge is councilors and district, and we don't get involved in that. I get every call when there's an accident in my neighborhood. and we don't get our mind used, or we don't participate in providing data. You guys got what the road says, what the police is in there. But we have little roads in our neighborhoods where the accident happens every day and people may not report it. We have, when was it? I was talking back there that it's where the crashes happen, where the speeding is happening, what people are asking for. And nobody pick up their brain. I mean, we go, data is picked to what is already in there. And we pay thousands of dollars with this consultants, whatever the consultant is, which I love, I love it. I'm all in favor of it. But we pay thousands of dollars for consultants. What they do is what I do. They go in. I'll go to the police station and say, how many crashes happened on Alder Street? And they're going to give me that. And I'll say, oh, that's a high thing. It's 15 crashes there. And that's how they do the work. But you guys don't use nine of us here that we get calls every day from constituents on how the traffic is out there, where the crashes are. I mean, where people are asking for... behavior changes like satellite or change that intersection, we engage on those conversations every day, 365 days a year. But we pay thousands of dollars on consultants that are going to just pick the data that is already in there, but they don't have contact with the everyday situation that we face, like counselors. I mean, I'm talking about myself, what I represent, I believe where the worst traffic is right now in the city. But I mean, the Consultants Command charges the city, and I love how they put it. Now we're gonna put, we adopt this, and the city is in a great advantage to take grants. Take grants for what? To contract more consultants and not pick our brains? Again, I love it. I'm in favor of it, but I want you guys to let us participate in this type of things. I mean, police officers, are they in there? You took a drive with me. Counselor, let's drive for your Wall Street and let's sit down 15 minutes on Alder and Hampshire Street so you can see their behavior. No, but they go and check the data. I mean, it's great. I like the plan, but... We are in contact with the people every day. We get the calls when the accident happened, with the complaints, what the worst areas in the city is. And we still go out and contract, outside contract with these lovely consultants that they talk beautifully and they put it in videos like they do. But we do it on a real life, on an everyday basis. Again, I'm in favor, but I would love the city to, that's why nine of us are here too, to put our input into this type of things that happen on an everyday basis that affect our neighborhoods, that affect our people. Where are you guys located? On Merrimack Street?
Yeah, 282 Merrimack Street. Okay.
So you see, the traffic on Merrimack Street is different than Hampshire Street and Alder. So from their office, they don't see what I see from Juniper Street. So they don't struggle to get out of the parking how I struggle and the car is flying by. We don't sit out on a table to have this conversation. Listen, we got this grant and we're gonna spend it in this. What do you guys think? We're gonna contract this consultant That's how I see it, but again, I love the plan. I think we should improve, but we got to do it more realistic. I mean, I drive up and down at the Allentown neighborhood where nobody wants to drive. I don't sit at home and pull out the data from the police station. I live it on an everyday basis. And that's how I think the city should, even though we should contract consultants, but you should pick your own people, our brains, and our daily activities that we deal with on an everyday basis. That's what I have to say. It's lovely. The presentation is lovely. I'm all in favor for improvement. I think traffic needs to improve. But we also need to look at another thing. We get hundreds of people coming in from different countries on an everyday basis. So that data has to change on an everyday basis. on an everyday basis. We have 20,000 more cars than what we had in 2019. So that data from 2019 to now is different. That's all I have to say. But again, I like the plan. I think we should go with this and see what happens. But again, We gotta be more realistic. Consultants, consultants are great. They coming from somewhere part of the city, they don't struggle like I do. And they don't have the data I do, the real data. You know, the car from the neighborhood, it's crashed right outside. And what are we gonna do with that street that the cars are crashing on an everyday basis, but just parked or whatever, so. LET'S SEE WHAT HAPPENS SO AGAIN I LOVE THE PRESENTATION BUT I THINK THE CITY ALSO HAVE NINE BRAINS OVER HERE WITH DIFFERENT SITUATIONS ON AN EVERYDAY BASIS THAT WE DEAL WITH THE PEOPLE EVERYDAY BASIS WE DRIVE OUR CITY WE DON'T PULL OUT DATA FROM THE POLICE STATION WE DO DRIVE OUR CITY ON AN EVERYDAY BASIS
May I add some comment? So I understand your point. And the reason we are hired to do this is actually gather all this information that you're talking about. So there was a salsa event that we created a map so that people can comment where they see as issue problems. So we want to bring everything that we see, including the crash data, but not just limited to the crash. more engagement, get more engagement from the public and also being in front of you to present this and also we were at the Board of Health to get their support for this so we can gather as much info as we can to find the strategies that's going to help with the issues in the city and the safety problems in the city.
Did you like to add anything else? through you, Councilor. And I would also like to add, well, I would like to say thank you so much for your feedback because I can put myself in your shoes and it may seem like we just get consultant after consultant after consultant. And I want to say that you guys are in luck because we're still in the early planning phases. So you are welcome to attend the Vision Zero Task Force meetings that we will be having on a more regular basis. We had our first Vision Zero Task Force meeting, I think it was two months ago. And unfortunately there was a little bit of a low attendance from the city. And I have here the Vision Zero Task Force committee members and we do have Councilor Celina Reyes, Councilor Franklin Miguel, on that and you should have received an invitation over two months ago to attend the Vision Zero meeting and so again, there's still opportunity to participate, provide feedback and all your ideas. What we'll do is invite you again and hope that you attend.
That's great. You know why it was low attendance? I can tell you, because you didn't invite me, you didn't invite none of us. We represent the people. I can invite the people from my neighborhood to be part of it. He can invite the people from his neighborhood that he represents to invite them. But if we represent the people, if we're not invited, if we're not part of the conversation, the people are not going to show up. We are the one that have engagement with the people on an everyday basis. And to be frankly honest, we're not part of any decision making on the city side, unless it's here now that you want us to adopt this resolution. But I wasn't invited to write the resolution. I wasn't invited to that first meeting two months ago. Can you bring the people from that? I have one of the worst corners, Lawrence, which is not there. Lawrence and Arlington Street, it's not there. It's the worst block in Lawrence. And I have the Rotary at the cemetery, which is the worst part of the city. And it's not even there. But we can bring that in. But if I was invited, I would bring those people from there. And you can hear how a struggle they have on those blocks. And they can talk to you what the struggle is. But if I'm not part of the conversation, how my people that I represent are going to be part of the conversation. But again, I love the vision. I'm all for it. I just think that to get participation and to get the real feedback, you need to get us involved a little bit more.
I will personally send you the invitation for our next Vision Zero meeting. I promise.

Yes, I have a, I'm not sure if she is there, but I want to say thank you to my colleagues, Councilor Rosario, for bringing out this beautiful comment because I think working together is very important to us. At the same time, through the presentation, I tried to find out, we include through the student, Lauren Connor Arlington Street, because I don't see through the presentation.
I believe that we're starting this. As soon as we get the resolution, then something else will get done, and now they can introduce all that kinds of streets and stuff like that, Councilor. But we'll listen to them.
Thank you, Councilor, because that's an area we receive a lot of phone calls and a lot of concern in this area.
Good evening, councillors. My name is Rene Fanini. I'm one of the city planners, comprehensive planners for the planning department. Just to answer the comments or questions about Arlington Street and Lawrence Street, that intersection is part of a different project that MassDOT is facilitating for the city. They are kind of like fixing the entire street to make it safer for children to walk to the school. And that intersection, I believe, is included in that project. It was actually the first part of the conversation about that project. That project is ongoing on the city side. We're already speaking with the community members or the supporters to the project so that we can then start probably next year with the construction phase. But that is already in conversations.

I just also wanted to add that we do have the fire chief on this task force. We have the captain also from the fire department, we have pretty much everyone from different departments, even the school department, even local nonprofits, and so we are being mindful of having as many voices as possible, but it's impossible to have everyone in the task force, but we do encourage as many people as possible to attend them.

Thank you for the presentation. It was good to know that we are taking, you know, the first steps to address one of the conditions that is actually affecting all the neighborhoods in the city of Florence. I will appreciate that for next meeting I get the calendar invite so we can, you know, be part of it. And I have to agree with my colleague, Councillor De Rosario, I noticed that in the map, at least in my district, there are other streets that needs to be included. We are the one that get the calls on a daily basis. Like for instance, I know that Ferry Street is, I didn't see anything on Ferry, Prospect or High Street and Woodland. So those three are major street that they fly through there. The people usually drive like it is a highway. So if you want to, you know, take some notes and add those and the intersection of Berkeley and Jackson, that area is also very heavy traffic and a lot of concerns. We receive on a daily basis concern related to traffic. I can be one of the counselors that probably call the police department every day. So I'm very active also in my neighborhoods, in my neighborhood just driving around as well as my colleague and making sure that, you know, our residents are I'm very pleased with the situation. And one of the main concerns is the speeding in the streets. So I just wanted to highlight that. And I'm in favor of this resolution, but I just wanted to bring that up. Thank you.
Thank you, Council. Thank you for the presentation. That was great, you know, and to know so many things regarding what is happening. But I agree with my fellow that we are not included. Practically sometimes the tax force, that is one thing that I already mentioned before, that we should, as a council, we should be invited to the tax force. In principle, things like this, that we need to participate, because we are the one who receive the phone call. We are the one that has to face the face of the residents. Anytime that they call us, that we have to call the fire department, the police department, so many other agencies, the inspection service. So we are the one who face the resident. and that is why we need to know what is going to happen, what is happening in our city. So like I can respond and I can speak with regarding Prospect Street and I didn't see practically this city, the council, Miguel, he's part of the District 8. I can respond about like Prospect Street is a very area. We have very heavy traffic. And also this is two hospitals, practically every side of the street. And we have an ambulance, we have a fire department, we have so many cars. And it looks like the traffic in there, they think that we are in a highway. And sometimes I'm very scared. Almost in the calling of fulton and prospect, almost every day we have something that happen in there. The same thing near to the hospital, the Lawrence General Hospital. because they are not putting attention. And I'm being, Councilor Miguel and myself, we've been calling, you know, and say that we have to put some kind of attention. We are asking for a flashlight at the school that is over there. We have a hospital right across the street. And people don't think that we have children sometimes crossing the street. It's a very heavy traffic. And they running, like I said before, like a highway. So I'm glad that we are working on something like this to the Vision Zero policy. But if you have a meeting, and that meeting only having one council ask for because why the other one are not there. But when you send an invitation, and this is something that I'm asking, so you send an invitation, it's more easy to say city council. and invite all the city council, a large, no a large, so by district, whatever, but as we mentioned on the invitation, all members of the city council. So that email is right in there because we want to be part of whatever that is happening in this city. We are the one who most try to take care of what's happening in our neighborhood. After review, the Lawrence Police Department defers its recommendation to the city for further evaluation. Matters involving residential parking controls are best addressed through traffic engineering review, including an assessment of roadway conditions, parking demand, signage, and compliance with applicable standards. These determinations fall outside the primary subject matter expertise of the Lawrence Police Department and are more appropriately evaluated through professional traffic engineering analysis.

So that's a great question, counselor. This is coming directly from the chief. Okay. So I was told by my supervisor, his supervisor, and it came down from the chief that when it comes to anything outside of handicap parking at this time, we are to respond with this response.

So it's gonna take now longer for residents to get what they need. I mean, when it comes, I thought it was just one. I mean, when it comes to, Santia knows it had meters. I understand, you know, I knew that was probably would come back and say the engineering is a meter there. And there's also a no parking zone on the Ansboury side. I would myself as a city council, I would have put it in. I would tell, I will tell Santia that, listen, you have a meters outside on extra street and, and Ansboury, she has a no parking zone. You know, who has access to the driveway and things like that. So, you know. those i have no problem with and i've been directed that yes that i can give you know my attention to unfortunately at this time this is what i've been told but i can certainly bring this up to my supervisor and run it up the chain for sure

So what we're trying to do is to remove the ordinance which has been there for years and now they have a business there. C, appropriation. The funding for the position of security assistant to the chief of police shall be appropriate by the city council through the ANMAR budget process. No individual shall be appointed to this position prior to the council appropriation of funds sufficient to cover all costs associated therewith, including salary, benefit in any related administrative expenses. D, qualifications. The minimum qualification for the position shall be as established in the job description approved by the city council and maintained on file in the personal department.
