We're gonna trail items five and six and move on to item number seven, which is bill number twenty twenty six-sixteen. For possible action authorizes multifamily and mixed use development that includes a residential component as a conditional use on property zone for commercial use in accordance with state law proposed by Sethi Floyd, executive director of community development. Thank you, chairman Peter Lowenstein for the record. In 2025, the Nevada Legislative adopted AB Assembly Bill two forty one, which requires local governments to adopt an ordinance authorizing multifamily housing development or mixed use development that includes a residential component on properties zoned for commercial use. As such, Title nineteen twelve point zero one zero's land use table will be amended to conditionally permit mixed use development in the PO, O, CD, C1, C2, and CPB zones, as well as permit multifamily residential within the CPE zoning district as a conditional use. The definition of mixed use has also been updated to allow for horizontal blending of uses across the site to provide more flexibility for developers to create mixed use projects that deviate from the traditional ground floor commercial upper floor residential model of mixed use development. The City of Las Vegas 2015 master plan defines mixed use in a similar way without restricting development to vertical integration, ZEPF therefore recommends, requests your recommendation of approval.

Perfect. Yes, it puts us in line with the Assembly Bill that was passed in the past legislative cycle. We already do have provisions that allow for mixed use and residential and commercial zoning districts. So this just tightens it up just slightly. We've already been in conformance with it.

I And appreciate Mr. Chairman, Seth Floor for the record, it might help also to have a little history of how this bill got there. So the idea was that in an effort to open up more land for residential development, the request from the sponsor of the bill was originally to have all jurisdictions allow as a matter of right residential in all commercial zones. As Peter just mentioned, we already had a version of that. This is just to line up our code with the language from the bill. So the idea is allowing residential in more places.

Moving on to item number eight for possible action amends of this is bill number twenty twenty six dash one seven for possible action amends LVMC nineteen point one seven and nineteen point one eight to revise the term affordable housing to attainable housing, update attainable housing tier descriptions in accordance with state law, and revised criteria related to attainable housing bonuses and incentives. And this is proposed by Seth T. Floyd, executive director of community development. Mister Lowenstein.

This bill amends the Las Vegas Municipal Code nineteen point one seven and nineteen point one eight to revise the term, as you said, from affordable housing to attainable housing throughout those chapters, and we'll update attainable housing tier description to conform to Assembly Bill five forty, which was adopted by the Nevada legislature in 2025. This bill will also amend bonuses and incentives within the Las Vegas Municipal Code nineteen seventeen for the development of attainable housing to be in compliance with the Assembly Bill five forty and will clarify certain procedural aspects of the reimbursement of fees or taxes for attainable housing projects. Good morning, mayor pro tem and members of council. My name is Alalam Alam, engineering project manager with the Department of Public Works for the record. This item is concerning special improvement District 1485 Alta Drive Landscape Maintenance. SID 1485 consists of 37 properties along Alta Drive between Rancho Drive and approximately two seventy five feet west of Lacey Lane and Ward 1. The district covers the annual landscape costs, utility services, plant attrition for the period between 07/01/2026 and 06/30/2027.
It is renewed annually and assessment for the period totals 118,050, which is paid a 100% by the property, property owners. All is in order with this item and staff recommends approval.

This item is concerning Special Improvement District 15801516, Fremont East Entertainment District Maintenance. SID 1516 consists of 32 parcels bounded by Las Vegas Boulevard to the West, Ogden Avenue to the North, Carson Avenue to the South, and 8th Street to the East, and Ward 3. The district covers the annual cost of landscape maintenance, street cleaning, public utilities, promotional events and marketing for the period between 07/01/2026 and 06/30/2027.
It is renewed annually and upon close coordination with the Fremont East District Board, there will be no assessment for this year due to sufficient reserves to cover expected expenses. This has said he's paid 100% by the property owners and all is ordered with this item and staff recommends approval.
