Citizens can participate through in-person comments. Citizens wishing to provide in-person comments are required to fill out a witness card and submit it to the City Secretary no later than 5:45 p.m. and identify themselves at the microphone. Comments are limited to three (3) minutes per speaker. Speakers may not pass their minutes to any other speaker. All comments should be relevant to City business and delivered in a professional manner. No derogatory remarks will be permitted.

The City of Laredo Mayor and Council recognize the Heat 13 Volleyball Academy for their outstanding athletic accomplishments during the 2025–2026 season, earning three bids to the 2026 USAV Girls Junior National Championship through the Mizuno Northern Lights Qualifier, Adidas Lone Star Classic, and Lone Star Regionals. Their exceptional talent, dedication, teamwork, and perseverance brought pride to the City of Laredo as they represented our community on the national stage.

Public Hearing and Introductory Ordinance Amending the Zoning Ordinance (Map) of the City of Laredo by rezoning approximately 5.2 acres, as further described by metes and bounds in attached Exhibit A, located south of Lomas Del Sur Boulevard and west of Cuatro Vientos Road, from R-1 (Single Family Residential District) and R-1A (Single Family Reduced Area District) to B-3 (Community Business District).

The applicant has amended the application and is now requesting a B-3 zoning. The applicant originally requested a B-4 (Highway Commercial District) zoning. The Planning and Zoning Commission recommended denial of the B-4 zoning request and recommended approval of a B-3 zoning. Staff did not support the B-4 zoning but supported a B-3 zoning. Public Hearing and Introductory Ordinance Amending the Zoning Ordinance (Map) of the City of Laredo by rezoning Lots 3 and 4, Block 493, Eastern Division, located at 219 East Taylor Street, from R-3 (Mixed Residential District) to B-3 (Community Business District).

The Planning and Zoning Commission recommended approval of the proposed zone change, and staff does not support the application. ZC-071-2026 District VIII. 26-1705

Public Hearing and Introductory Ordinance amending the Zoning Ordinance (Map) of the City of Laredo by authorizing the issuance of a conditional use permit for an auto body shop (collision center) on Lot 5, Block 1787, Eastern Division, located at 2917 Market Street

The Planning and Zoning Commission recommended approval of the proposed conditional use permit and staff supports the application. ZC-070-2026 District II

Public Hearing and Introductory Ordinance amending the Zoning Ordinance (Map) of the City of Laredo by authorizing the issuance of a conditional use permit for a heavy machinery retail sales and services and wholesales of general merchandise on Lots 6 and 8, Block 544, Western Division, located at 2303 Santa Rita Avenue (Suite B, 9,000 square feet).

The Planning and Zoning Commission recommended approval of the proposed conditional use permit and staff supports the application. ZC-075-2026 District VIII

Public Hearing and Introductory Ordinance authorizing the City Manager to accept the FY 26 Interlibrary Loan (ILL) Reimbursement Grant, in the estimated total amount of $6,182.68, with no match for the City of Laredo Public Library Department; and to amend the General Fund budget by appropriating revenues and expenditures in the amount of $6,182.68; and further authorizing the City Manager to execute all documents resulting from the award of this grant. Any funding as a result of this application will be appropriated in the Laredo Public Library Department - General Fund.

Public Hearing and Introductory Ordinance authorizing the City Manager to amend Community Development Department's FY2026-2027 annual budget by increasing revenues and expenditures in the amount of $250,000.00 for the Texas Veterans Commission (TVC) fund for Veterans' Assistance (FVA). The Community Development Department received an award in the amount of $250,000.00 to provide home modifications for the veteran's community within the City of Laredo limits. Additionally, amending the FY2026-2027 Full-Time Equivalent (FTE) position listing by adding one Administrative Assistant (205) for the Community Development Department. There is no match requirement.

Public Hearing and Introductory Ordinance authorizing the amendment of Chapter 12, "Fire Prevention and Protection", Article V, Section 12-91, "Purpose and Schedule Fees", of the City of Laredo Code of Ordinances, related to the International Fire Training Initiative, to include fire departments from communities with an active Sister City Agreement with the City of Laredo, as well as cities, municipalities, or governmental entities covered under an active Memorandum of Understanding (MOU) or other formal cooperation agreement with the City of Laredo and/or the Laredo Fire Department; and providing for an effective date.
