We there's a lot of uh weeds and dirty yards, a lot of unwanted vehicles on the [clears throat] city rightways. thank you. Uh, Mayor, Councilman Ulabari, uh, I I think we have the privilege tonight, counselor, of having our, uh, judge present with us. Uh, and and I just want to take the opportunity while he's here, just to note that, um, with the work that we're preparing for and code enforcement and have been during this eight weeks of amnesty that we're providing people information about what their requirements are. We're also uh reaching out to to our judge, our staff through Lucas and his team has uh gone to the judge and and had some conversations about what we can do to continue to work together as we always have with our judge, but also to strengthen areas where we can. So, we'll be bringing some uh recommendations back to [clears throat] mayor and council to um not only continue to to do the requirements of the code that we already have in place, but to continue to forge a stronger and stronger relationship with our judge um who [clears throat] helps deal with the enforcement and on the judicial side in working through that. So, I I wanted to note that while he's here, I don't want to uh put him on the spot. I just want to note that we have had some discussions and he has made some recommendations to us on things that we could work on to improve things on his side of the equation. So those are things that we'll bring back to mayor and council for consideration as we evolve through that process. So I just wanted to say that councelor Ulabari because these are things that you consistently have brought up and that you want more and more work on and so I just wanted to highlight [clears throat] that we're working on those matters. I know, you know, I've been working with you once a month and once every time I have a chance to take a look at my water and there's been issues out there and you [clears throat] I made some list and you can go over them and you can let me know where

you're working on them because I don't get a feedback on that and some of the stuff that we've been getting done. There's some getting done and some aren't. But I would like at least some stuff that [clears throat] you and your staff is working on to see where I'm at. That way I can take care of that. So yes, sir. Thank you. Thank you, Councilman. Yeah. I' I'd kind of like to add a little bit to that as well. uh more in the realm of ward 4, the south end of Vegas that I know we've had the the you know a discussion in in reference to this to some degree would be the uh [clears throat] would be the speeding and the speed in that general area and I know we've talked a little bit about it. I think you possibly were making a you know a meeting with highway department dot to see what can be done out there. number one. And along those same lines would be code enforcement. uh code enforcement. I I think they're trying to do some work, but we need to make sure that when it finally gets to a a point that uh the individuals that get citations or, you know, these red notices and stuff that there's some teeth in there so that we can go ahead and and do something about some of those areas because they're gray areas. and and the city's a big it's a big piece of property and and but everybody needs to comply and we need to do our best to enforce and that's where you know in a situation like Lucas he needs he needs the the backbone to be able to support that uh to make sure that that those things get taken care of. On another note, I wanted to mention that I did attend the New Mexico 811 training the other day at Highlands, which was kind of interesting. It uh there was quite a few attendees. There was about 90 attendees at that uh training. Uh I heard about it a little bit at the last minute, but I was able to make it, which I was very happy to make it. and it had a lot of information about

especially fines when it comes to anybody digging whether it be in their own property or on properties adjacent to theirs or whatever it might be. Very informative. uh some big numbers and fines that you can get if you don't if you're not taking care of your you know crossing your crossing your tees and dotting your eyes to make sure that you got proper uh paperwork to make sure that you can do that kind of work. So, uh I did attend that and I was I was happy that I was able to make it. Thank you, Mayor. Thank you, Councy.

Thank you, Mr. Mayor. I just want to say that um I'm very happy with um the wonderful employees that we have especially when I call them about a a constituent request or a constituent issue. Sometimes um people call that are very difficult to talk to and explain things to and I've been very fortunate to be able to uh get those calls rerouted to people that uh work for us and uh they deal with them very well and solve the issue in a very timely manner. And I really appreciate that of our staff. And I want to thank especially um uh our police chief Caleb Marquez, uh Jimmy Sy, Elena Martinez, and um Mr. Arnold Lopez for taking care of an issue that came up just yesterday and I appreciate that very much. And uh of course um I don't of his rank um officer Lotello who took care of a very difficult person [laughter] that uh I was so happy that I didn't have to talk to him again. So it was uh you know a wonderful thing and and so I just want to thank people for always being uh willing to help and willing to address an issue that is of concern not just to me but of other people in the community. uh thank you, Mr. Mayor. Uh being the new person here, so I just want to say uh I'm I'm honored to be here. I want to thank all the uh staff and all those present for uh at the meeting tonight. I don't have too much of a report per se at this point, but I just want to make a few comments. uh you know, part of my campaign focused on on uh some some simple things. And one thing that I want to and and part of what I've heard here tonight is uh some focus on on civic pride. And I think that starts with with each and and every member of this governing board as well as you, our administrators and and our city staff. um someone much much smarter than I uh uh introduced me to the the idea of the uh broken window theory. And it's it's a pretty simple thing. So, you know, we we get used to seeing things that are are broken or or maybe need to be improved. Um and we see it so often that we kind of take it as the norm. And I want to bring that approach where we see things that need to be improved or need to be changed and we do something about that. Right? We we have uh had our challenges here in the past in terms of some of the situations that we've dealt with as a as a city, as a community. Uh but we can't let that define us. Uh I do want to move forward. I want to create that civic pride and it starts with little things. There's there's lowhanging fruit out there. How do we improve the look of of some of our streets [clears throat] and and maintaining those weeds and maintaining certain properties? Uh those are things that are within our our grasp that we can have an immediate impact on. Uh so starting out, I just want to look

Uh and with those small steps, we move towards a greater uh community and a uh a greater area. uh for ourselves, for for our constituents, and for the entire city of Las Vegas. So, thank you. Mr. At at this time, I'd like to present to the governing body in accordance with the city of Las Vegas charter the appointment of uh city manager Robert Annaya. Uh Mr. Annayia, in my opinion, has done a wonderful job. He came in six months ago uh under tremendous stress in dealing with the state and our water treatment plant. And I think he's done an exceptional job. And just like any position, I think we're never never all perfect, but I think under the circumstances, uh I am asking that we continue to keep Mr. Robert and I as city manager. Uh I know we still we the city manager has a contract and those contracts uh you know will be presented at a later time, but I'm asking under the charter that we reappoint and reconfirm Mr. Robert Anaya as city manager. Uh with that uh councilors uh move

I'm thankful for the team that surrounds us here in this room and that's was at the training a few weeks ago. uh over a 265 I think Consol 265 strong and so like I said I'm a man occupying a space and time and I respect that space in that time. I respect your vision uh mayor and the council's work and I will uphold and work hard to do the daily work of the council for every single counselor. Uh, obviously you have concerns, councelor Casey. I will serve your ward just as strongly and hardly as I have to this point and will continue to do whatever you need as well as the full council. And mayor, uh, again, I can't, uh, thank you enough for the opportunity that you gave me to come and help the city that I reside, live in, and love. And so, thank you so much. And

It is a vote to work towards something that um will continue the work that we're doing and that you understand that it is not anything personal but maybe an incentive for us to work a little bit um harder to reach that uh high standard of excellence that uh you have so graciously uh held on to. We we've done a good job up to this point and I think we've got a good future ahead of us. So I applaud that uh that you're still with us today, Mr. Manager. You know the thing is it's take me a lot of years to see [snorts] what I see how many managers come in what positions they have and it's it's difficult because we I have one of the biggest wards and and I see it all. I I leave there. I work there. I come over here and work with my mayor and my city councilman. It's not only me what I'm doing. It's people that call me and tell me we need to do this, we need to do that. And for you being what you're doing, it takes a lot of work, a lot of hard work. And the people are looking at that, plus us are looking at that. And this takes a lot of time, Mr. Manager. And thank you for holding on to what we do. We do it because we look at the our residents here in town and that's our life because we live with them, we eat with them, we go around, we see them and that's one of the biggest things that we do here for this city. Right. So, at this time, I'd like to present police chief Caleb Marcus. I know he's been in the position almost three years, I think. Over two. Over two. [laughter] I think again, we we continue to you talk about continuity. I think we've seen some improvement in the police department. Again, I'll say, are we perfect? No, we're not. But as long as we're making forward progress, we that's exactly what we want. And eventually, you know, we get to that higher standard. Uh I do want to say this and I think it's important to say is uh I think you're probably the longest tenure in about four or five years police chief. So that's positive for our community that we're not uh continuing change within that. Uh but with that, I present to the governing body Mr. Police uh Kayla Marcus is police chief.

We're lucky to have you here at the city of Las Vegas. Uh I can I can see the way the the vision that you have and the way that the the department is heading. Uh, so I appreciate the professionalism and the uh, style that you bring to our law enforcement here in Las Vegas. So, thank you very much.

I think uh Miss Cassandra has had the opportunity to sit in this position and no matter who comes to sit here as mayor uh she's treated each one mayor and council treated each one of us with professionalism. Uh she's never taken any sides continues to do her job and serve the public within her capacity as city clerk. And I think that's important and it's an honor and pleasure to recommend Miss Cass uh Cassandra Frescus to this position as we move into this next term. Uh thank you Cassandra for all you do. Uh you know I think uh what you do is is very important to the community and I I uh it's been a pleasure working with you. I know we had some uh bumps in the road a few years I mean few [clears throat] years ago but you know we we kept you on board and I'm glad that we did because you've uh excelled in the position and I continue to look forward to working with you in this position as I'm here through this next term. Uh again, those items in red, uh they're either changes that were made or proposed and and all at the end of the day, I know we have our budget meetings coming up, I think, in March, Mr. Madrid. Uh there's still some other items uh that basically we'd have to uh probably propose changes in the charter. uh you know again this is just a structure an idea of us moving forward and what the structure should be I think it's perfect timing uh as we move into budget so that way uh we could see if there's funding available if there's not again uh then those those uh proposed changes can happen uh if there's legalities uh on some of these proposals uh again it's just for the next two years this is the structure and vision that I think myself and the city manager uh you know sat down along with other staff uh those that have read I know the department heads were brought into uh you know to discuss some of those proposed changes and how they feel. Uh I know under the current structure or the past structure of the uh charter we did have some individuals that couple things we had uh individuals that sat within committees that weren't within city limits. I know the charter was amended to allow uh you know those in the uh basically the county uh to sit on our committees but the way the new charter rights uh is written is that we have to have an ordinance or a resolution in place. So I can't I didn't want to proceed with recommendations of committees without having that ordinance in place because then we were just again uh limited to only those within the city. So I have been in conversation with uh Mr. Gino Zamoraps being that he did work on the charter on a resolution because an ordinance would take too long before we put committees in place. So uh a resolution is something I'm hoping to have by the 28th so that way we could proceed. Uh Miss Cassandra and I are working on a letter to the directors that do have committees that all boards will stay in place until this resolution and uh committees are recommended. So basically I'm asking that uh you know we table this until we do have that resolution in place uh to allow uh there's also the exopicio and what they do on the new charter and also you know those in the outlining areas to allow them to sit on the committees. So I'm just asking that we table this until we have the resolution in place.
