I understand that. Oversight, I don't think there's anything malicious about it, but this is in the heels of – being blocked to try to hit with discharge last month on this, and that didn't happen. And now this. It's a little frustrating. But I just wanted you to know that they came out of the committee and hopefully we'll all have a chance to look at it and to make whatever recommendations we have as we try to advance what the ordinance does, which is to provide our community, our citizens information regarding cameras throughout our city. Good evening, councillors. Ramona Ceballos. So it's my understanding that these lighting units are mainly on Broadway and also those ornamental units that are very costly. So they are working on replacing them. A lot of them are intersections that have been probably hit by cars or they are in dire need of replacement. And for the signs, a variety of signs, I know the council is very busy approving a lot of handicap signs. And there's a lot of expenses involved with that. So DPW has to constantly replace those signs and update them as well. Also, when they do different things within the signs on the roads and things like that. So that's pretty much the bulk of it.

I'd like to finally invite a gentleman from Colonial Power. So first of all, I think that with the item before us, I'm supporting it. I think it's frankly a no-brainer. It helps the city out in saving some money in our municipal buildings. What I... Wanted to hear though, during the discussion that we had at the budget committee, and I think each counselor will want to know this because I think we talk about good news and we oftentimes have a lot of bad news. So would you please inform us as to on the aggregate program, how much, if people decided to opt in or stay in and not opt out, stay in, how much money would they have be saving either monthly or the course of annually?

So- The starting in August basic service rate is going up to the 17.3. Given your rate of 13.2 on the aggregation, the average household would save about $25, $24 per month over the six months, somewhere in the range of $145. No one needs to do anything if you're already in the program. We've just done what we call a sweep. So anyone that's moved to the city over the last six months, you know, someone might have moved out, someone else moved into the apartment, their basic service customers. We've done a sweep of 5,400 accounts. If they decide to do nothing, they'll be enrolled in the program. enhancing the savings for the city. At this point, the city has saved $1.8 million through March of 26. And the savings, I'm just using the average that we did last year over the six months, you'd save another 1.5 million because of the increase in price.

So when I talk to my neighbors, if they decided to stay in, I could essentially say to them, because they decided to stay into the program, that they probably saved around, over the course of a year, about $150. That's correct. And that's, you know, when we're all fighting to scrape nickels together, people are trying to figure out where can they save money. We go to market basket, prices keep going up. And so every now... So this is good news that finally, at least on the energy portion, on the electrical portion, that we're able to save some money if they decided to stay in. And the good news as well is if we have neighbors of ours who opted out, they can come back in now that they've seen that other people have received savings. the more the merrier. So how can our neighbors or other residents or constituents get a hold of whoever to opt in?

Because tomorrow I can assure you that it's going to be tons of people out there promoting what you just said. but with other company. And then people are going to fill out thinking this is what it is. And then all of a sudden they got another bill from another company and they enroll in another program.

So here's the good news, counselor. The mailing has already gone out. And if they haven't responded, they're going to be enrolled in June. So if someone else is trying to get them in right now, they will not get into the program because we'll have first in. I'll tell you that there is legislation in front of it's H5151 that the council can vote if you don't want third party supply any longer. As far as the program itself? The program is for the city. It's an opt-out municipal aggregation. The prior council had approved this. They entered a contract with First Point Power. And this is an opt out aggregation. I want to make sure everyone understands this. Everyone was mailed to. If you didn't do anything, you were automatically enrolled. So far, it's just been savings, but it could go both ways. So the rate that was locked in was 13.2 on the supply portion of your bill. So National Grid has two parts. National Grid is the distribution, transportation piece of the bill. That's the top part. We're talking about only the supply portion of your bill. That's locked in at 13.2. Right now, basic service, what National Grid is going to charge you is 15.3 on August 1st, that goes up to 17.3. So your rate won't change, as Council of Plant mentioned, and the savings will almost double at that point. What does it require from you, the resident or the homeowner? Literally nothing, meaning if you were mailed to and you didn't do anything, you're automatically enrolled. Sometime over the next year, we'll be back to the council. This rate is going to be good until November of 27. We'll come back and we'll explain what the new contract is, whatever those terms and conditions may be. They'll make a decision whether they sign up or not. It still won't require anyone at home to do anything. You'll automatically be moved to the new supplier. You won't need to do anything. What I want you to know is if you did opt out because you weren't certain of the program, you can always opt in. The city council made sure that this program had a free opt-in and a free opt-out, and you can go back and forth whenever you want without a fear penalty. So it's very important that everyone understands this is a choice the city council has brought you, and you get to make that, but you need to actively do something if you have opted out.

I just want to make sure everyone gets that on both the national grid side and the supply side.

And as soon as they you're done with that term. Everyone's busy life. They slightly step up your rate. And then before you know it, you're paying more than basic service. That is not the city plan. That is not. That's an individual third party supply contract that you entered. And if anyone's on one of those, I ask, please look at your bill. It should say City of Lawrence, first point power, if you're part of the program or basic service. If you have anything else, I mean this, because most likely when you sign the contract, it was below basic service. And you should take a look and say, hey, is the rate below 13.2 or at a minimum below the 15.3 that basic service is right now? If you're paying more than that, you're paying too much. And you can always call 866-485-5858, extension 1, to get in the city program.

So two years ago, we adopted this program for the entire city of Lowndes. Everybody that was using National Grid was going to be transferred over to the city's program. The good thing about this program is, as I mentioned, you can just leave, no contact. and go back to national grid if you go to the third party supplier and then you have an issue okay so it's supposed to be either new leaf energy or national grade essentially and if you decide to go to a third party is your choice but i mean that's not what is recommended so national grid or the city's plan and that way you don't have contract you can leave come back and forth anytime through one phone call, essentially. Counselors, regarding document number 143-26, the resolution reads, resolution in support of the state auditor's effort to implement question one. Whereas the city council for the city of Lawrence recognizes that over 60% of the voters in the city of Lawrence supported question one in the November 5th, 2024 election. And the council desires to express its strong support for the implementation of question one, giving the state auditor the authority to audit the Massachusetts state legislature. And whereas 71.4% of the voters across the Commonwealth of Massachusetts also voted in support of this measure and Whereas the voters of Massachusetts clearly expressed their desire for an independent commission to review the records and issue findings. And whereas question one is designed to directly and government transparency, accountability and fiscal responsibility. And whereas the state auditor has been unsuccessful in her efforts to implement question one. Now, therefore, be it resolved that the Lawrence City Council buy in through this resolution hereby urges the Massachusetts State Legislature and the Massachusetts Attorney General to honor the will of the voters and acknowledge the passage of question one and allow the state auditor's office to proceed with this audit. And witness whereof the Lawrence City Council here to set their hands and causes the seal of the city to be affixed the 16th day of June 2026. Any questions?

When this item was submitted to the council, after it was submitted to the council and we had it in the ordinance committee, we saw in the news that there was a response on the state house to the auditor. And I went online and I saw that there are audits published online. And so I was just some type of thinking of, you know, when this item was submitted, there was no response from the state legislature. And after it was submitted, then they established a process to follow. What I'm seeing here is that we have two state bodies, you know, having some type of dialogue and we shouldn't expose the city to come in the middle when the other party already responded to it. Just from listening to the news, I have not spoken with the auditor on this, but what I heard on the news was that the State House had released their financial reports up through FY 2024 and posted them on the website. My understanding is what the auditor wants is to go in and verify that information. That's what an audit is, is to not see what you post, but to like, when we get audited, these people come into the building and they sit with Ramona and with previous to Ramona's Mark Ainello, and they go through the books and they verify that the books line up with what we've posted in our reports. And they look for the backup to verify the report. So my understanding is that the financial reports are now posted. But if that actually constitutes an audit or not, I don't know. And I don't know if the auditor has said that she's satisfied with that. But what NPR has reported is that the financial reports up through FY 2024 are now online. So that's just for the background.
