Officer Sodto from the Lawrence Police Department, 90 L Street. Um, to my left here is uh Mildred Diaz. She is the representative of Five Stars Express. So, I'm here today to present Five Stars Express for the renewal of their livery license, uh, which has operated in our city since 2011. Their fleet consists of buses and vans uh and each year they complete the required business packet for the city including obtaining all necessary signatures and stamps. This year Five Stars Express faced the challenge in collecting the tamp stamp uh tax stamp at city hall because of the property taxes that hadn't been paid. It is important to clarify that Five Stars Express leases its property and has consistently paid its rent on time. They are not the property owners responsible for the taxes. Today, Miss Mildred Diaz, a representative from Five Stars Express, is present. She recently informed me that the property taxes have now been paid. She received an email from the property owners with a copy of the city tax bill and proof of payment. Because of the payment uh being made recently, it hasn't cleared yet, and Miss Diaz is still unable to obtain the final required stamp. So today we are asking the ordinance committee kindly asking uh for your patience and understanding as this matter is resolved. Once the payment clears five stars expressed we'll be able to obtain the required stamp from the tax office and we look forward to being able to present this uh packet to the full city council with your blessing of course. Um somehow I I also sent an email to the city attorney asking if there's a law or regulation which it makes the tenants I mean hold the tenants on permits. They sent me some some emails on it, but I believe that is that we as a consul need to look into this. There is no fair to a a business owner to be held accountable for what the building owner is doing. And the answer that I got was that the tenants should force the tenants should stop paying rent and force the the building owners to pay the city. And I went back to his to city attorney and told him that as a tenant, if you don't pay your rent, you might be in violation of your lease and you can get evicted regardless. And that won't that won't do any good for the tenant. So, I mean, I encourage you guys to just send it up and I know it's being worked and and between all of us, we should go back and revise anything that is there. I believe that some business owners should not be forced or held accountable for what the buildings owners are doing. I mean the building owners should be responsible for paying the bills, paying the water. Even if they hold water, they don't want to give no permits to the business owners. I mean and and again if they hold rent, if anybody hold rent on me, they will be affected. Um so we should revise any that is there. As a counselor, I encourage you guys to revise if there's any anything in there that we can revise and change it and and and whoever is accountable for pay the city needs to pay the city. Some of business owners are not able to renew their permits to continue working due to the lack of payment of building owners and that's not fair for the business owners. They're struggling to make to make money. So So I encourage you guys to I mean I'm I'm in full support cuz I heard the conversation and again as soon as I heard it I went to the city attorney and the answer that I got was that and it makes no sense to me. Say

So we are looking to invite um our membership within Lawrence Haver and Mthuan. Um we our target is 10% of the people that we invite. If we invite a thousand people, we are hoping to see um 100 people to attend. This is open to the general public as well. Um our members are encouraged to bring a friend um with them. We are also um planning on inviting 10 to 15 vendors um community based organizations such as Agepan Ground Works um provider doctors such as Jose Bayas um anything you want to include?

And our hope is always that um that we just help in in the areas that they need. You know, United Healthcare is very prominent in the area where uh we have great partnerships with community based organizations and our providers and this resource fair we hope will be very beneficial to the community in general.

And people seems that always parking there and everything. So when we able to try to get out of the driveway, it's impossible for us to do it because uh there always either two or three cars parked there. Um Ailen, I came here a couple of weeks ago and Ailen actually helped me out because she um I put this paperwork or the letter in back in October or last year and they told me it would take six months for a decision or whatever. I came back and she said that they denied it because it was a certain way that I had to put the letter and I didn't know that but she helped me out and I guess there's information extra information that she put down on that and she said that police is investigating or something. So, I don't know about that, but um I guess it was supposed to be some kind of um um measurement and you know, I had to specify somehow on the letter, which I didn't know, but that's why I'm here trying to explain the situation. So practically you already requested uh to make uh this area like okay or to check some no parking just yeah just

What I see here is if you're looking for a specific area of no parking, to be honest with you, I believe that the police will will deny that. If they come back with a favor recommendation, most likely we'll go by it. But I to be honest with you, according to you is 118. It's it's just a small spot. It's it look like we've been beneficial to one house only. But again, it's still with the police. See, the police side, yes, it it's, you know, we'll go for it. But just to to be mindful, what I can recommend you to do is talk to some neighbors and see if you can eventually come up with something else that beneficial the whole part of the street. We can go with this while and wait for the police, but be mindful they might come back with a no. We're not going to beneficial just one house. So think of something that it might beneficial the whole street or the whole side of where you live and combine with the neighbors and see if you can come back together and propose something else. But we'll we'll send this to the police to see what they said. If they said yes, they go saying that yeah, we need this

It's a new business from February the 17 is the creation of billing analysis position for the water department. Um I know that Miss Car won't be in here, but we have in here Mr. Bill H, who is the director of the water department.

Good evening, counselors. Um, so William Hail, Water and Sewer Department, 400 Water Street. Um, I was here in February. I had I was actually remote. We did a presentation. Um, it's for billing analyst position. Um so we have 12,500 accounts in the city of Lawrence. Um they're all remotely read through census flexnet. So every hour we get a lot of data from the water meters. Um so this position would specifically be going through that data and um what what the outcome will be is identify loss revenue um and look for anomalies in the system. Um, in the past two years, we've been able to capture about $400,000 of loss revenue and then as well as $100,000 per year of recurring revenue now that we've actually now that we've added those accounts into the system. Um, so that's an ongoing process. Um, the meters go down. Um, you know, if a meter stops working, sometimes we don't get an alert necessarily. So, we need somebody to be in that system and try to identify that before the bills are being sent out. So, you know, we take a huge loss. At one point, we had a meter that, you know, the account was about $15,000 for the quarter. And we just happened to look at that account and we realized that they were going to get a $26 bill, which is a minimum bill because the meter stopped working, but it was still sending a signal to our billing system. So, it didn't identify it as like a red flag. So that's but what the person will do and assist with all the billing operations of the department. If you have any questions, I'd be happy to answer them. I did provide the print out. This was the PowerPoint presentation that I had prov um done in February. If you have any questions

And so together we are at least three year related work or see they don't have a worry is going to happen. They don't have like a high school diploma and they have a the threeear related work. So it requires a high school diploma. I mean we'd be looking for that and then one to three years of experience. I mean there's substitutes, you know. So I think if like a um a substitute for a high school diploma, which would be what this is a new position.

This is a new position. Correct. That is going to be created after the budget season or it's going to be done before. So this is um in the budget for proposed for July 1st of the July 1 fiscal year. Yes. So it's going to be like it's accounting booking and billing.

Yeah. It's mostly going to be for um our water meter the flex net system just to look for so we send out you know $24 million close to that in water bills per year. Um, so there's so much data that we get from our towers because we have a very complex system. Um, so there's it's very easy to overlook an account if it's not giving you an alarm, so to speak. So we need to be proactive. We have a lot of like large water users. So we just need to stay on top of all that because, you know, if one billing cycle goes by, people will get a minimum bill if the meter's not working. We lose that revenue for the quarter. we have to go back in time and then rebuild them once we identify it. But we we're looking for this person to be looking for the lost revenue, you know, during the course of the quarter so it doesn't even get to that point so they everybody gets accurate bills.

Do you still have like a um before there was a person that's uh used to go like to the house and find if the person had like a some kind of leaking when the the bill come out went over certain amount. Do you still have uh that kind of person? Uh yes. So we have um a water meter technician now. Um previously it was a water meter reader. We used to do 85 accounts per day and go to every single house. But because we have the remote system now, the meter tech does respond for customer, you know, complaints or, you know, high bills, low bills, and we can identify leaks on the properties.

They would just have to schedule an appointment for us to come out. Okay. So you call or to to let the people know that you're going to go over there to check if any leaking on any of the pipe or whatever.

Yep. They will call us and then we will if it's a high bill, we can look in the system and we see an hourby- hour read of the meter. But if there's an issue that we identify, we can send somebody out to double check for a leak. Because I remember also that uh they used to bring something that you can measure it and they show you know to the person how you can control some of this high risks to have all of the the water running and get out and make the the bill or to get a little low control.

Yeah. So we encourage like lowflow um airators for the faucets and you know updated plumbing in the house that uses less water. My name is Ael Kano, 94 Maple Street, uh Lawrence. Uh I'm here before you regarding a home rule petition um that to try and buy back up to two years of uh service. Uh the um there was a question regarding uh the amounts what would be the cost and um the numbers that were provided from the um actuary and also from the retirement board are present. Uh what I do want to based on the paperwork and the language it it says that um the portion of cost that I would pay would be $9,960 and then the city would be $7,200. Uh I don't wish for the city to have any incurred. I uh presented a letter saying that I would pay the full amount which would be the 17,200. Um, I'm I just want to make sure that that's understood. Uh, I I don't want I I'd be willing to pay the full amount. So, uh, that's not in any question. And again, um, this is, uh, possib up to two years. Um, I don't know how long this process would take. So, I'm hoping that, you know, by the time it does go through its process and I'm able to buy the time back that uh I could use the two years, but it could take a year. Um, and then I'll only be able to buy a year. So, that's why I kind of encompassed it saying the language up to two years because I'm not sure how long this process will take.

So we're going to send email to all 20 24 item to the sponsor to the departments and also to um sponsor that we are still waiting for any uh statue of any update on those item. So from iron table from November 19, 2024 to April 2nd, 2024, all these people are going to receive a email corresponder or whatever that is the best way to get in touch with them.
