Good morning. The April 15th, 2026 meeting of the city council is called to order. Please note that Mayor Berkeley is excused from this meeting. She is fortunate enough to be one of the mayors selected for the Bloomberg Harvard city leadership initiative. Mayors from around the globe are chosen to take part in this prestigious program. is designed to offer insights and expertise to help our city be even better at providing positive results for our residents. With that, this meeting has been properly noticed and posted in compliance with the open meeting law. These proceedings are being video recorded and can be viewed live on City of Las Vegas TV on Cox cable channel 2. You can also watch the meeting live online and access access other city content by visiting Las Vegas.gov/connect. The proceedings will be rebroadcast on City of Las Vegas TV the Wednesday of the meeting at 8 o'clock pm and also on Friday at 4 o'clock a.m. Saturday at 7 o'clock pm, Sunday at 7 o'clock a.m. and the following Monday at 5:00 p.m. This building is protected by a state-of-the-art fire detection and suppression sprinkler system. If alarm should activate during today's meeting, please evacuate using the exits at the back of chambers, out of the mezzanine, proceed out the double doors to the terrace and down the back staircase. We will now be moving downstairs uh for our ceremonial portion of the agenda. Our give a round of applause. Our employees strive to meet our values of being kind, committed, and smart. And they work to build our community to make life better. I am proud to announce that the employee of the month is Tim Beasley. Tim, can you join us up here? You got more applause than than Michael Cunningham did. So Tim is a technical training specialist and he has been with the city since 2024. Tim has had an extraordinary impact on the city's water pollution control facility in a remarkably short time. Previously a high school science and environmental teacher, Tim transitioned into the organization and quickly became an essential contributor and valued resource. Tim has reinvented the training specialist role at the treatment plant. He has built the framework, expectations, curriculum, standards, and instructional pathways entirely from scratch, delivering quality training and learning materials. Tim has developed and conducted wastewater related training courses supporting more than 50 team members. He has prepared city staff for challenging
certification exams in math, chemistry, and operations. I I would not do well. That may you can help me with mine. um all critical for obtaining and maintaining wastewater treatment credentials. Tim's presence has reduced the need and cost of outside training. Tim has also expanded training beyond the treatment plant by welcoming fellow wastewater operators, maintenance, and other staff from Henderson, North Las Vegas, and Clark County with the intention of strengthening inter agency partnerships and reinforcing the city's commitment to collaboration. Beyond the local wastewater entities, Tim has built relationships with Clark County School District Technicalmies and with the College of Southern Nevada to assist with future workforce development efforts. Tim, thank you for your initiative, professionalism, and passion for improving our team at the city of Las Vegas. I'm going to give Michael Cunningham a chance to say something. Um, but this sounds super impressive. And if you haven't, if you don't know about the wastewater treatment facility, it is it's a lot. And there's a lot of you that work out there. what you do I consider part of our public safety initiative because we can't have a city without what you all do. So, uh thank you to everyone and you you train us all. So, thank you very much. I'll turn it over to Michael. Thank you, uh Mayor Pro Tim Kudson and council. Um it's always super exciting to be a part and see one of our members um of our team get um recognized for their hard work. Um so, as as Mayor Pro Tim mentioned, so Tim came to us uh he didn't have a huge wastewater background. He came to us from the school district. what he came to us with was a unique set of skills that is very hard to find. Um that's the ability to learn what what mayor mentioned is a very technical profession. There's a lot of technical rules and um steps involved with these processes. He was able to learn it. He's able to then teach it. Um which if anyone's been in a technical class, it's hit or miss. Sometimes you have a really good teacher. Sometimes you have some someone that is not so um so well at the training piece of it. Um Tim's exceptional at the training in his short time here. Um he's already made a huge impact on the team as you heard. He's also uh helped some of the other jurisdictions that are taking advantage of some of the training that he has put
together. Um so we're super excited for you, Tim. Um congratulations and look forward to working with you still. First, I just want to say thank you very much to um council, our city manager, um Charles and Kim who nominated me um and everyone that's here today. U it's truly an honor to receive this recognition. It means a great deal to me because public service is not just the work that I get to do. It's something I deeply believe in. Throughout my life, I have seen how public servants help build the foundation for strong and resilient communities. From those who work in education to those who support public infrastructure to those who provide everyday services that people often rely on without even thinking about. Public servants make an incredible difference. I know my own life has been shaped and supported by the commitment of people who chose to serve others. And that is a big part of why this work means so much to me. One of the things I love most about working for the city of Las Vegas is the city's commitment to building community to make life better. That simple phrase captures what public service should be about. It is about creating opportunities, solving problems, supporting people, innovating, and making sure our community is stronger, healthier, and better prepared for the future because of the work we do today. I also strongly believe in having a growth mindset. No matter where we are in our lives, our careers, there is always more to learn, new skills to develop, and new ways to contribute. What you already know or are already capable of in this moment is not ultimately what matters most. What matters most is the willingness to learn, the humility to keep growing, and the drive to improve a little each day. That mindset can take you farther than you've ever imagined. I believe growth happens when we are willing to step forward, ask questions, try new things, stay curious, and continue developing ourselves in service of others. That
mindset has been instrumental in my own life and continues to shape how I approach my work every day. Education has also played a major role in my life. Learning has opened doors for me, expanded the way I think, and helped me understand how much is possible when people are given the opportunity to try. Because of that, I feel a strong responsibility to help create educational opportunities for others. Whether that means sharing knowledge, supporting training and development, or helping people build skills and confidence. I believe education is one of the most powerful ways we can invest in individuals and in our community as a whole. I am very grateful to work alongside so many dedicated people who care deeply about what they do and who show every day what public service looks like in action. Um, shout out to my incredible team at the water pollution control facility who have provided so much support throughout my time with the city. Uh, without them, there's no way I would be up here accepting this award. This recognition is really meaningful to me and I accept it with a lot of gratitude and a renewed commitment to continue serving, learning, and helping others grow. Thank you very much. Okay, you're And next up for our final ceremonial
item, Councilwoman Nancy Brun is going to recognize the work of Just Serve. Councilwoman,
thank you. Thank you. Good morning, everyone. We don't coordinate our ceremonials, but it's clear that the theme for today really is service. So, last year, I honored Just Serve, which is a national web-based platform where the needs of organizations, the volunteer needs of organizations are matched with people in our community who want to help and stay connected. I like to think of it as a match.com for organizations who are serving our community and people who want to volunteer and help. At this time, I would like to invite a couple people to come up. Elise Norda, who is the Las Vegas Justerve director, Ann Mcdana, Carrie Burton, and Natalie Levit, who also play leadership roles in our city with Just Serve. Just Serve has been operating here in Las Vegas since 2017. It has supported hundreds of community service organizations and efforts and connected thousands of volunteers in our community. And today we're not just organ um honoring just serve but we're really using the opportunity to acknowledge and recognize the city of Las Vegas because the city of Las Vegas has been named a global just serve city and that so let's give that's a really big deal because there's only about 150 cities around the world that are eligible and we were five named in 2025 And so Just Serve recognizes cities or global just Serve cities um that have demonstrated exceptional commitment to volunteerism and the award is given to cities which distinguish themselves through their innovative, consistent and impactful service outreach. The award recognizes cities that lead by example in promoting volunteerism includive active actively
listing volunteer opportunities on the web-based portal. The cities encourage unity and city values through inclusive and communitywide service and support partnerships between civic, nonprofit, and faith-based organizations. For me, I think this award is particularly meaningful because I've lived in Vegas for over 20 years, and the narrative I always heard was, uh, we're not a city that's engaged. People don't volunteer. We have the lowest volunteerism rates in the country. And I think the fact that Las Vegas is one of the few cities to receive this award award. Just serve started giving this award in 2023. So we are one of 15 states around the world that has received this award. And so I think it shows that just as Las Vegas in the last couple of years has become a global sports destination or a cultural um destination with our new museum and we heard about some great things happening through the RDA this morning with festivals and you know live entertainment. We are now a city that promotes and uplifts our residents, our communities and really believes in connection and service. And so I think that's wonderful to celebrate. Um, I'd like to invite my council members and the Just Serve team to sit now. We're going to show a video which was submitted and is probably why we were recognized as a global just serve city. Volunteers are so beneficial to our community. Whether it's Americanore members who have served through the city of Las Vegas or it's volunteers, young, old, any age, all different walks of
life, they are the backbone and the lifeblood. The power of service is getting diverse people together, diverse communities around a common cause. It's very powerful when you have people that wouldn't know each other if it weren't for a cause that they're interested in.
I think volunteers are vitally important to our community because they are our community. These are the people who are living and working and playing in our community and they care. They want to serve and support their community. They want to lift those up that are in need. They want to support the organizations that are seeking that kind of help. If you don't have an active citizen service base, I think you're missing something because everybody wants to feel valued and feel that they're part of something so much bigger than themselves. And when people volunteer and become involved in the community, uh they're going to feel better about it. They're going to care more about it, and they're going to contribute more as citizens. Make your community a better place to live. Volunteerism is the heartbeat of any city, especially here in Las Vegas. We need every single volunteer to help us carry the work forward to uplift our neighbors and our neighborhoods um to mentor our youth or to distribute food um in food deserts. And so um it definitely shows that we're compassionate, that we're caring, and that we want what's best for everyone in our amazing city. I love the volunteers in our community because they get to know what they love most about themselves. They get to know what's beating in the heart of that community and they get to know each other. That makes for a vibrant, healthy neighborhood. Makes for a vibrant, healthy city of Las Vegas. That video. why Las Vegas was named a global just served city. And it's clear that our community is connected and we're all working together to help each other and support great causes and come
together to really elevate Las Vegas. And so I have a a proclamation and again this is not just about just service. It's our city. And so our city and all of you out here really do deserve a round of applause. We're celebrating you and our city. Soap. So the proclamation reads, "Whereas the city of Las Vegas is committed to fostering a culture of service, unity, and civic engagement among its residents, and whereas just serve as a global platform that connects individuals, families, and organizations with meaningful volunteer opportunities to strengthen communities. And whereas Just Serve Las Vegas partners with local governments, charities, and faith-based organizations to foster empathy, cooperation, and hope through service while mobilizing volunteers and strengthening partnerships throughout the Las Vegas community. And whereas a global just Serve City is a distinguished recognition awarded to communities that demonstrate exceptional outreach, engagement, and measurable impact through volunteer service. And whereas these efforts result in measurable improvements to quality of life, stronger neighborhoods, and a spirit of compassion and unity among all people. And whereas the city of Las Vegas has been named a global just served city, reflecting its strong commitment to volunteerism and community collaboration. And whereas cities receiving this honor actively promote volunteerism, cultivate strong partnerships among nonprofits, faith-based groups, businesses, and residents, and implement innovative, consistent, and creative approaches to meeting our community's needs. And now therefore, the mayor and the members of the Las Vegas City Council proudly recognize and celebrate the designation of Las Vegas as a global just serve city
and hereby proclaim April 15, 2026 as Global Just Serve City Day. And Elise Norda, our Las Vegas Justerve director, uh is here with her colleagues. and I'd love to have you say a few words.
Wonderful. Thank you so much, Nancy. And it really is true. This is really a day of recognizing Las Vegas. That's what it is. Um we are just honored and um humbled to be associated and to be part of the team. We all know that um things so much more can get done when we work together. And that's what Justerve is all about is connecting the dots. And the city of Las Vegas truly is um just remarkable in its efforts to engage in volunteerism. Um some of the ways I was thinking about really the outreach that they do in creating volunteer opportunities, also encouraging engagement um through support and resources helping all of these things happen. And then also the recognition of organizations and individuals that make our city stronger and more unified. um you truly are building a culture of service in this city and um and Just Serve does value our partnership with the city and we were so happy when um the city of Las Vegas was recognized earlier last year as a just served city and then at the National League of Cities conference that was held last November um Las Vegas was was named as Nancy said um named as one of the five global just served cities The others that were um named, if you'd like to know, are Myrtle Beach, South Carolina, Rochester, Minnesota, Caldwell, Idaho, and Kolina, Chakabuko, Chile. Um, Just Serve is truly spreading across. We're in 18 countries now. Um, just trying to help and connect dots and um, make communities happier. So one more thing in c this this year in celebrating the our country's America's um 250th anniversary just serve is a programming partner of
America gives which is a component of that America 250 celebration and as we in Las Vegas looked at what we wanted to do to um to celebrate this milestone, we decided that we really just wanted to recognize some of the many remarkable people and organizations in our valley that just um do so much good in our area. and as Just Serve, our leadership team, but also our over 40 other um colleagues that work in areas all across Las Vegas. Um we really are kind of boots on the ground a lot and we see each of the city council members and Mayor Berkeley show up time and time again. They are there at the ground level and um truly service is at the heart of what is happening here in our city. And so we want to um award each city council member and the mayor with the heart of service award, a little medallion. Um and it is presented in honor of extraordinary individuals whose service strengthens communities and inspires others to serve. This medallion recognizes those who create lasting impact, bring people together in unity, and lead with generosity, integrity, and purpose. Through their example, they help build a culture of volunteerism and advance the spirit of America 250 and of Just Serve, reminding us that service is at the heart of a strong nation. Um, thank you, Las Vegas, for your leadership and your great efforts.

Hello, my name is Shashana. I'm a resident and I want to remind the council that I'm allowed to speak on any matter not on the agenda according to Nevada Revised Statutes. I'm here once again to urge the council to support the separation of religion from government by eliminating praying from our city council meetings. But you continue to endorse and encourage religious services at this meeting unless it's a religion you don't like. Smells like bias, smells like discrimination because you have denied the Satanic Temple, which doesn't believe in the devil, unlike Christian groups, for a May 20th prayer date here in Sin City. You've denied the Satanic Temple. And so I checked it out. I asked them. I said, 'Why are they denying you? And they they go, "We don't know." I got the calendar of all the dates available to give an invocation. They asked for May 20th. You said no. And it's available. Somebody here is lying. Somebody should be held accountable for that. You got to stop the lying. And it's ironic because according to your Bible here, which I've read and it's absolutely gruesome, um you created a Satan. Um Satanic Temple doesn't even believe in a Satan. And the kill count in the Bible, ironically, because your God ordered the children of Job to be murdered because God would wanted them to prove him to prove his love for God. He asked Satan, "Oh yeah, go ahead and kill my 10 kids, his 10 kids." And so, okay, Satan does it. But the crazy part is too, your God in this Bible, and I've read it many times, has killed millions and millions of people. um children um drowning, torturing, enslaving, mauling, capturing men, women, children, and of course the virgin girls that your God is so obsessed with, which is so perverted and sickening. Yet, the Satanic Temple is ironically against all the evil that's in this book. They are not the bad guy. And again, I really encourage you to support the separation of religion from these meetings and stop hosting religious services at our government meetings. Thank you. Moving

Public hearing regarding the fair market value of the city of Las Vegas owned real property located on the west side of Southland Boulevard and north of East Wyoming Avenue in anticipation of the sale of the property on an internet auction website, Clark County. And this item is related to council item 37R-20-2026. This is a public hearing which I now declare open. Miss Boyce, Teresa Boyce, real estate manager, and I'm here to take any comments. Um, I just want, you know, because I think it's important the public know that um this uh Oh, this is not the one. Hold on. Can you just tell us um Okay, just clarify what this means uh for us to have it on the agenda and what we're about to vote on.
What you're voting on is the value that the appraiser gave for the property so that you prove the value. This is a public hearing so people can speak out if they don't think the value is appropriate. And just to augment that a little bit, I would uh hesitate to add anything to manager Boyce, but the it is a public hearing item, no action. And then the reason for the public hearing is to allow the city to only have and I say only, but to have one appraisal on the property rather than needing to go and buy two appraisals.

Public hearing regarding the fair market value of the city of Las Vegas owned real property located on the west side of Oso Blanco Road and north of TP Lane in anticipation of the sale of property on an internet auction website. This is in wart 6 with councilwoman Brun and this item is related to council item 38. This is a public hearing which I now declare open. Miss Voice Truce Boyce real estate manager um open for comments. Is there any questions or comments from the board hearing? Moving on to item number 49. Discussion for possible action to extend the critical labor shortage designation for the deputy city marshall position for a 2-year period beginning May 15, 2026 through May 14th, 2028. This impacts all wards. And Chief Pototts and Miss Brown. Good morning, honorable Mayor Pro Tim and honorable city council. Um, for the record, Jason Pototts, chief director, Department of Public Safety. Uh, I'm here with Miss Sue Brown, director of human resources, to discuss a possible action to extend the designation of the position of deputy city marshall as a critical labor shortage position for a two-year period. If you all remember about two years ago, this was an extension where we have since selected uh four retirees, three deputy city marshals and one Las Vegas Metro Police officer to fill critical gaps. Uh and they presently work with our Marshall civic unit. And so with that, I'll pass along to Miss Brown for more information about the program.
Good morning, council members. Uh Sue Brown, human resources director. Um, I'm simply here today to provide a little bit of background for this item. Under NRS 286523, the public employees retirement system, PERS, allows retired employees to return to work um for a position that is deemed as a critical labor shortage position without impacting their retirement benefits, meaning they can come back to work and continue to draw benefits. Um, the CLS for the deputy city marshall position was previously approved by council and by PERS in May of 2024. The approval is valid for a two-year period and PERS requires an extension request every two years. So, to proceed with the extension, the city must present justification in an open meeting and obtain council approval prior to submitting the request to PERS. Um, we have completed the forms that are required by PERS and it's been submitted as backup documentation to this agenda item. Um, and with your approval, we will complete the process and submit the requests to PERS. Thank you.
Thank you very much. And this is, I think, the third time we've done this uh for for marshalss, I believe for Marshall. So, this is the first extension for the deputy city marshall and then municipal court marshall. We've done it twice. Okay. And I've seen several of the folks who have I don't know taken advantage or we've been able to recruit back to the city uh in and around city hall. They're doing a fantastic job. So it seems to be an effective tool for right now. So I appreciate the presentation. And is there any questions or comments from the council?
MPT, just a comment that um we have heard from law enforcement entities that it is hard uh in these days to actually um fill positions and um having folks that have the experience and the background in law enforcement that want to continue to provide this service I think is critical. And so I just don't want people to think that we're using people who have retired to fill these positions, but they're hard to fill positions because folks right now um aren't feeling an appetite to apply or don't want to serve in this capacity. And so we as a city have to ensure that we have uh the let's just say the the background and the the quality of um public servants and um especially in public ser uh in public safety. I'm sorry I'm getting all these PS words um background mixed up in my head, but it's the allergy season. So, sorry.

Thank you, Mayor Prom. The applicant has requested and has previously requested an abance from the February 4th city council meeting to submit a new site development review to retain the special use permit. No such submitt has occurred. Um since the approval in 21, there have been several changes both to the overall shopping center and convenience store development. The applicant cites that currently there's a lack of anchor tenant of for the center and rising financing costs as a reason for delaying um the completion of the convenience store and issues issuance of that license for the off sale of beer, wine and coolers. Um the site development review that includes the convenience store did as expressed was expired on June 2nd of 2023 more than two years ago with the accompanying vacation of excess public rightway. As the approval of the beer and wine special use permit was tied to the site development plan review for the convenience store through conditions of approval. It is recommended that a new special use permit be obtained at the time entitlements are requested for the new special uh site development plan review. Staff therefore recommends denial of this third request of an extension of time. Thank you.

Uh we're requesting land use approval for a proposed recycled wood pallet storage facility. In support of this request, we are also requesting a variance. Um it's hereby approved to allow no wall for outdoor storage screening where a solid 8 foot CMU wall is required along the northern property line. I can show you uh right here. Um a variance to allow no wall for outdoor storage screening where a solid 8ft CMU wall is required along the eastern property line. We agree to comply with all conditions required by the city. the client has agreed with the proposed additional conditions for uh of approval amendments. So, I'm just going to kind of repeat what I heard is you asked them to explain the letter that they got from Republic Services. Is that right? That is correct.
Okay. Thank you. Gentlemen, do you mind just showing that letter on the screen again and just reading it so the councilwoman just to make sure we're all on the same page? Yes. Is it on screen? Okay. After discussion with Balova Engineering, it is been determined that above property will not be in need of any trash services at this time. It currently will be used as a storage yard and will not be generating any waste that needs to be removed in the future if the property begins to generate. Um a refused service will be required. If there are any further questions, please reach out. And that was the letter from Republic Services.

So, uh, MTT, I guess my question is they expect not to have any garbage at all on this site, and if they do, um, how are they intending to remove it if they're not using Republic Services as their service? Um, they will have, uh, containers, storage containers that, uh, will be implemented on the east side of the property if there is any. But it is a collect, sort, store, and resell wood pallets business. So that's mainly what it's going to be.
Okay, I understand that. But you all, this is the first time I've heard about this, so this is why I'm asking the question. You're going to have a small office building on site. Is that correct?
Yes. It is hard for me to believe that you will not least not have some business garbage coming out of that office. And so I would just be concerned about not being able to have Republic at least pick up the small amount of revenue that will be generated by the office. And so how are you planning? How are they planning to dispose of just standard office garbage? They can take it daily or they can put on the trash container as needed.
Um if needed, it can be taken out daily offsite or uh the trash containers can temporarily store it until it is taken off site and disposed of. Okay. Um, we had several conversations with this um, applicant and their representative. They had another representative come to our office to talk to us about um, their business and what they want to do. I do have my concerns and I did express them and the um items that are of immediate concern have been placed in uh in writing and so if Mr. Loenstein could read them. Um I think that I would be in a agreement to approve this item uh with those conditions. But this additional letter of not having garbage service also gives me pause. Is there any type of just one more thing about this? Is there a garbage container on site at all where garbage can be stored?
No. No. There isn't.
So, this is a a surprise to me uh that you would have no garbage service at all on this site. And even with the other items that we have discussed about laying out a site plan for the pallets, um making sure that we've got your your neighbor uh uh approval uh to raise the wall on the screened side that needs it to not have garbage service when you are collecting pallets. Some pallets may be broken and need to be disposed of. To me, I'm con it doesn't make sense not to have any garbage service and not to even have a container that would be able to hold broken pallets uh in any refues doesn't make sense to me. And I'm just frustrated because this is a new hold up or a new uh glitch in our discussions which were never ever mentioned before. Oh yeah, we understand your frustration. We will propose to add in uh trash. That's not out of the
an enclosure for trash. That's not something we are stuck on, but we're open to Yeah, we're very open to adding that in.
So, um Mr. Lman, I I am Yeah, this doesn't make any sense to me. uh Mr. Loenstein or legal counsel, what are my options here? um in order to ensure that there is garbage service. Can we put that as a condition that they at least have uh once a month garbage service at the very least or whatever the agreement they can make make with uh Republic Services so that we have at least a vehicle by which to remove refu that is invariably going to happen off this site um on a on at least a monthly basis. What are my options? Jeff Dorak, city attorney, are you uh to the applicants, are you guys good with setting up what the council woman laid out, which would be at least one trip a month from Republic to gather?
Yes. And then uh Peter, either now or we could do it after the fact that they'll agree to the idea of the condition. So, can you put that together? You may prom. I would probably suggest just Republic Services provide curbside pickup. Um, and that's the regular schedule for that neighborhood, whatever that is. It's every week. Um, and then it's a small, um, rolling bin that you put out and then take back in versus a full trash enclosure, which would impact the the site design. Um, I I can word smith something for that and whenever needed, I can read the other um, conditions of approval that are amendments or additions that are needed.
Are the applicants comfortable with the concept he laid out on the curb side? Yes. All right. Then he doesn't have to necessarily get the language today, so we're not holding it up, but he can read the other one in, and we'll have you accept both.
All right. So, in totality, uh, I I'll read all the existing proposed conditions of approval and what applications they will impact. And then on top of that, we're talking that the applicant shall uh secure curbside uh trash pickup from Republic Services. Um so from from the top uh amend condition of approval number one of 25-0472-v2 to read as follows. A variance is hereby approved to allow no wall for outdoor storage screening where a solid 8 foot CMU wall is required along the north property line. Add a new condition of approval to 25-0472-V2. A variance is hereby denied to allow no wall for outdoor storage screening where a solid 8 foot CMU wall is required along the east property line. Add a new condition of approval to 25-0472- SDR1 that reads, "If agreed upon with the adjacent property owners, the eastern perimeter wall shall be raised to 8 ft in height and if structurally sound and permissible. If not applicable, an 8- foot wall shall be constructed on the subject's site in conformance with title 1908 wall standards, including wall separation requirements. This condition of approval shall be met prior to the issuance of a permanent business license for the subject site. Additionally, amend condition of approval number 19 of 25-0472- SDR1 to include the following sentence. This report shall include a maximum height of pallet stacking and a means of visual inspection for conformance to the height restrictions from the roadway, i.e. the placement of poles with height markers adjacent to the pallet rows and that would be the additional and
amended conditions. And then the insistence upon the councilwoman that there's weekly trash pickup along with the regular schedule of the rest of the neighborhood. would be the curbside pickup provisions by Republic Services which is weekly. Do you agree to all those conditions? Yes, we are in full agreement and prepared to comply with uh all the requirements. Councilwoman, thank you MPT. Uh with these conditions met, I move for approval. Just approval of A, B, and C. Yes. Thank you.
Okay. There's mayor appro time. So that's with all the amended and added conditions as stated in the record and the specific to the trash uh pickup uh curbside pickup that would be on the site development review. Yes, that is correct. I just want to ask um Mr. Loenstein one additional thing. If they have to have a medium-sized can or or receptacle for trash um through Republic Services then what happens to the site design? Because now they may not be able to use a small container. They may have to use a commercialsiz container. How will that affect the site design? through you, Mayor Prom. So, if they're moving from a rolling curb into a rolling dumpster, uh then the code provisions would require them to, you know, not store that in the right way and that be stored on site. And our typical provisions are for a trash enclosure for in which the dumpster to be placed. So at that point, as long as the trash enclosure is not encroaching into any required setback areas and meets the development standards in title 19, I believe we could handle that administratively in the future.
I appreciate that. And uh this would also mean that they could not alter any of the conditions that we have put in place for a fire inspector um and polls that that um require a height designation. Those things don't go away. Is that correct? Through your mayor perm. Yes, that's correct. All the other conditions apply and would not be impacted by the addition of the trash enclosure. Uh this is our project Mosley Commons located on the corner of Jefferson and East Street. Um there's three city-owned parcels of land combining with one parcel of land we already own. Uh it's located on the historic west side and we're going to be creating eight single family attached homes uh with a detached garage a very long backyard in between uh ranging in sizes from 1,600 to 18,800 square ft. Um I'll hand over to Susan Florian from Teny Engineering who will discuss our requested waiverss. Thank you for your time. Uh good morning uh Mayor Proemp and city council members. My name is Susan Florian from Tanny Engineering uh 6030 SA Jones Boulevard here on behalf of a applicant. Uh we do have a zone boundary amendment. Uh two of the parcels are already zoned uh T4N and the other two are zoned uh T4MS. Uh we're planning to reszone all parcels to T4 uh N. And then we do have uh some waiverss that we're asking for. Uh the first waiver is for accessory structure gross uh floor area. We are required by code to have a 200 uh 258.27 square ft. Um but we are proposing a garage of 455.18 ft which which exceeds uh the requirement. So that's one of the waiverss. Uh the second waiver is for the window on the side um of the last uh parcel. Um I can pull this up. We are required to have a um 10 foot uh side setback. Um but we are uh asking for a 6ft side setback. And then the last one is a waiver of row house depth. Um the the code requests that the width be between 18 and 36 feet and 45 for the
depth. Uh we are now proposing 22 feet and 8 in with a a width and sorry and a depth of 48 uh feet and um we agree with staff's recommendation uh and I'm here to answer any questions that you may have. The proposed resoning is consistent with the zoning of the other parcels in the area of the historic westside district and allows for uniform application of the form based development standards across the site. Um, as you can see, there's already a lot built um that has this wall that we're going to construct. This was a previous waiver that was approved um and it's expired and now we're going through that same process to hopefully get the same thing approved. But this is kind of the front elevation of those walls. Um, we're asking for 5t of CMU plus 3t of rod iron on top. Um, it's a beautiful wall. Um, but we're just trying to keep it consistent through this neighborhood and this estate's area. Um, and are just here to answer any questions that you guys may have on on this topic. We're going there's a 40 foot uh allowed height and we want to double that basically so there's good visibility for people passing by and seeing this uh as a landmark basically. Uh so so we're seeking a variance for an increase in height to 80 instead of 40 and an increase in the flag size from a 6x10 to a 20x30. I know there was concern with uh noise um and I want to hopefully put that concern to rest because we as the installer recommend you take the flag down during these high winds so uh it won't make the noise number one but it also won't damage the flag pole component so we won't be out there fixing it and doing things. So, um, that would be the first thing. And then, um, I can, we can add that as a condition is what I was kind of getting at there. So, um, we just are trying to put a pretty flag pole up there and represent America and that's it. Any questions?

Uh I just want to uh make clear to my colleagues that we have heard about past applications for oversized American flags going in near residential areas and uh that causing a sound element that the neighbors didn't care for. But this is a a very dense commercial area, not near a residential area. So that gives me some comfort. And you'd think that the business owner, should they want to extend the life of the actual flag, would take that down, but I don't know that we can mandate or condition that. Um, Mr. Lily, would you be willing to read the condition that you have prepped for us into the record?
Sure. Through you, Mayor Mayor Prom. Um so for regarding the size of the of any flag American or otherwise being used on the on this pole, the maximum size flag that can be attached to the flag pole shall be 20 ft by 30 ft. As far as high winds, um I can draft something if you'd like. The weather service says that's about 40 miles per hour or higher. Um but this is a discretionary review. Feel free to choose whatever wind speed you want if any. I think a condition limited to the limits the size of the flag is probably ideal. If uh as Josh as the applicant, would you agree to that?
Absolutely. And and just to further the point of a 20 by30 flag, that is huge. And to go bigger than that, you'd have to go custom and it'd be very very expensive. These flags are already like $2,500 a piece. So I doubt that they would want to buy an additional, you know, spend double that to get a larger flag. So, okay, let's go. I'm in agreeance. Yes. The applicant is Las Vegas billboards and the owner is South Main LLC. The planning commission recommends approval on the entire land use entitlement project. Staff recommends denial on the entire land use entitlement project. These are in Ward 4 with Miss Alan Pinsky and our public hearings which I now declare open. Is the applicant present?
Good morning, Mayor Prom, members of the council. Greg Espazito representing the applicant in this matter. So, as it was read under the record, uh we're requesting a billboard. As you can see, uh the it meets the separation requirements to the most nearby residences. The reason we're asking for a waiver is because uh if the billboard were to remain at the 55 foot height as you are approaching it from the 95 which is our of course main audience you wouldn't be able to see it. You wouldn't be able to see about half of it. So it' be obscured by the sound wall. And so we feel that creates the extraordinary condition uh that should allow um the waiver uh for us to go up to 65 ft which then would enable the full view of the sign uh from the 95. It was mentioned at the planning commission meeting how this is only a condition uh from the north uh that from the that the sound wall ends where the residences are. Um the reason uh it it is as far away from the sound wall as it is is because we needed to keep the separation to the nearby residences. So yes, the condition is only uh from one direction, but you can't build a billboard with two different heights to to take into account um the direction of traffic flow. This is an overview of the area. Uh as you can see, the nearby residences are right here. This is an existing sign, the big lots sign that's that's already there. And this is where our um our sign would go. And I wanted to show a picture of what it is that So that's the existing sign. This is a picture from Google Maps. I went out there with my camera, but it didn't do the area
justice. So you can see that that our sign is set significantly further away from the homes um than an existing sign, which of course doesn't have the same height, but uh there's already a sign there. And I do want to point out um because it's it's important to what I'm going to say a little bit later that there are a lot of um very bright lights uh on the Craig Road exit illuminating the Craig uh the Craig Road exit um that already really affect the area with a lot of um um light pollution, ambient light, things like that. Uh you can see those very bright, very tall um light poles from the culde-sac uh where the the nearest residences are. The technology that we're going to use, this is what a typical LED illuminated billboard. It's the light profile of a typical LED illuminated uh billboard. And you can see that it has a very wide spread. Um, and out to where the second set of residents, second row of residences are, uh, it would be 0.024 foot candles. As I mentioned about a month ago in different application, a foot candle is the amount of light that you would see if you had a a candle. You were holding a candle 1 foot from yourself. What we are proposing is louver technology. Now, the louver technology we're only going to do on the residential side. There's nobody here to to bother with the light pollution. So, we're proposing the louver technology facing north, facing the residents, which by way of comparison severely drops um what is visible by much fewer residences. So if there was no louver
technology, you know, there would be like six houses that could see it at, you know, a certain intensity. That intensity drops uh by more than half and will only uh be mildly seen by three of the residences uh that are closest to it. Um both sides of the billboard will have uh light sensing technology that u will respond to ambient light. um nighttime operation um is is significantly less um to where and as I said last time a full moon is 0.1 foot candles and and you can see here at this you know further at the second set you're at 0.019 019. So, you're just barely above moonlight um where where this uh billboard is going to hit. And according to the studies that I have, a street light on a major road, which as I pointed out, there's significant um major road lighting, uh is one to three foot candles. So, the area is already flooded with quite a bit of um of of light from the freeway, and our billboard uh won't add a significant amount of light uh that will negatively affect the neighbors. We respect staff's um recommendation to denial, understand it, uh but we do feel that the sound wall being there and not being able to to see uh the billboard really uh reduces its effectiveness um to accomplish the goal. um that it's there for. I appreciate your time and I'm here to answer any questions you may have.

Sure. you mayor perm in 2008 there was an application approved by the city council for a billboard at this location any reason why it wasn't built then or we don't have any idea just no we okay not this company not this company
okay interesting well I guess I'll have to do some re research on my own on that one but um I don't have any objection to it has been proved in the past uh I appreciate you using the the louver technology so that the the neighbors have little to no impact. Um, could you elaborate just while you're on the record, and I always like to hear this with your company about your policy not to put anything explicit up?
Oh, yes. Um, that's something that Miss Stewart likes putting onto the record. Yeah. Family-owned business definitely uh doesn't uh uh allow adult uses. Um, I'm not exactly sure what that all entails, but definitely no strip clubs, adult adult entertainment uses, um, things like that. Um and then we're typically closed by 1:00 a.m. on Friday, Saturday nights. Okay. Um and what's the music, the genre of music that you guys mostly showcase? Is it a variety through your DJ or is there like a specific? Correct. It's it's house music.
Okay. Awesome. Um I remember your item well from when I imposed this condition. There were a lot of community members uh that were a little apprehensive about the use and um that we were entertaining at that time. And so the best way to uh move something forward is to just ensure that we inspect what we expect and that all of us are living up to our word when we were here at the dis last time. And so um it's good to hear that there have been no calls for service. Um the folks that had concerns have not been blowing up my phone. Um and they got noticed that we had this six-month review. I'll begin. Um I just wanted to um say a couple of things. I've had the pleasure of serving on the audit committee for almost the last year and I I just want to commend you for your leadership. Your the meetings are a pleasure to attend. They're very when you we do audits, your presentations and the actual audits are very um researched and sort of informed and I think you've done a great job building a culture within your own department but also across the city so that the whole audit process doesn't feel punitive or like a gotcha moment but really is the framework is such that it's clear that you set the tone that this is really to help the city. is to help our city manage its resources effectively and so it feels collaborative. And then I also just want to thank you for being so accessible not only to the audit committee members but also the members of the council. It's been a um a wonderful change and I really appreciate it.

As a member of the audit committee along with council women councilwoman Brune uh I feel uh it important to me to put on the record of my experience working with you in the short time that I've been here and to articulate the value that is added because of the the perspective you have about your role and your interaction with the city departments and city employees and and the directors leading and and managers leading those groups. We've talked uh many times before and I believe this is your philosophy that the audit process the internal audit process is not a necessarily uh created to be a gotcha process that it is a way in which we can we being the audit committee you know through the efforts of you and your team have a have a focal um have a focalized point when we're looking at certain of our operations, our duties, how we execute on what we're trying to achieve in a way that helps us to be as managers and leaders more efficient. um it brings in a in a um a more uh not necessarily a third party perspective, but certainly one who's not one who's not involved in the day-to-day machinations of what we do and can see things differently.
and I have been very pleased to be part of um I've had an experience being on audit and finance committees and chairs of of subcommittees and I really think that the complimentary way that you view um while you work with our city manager and our city attorney to um have that audit that internal audit process be one of opportunity, be one of um reflection about continuous improvement. And while there are times we that that the audits reveal um things that that are maybe even problematic and those need to be addressed and these are perfect ways to do it. It also helps to shore up when things are being done right uh when processes etc being done right. And I really do believe Brian that your professionalism and your attitude and the way that you lead has helped continue to positively um um affect your ability to be effective when you're out doing doing audits. So I thank you for that. Um, I know that uh the audit team works, well, the audit team, but the audit team board also works very hard to support your efforts at identifying and eliminating fraud and the uh the help line. Not the help line. What is it called?
The hotline.
Fraud hotline. Yes, hotline, not helpline. But either way, help us help you. The that that's been very effective as well. So, I'll look forward to your continued success. And and as you know, I just want to make one point. We had talked about you and I I was sharing a um a perspective that I had about um everything, you know, whatever you do to make things better and cover something that needs to be corrected is is very positive. And you made the point about how critical the integrity is of your work that uh what's really important is that conclusions that are made are conclusions based on fact that they're not uh subjective that they're not based on interpretation uh but they're really based and can withstand scrutiny because and and that is so very very important. And I was really pleased that you helped remind me that that is an almost an unspoken part of what what what we do, what you do, and is so critical to ensuring that the work that you do that comes out, it it can be respected and referenced as um a point of improvement and a point of pride. So, thank you very much, Brian. Congratulations.
Thank you so much. And I'll turn it over to Councilman Diaz. Thank you, MPT. Um, and thank you to my colleagues. Uh, obviously, everyone is very pleased with your performance as our auditor. Um, you're leading the charge to ensure that we're doing performance audits. And this isn't just to, um, kind of have a gotcha moment or find people not doing what they're supposed to. I think overwhelmingly you are finding that most of our employees are very efficient. they're doing their job um to their best of their abilities, but we sometimes have to kind of do a temperature check to see if there's some dated practices or there's better controls or better programs that could be deployed and implemented to even make their life easier sometimes versus what they've been doing. So, all that to say that we're really happy. We want to keep you on board and um we want to uh then renew you at three with a 3.3% COLA and the 4.0 O merit that is consistent with the point of an executive merit program of this fiscal year and would you be amanable to that?

Report by Maggie Plaster, director, Department of Parks, Recreation, and Cultural Affairs regarding an overview of the Las Vegas Mayor's Cup International Soccer Showcase and City of Las Vegas Soccer Fields impact on quality of life and the local economy. This affects all wards. And I would just start off by saying your husband is texting me about a big bush in ward one. So your entire family are amazing constituents. So thank you.
Good morning Mayor Prom and and council members. My name is Maggie Plaster. I'm the director of parks, recreation, and cultural affairs. And I'm here today um at Mike Jansen's invitation to talk with you about all things soccer. So to start with uh there there are two overarching reasons why you sports are important to our participants and our entire city. First of all there's a social impact and when considering this social impact we take into account that sports align with the council priority of health care. It's a healthy activity. They bring people together from all walks of life and they often result in participants being more focused in school and better students overall. And then on the other side of things, another major benefit is that it has an impact on our economy through spending of the tourists who come to Las Vegas for sports tournaments. And also locals spend a lot when their children are involved in sports. So to delve a little bit further into the social impact, um sports promote physical fitness and lifelong healthy habits. They build confidence, discipline, and leadership skills that carry into adulthood. And participating in sports teaches teamwork, communication, and accountability. Youth sports bring families together through games, practices, and events, and create social networks between parents, coaches, and local organizations. They promote inclusion and belonging for kids of all backgrounds. And finally, involvement in youth sports keeps kids engaged in structured, supervised activity and provide safe environments that reduce exposure to negative influences. Now, let's turn to economic impact. Youth tournaments bring in teams, families, and spectators from across the country. They often stay multiple days. They're filling hotels, eating at restaurants, and shopping locally, especially during weekends and off- peak seasons. Tournaments are spread throughout the year, helping stabilize revenue beyond
major conventions or peak tourism periods. And this creates consistent income for businesses rather than seasonal spikes. Restaurants, retail stores, entertainment venues, they all benefit from increased foot traffic, even when those venues aren't actually tied to sports. Um, for one example, kids come into town, they need something to do. Maybe they're going to Adventure Dome or other kid focused activities. And they help diversify our economy. be beyond gaming and nightife. So overall, youth sports act as a steady, reliable economic engine, bringing in consistent visitors, supporting jobs, and helping reshape the image and economy of Vegas. And long-term, we're hosting these large youth soccer tournaments, and it it's basically proof that Las Vegas is a premier premier youth sports destination. uh youth sports participation development develops pathways to leadership through team captains, junior coaches, and peer mentors. And large tournaments like the Las Vegas Mayor's Cup often become signature events for a city. When residents participate in well-run tournaments, it builds community and pride, community pride, and sometimes it encourages u more highlevel sports facilities. to show you a little bit about what's happening on City of Las Vegas sports fields. This includes all sports. Um, but with our local youth leagues, we're seeing about 25,000 participants in 2025 and almost 200,000 participants in our tournaments in 2025. And when you take spectators and families into account, that number drastically increases. For example, we use Placer AI at our um park with the most soccer fields, 11 soccer fields, which is Kellogg's Air. We generally see 1.5 million people there every year. Let's talk a little bit about the revenue that comes to the city of Las Vegas through our sports fields. Um the soccer fields are the primary source of
revenue for our municipal sports unit at 1.6 6 million, but over all of our fields, we pulled in 2.3 million last year, and that was just on field rental fees. The city established the Las Vegas Mayor's Cup in 2000 under former mayor Oscar Goodman. We had just developed the Betty Wilson Soccer Complex. It is the premier soccer destination for youth sports in the whole valley. That is the number one place that any tournament will want to use. It's at Buffalo and Tana. And when we had this facility online, we decided to start doing uh the mayor's cup soccer tournament, which the city of Las Vegas initially ran. The first tournament had 68 teams. Four of them were from abroad. We relied heavily on volunteers to support the operation. And Downtown Las Vegas Soccer Club constituted the largest group of volunteers and was instrumental in standardizing tournament quality, training referees, and they were very good in marketing the tournament. The Las Vegas Mayor's Cup today has expanded greatly due to the efforts of Roger Taber and Gary Sorsman um who are with Downtown Las Vegas Soccer. It's become probably one of the top three youth soccer tournaments in the country. Um in 2025, the two showcase tournaments in February had 800 I'm sorry, 695 boys teams and 325 girls teams. The fall tournament in October had 560 teams. So that's a total of 1580 teams last year and a 2,000% increase since we first started the tournament in 2000. So we're bringing together teams from around the world. We're providing young athletes with opportunities to compete at advanced at an advanced level and they're often college scouts at these tournaments. So we're helping kids get into college with soccer.
Um, so as I've said, we've it's evolved into one of the largest international youth soccer tournaments. It generates millions of dollars in economic activity. Our best guess is that all of the sports on our sports fields generate $124 million impact to our local economy each year. And the Mayor's Cup is the largest contributor to that number. And we base that calculation on average visitor spending as outlined in a recent LBCA, sorry, LBCBA economic impact report. And I wanted to draw attention to this photo because not only do our soccer tournaments have an impact on the community and international visitors, but they also have an impact on our employees kids. And so in this one, the kid in the black on the far right is Simon Loenstein, whose dad Peter likes to go to tournaments on his weekends. Just to tell you a little bit about the fields in our inventory that are used for soccer tournaments. As I've said, Betty Wilson is the main attraction with 10 fields. Uh Centennial Hills, we have two fields. At Fountain 5, Kellogg's Air 11, and Teton Trails, three fields. Um, and the total hours that are utilized at these fields is like 70,000 hours per year. And then just to to share that the city cares about this infrastructure and we continue to invest in it, we do have some soccer fields on the horizon. We've got a simple grant to do four more fields at Betty Wilson. We just opened Craig and Park with one new field. We have Eigor Soldo that's coming online. The groundbreaking will be happening soon. I thought it was um it's actually one field. Craig Park is two fields, excuse me. Eagor Soldo is going to have four short-sighted soccer fields, and usually two of those equals a field, but with the layout there, we're only going to have one full-size soccer field.
Northwest Regional Park will eventually have 10. Sky Canyon Park is going to have one practice field. We're adding an additional soccer field at Teton Trails. And eventually on the Upper Las Vegas Wash, we will have three fields. So in summary, youth sports is very important for our tourism. It's helping diversify our economy. It's strengthening community engagement and youth development. And it's providing long-term municipal value where our sports infrastructure will continue to reap dividends for our residents in the city for decades to come. And ultimately, we're making life better for the children of Las Vegas in our community who love soccer, like Rosa Cortez's daughter. I'll let you guess which one is Raquel. And then before I close, I just want to thank the people who made this presentation possible. Kathy Mayor, Sandy Foley, and Ashley Foster were the ones who put this together. And um then the team that we have actually reserving the fields and coordinating the field rentals are Adam, Crystal, Kesha, Vanessa, and Tanya. And then we have amazing sports leagues that are recreational leagues within our department that are growing every year. And the people in charge of the soccer leagues are Prey, Nate, Josh, and Billy. So thanks to them for all that they do to make to advance soccer in our community. Thank you. Thank you for the presentation. I think as I've shared before, I am a soccer mom and I've been and thank you for being so responsive to my many requests to try to add more fields. Um given that I'm a soccer mom, I spent a lot of time talking or traveling um and doing tournaments around tournaments around our region and I would say pretty regularly one of the games is played on school fields. And so I was wondering now that we have a new superintendent and our school district is also facing some budget constraints, have you had any conversations or is an opportunity to have a conversation to maybe open some of the school fields so that we could actually host bigger tournaments and maybe even enter into a revenue sharing agreement with the school district. you know, we have so many fields um that our schools have and in other states in the region, they do use their school fields for a soccer tournament. So, just wondering if you had explored that to date.
We could certainly talk with them. I know that the tournament organizers like to have as many fields as possible in one location. And as you saw from um these slides of the fields that are that they are using, it's not ideal for them to be using Centennial Hills, but they're kind of forced to because there's only two fields there. So, I I we could certainly talk to the school district, but I think in the end they're going to want to use the complexes that have the most fields because of the the way their tournaments are structured and, you know, running around all over the city is difficult for them.
But I was just imagining if you had one at um Betty Wilson, right, you've got Simaron right there and um um the middle school's not too Gar side's not too far away. So at least like you could stay pretty concentrated as opposed to coming out to Centennial because that is a huge hike from Betty Wilson. Definitely. Yeah, we will reach out to the school district and talk to them about their field use. Okay, please.
Thank you, MPT. Um, Miss Plaster, this is very enlightening. Um, I get to witness it a lot. I'm I frequent Kellogg Xayer for my own recreation and I'm always amazed at how many out of state um cars are parked um and how many tournaments are being played um and it's pretty consistent uh the the level of programming that's happening there which makes my heart happy and we know our assets are being utilized. Um I was just I just think about the number of feet and cleats that are going through our field and so I wanted you to speak a little bit about obviously it generates revenue is all of that revenue then um kind of set aside for the maintenance of the fields because I I assume we're going through those turfs pretty rapidly with the amount of um kiddos that you cited are are partaking and and participating in these tournaments. So, the the money that we bring in from our field rentals and for our tournaments pays for the programmatic staff. It doesn't actually pay for all of the field maintenance. Um, occasionally we we're able to build up a balance where we replace an artificial turf field with those funds. Um it's difficult to divide up how much of our PGM is P our parks and ground maintenance team is spent on fields um as compared to the rest of the parks we have in the city because we do have 87 parks total. But um I did look at those numbers before this presentation and about 11 million dollars of PGM is spent discretionary wise. 5 million spent on water. We could look at we could look at, you know, trying to cover more of those costs through the um municipal sports fund, but right now it it doesn't we don't charge enough to be able to cover those costs.
And we don't want to make it cost prohibitive to where they don't come to us. But I just think it's something that maybe we think about how do we maybe have a little set aside to
especially address those fields that are needing the TLC faster. Sometimes you know we are banking on awards um coffers to be rich to do the work and then sometimes the money is just not there depending on how much development is happening. And so I just think we should kind of look at the breakout of the monies received and what we do have to cover and then if there's any extra that we could be putting into a little fund uh for upkeep and maintenance because we want our fields to be top-notch and the best and pristine
and they actually our fields have the reputation of being the best. I mean that's what all the tournament directors tell us. Um, our natural grass fields, we do take them down four to five months every year so we can do overseed and bring them up to, you know, the best in Las Vegas. So, thank you. Thank you. And thank you to the entire um, parks and recck team that make it happen from our maintenance to our scheduling to everyone who's ensuring that this is seamless and flawless and easy. uh because when I see all the folks it doesn't look that it looks chaotic to me but it's a good it's a good chaos and a good energy. I I wanted to um just add my uh kudos to Maggie and her team. uh from when the first time I met her, I I've always I have I've so appreciated her joy devivve about our parks program and um when you talk to her about an individual effort, she is so well I'm sorry you are. You really are so delightfully happy about what we can do and what we're able to do and proud of the work and it takes a lot and I know that and I hear from our constituents all the time about how much they love our parks and recreational opportunities. Honestly, this is the best job I've ever had at the city and a lot of that has to do with the mission and the the people who are working in this department. They're very passionate about what they do from parks maintenance people. I mean the whole the whole gambit. So it's a joy. This is a report only. Oh yes please.
Miss so much. Um, I remember when we talked about uh soccer last year uh in one of our briefings and I didn't have much of a connection because we have been a different sport family. Um, but now I've learned that my granddaughter is a soccer player and will be here for the summer and we're adding soccer to our list of activities. And I'm excited to know that I'll be able to take her to public spaces, public parks, look into her getting some training, uh, and enjoying the outdoors and parks that the city of Las Vegas is taking very good care of. Um, Maggie, I'm I'm just very proud um of the work that your team does in every area. I'm grateful and um this is wonderful to hear. So, I guess I'm a soccer mim me now in addition to a tennis mi and to be able to do it in public spaces really speaks to my heart as a person who believes in um our us our communities having access. Uh we are a grassroots volunteerpowered civic organization working to ensure that our community can safely and visibly participate in the democratic process. Uh since our formation in November 2024, we have led 51 peaceful protests throughout Las Vegas Valley. I'm here today to address uh an issue facing all of Las Vegas. Unlike major uh many major cities, our city does not have a free designated public assembly area um that can accommodate 8 to 10,000 people for peaceful political demonstrations. After No Kings 3, a city spokesperson was quoted on channel 13 saying the sidewalks in the city of Las Vegas are free speech areas. I am here today to say that is not enough. With national mobilizations um expected to grow significantly over the next three years, we must address the shortage of adequate assembly areas. Now, I'm asking that we get our issues on the city's agenda so we can come together to to facilitate new laws.

My name is Julie Kemp, also a member of Indivisible. I will be finishing Barb Wolf Spe Wolf's speech. We would like to emulate the free speech protections offered by Reno. Reno offers four designated free speech zones that are free. Special event permits for first amendment expressions are exempt from standard insurance requirements. Road closures have exceeded the max rental are are covered under free speech protections. I'll give you that time. Sorry, I don't mean to interrupt. I start start again because that interrupted you.
That was weird. Road closures, police fees, and park rentals are covered under free speech protections in Reno. Free speech is free in Las Vegas. No Kings 3 three cost Invisible Las Vegas over $24,000, 95% which could have been waved by the city. Not waving the insurance requirement was a choice the city made and it cost us $16,100. We also experienced multiple breaches of trust by the Metro Special Events Department and will address them with the sheriff. Las Vegas has built arenas for sports and convention centers for business, but no planning was done for constitutional civic expression. We plan for tourists and everything but democracy. Ple, please note this is not a partisan issue. It is a constitutional one. It's time to make space for the people because democracy deserves infrastructure and we're not going away. We ask that you please meet us to discuss how we can best move forward.

And city council members. I am a constituent of Councilwoman Alan Pollinsky and I am very appreciative of this opportunity. Today I want to talk to you about breaches of trust. The rules were changed by Metro in the break in the days prior to and on the day of the March 28th event. We paid good money for our protesters to have two northbound lanes and a way for people who were driving by to honk their horns in support of us on the southside lane. This protest cost over $24,000 and we did not get what we agreed to. We got one northbound lane and the southbound side of the street was closed on that morning. The police presence was supposed to be less intimidating and they were not supposed to wear their helmets. Granted, they were kind enough not to carry their assault weapons, but the sheer numbers and the fiddling around with their zip ties were quite intimidating. We had 170 officers present plus 50 in reserve on a nearby street for Metro's reported 1,400 attendants. Reno, by contrast, that same day had 20,000 attendees and eight visible police officers. Cost estimates were changed midstream by Metro and we had to pay for the Maric barricade company. We were told the insurance requirement had been waved and it was not. We met one obstacle after another.

Hello. Thank you for the opportunity to speak today. My name is Laura Gerki. I attended the No Kings event here um on March 28th and it was a peaceful and impactful day, not just here in Vegas, but around the world. Um for people exercising their first amendment rights. Um the event was well attended. It was very enjoyable, but the police presence was unnecessarily overbearing. It seemed disproportionate to the crowd size, and it seemed like a waste of public resources and police time. I've been at numerous um similar events around the country and none of them had this level of police presence, including an event last year in Washington DC with over 100,000 attendees with nowhere near this level of police presence. Um I felt like the close proximity along the route was intimidating and I felt like it was intentional um to try to have a chilling effect on free speech not just at this event but to deter participation in future events. We support um indivisible in their testimony that was shared. People in our community shouldn't be subjected to over-the-top policing tactics at peaceful protest. Good afternoon, Mayor Prom Kudson and members of the council. I'm Reverend Dr. Marta Polling Schmidt and I'm very pleased to have this time to be with you. Um, there has been some real craziness that has happened for Indivisible in our efforts to exercise free speech. On Friday, March 20th, 2026, Kendall Bell told us that our second permit application was approved with some modifications and that the insurance requirement was being waved. We were ecstatic. On the Wednesday before the protest, Valentin from the city special events department asked for proof of insurance. Kendall Bell was on the email chain. We stated to Valentin that the insurance had been waved. Why was he asking us to make the insurance person work on a policy if we weren't going to be paying her for her work? Kendall answered saying, "Stop bugging her. The insurance has been waved." Kendall also emailed saying he was in a high level meeting and that the event would be fully approved that day. When we spoke to Kendall after his meeting, he gave us the impression that he had more power than Valentin and to listen to Kendall. So, we did. On Thursday, the special events team made it clear that two insurance policies were needed and that even if Metro waved their requirement, the city would not. So, we went from having not to have an insurance policy to having not one but now two.

Um, thank you for listening to me. My name is Karen Newcomer. Um, I spoke to you guys several times for like the last year. Off and on. I've been coming and saying how the overp policing is uh detrimental to the protesters, to our city, and to LMPD. But nothing has gotten better. We're just trying to exercise our First Amendment rights. I'm unaware of any other jurisdiction having to battle their local governments and protest. And we expend way too much time trying to work around the around the demands of of them for of the law enforcement. They should be assisting us, not trying to harm us. No kings three for me was a straw that proverbial broke that broke the proverbial camel's back. the cutting down of the six beautiful old trees that were in front of the regional justice center done two days before our protest with weather we were expecting to be and was very hot. Uh that seems very purposeful. Um I I I've seen at a protest, it wasn't that one, but another one where an old lady I'm 66 years old and she was probably old enough to be my mother. She had a foldable plastic umbrella and our cops made her not only put it in her purse, fold it. What is a 66-y old lady going to do to harm our police people with a plastic little tiny umbrella? It It's a matter of health and safety. And this is We need y'all's help to get what we should what should be be to provided by our tax dollars a place to peacefully protest without being overpoliced. Hi. Hi, my name is Carol Nurby and Mayor Prom Kudson, you are my councilman. And on a personal level, I'm just disturbed why any leaders in this city would want to prevent and or unnecessarily and severely restrict peaceful protests. I'm wondering if there is any confusion in what our leaders think is the purpose of our peaceful protests. These protests are being done to benefit our communities, to make our communities a better and happier place to live, not to create any division or chaos or violence. We protest to protect yours and everyone's rights. And we protest to protect the rights afforded to all of us by the Constitution. And in protesting, we show our passion and joy in doing just that. Peaceful protests are not just a way to protect our own futures, but even more importantly, a way to protect the futures of our children and our grandchildren. So, I ask that you consider decisions that you make concerning these situations, keeping in mind that we do this to help our community and all our futures and hope that you want to do the same.

So, I just wanted to echo the sentiments of everyone before me and say that please please do put something on the agenda for us to discuss and um investigate what happened and discuss a path moving forward for us to be united in uh hope and uh democracy.

So, I would like this to get on the agenda so that that can be rectified and fixed for future events and so that anyone, no matter what their beliefs are, can protest peacefully and know that they have the right to do that. Hi. Uh, I'm Emily Eastwood. Uh, this is also my first time appearing in front of you guys, so thank you for your time. Um, I just wanted to say I I went to the protests on the 28th and I felt extremely intimidated by the police presence there. Um, part of my initiative with that was trying to get a lot of younger individuals involved. I turned 18 in 2016 and I have not been able to vote on a ballot that does not have a certain name on it and I'm watching my future as well as my peers futures get taken away from us. And so it's important to me that young people feel safe to exercise their first amendment right uh which is these protests. Um I have younger siblings that are just becoming 18 and 19 years old. I have a sister-in-law who's about to have a baby and it's important to me that the future of America, our youth feel comfortable enough to come out on the streets and share what they believe. Hi. Hi. Uh my name is Dedra Radford. I'm president of this I'm president of the Centennial Hills Democratic Club. Uh Councilwoman Brun is my uh council woman. Um, Centennial Hills Democrats will be mailing 20,000 candidate guides to the Democrats in the upcoming primary and general election. It's a lot of work to do. I mean to do it and sometimes it's it's a lot of work for one person, but I'm going to do it anyway. I'm very motivated. Um, so I was one of the MC's at the March 25th No Kings protest. I was really shocked by the sheer number of police and police vehicles present. Now, the other day I heard that the city of Las Vegas is actually run by casino owners, not a people's government. I really hope that's not true. Uh, furthermore, I've heard that the police force does the bidding of casino owners, not the people's government. I really hope that's not true. Um, but with 170 cops present and 50 cops in reserve to police 1400 protesters, the city, whoever runs it, has proved based on results that it is protest averse. By comparison, Reno had 20,000 protesters and had only eight cops. We paid $24,000 to protest while Reno paid nothing. I've been adi advising Indivisible not to go through the city or the police. And the reality is we don't have to and we will continue protesting. We will not be deterred. But I have to wonder what is going on behind the scenes that this kind of overpolicing uh this kind of intimidation and injustice is going on. And I direct this to the Democrats up there. What are you going to do about it? Thank you.
Thank you so much. Yes, my name is Grace Albanese. A lb ban. And Las Vegas is becoming the most dangerous place in the country. Uh, every time I look up, uh, people are selling pictures of me everywhere I go. I was at uh Walmart when that man uh hijacked that car and it crashed. I seen them pull the driver out. I was there. Uh there people are selling pictures of me everywhere I go. Um and uh um it's just a very dangerous place and uh a lot of people depend on me for their income, their soul income or their uh you know just to add to their income and it's just become very dangerous for people when they want to go sell these pictures of me uh possibly like in that Walmart parking lot where I was when that man hijacked that car and the these uh transactions. Metro calls them undetermined uh transactions. They go south and people die.

Um for the first amendment speakers, if any of you have any additional comments, I can meet you out in the lobby uh after they finish uh this segment to get any additional feedback uh for myself, the management team, and our special events group. Uh I will say that some of the comments made obviously uh while we are a payer into Metro a lot of that has to do with Metro uh cops and things like that. Um and I'm not saying that negatively or positively just to that you know you're speaking to the city council they don't have direct uh control over speak speaking reality in fact but the other thing is on the insurance requirement a special event permit was submitted for the protest. Whenever a special event permit is submitted, it almost always triggers an insurance requirement, especially in a situation here where you requested use of a lane on Las Vegas Boulevard. And that is what I am almost 100% confident Valentin said back uh to you all and thus the insurance requirement was upheld under the special event permit. um just give me a couple minutes and I'll meet whoever wants to talk back there so I can get more information because yeah, we're fine with, you know, discussing and figuring out what we can do better. Thank you Mayor Pro Tim. On the morning of Thursday, April 2nd, I tooured the 525 JATC pipes pipe trade apprentice school. This is a five-year apprenticeship designed to prepare individuals for careers as plumbers, pipe fitters, or HVAC technicians. Classes are held during the evening evenings and weekends, allowing students to gain hands-on experience while maintaining other responsibilities. It was impressive to see how much real work training takes during um during this program. Uh on Thursday, April 2nd, I attended a Walk with Jesus event to celebrate Easter. It was an openhouse experience designed to help visitors reflect on the life, ministry, and message of Jesus Christ. I was grateful for the opportunity to attend and to take part. Next up, on Thursday, Tuesday, April the 7th, I attended the Summerland Area Command's first Tuesday in Sun City. We learned how drone technology is being integrated to better protect our families and neighborhoods. We also got to learn more about cyber trucks and they were a huge hit. Thank you to everyone in Sun City Summerland for hosting such a meaningful and informative event. Looking forward to more. On the morning of April 11th, the Get Outdoors Nevada hosted a park cleanup at Police Memorial Park, which we are grateful for. Together, we removed 67 pounds of trash and spreaded new mulch around 60, excuse me, around 95 trees. Thank you for the volunteers who dedicated their mornings to keeping police memorial park a beautiful space for people, wildlife, and the other trees. Later in the morning, I had the opportunity to present a proclamation at the Friends of Parkinson's Funny Bunny Race. The purpose of this race is to bring awareness to Parkinson's disease. Thank you to everyone who walked for
awareness, research, and most importantly for each other. I had a wonderful time. Later that afternoon, I attended Summerland Area Command's spring family event. It was a great opportunity for families to come together and enjoy the day. It was also a great opportunity to wish Captain Fennis well in his transition to his new role. Um just going to go over some awesome work that's been happening uh or visits we've had. So on April 4th uh there was a Safe Village cleanup in the Gateway District. Um thank you to all the amazing neighbors who joined us for this amazing cleanup uh right around our Stupat Community Center. We had our partners from LVMPD Downtown Area Command, Casa Deloo, the Strat Las Vegas, and our neighborhood services team. This cleanup qualified uh the safe village group into the official adopt a spa program and over 400 pounds of trash was hauled that Saturday. So, congrats to everyone who parttook. On April 6, public health week at Gavin Gorjon Community Health Center, um the LGBTQ plus center convened patients, providers, and community partners at our Gavin Gorjon Community Health Center to highlight the importance of pound 340B drug pricing program, which is federally funded and currently at risk. 340B allows um or hashtag I think it is sorry hash340B allows the center and many other community health partners offer accessible health care to countless members of our community through prescriptions at discounted rates supporting labs transportation and whole person care. Thank you to Dr. Ramirez and the cent's team for raising awareness and educating us about how this and similar federal programs make it possible for them to offer invaluable healthc care coverage to our most vulnerable neighbors. We definitely need that funding to come through. On April 11th, Duncan, there's a new Duncan in
Ward 3 on Maryland Parkway and Sahara Avenue. So, we were able to partake in a ribbon cutting ceremony with Valley High School administrators and um we always love to celebrate the grand openings of newest additions to our city. This Duncan location is at 2350 South Maryland Parkway and I I just want to wish franchise owners Eva Hosler and Frank much success on this new location in our amazing city. On April 13th, we took a tour of the Love Story Chapel at 704 South 6th Street. And um Julie and Arnold are the proud owners of the Love Story Chapel. And I was introduced to them. Um, attention families, bring your little ones to a special children's day uh celebration on Saturday, March 25th. Activities include raffles, prizes, a magic show, and much more. Make sure to
come in comfy clothes. Uh, it'll probably start warming up uh that week and partake in soccer demonstrations and bouncy houses. Last announcement I have is just um around the engagement meeting we're having for Justin Myron E1 and JC Community Park on April 29th, 6 PM at Kokudson Middle School in the library. We just want uh all the neighbors that live close to or around the park to come and share their thoughts and ideas for what we think the best next step is for the future of that park. We want to potentially extend uh the children's area, but we want community input before we make that decision. So, scan that QR code on the flyer above.
